DETERMINANT AKUNTABILITAS DANA DESA

The aims of this study are to analyze the effect of competence of human resources, internal control, use of technology and community participation on village fund accountability. The Kota Intan village community sees a lack of transparency from the village government, causing a sense of community apathy, that the authority for village development is the task of the village government. The population of this study consisted of village heads, village secretaries, BPD, section heads, heads of affairs, and heads of sub-villages and the criteria of research sample worked for at least 1 year with a minimum education of high school or equivalent. There was 83 respondents from 5 villages. The results of this study show that the competence of human resources had a positive but not significant effect on village fund accountability, there was a negative but not significant internal control effect on village fund accountability, there was a positive and significant influence on the use of technology on village fund accountability, and there was a positive but not significant effect community participation variable on accountability of village funds. The result of this study are expected to contribute to development of village fund accountability. While the urgency of this study relate information for the district government and the community so they know the principles of village fund accountability. ANALISIS PENERAPAN TATA KELOLA ADMINISTRASI PEMERINTAHAN DESA PADA DESA KARYA INDAH KECAMATAN BUNTULIA KABUPATEN POHUWATO

The aims of this research are: to know and to analyze the application of administrative governance of Karya Indah Village, Buntulia District, Pohuwato Regency. The method in this study is descriptive analysis, with a quantitative approach which aims to provide an overview or explanation of the Implementation of Village Administrative Governance at the Karya Indah Village Office, Buntulia District, Pohuwato Regency. In this case, the population is all village apparatus of Karya Indah consisting of village secretaries, heads of affairs, hamlet heads, totaling 13 people and BPD Desa Karya Indah members, totaling 7 people. So that the population in this study amounted to 20 people. While the sampling in this study used saturated sampling because seeing a population of less than 100, all members of the population were sampled. Thus, the number of samples in this study were 20 respondents. The results of the study show that the application of village administrative governance, in Karya Indah village, seen from the policy dimension, has been going well, this is evidenced by the knowledge of the apparatus that administrative governance policies originate from Permendagri No. 47 of 2016, besides administrative governance it is very important that its implementation is also very supported by office facilities and infrastructure. The implementation of village administrative governance, in Karya Indah village, seen from the directing dimension, has been going well. This is evidenced by the explanation of technical guidelines, apparatus also has skills because they have adequate education, apparatus is easy to obtain information and also understands the authority and duties of each. The implementation of village administrative governance, in Karya Indah village, seen from the control dimension, has also been going well. This is evidenced in addition to getting the support of adequate facilities or infrastructure, the application of administrative governance in this working village also receives financial support, and the application of administrative governance has been carried out through computerization.

Partisipasi Masyarakat Desa dalam Pembangunan (Studi di Desa Amasara Kecamatan Baito Kabupaten Konawe Selatan)

This study aims to see the participation of rural communities in development in Amasara Village, Baito District, South Konawe Regency. This study uses a qualitative descriptive method through direct interviews with informants. The informants in this study consisted of 8 people consisting of the village head, village secretary, Kaur (Head of Affairs) development and 5 people from the community. The results showed that the village community in development in Amasara Village, Baito District, South Konawe Regency was very involved, which can be seen from the involvement of the Amasara Village community which when starting from development planning through the Musrembang, the Amasara village community was always present and gave opinions related to the development program that was carried out. will be carried out in their village and in the process of implementing development the Amasara village community is always directly involved, for example, during the construction of a farm road, all communities are involved, for example, someone cuts the weeds around the construction of a farm road. However, not only the fathers who were involved but the mothers also participated in the construction by preparing various foods and drinks during the implementation of the construction.

DATACRACY IN BUILDING MELIKAN VILLAGE, EFFORTS OUT OF EXTREME POVERTY

As one of the villages that fall into the category of extreme poor, Melikan Village in Klaten Regency must start using data in planning development. This study aims to explore how the Melikan Village Government utilizes the SDG's Village data in preparing development plans. The method used in this research is qualitative with an interpretative approach. The informants selected were the Village Head, Village Secretary, Heads of Affairs and Section Heads, BPD Chairs and Members, youth leaders and community leaders. The results showed that the Melikan Village Government did not know from where the data sources used by the supra-village government in determining the village poverty level came from. Even the village head questioned the source of the data used to determine Melikan as a village with an extreme category. The real conditions in Melikan Village do not show any indicators of extreme poverty. In development planning, Melikan Village has not been based on data because it prioritizes the village deliberation process. Melikan Village conducts the SDG's Village data collection process which can be used as a basis for future development planning by prioritizing the first goal of SDG's Desa, namely a village without poverty.

