Challenges in the Development of Modern University Complexes with Research Departments

It underscores the essential tasks at hand in reconstructing the material infrastructure of educational institutions to meet contemporary needs. The article offers a comprehensive array of recommendations for architectural planning and the expansion of university complexes, encompassing the creation of dedicated research hubs, state-of-the-art laboratories, and technologically advanced innovation parks. These endeavors are envisaged not only to enrich the practical training of students, but also to augment the overall competitiveness of educational establishments on the national and international stage. Within the research framework, due consideration is given to the physical aesthetics of university buildings, paving the way for a harmonious blend of tradition and modernity. The potential for collaboration with governmental bodies is examined, thus fostering a conducive environment for knowledge exchange and interdisciplinary cooperation. Furthermore, the article advocates for the development of cohesive functional linkages within university complexes to facilitate the seamless flow of ideas and resources. One of the pivotal concepts advocated in this research is the integration of "open laboratories." These innovative spaces are envisioned to serve as dynamic hubs of scientific exploration, catalyzing breakthroughs in various disciplines. The introduction of open laboratories promises to infuse a newfound vigor into the realm of scientific research within the academic sphere. The research not only contemplates the domestic educational landscape but also embarks on a global exploration of best practices. Drawing insights from international experience, this article endeavors to adapt and tailor these lessons to the unique context of Ukrainian higher education. The outcomes of this research endeavor are anticipated to form the bedrock for future studies, serving as a catalyst for the development of innovative architectural solutions within the realm of higher education in Ukraine. By embracing the principles and recommendations put forth in this article, educational institutions in Ukraine can aspire to not only keep pace with global advancements, but also to carve a distinctive niche in the ever-evolving landscape of higher education.

European Union Strategies Extrapolation for Boosting Students’ Media Literacy in Ukrainian Higher Education

Purpose. The paper deals with the realization of Erasmus+ Jean Monnet Module project that contributes to the strengthening of the role of media literacy among citizens. The aim of the article is to regard practical aspects of media literacy and critical thinking development for higher education (HE) institution’ students in the context of foreign language learning, considering European and Ukrainian experiences.
 Methodology of the study involved analysing and generalizing scientific sources to uncover the main issues under investigation; collecting and summarizing valuable points from scholars’ contributions worldwide, intercultural communication observations and descriptions.
 Results. The project “European Union (EU) strategies extrapolation for boosting students’ media literacy in Ukrainian HE”, initiated in SNAU with the support of Jean Monnet Foundation within the EU Erasmus+ Program, is targeted at popularizing the main directions of EU policy in the field of media education. While reviewing the European discourse on media literacy it was found that the key strategies in British media education are media authorship, ownership and control, ways of achieving the effect of influence and encoding information of media texts, etc. Finnish media education’s overall goal is enabling students’ analysis of the present and the desired future, and decision making to move towards the desired future. Media education in France is largely determined by semiology, discourse analysis, film analysis, promoting citizens’ participation in the public life, a critical approach to advertising and active resistance to its influence. Austrian and German media education focuses on the control over media with potentially harmful or dangerous content and the development of responsible communication culture. Integrating media literacy into foreign language training is revealed to be essential as it can introduce real-world topics and scenarios relevant to students. The compilers of the training course syllabus considered important European documents on media literacy and language education selecting topics, establishing learning objectives, defining learning outcomes, and setting evaluation criteria.
 Conclusions: The results of this study suggest that media literacy skills should be a compulsory subject in all branches of educational faculties and developed throughout life. The training course should be based on advanced innovations and achievements in this field, considering European and Ukrainian experiences.

