IMPROVING THE PERFORMANCE OF SMEs IN SEMARANG CITY IN THE PANDEMIC COVID 19

With the announcement of the regional quarantine status by President Jokowi for the increasing outbreak of the corona virus, it will indirectly have an overall impact on the economy, especially for the middle and lower class. In this case the regulation stipulated by the Government in the Health Quarantine Law states that during the area quarantine, the basic necessities of life of people living in the quarantine area are the responsibility of the Government. The social welfare of the community here is related to health, household economic conditions, a sense of security, and a good quality of life. So that people who are faced with the Covid-19 pandemic can still fulfill their basic needs and carry out their social functions. However, under these circumstances, the performance of UKM is very slow and some even collapsed. This is what made researchers investigate more deeply about the performance of SMEs during the Covid 19 pandemic.
 The purpose of this study was to examine the effect of entrepreneurial orientation and organizational learning on the quality of strategic assets, and also the influence of strategic asset quality on business performance. This research was conducted on SME snacks in Semarang City, the respondents used were 150 respondents. The data are processed using Structural Equation Modeling (SEM) with the help of the Analysis of Moment Structure (AMOS) version 23.0 program.
 Based on the results of the analysis, it is concluded that the effect of entrepreneurial orientation on the quality of strategic assets shows a CR value of -0.338 and with a probability of 0.735, testing the effect of entrepreneurial orientation on business performance shows a CR value of 2.499 and with a probability of 0.012, testing organizational learning on the quality of strategic assets shows a value CR is 4.881 and with a probability of 0.001., Testing the effect of organizational learning on business performance shows a CR value of 1.351 and with a probability of 0.177, the effect of strategic asset quality on business performance shows a CR value of 2.067 and with a probability of 0.039.

Community compliance with the covid-19 protocol hygiene policy in Klaten Regency, Indonesia

The problem for all countries in the world, including Indonesia, is the presence of a virus originating from Wuhan City, China. This virus is known as COVID-19. The Government of Indonesia has established COVID-19 as a type of disease that causes a Public Health Emergency. Therefore, prevention efforts must be made in accordance with existing provisions. The research method used is a socio-legal research method with a normative legal approach and a sociological approach conducted in Klaten-Central Java. The results of this study indicate that the policy currently being taken is health quarantine. The policy is the issuance of health protocols for the community. This protocol is known as the COVID-19 hygiene protocol, one of which is related to the obligation to wear masks by everyone when outside the home and the Hand Washing with Soap (CPTS) movement with running water either/both the use of antiseptic hand sanitizers as stipulated in the Ministry of Health Circular Number HK.02.02/I/385/2020. The level of awareness and compliance in Klaten Regency on the policy is exceptionally well, indicated by the dominant number of people in the use of masks when they are outside of the house and washing their hands with soap with running water either/both using antiseptic hand sanitizers. Therefore, the existence of a health protocol as a government policy in accelerating COVID-19 countermeasures is expected by parties, such as the Regional Government and the community in playing an active role referring to those who are feverish to the nearest hospital. Then, the Regional Government can socialize or urge people to use masks. For emergencies, if you sneeze or cough in a public area, cover your mouth with your inner elbows or upper sleeve. People who are sick are also advised not to use public transportation to minimize the possible risk of spreading the disease.

Law Compliance Against Perpetrators of Covid-19's Forced Retrieval

<p><em>The spread of Corona Virus Disease 2019 (COVID-19) in Indonesia is now increasing and extending across regions and across countries. The increase has resulted in death, decline and economic slowdown (recession), disrupted educational, economic and social activities, and most concerned about the psychological impact and behavioral changes on society. Like the case of coaxial corpse-19 corpse taking, this was the impact of the lack of effective socialization, education and communication from the government to the community and the hospital to the family /community. In this case, law enforcers need to participate in educating and disseminating to the public effectively and acting decisively against people who insist on violating applicable health regulations / protocols. Law enforcement can be done in a humane and solutive manner so as not to cause resistance in the midst of society. If the public still insists on violating the coaxial collection of covid-19 bodies, they may be subject to sanctions such as Article 93 of Law No. 6 of 2018 concerning Health Quarantine jo Article 211, 212, 214 of the Criminal Code, Article 335 of the Criminal Code, with a penalty of up to 7 (seven) years prison and Article 336 paragraph 1 and 2 of the Criminal Code. International Health Regulations and COVID-19 pandemic, challenges and gaps.

