This study explores ways for the central Korean government to reinforce its legitimacy through answering the demands by provinces for more equitable representation in the public bureaucracy. Based on the widespread belief of the existence of regionalism or regional bias, the Korean civil service is scrutinized in terms of civil servants' regional background The South Korean public bureaucracy as a whole seems to be representative of the people, but evidence over time shows that the higher civil service and the leadership of the central bureaus are under representative of natives of the southwestern region (Cholla).