Development of Higher Education of the XXI Century in the World Context in the Face of Global Challenges

The article is devoted to the problem of higher education development in the twenty-first century in the context of global challenges. Since the scientific research did not include an empirical component, theoretical methods of scientific knowledge (analysis, synthesis, abstraction, etc.) became additional components of the methodological toolkit, and the analysis of relevant scientific publications on educational issues for the period of 2019-2023 was taken as a basis. For convenience, the materials were systematized according to the relevant topics: development and implementation of innovative methodology in the educational process; opportunities for integrating digital technologies into education, digitalization; stakeholder requirements for the personality of a specialist and their implementation in the educational process; problems and prospects for the development of the educational sector; transformation of higher education in Ukraine under the influence of a full-scale war. The purpose of the article was to analyze certain aspects of the development of higher education in the twenty-first century. The analysis of publications allowed us to identify visions of ways to solve educational problems and modernize higher education. Particular attention was paid to the peculiarities of the organization of higher education in Ukraine during the war and the factors that will stimulate/hinder the development of post-war Ukrainian higher education. The generalization of information obtained from relevant scientific sources made it possible to model the process of transformation of higher education today, to identify global factors, to point out the incentives and the path of development that the educational sector is currently moving along. The novelty of the proposed research lies in the attempt to systematize existing scientific studies and build a holistic vision of the transformation processes in higher education. The article is aimed at educators, students, educational reformers, and researchers and aims to draw attention to the importance of educational issues.

Education in the conditions of war: advantages and disadvantages

The research aims to study the peculiarities of education in wartime. Despite many challenges that have arisen as a result of Russian aggression against Ukraine, the modern higher education system has development opportunities. The first of these is international academic mobility, which provides opportunities for teachers and students to attend leading European universities. The second is the intensive introduction of information technology into the educational process and the professionalization of teachers. The third is the use of flexible learning technologies, and the fourth is a cooperation between Ukrainian and foreign higher education institutions. The fifth possibility is the introduction of the "lifelong learning" model, and the sixth is distance learning, which can be a full-fledged form of education in some specialties. For students, this form of education allows them to study and gain practical experience at the same time, and for teachers to work in education and other fields, passing on practical experience to students. The seventh possibility is to improve the territorial organization of higher education in Ukraine, in particular, to relocate higher education institutions from areas where active hostilities are taking place to large cities. Improving the territorial organization of higher education in Ukraine (relocation of higher education institutions to large cities from areas where active hostilities are taking place) is worthy of attention. Finally, the ability to identify hidden problems in the higher education system and work on solving their causes. The key is to identify threats timely and develop mechanisms to mitigate their impact. Each opportunity should be realized to the fullest extent possible. All these points should be considered in the operational plans for the implementation of the Strategy for the Development of Higher Education in Ukraine for 2022-2032. It is concluded that technological influences are used in modern life to achieve various goals, including obtaining confidential information. User training and increased technical protection are the best defenses against social engineering attacks. To reduce the occurrence of social engineering attacks, technical protection is needed to help prevent such attacks.

The system of continuous design education in Ukraine in the context of higher education modernization

Continuous education is characterized by a constantly evolving complex of innovative pedagogical knowledge presented in the context of modernizing higher education in Ukraine. It has determined the relevance of the proposed research. The article aims to establish the effectiveness of introducing a range of educational components of continuous design education into pedagogical courses, perceived as innovations in education, to identify the problems of motivation and integration of the idea of continuous design education into the professional activities of educators. Several planning aspects of education modernization have been identified (attitude of educators towards innovation, anxious use of innovation in design education, external difficulties in introducing innovation in continuous education, innovative pedagogical practices, and readiness for modernization of design education in the higher education space). The study conducted comprehensive research, applying the method of pedagogical experiment. Surveys, observation, and experimental methods were used to diagnose the effectiveness of modernizing design education among educators in this field. The central hypothesis is that continuous courses in design education and self-education activities related to innovations in university education actively contribute to the popularization of continuous education in creative sectors of the national economy and anticipate their integration into the teaching activities of higher education staff. This research proves that programs of continuous training of specialists in design education and educational courses associated with innovation are effective and make it possible to use innovation in their professional practice. Further perspective is to investigate the development of continuous education in the territory of Ukrainian higher education.