International Health Regulations 2005 contributed to the development of public health emergency control programs of international concern. The aim of their application was to mitigate the effects of the spread of such emergencies by proactive measures, stemming from risk assessment and expanding to epidemiological modeling systems that allow a logical extrapolation of what these emergencies can cause, and develop codified international strategies to avoid the occurrence of public health emergencies of international concern as soon as they are early discovered. The COVID‑19 pandemic came to be a model in which these regulations were tested in the biggest challenge that human societies have faced since the Second World War. The implementation of these IHR 2005 had a great positive role in limiting the spread of the disease, but some gaps, that could have been overcome and mitigate its consequences, appeared during the application of the precautionary economic, social and health quarantine systems. This study examines the importance of IHR 2005 and the main challenges it faced in general, focusing on the results of their application in the area of the COVID‑19 pandemic and the gaps that have emerged in the technical, educational and political field and proposals to address them.

 This study aimed to assess the strategies that have been implemented by the central and regional governments in handling COVID-19. There are ten regulations related to the research objectives that have been reviewed. The method applied is normative legal research. Second level data is used in this study. The literature reviewed is used to solve researchers' questions. From this study it was revealed that the local government was obliged to decide on the policies that had to be taken in handling COVID-19 with normal basic health service conditions. In the situation of the COVID-19 pandemic, the appropriate regulations were enacted not the Law on Regional Government, but the Law on Health Quarantine. The conclusion of this study, in the condition of public health emergencies there is uncertainty at the local government level, because with the decentralization in the field of health causes basic health service standards vary according to the commitment and fiscal capacity of local governments. Strengthening the role of local government is a major factor in overcoming COVID-19. Health services in the regions must be ensured by the central government to conform to the COVID-19 handling standard. With the current state of public health emergencies, it is hoped that the division of roles of the center and the regions will be expected to ensure the safety of citizens.
 
 

Legal Analysis of Government Policy on Large Scale Social Restrictions in Handling Covid-19

Corona Virus Disease 2019 (COVID-19) has been declared by the World Health Organization (WHO) as a pandemic so prevention efforts need to be made to avoid an increase in cases. In the context of prevention efforts carried out the implementation of health quarantine as regulated in Act Number 6 of 2018 concerning Health Quarantine. The implementation of health quarantine is a joint responsibility of the Central Government and Regional Governments as a form of protection of public health from diseases and / or public health risk factors that have the potential to cause public health emergencies. Health quarantine is carried out through disease observation activities and public health risk factors for transportation, people, goods, and or the environment, as well as responses to public health emergencies in the form of Health quarantine measures. One of the acts of health quarantine is in the form of large-scale social restrictions. The spread of Corona Virus Disease 2019 (COVID-19) in Indonesia is now increasing and expanding across regions and across countries accompanied by the number of cases and / or the number of deaths. The increase has an impact on political, economic, social, cultural, defense and security aspects, as well as the welfare of the people in Indonesia, so it is necessary to accelerate the handling of Corona Virus Disease 2019 (COVID-19) in the form of large-scale social restrictions in order to reduce the spread of Corona Virus Disease 2019 (COVID-19) is expanding.

