The article describes the order of situation awareness process as part of the hierarchical control system. The random period of situation awareness in certain authority consists of time taken to collect data from the subordinates and time taken togenerate an output document for higher authority. An analytical model is developed based on the relation between the allocation functions of the situation awareness time in the system and allocation functions of time for generating output documents in the authorities. The authors developed a simulation model of situation awareness for practical application. This model consists of a set of multiple experiments, where each generates a random period of output documents formation in the authorities. The generation is based on common law of allocation. In accordance with structure and order of data collection, the system has random situation awareness results for all the hierarchical levels. The parameters of system efficiency are calculated based on the results of multiple simulation experiments. The models are intended to solve designing problems and allocate restricted resources per the authorities to improve their efficiency.