Challenges facing distance learning during martial law: results of a survey of Ukrainian students

Cataclysms such as the COVID-19 pandemic or the Russian invasion of Ukraine have had an irreversible impact on all spheres of human life. Therefore, it is crucial to monitor the needs of participants in specific processes to be able to respond to them dynamically. In this regard, a survey was conducted with 331 respondents from 13 institutions of higher education in Ukraine. The questionnaire consisted of four blocks: general questions (age, gender, educational institution, year of study, location, etc.), technical block (availability of technical means, access to the Internet, etc.), psychological block (respondents’ state), and educational block (availability of opportunities to continue educational activities). To answer some questions, a sample was made by regions of Ukraine to understand whether there is a significant difference between regions where active hostilities are taking place and regions that are conditionally safer. The article aims to present the results and analysis of the answers and offer suggestions for teachers on implementing educational activities based on the obtained results. The survey showed that teachers of higher education institutions take into account the peculiarities of the current situation in Ukraine. Most institutions implemented blended/distance learning to ensure all participants' safety in the educational process. Among the recommendations are the introduction of video recording of online classes and increased use of non-formal education opportunities, particularly MOOC courses.

МІЖНАРОДНЕ ПАРТНЕРСТВО УНІВЕРСИТЕТІВ ЯК НЕОБХІДНА УМОВА ЇХ СТАЛОГО РОЗВИТКУ ПІД ЧАС ЕКОНОМІЧНОЇ НЕВИЗНАЧЕНОСТІ

Over the last four years, universities have faced significant negative effects from major "uncertainty shocks", namely the Covid-19 pandemic, and in 2022 the Ukraine war. Such economic uncertainties, which are by their very nature hard to define, have real consequences not only for a separate university but also for the educational sector of Ukraine. Nowadays Ukrainian universities should adjust to economic uncertainties by considering international partnership as a source for a high-quality education and sustainable development. A high-quality education system should be the result of the process of transformation of higher education in Ukraine and fully complement the goals of sustainable development. This determines the relevance of the research. The aims of the study are (a) to provide an overview of the current state of higher education in Ukraine and (b) outline ways for sustainable development of higher education during economic uncertainties by means of university partnerships. The methodological basis of the study is a set of general methods of scientific knowledge, the systematic and integrated use of which made it possible to substantiate the theoretical and methodological foundations and scientific and practical approaches to determining the necessity of international partnership of universities as a condition for their sustainable development during economic uncertainties. When studying the essence of international partnership and analyzing economic uncertainties in the education sector, an abstract-logical method, methods of system analysis, systematization and generalization were used; the method of synthesis was used when combining the parts obtained during the analysis into a single whole. The method of induction was used in the formation of general conclusions about the study. The article substantiates university partnership as the ability to provide the scenario of adaptive development with innovative features and the expediency of building university partnerships in Ukraine. Solving this task is related to the formation of an effective partner strategy that will make it possible to identify new and strengthen the existing pros of higher educational institutions and therefore open the ways for further research.

CHANGING THE PARADIGM OF THE RELATIONSHIP BETWEEN EDUCATION AND BUSINESS IN THE CONDITION OF THE TRANSITION TO THE KNOWLEDGE ECONOMY

The development of business-oriented higher education and its investment support is one of the strategically important tasks for Ukraine, as it needs urgent reforms. The article examines the dynamics of the number of higher education institutions and their graduates since the beginning of the state. The influence of education quality on the formation of human capital indices and competitiveness of Ukraine is considered. The relationship and dependence of quality education and development of innovative "markets of tomorrow" for the country has been confirmed. The Strategy for the Development of Higher Education in Ukraine for 2022-2032 in terms of coordination of cooperation between higher education institutions, students and business has been studied, and the expedient directions of intensification of these processes have been analyzed.