Analysis on the Regulation on Freedom of Worship in the Case of Covid-19 Pandemic in Indonesia

Restrictions on ritual of worship enforced by the government with the purpose of protecting the health of its citizens from the spread of Covid-19 are still not acceptable to most followers of religion in Indonesia. Those who refuse because of mere theological understanding, especially in this digital age are often blamed for the spread of the disease. To answer the above problem, the authors study it in a research with the main issue of how the Indonesian government's actions in regulating the freedom of worship of its population during the Covid-19 pandemic and what its weaknesses are. The study was done using the post-positivism paradigm and the type of research is a qualitative study with a of the Ethical-Philosophical approach.Research shows that the legal basis used is Law No. 6 of 2018 concerning health quarantine, while in terms of religion, in Islamic religion, the regulation on worship restrictions has been regulated in MUI Fatwa No. 14 of 2020 concerning Organizing Worship in Situations of the Covid-19 Outbreak. Related to weaknesses, it can be seen in terms of structure, as in the case of the World Congress of Ijtima in Gowa, South Sulawesi, which continues to carry out its activities amid the corona pandemic. This case reflects that the structure, in this case law enforcement in Indonesia, is not ready because in this large event gathering thousands of people, of course, requires licensing and monitoring by the authorities, the passing of this event not only proves that the legal structure in Indonesia is still weak, but also legal culture In Indonesia itself, which does not want to comply with existing laws so that it has the potential to spread Covid-19 more massively. COVID-19 Pandemic and Law No. 6 Year 2018 regarding Health Quarantine

Abstract. By late March, to anticipate the spreading of COVID-19 pandemic, the President of the Republic of Indonesia has issued several regulations. The Author has examined that the main laws that were used as the based for the issuance of those regulations are Law No.6 Year 2018 regarding Health Quarantine (the Health Quarantine Law). Therefore in order to handle COVID-19 pandemic, an understanding of the Law become a must. The aim of this research is to elaborate and explain the Health Quarantine Law to reduce the COVID-19 pandemic. This research is normative legal research. The research used secondary data, which consisted of primary legal sources and secondary legal sources. Data were collected through the "google scholar machine". Data obtained were analyzed using a qualitative approach. Findings and analysis proved that besides those newly issued regulations there were several measures and acts that should be taken to handle the COVID-19 pandemic in Indonesia. The Author suggests that the Central Government shall take the necessary steps as soon as possible.

ANALYSIS OF COVID-19 LOCKDOWN POLICY IMPACT BY THE GOVERNMENT OF THE COUNTRY ON THE ECONOMIC SECTOR AND SIGNING OF WORKING RELATIONSHIPS (LAYOFFS)

The lockdown authority based on the laws in each country regarding Health Quarantine is the absolute authority of the Government. As stated, "health quarantine is carried out to prevent and ward off the entry or entry of diseases and / or community health risk factors that have the potential to cause public health emergencies." Therefore if there is a regional government that feels the region has an emergency situation and wants to do a lockdown, of course this is unconstitutional and there needs to be a consul from the regional head with the central government before making any related policies. Considering the emergency situation, the spread of the corona virus which has now infected many people (starting from December 2019 to June 2020) can be categorized as an infectious disease that can trigger public health emergencies, so that the implementation of national quarantine can actually be done especially with authority which is clearly stated in the legislation. But so far the central government has not issued a lockdown policy, even though the number of infections has increased. This is influenced by economic considerations during the lockdown. Economic decline, business failure to the number of layoffs by companies are the main considerations. Likewise, the risk of many workers will be fired (laid off) because the company or office is not operating. Not to mention the government must be able to meet the basic needs of the population during lockdown or national quarantine activities when enacted. The question also arises, whether the government is able to meet the primary needs of its citizens when the lockdown occurs.

Global Telemedicine Implementation and Integration Within Health Systems to Fight the COVID-19 Pandemic: A Call to Action.