Current state and prospects of the development of the competitiveness of higher education’s institutions in the post-war conditions

The subject of the research is the theoretical and practical aspects of researching the factors of competitiveness of higher education institutions of Ukraine during the war and at the stage of post-war recovery. The aim of the research is to determine the main factors of competitiveness of higher education institutions in the post-war period. Research methods. In writing the article, general scientific and special methods of research and management of the competitiveness of higher education institutions were used. Results of the investigation. Іn the course of writing the article, it is determined that the full-scale invasion of the Russian Federation into the territory of Ukraine has radically changed the conditions of functioning of higher education institutions (HEIs), which has affected their competitiveness. It is determined that one of the key issues in the context of Ukraine's recovery is the issue of ensuring the sustainable functioning of the higher education system, which requires the reconstruction of partially damaged or even destroyed higher education institutions. It is analyzed that as of today, 45 higher education institutions in Ukraine have been completely destroyed and 61 have been damaged. It is emphasized that when addressing the issues of restoring higher education institutions, it is necessary to take into account market conditions and sectoral needs for training specialists for a particular sector of the economy of a particular region. It is determined that the competitiveness of a higher education institution is the ability of a higher education institution to compete effectively in the educational market, providing quality education that meets the needs of higher education students and society, while maintaining sustainable popularity and attractiveness; this is a complex process that requires efforts on the part of the university administration, teachers and students, as well as effective cooperation with society and business. It is proved that in order to ensure competitiveness in the post-war period, higher education institutions must actively adapt to new realities, improve their approaches to teaching and research, introduce new technologies, and cooperate with various sectors of society to achieve success. Scope of the results. Economics, management, higher education in Ukraine. Conclusions. As a result of the article, it is determined that in order to ensure the competitiveness of higher education institutions in the post-war environment, five main conditions must be met, including 1) development of higher education on an innovative basis, which will create a more flexible and efficient educational environment and help higher education students to adapt to the requirements of modern business, while contributing to the high competitiveness of higher education institutions; 2) improving the quality of research by increasing investment in research and, as a result, promoting the development of new technologies, solving global problems and improving the ranking of higher education institutions; 3) cooperation in the international context, which is an important tool for the development of education, science and technology, helping to increase the level of cooperation between countries and provide a deeper understanding of global challenges and opportunities; 4) development of e-education, which involves the use of electronic tools, programs, platforms and resources for learning, regardless of place and time; 5) deepening cooperation between HEIs and business, which creates the basis for training competitive specialists, promotes the development and dissemination of innovations, and provides conditions for the growth of HEIs' competitiveness.

CHALLENGES FOR HIGHER EDUCATION IN THE CONDITIONS OF THE DEMOGRAPHIC CRISIS IN UKRAINE

The article analyzes the basic demographic indicators of the crisis in Ukraine, reveals signs of the accumulated problems of the nationʼs aging and natural population decline, which allow to assess the situation in Ukraine as a depopulation. A significant deterioration of the demographic background and a qualitative change in the population structure of Ukraine after February 24, 2022 were recorded: irreversible human losses, emigration, reduction of the average birth rate, etc.A correlation was found between the number of children born in the corresponding year and the dynamics of the capacity of educational services. It was found that higher education in Ukraine will face the biggest demographic challenges in 17+ years. Challenges for higher education in Ukraine have been identified: a systematic reduction in the capacity of educational services and the need to significantly optimize educational offers on the market and the number of domestic higher education institutions; brain-drain and a weakening intellectual capital of the Ukrainian nation; a decrease in the export of Ukrainian higher education and the attraction of foreigners to the economy of Ukraine; devaluation of higher education in Ukraine.In the context of the strategic reconstruction of the state and restoration of the human capital of Ukraine, it is suggested that higher education can be considered and used as an effective tool of state policy in the cycle: obtaining national higher education ‒ demand on the labor market and involvement in the national economy ‒ financial security, an active civic position and loyalty to the state ‒ improving demographic indicators and overcoming the demographic crisis.

Adaptive learning: a cluster-based literature review (2011-2022)

Adaptive learning is a personalized instruction system that adjusts to the needs, preferences, and progress of learners. This paper reviews the current and future developments of adaptive learning in higher education, especially in relation to the digital education strategy of the European Union. It also uses a cluster analysis framework to explore the main themes and their relationships in the academic literature on adaptive learning. The paper highlights the potential of emerging technologies such as AI, eye-tracking, and physiological measurements to improve the personalization and effectiveness of adaptive learning systems. It presents various methods, algorithms, and prototypes that incorporate learning styles into adaptive learning. It also stresses the importance of continuous professional development in e-learning, media literacy, computer security, and andragogy for teachers who use adaptive learning systems. The paper concludes that adaptive learning can promote creativity, innovation, and lifelong learning in Ukrainian higher education, but it also acknowledges the challenges and suggests further research to assess its impact.

Departments of Chamber Ensemble and Concertmastering in Terms of Historical and Cultural Processes, Professional Intersections and Repertoire Policy

The purpose of the article. Based on a retrospective review of the formation of the art of collaborative performance and the creation of chamber ensemble and concertmaster departments, systematisation of the thesaurus of definitions used in defining the profession of musicians in these areas, and study and analysis of the curricula of chamber ensemble and concertmaster departments of music institutions of higher education in Ukraine, an attempt is made to clearly outline the professional guidelines of repertoire policy of each department. The research methodology consists in the use of the following methods: analytical – to analyse the historical roots of the formation of the art of collaborative performance, the emergence of such areas of specialisation as “chamber ensemble artist” and “pianist-concertmaster”, the introduction of differentiated training for these types of performance practice in music institutions of higher education, the characteristics of the synonymous vocabulary of these definitions; comparative – to compare certain parameters of training at these departments, outline common and distinctive features; axiological – to understand the importance of both professions and to define value guidelines in repertoire policy through the prism of the traditions of education and the purpose of musicians in these areas. Scientific novelty. For the first time in the history of Ukrainian musicology, an attempt is made to expand the understanding of the historical roots of the creation of the chamber ensemble and concertmaster departments based on the analysis of the formation of the art of collaborative performance; to clearly outline the direction of the repertory policy of each department by defining their professional guidelines. Conclusions. The analysis of the historical roots of the art of collaborative performance, the traditions of forming chamber ensemble and concertmaster departments, and the competent interpretation of the glossary of definitions used in defining the profession of musicians in these areas are important components of a clear understanding of the functioning of these units of pianists’ training, contributing to the logical differentiation of their performance repertoire. This makes it possible to actualise the issue of forming special competencies in pianists in the context of each typpe of their musical-pedagogical and performance training. Higher Art Education at Civilisational Crossroads: Creative, Personal, and Social Needs

The purpose of the article is to consider current issues of national higher art education in the context of meeting creative, personal, and social needs. Research methodology. To achieve the goal, general scientific (analysis and synthesis, generalisation) and special research methods were used. The systematic-analytical method made it possible to determine the features of modern art education, and the axiological method helped to identify the value priorities of art education, taking into account the needs of society and the artist. The method of theoretical generalisation was used to establish the specifics of the functioning of art education in modern conditions. The scientific novelty of the obtained results lies in the theoretical understanding of modern processes in art education, taking into account its personal, creative, and social potential. Conclusions. In general, the organisation of higher education in Ukraine provides a comprehensive approach to the training of an artist. The level of higher art education largely reflects the state of national education in general, the ability of students to act as producers of material and spiritual values, which characterises them as the spiritual potential of Ukraine. In order to address the issue of artistic education's relevance to contemporary civilisational challenges, its structure should be systematically modernised, taking into account the national educational experience gained. Traditional art education should be aimed at educating not only a producer of material values, but also a specialist capable of passing on his experience to a new generation, promoting spiritual values and interest in artistic activity among society by his own example. On the other hand, art education should enable artists to fulfil their creative and professional needs, which, in turn, should coincide with the development goals and needs of society.