On March 11, 2020, the World Health Organization declared the coronavirus disease 2019 (COVID-19) outbreak as a pandemic, with over 720,000 cases reported in more than 203 countries as of 31 March. The response strategy included early diagnosis, patient isolation, symptomatic monitoring of contacts as well as suspected and confirmed cases, and public health quarantine. In this context, telemedicine, particularly video consultations, has been promoted and scaled up to reduce the risk of transmission, especially in the United Kingdom and the United States of America. Based on a literature review, the first conceptual framework for telemedicine implementation during outbreaks was published in 2015. An updated framework for telemedicine in the COVID-19 pandemic has been defined. This framework could be applied at a large scale to improve the national public health response. Most countries, however, lack a regulatory framework to authorize, integrate, and reimburse telemedicine services, including in emergency and outbreak situations. In this context, Italy does not include telemedicine in the essential levels of care granted to all citizens within the National Health Service, while France authorized, reimbursed, and actively promoted the use of telemedicine. Several challenges remain for the global use and integration of telemedicine into the public health response to COVID-19 and future outbreaks. All stakeholders are encouraged to address the challenges and collaborate to promote the safe and evidence-based use of telemedicine during the current pandemic and future outbreaks. For countries without integrated telemedicine in their national health care system, the COVID-19 pandemic is a call to adopt the necessary regulatory frameworks for supporting wide adoption of telemedicine.

Susceptibility Status of Aedes aegypti Mosquito (Diptera: Culicidae) to Organophosphate and Pyrethroid Insecticides in Tanjung Priok Port Health Quarantine

Animal-borne diseases and vectors in seaport health areas is designated to be done in a rapid and precise manner. One of the Ae. aegypti control is using insecticides. The aims of this study are to find out and evaluate the susceptibility status of Ae. aegypti to organophosphate and pyrethroid insecticides, and also to observe the increase of non-specific esterase enzyme activities and voltage-gated sodium channel (VGSC) gene mutation in Ae. aegypti mosquitoes in Tanjung Priok Port Health Quarantine working area in 2016. Susceptibility status is determined by three distinct test methods: bioassay method (Impregnated paper containing 0.8% malathion, 0.05% cypermethrin and 0.02 ppm temephos). Biochemistry method and biomolecular assay (PCR and sequencing) to identify VGSC gene mutation. Based on bioassay test using malathion, cypermethrin and temephos showed that Ae. aegypti mosquitoes from Tanjung Priok, Sunda Kelapa, and Muara Angke ports has been resistance to malathion and cypermethrin, and were still susceptible to temephos. The results of biochemical tests on Ae aegypti to organophosphates showed moderate levels of resistance and sensitivity. VGSC gene mutation was observed on sites S989P and V1016G, while site F1534 did not showed any mutation.

The implementation of ship health checks is carried out in collaboration with the ministry of health and transportation. The implementation of the activity, commonly known as Port Health Quarantine Clearance (PHQC) requires time to check and the ship makes a payment check to be able to issue a sailing permit. The problem that arises in the field is that the ship delays PHQC payments and then impacts on the buildup of ships in the port, besides that officers also need longer time to process the issuance of sailing permits. This of course has an impact on other port services such as dwelling time and scheduled departures that can be delayed. In overcoming this problem, an in-depth study is needed to analyze the trend of late payment of ship health checks, what variables influence it and how treatment is done to overcome these problems. Using logistic regression and decision tree with Classification and Regression Tree algorithm , a model is then developed that determines the variables that affect the delay of the ship making PHQC payments.

The result of mobile VCT service In BatuAmpar Health Quarantine at 2017 Showed from 2639 test of the high risk group (crewman, port warker, drivers ) 9 crewman infection HIV. The Purpose of This Studywas to determine the effect of giving peer education to change knowledge and attidues of crewman about prevention of HIV/AIDS in BatuAmpar International Cargo Port. This study was conducted on January 15, 2019. This study used a quasi-experimental method with the design of one group pretest-posttest design. The sample for this study used a purposive sampling method with a total sample of 20 respondents. The intervention that was carried out was the crew man which as the peer educator provided education about HIV/AIDS 3 times a week for 2 weeks in other crew man. Data were analyzed by paired T-tests (t-tests) which were previously tested for the Shapiro Wilk Normality Test. The results showed that there was an effect of peer education on changes in knowledge and attitudes in crew man in the prevention of HIV/AIDS in BatuAmpar port which was significant with a p-value of 0,000 (p <0.05). This study leads to the conclusion that there is an effect of peer education on changes in knowledge and attitudes in crew man in the prevention of HIV/AIDS. It is expected that the implementation of the peer education HIV/AIDS intervention will be increased at BatuAmpar port so that the crew man will know information about HIV/AIDS

Current status and transmission risks of oversea imported schistosomiasis in China

With the acceleration of the process of global integration, China's international exchanges and cooperation with other countries have been further increased. The personnel exchange has led to the frequent occurrence of imported schistosomiasis from abroad, which seriously endangers people's health. This paper reviews the prevalence and transmission risks of oversea imported schistosomiasis, providing the reference for the entry and exit health quarantine and prevention and control of schistosomiasis in China.