European standards in the field of higher education and their implementation in Ukraine: challenges and opportunities

The article analyzes the process of adaptation of European standards of higher education in Ukraine and considers the challenges and opportunities associated with their implementation. European and national standards of higher education are compared, the role and requirements for educational institutions and scientific and pedagogical workers are determined, the importance of improving the quality of education is considered. The author of the article established that the implementation of European standards of higher education in Ukraine is an urgent task that creates opportunities for improving the quality of education and increasing the competitiveness of Ukrainian graduates on the international labor market. In addition, the implementation of European standards of higher education will contribute to the integration of Ukraine into the European educational space, which will lead to the development of scientific relationship and cooperation between the universities of Ukraine and the countries of the European Union. The article also analyzes issues related to the introduction of European standards in the field of higher education in Ukraine, which were partially studied by Ukrainian and foreign scientists. Thus, there are the opinions of a group of scientists who actively support the process of integration of the higher education system of Ukraine into the European space. Another group of scientists expresses some concern about the implementation of European standards and notes their negative impact on higher education in Ukraine. Therefore, this topic requires further research. The author of the article cited the reasons that prevent the full implementation of European standards in higher education in Ukraine, including the Russian invasion of Ukraine, insufficient financial support of higher educational institutions, lack of sustainable motivation among scientific and pedagogical workers, bureaucratic obstacles and ineffectiveness of mechanisms for monitoring and evaluating the quality of education. For the successful integration of Ukrainian education into the European area of higher education, the author of the article proposed ways to solve these problems, which include, among other things, developing effective mechanisms for monitoring and evaluating the quality of education. The conclusion of the article states that the introduction of European standards of higher education in Ukraine is an important step in the direction of reforming the system of higher education and bringing it in line with the requirements of the modern world. European transformation of higher education in Ukraine – an opinion translated into action: the case for Computational Linguistics at Kyiv National Linguistic University

In this paper, we show how the new educational value is created and managed at Kyiv National Linguistic University taking its strategic direction towards the transformation that the higher education of Ukraine begins to undergo in its harmonization with that of Europe, in the face of the grand challenges and in response to the grand changes that are now revamping Ukraine and the world.We seek to add an interpretive depth to the concept of transformation by particularizing that this must necessarily be a change in the content, rather than merely a change in the form, which generally is the case with metamorphoses, when it is an input to the content that causes the form to change. To this end, we document the onset and the stage-by-stage development of an academic course in Computational Linguistics that in its evolution migrated from the periphery to the core of the educational program it is part of, creating a sustainable European educational culture in the educational space of the University.We give a comprehensive account of our concerted educational action in launching the course, and unpack our understanding of how exactly the course contributes to the professional and personal transformation of its students, on the one hand, and to the big transformation of higher education in Ukraine, on the other. We show that our action was informed by our educational praxis with which we continuously engaged in making the artifacts constitutive of the culture: the educational materials that we developed, and the pedagogical and psychological choices that we made when tailoring particular learning experiences for the students. All these in a tandem form our educational practice that we in this paper specify as one endowed with a European spirit. This practice is the input that we prove was transformative throughout the educational change.The course in Computational Linguistics at Kyiv National Linguistic University ensures the quality of higher education according to European standards, contributing to the national repute and internationalization of the University.

EXPLORING UKRAINIAN CONTRIBUTIONS TO UNDERSTANDING RESEARCH ADMINISTRATION IN THE UNIVERSITIES OF THE USA

This study examines the contributions of Ukrainian researchers in understanding research administration practices in the United States (US) universities. A non-systematic literature review approach was employed, utilising keyword-based strategies and predefined criteria for source selection. Data extraction and qualitative synthesis were conducted to analyse the findings. The review of research administration practices in US universities by Ukrainian scholars reveals important insights. Firstly, there is a recognised shortage of skilled research managers in US universities. The professionalisation of research management through specialised qualifications and continuous professional development is identified as a significant trend. Secondly, innovation activities, technology transfer centres, and funding sources are found to be crucial in fostering entrepreneurship, optimising resources, and supporting research and development efforts. Thirdly, international cooperation, regulatory mechanisms, and strategic planning play pivotal roles in governing research activities. The reviewed studies encompassed a wide range of themes pertaining to research governance and administration in the United States including higher education management theory, managerial training in US universities with a focus on Masters in Administration programs, the scientific capacity of US universities, technology transfer, research ethics, the legal framework for research, fundraising strategies for research, the dissemination of research findings, grant writing practices, and the restructuring of the educational system to prioritise research. Based on these findings, the study recommends that Ukrainian universities enhance their research administration practices. Incorporating courses on transferable skills, research ethics, project management, and leadership within Ph.D. programs is suggested. Adopting best practices from US universities, particularly in areas such as technology, management, finance, and legal aspects, can contribute to improving research administration practices and fostering international cooperation in Ukrainian universities. An untapped research area involves assessing how research administration practices drawn from US universities and the creation of technology transfer centres can enhance research governance in Ukrainian higher education.

Educational potential: fundamental basics and innovative practical experience of Ukraine and the USA

Introduction. Socio-economic progress at the current stage of civilizational development is ensured on the basis of the educational potential of society, primarily by applying the knowledge of workers in the national economy. The high level of development of educational potential is the result of the effective activity of the education system, and, first of all, the professional, higher education system. Therefore, it seems extremely important to focus efforts on the constant growth and improvement of the educational potential, as well as on the justification of ways to improve it. Familiarity with the relevant world experience and, above all, with the experience of the USA, as the most developed country in the world in this context, should contribute to this.Purpose. The purpose of the study is to analyze the environment that contributes to the growth of educational potential from the standpoint of the needs of the economy and society and to determine priority tools and methods for improving the quality of educational services, taking into account the experience of the United States.Methods. In the process of research, a number of general scientific and special methods of cognition were used, namely: system analysis, systematization, generalization, logical, monographic, comparative, tabular.Results. The importance of formation, development and use of educational potential in the context of modernization of socio-economic and educational spheres is revealed. The opinion that educational potential is a basic component for the socio-economic development of society, especially for Ukraine, which is currently at the stage of socio- economic reformation, is substantiated. The trends in the formation of educational potential, which significantly affects the formation of a person and personality as the main factor that ensures the successful development of the country, have been studied. It is emphasized that in the conditions of globalization and competition, the educational potential acquires a global character. In this context, the theoretical and practical aspects of the development of the educational sphere in the United States of America and Ukraine are disclosed. Based on the analysis, a vision of directions for its further development is proposed. Ways to improve the quality of higher education in Ukraine are proposed, including by using the experience of the United States, implementing innovative policy in the field of education into practice.Perspectives. Further research should be devoted to the problems of implementation within the Ukrainian education system of the processes of activation of international activity and cooperation with foreign partners, which are factors in the growth of dynamism of innovations in the educational process, which will contribute to the further socio-economic development of Ukraine as a whole.

Modern Educational, Scientific and Industrial Process in a Temporarily Relocated Institution of Higher Education: Challenges, Features of Organization, Prospects for Development and Innovations

This research delves into the dynamic landscape of modern educational, scientific, and industrial processes within a temporarily relocated institution of higher education in Ukraine. Faced with unique challenges resulting from external circumstances, this study explores the distinctive features of organizational strategies and the potential for development and innovation in this context. The relocation of an institution of higher education, albeit temporary, poses multifaceted challenges that demand novel approaches. This research investigates the impacts of such transitions on students, faculty, infrastructure, and overall academic operations. By examining the challenges faced by the institution during this period, the study seeks to offer insights into the complexities of maintaining academic continuity and ensuring an enriching educational experience for all stakeholders. In tandem with addressing challenges, the research identifies and analyzes the distinctive features of organizational strategies adopted by the institution during the relocation. The study aims to shed light on how these adaptations influence the overall effectiveness and resilience of the educational and scientific processes. Moreover, the study assesses the prospects for development and growth in a temporarily relocated institution of higher education. By examining potential opportunities arising from the relocation, such as forging new partnerships, enhancing research collaborations, and leveraging local resources, the research outlines pathways for sustainable development in the face of adversity. This work contributes to a comprehensive understanding of the challenges, features of organization, prospects for development, and innovations in a temporarily relocated institution of higher education in Ukraine. The study also serves as a valuable resource for other institutions navigating similar challenges, offering practical insights into effectively managing temporary relocations while embracing transformative opportunities for progress and development.