THE IMPLEMENTATION OF STATE QUARANTINE AND HEALTH POLICY IN THE RUSSIAN EMPIRE IN THE XVIII CENTURY

The article is devoted to the history and development of the sanitary service in the Russian Empire in the XVIII century, the implementation of state quarantine policy in the territory of a vast state. Special attention is given to legislative measures to ensure relevant measures for the prevention and spread of epidemics and epizootics in connection with the expansion of trade and economic relations of Russia with foreign countries. There was proposed the periodization of state quarantine policies during the XVIII century. The establishment of quarantine at customs houses marked the beginning of a new phase in the implementation of state quarantine policies that have received systemic nature. For the first time in Russian history, there were worked out unified approaches to organizing primary health care. The expansion of trade relations of Russia with foreign countries has caused the need to gather information on the presence of epidemics abroad. With this goal, our diplomats, and the Russian merchants arriving from abroad were obliged to inform the border service of the spread of infectious diseases. The article proves both the level of the development of sanitary and quarantine cases in the XVIII century are not inferior to European. This was due, in particular, the fact that the service in the Russian Empire invited the best physicians from different European countries. Also by the end of the century, Russia has accumulated a unique experience in the sphere of health protection, hygiene, and quarantine. Special attention has been paid to the rules of trade in foodstuffs in the settlements. In the army and navy, there were legally established measures to comply with sanitary-hygienic and preventive requirements. Study on the Impacts of Japanese Positive List System on the Chinese Frozen Vegetable Exportation

This paper mainly studies the Japanese policy, especially the Positive List System and Health Quarantine System, on the Chinese agricultural products exports, taking the frozen vegetable for example. The authors carry out studies on the related polices, consider the non-policy factors, making comparative analysis among the three countries: China, the USA and Thailand, utilizing trade gravity model. Finally the authors present suggestions to the breaking of the trade barriers.

Discussion on the teaching of "Quarantine" course in health inspection and quarantine specialty

The and quarantine specialty is a new undergraduate specialty published by Ministry of Education in 2012. But the professional or preventive medicine (health subspectialty) set in our country put more emphasis on the content of health inspection or medical examination, rarely involved in the Quarantine content. Therefore, according to the new professional requirements and training objectives, combined with other quarantine specialty course teaching experience and the disciplinary characteristics, we explored a feasible way to develop the discipline and training, from the and quarantine courses setting, teaching theory, teaching practice, teaching evaluation and management aspects. Is There a Case for Quarantine? Perspectives from SARS to Ebola.

Quarantine has been used for centuries in an effort to prevent the introduction, transmission, and spread of communicable diseases. While backed by legal authority, the public and even the health care worker community's understanding of the term is murky at best and scientific evidence to support the use of quarantine is frequently lacking. The multiple interpretations and references to quarantine, the inconsistent application of public health quarantine laws across jurisdictional boundaries, and reports of ineffectiveness are further complicated by associated infringement of civil liberties and human rights abuses. Given the need to balance public safety with human rights, we must be more precise about the meaning of quarantine and consider the efficacy and negative secondary effects resulting from its implementation. This article explains quarantine terminology and then uses a case study from Taiwan during the 2002-2003 severe acute respiratory syndrome (SARS) outbreak to illustrate the key principles associated with quarantine measures taken during the 2014 Ebola outbreak and the potential hazards that can arise from quarantines. Finally, we provide a quarantine and isolation decision tree to assist policy makers and public health officials in applying medically defensible, outcomes-based data and legal authorities to optimize management of emerging infectious diseases.