DEVELOPMENT OF MEDIA LITERACY AND COMMUNICATION SKILLS BY MEANS OF DIGITAL STORYTELLING IN JAPAN

The research substantiates Japanese experience of media literacy and oral communication skills development by digital storytelling (DST); reveals theoretical background and current practical application of DST in higher education of Japan. DST has significant advantages as an individual- and situation-oriented tool of oral communication as well as the instrument of psychological and learning influence on society. It is continuously implemented into Japanese educational and social practice. Famous universities of Japan initiate and realize scientific and academic projects, extending communication connections of Japanese population, improving their skills of critical thinking and argumentation, developing desires and abilities to communicate freely, fluently, confidently and persuasively. At present DST shows a positive growing tendency as a teaching and learning tool in higher education of both Japan and Ukraine. This is primarily linked with the global processes of social digitalization, computerization of education and urgent transferring to distance learning due to the COVID-19 pandemic. Evidence-based studies prove the efficacy of DST as the learning and evaluation instrument of oral communication skills, i. e. in English. Moreover, the technology can be applied in different specialties, i. e. medical one. The healthcare branch was drastically influenced by quarantine restrictions, having resulted in fundamental transformations of teaching and learning approaches, implementation of e-learning and telemedicine. DST has a confirmed positive influence on public health and medical knowledge development. In higher medical education it can be used as a new type of virtual patients. DST can improve physician-patient communication skills, professional qualities, tolerance and empathy. Our research confirms the potential of DST as a powerful developmental tool of media literacy and oral communication skills, and proves the requirement for the implementation of Japanese experience into higher education of Ukraine.

Displaced higher education institutions: new challenges and prospects

The aim of the article is to elaborate directions for the development of displaced higher education institutions (HEIs) based on the study of the impact of hostilities. The study analyses the main consequences of hostilities for higher education in Ukraine. The study reveals: large-scale displacement of higher education institutions as a result of hostilities; significant destruction and damage to the material and technical base of higher education institutions; reduction of the staff of teachers and employees of higher education institutions and the contingent of applicants/students; deterioration of the psycho-emotional state of participants in the educational process. During the period (2014-2022), there were some negative changes in a number of displaced HEIs, which were not always able to restore their human resources, production facilities and libraries. The number of teachers, applicants and students in these higher education institutions has sharply decreased. Many of the displaced universities have significantly deteriorated their positions in Ukrainian university rankings. The war has complicated access to education, deepened educational inequality, and negatively affected the quality of the educational process and students' academic performance compared to existing standards. A comparison of the displacement of Ukrainian higher education institutions as a result of hostilities in 2014-2015 and in 2022 revealed a difference in the scale of displacement, the directions of national and international assistance to higher education institutions, and the model of displacement. It is established that in the process of relocation of higher education institutions, a special role was played by changes in the regulatory mechanism of higher education management through the adoption of new and improvement of existing regulations. The author describes the regulatory documents adopted by the Ministry of Education and Science of Ukraine in connection with the introduction of martial law: those aimed at minimising losses from Russian aggression; those on relocation of higher education institutions and their separate structural subdivisions; and orders amending existing documents. For further development, the displaced higher education institutions should choose development directions. The choice of direction and strategy should take into account the type of resources used (budgetary resources; international technical assistance, a combination of budgetary and international resources); existing opportunities and threats. It is proposed to implement: the choice of the direction of further development of displaced HEIs depending on the type of resources used; digitalization of management and educational processes. Changes in the state of higher education necessitate the development of strategies for the further functioning of displaced higher education institutions, as well as the adjustment of the existing Strategy for the Development of Higher Education in Ukraine for 2022-2032.