REKOMENDASI PROMOSI JABATAN STRUKTURAL MENGGUNAKAN METODE FUZZY LOGIC PADA LPP RRI BUKITTINGGI

Human resource management affects the development of an organization. Systematics in deciding the filling of structural positions and career paths of an employee can be carried out effectively and efficiently by implementing a decision support system. The application of the fuzzy logic method can provide an alternative for a Head of Station in determining employees, to fill a structural position. Decision support systems with fuzzy logic can be useful as a basis for consideration in decision making. So that the Station Head can make a decision to select appropriate employees to be promoted to structural positions in the positions of Head of Sub-Division of Administration, Head of Affairs, Head of Section and Head of Sub-Section at the LPP RRI Bukittinggi. The research was carried out by reviewing and evaluating the ongoing system so as to produce an assessment. The assessment has several attributes that are requirements for evaluation. These attributes are; managerial ability, competence and personality. The fuzzy logic method is considered very appropriate and has several advantages in supporting the decision on the feasibility level of an employee to be promoted. Sistem Informasi Pencatatan Surat Masuk dan Surat Keluar Berbasis Website Menggunakan Metode Waterfall

Sokaraja Lor is a village located in Sokaraja Subdistrict, Banyumas Regency, Central Java Province led directly by the Village Chief. The Village Head is also assisted by the village device consisting of the Village Secretary, Head of Affairs, and Section Head with duties in accordance with their respective fields. As one of the elements of government organizers, the village government has a duty to organize government affairs, community, and village development. Office activities or work related to the management of letters, storage, and documents are called archiving. Recording of incoming and outgoing mail archives at Sokaraja Lor Village Office is still done manually, which is recorded in the ledger and then stored in the storage cabinet. However, stored mail archives are sometimes lost because the borrowed letters are not recorded by the officer. The purpose of this research is to apply the management of mail archives from manual systems into website-based information systems by utilizing information technology to facilitate and assist the work in managing, searching, or inputting. The method used is the waterfall, which is also called a linear sequential model (sequential linear) or classic life cycle. The results of this study are a website system that is expected to improve administrative performance in terms of managing incoming and outgoing mail so that the process of filing letters and mail search becomes easier and faster.

THE INFLUENCE OF VILLAGE APPARATUS COMPETENCE, ORGANIZATIONAL COMMITMENT, AND COMMUNITY PARTICIPATION ON VILLAGE FUND MANAGEMENT ACCOUNTABILITY

This study aims to determine the effect of village apparatus competence, organizational commitment, community participation on village fund management accountability in the existing village in Bulukumpa sub-district, Bulukumba district. This type of research is quantitative research using primary data. The population used is 11 villages, and the sample is village fund management apparatus in Bulukumpa sub-district, Bulukumba district starting from the village head, village secretary, treasurer (head of financial affairs), head of affairs as many as 120 samples. data collection method using a questionnaire. The results showed that: (1) The competence of village officials had a positive and significant effect on the accountability of village fund management. (2) Organizational commitment has a positive and significant effect on village fund management accountability, (3) Community participation has a positive and significant impact on village fund management accountability , (4) Competence of village officials, organizational commitment and community participation have a simultaneous positive and significant effect on village fund management accountability . This shows that the better the competence of village officials, organizational commitment, and community participation, the better the accountability of village fund management will be.

Pelatihan Komputer dan Internet untuk Perangkat Desa Pancoran Kecamatan Bondowoso Kabupaten Bondowoso

Administratively, Pancoran Village is led by a Village Head who leads 12 section heads, consisting of 1 secretary, 7 heads of affairs, and 4 hamlet heads. Each of these section heads is assisted by other village officials to carry out their duties in community service. In carrying out its obligations, especially those related to village administration and licensing, ideally village officials have competence in the computer sector. However, from the village apparatus report, the village apparatus who mastered basic computer material, in this case was Microsoft Office (Word, Power Point, and Excel), only one person was not optimal.

PENGARUH KOMPETENSI, KOMITMEN ORGANISASI, PARTISIPASI MASYARAKAT, DAN SISTEM PENGENDALIAN INTERNAL TERHADAP AKUNTABILITAS PENGELOLAAN DANA KAMPUNG DIKOTA JAYAPURA

The objective of this paper is to empirically test the determinants of accountability of village fund management in Jayapura municipality. The factors comprise of the competence of village officials, organizational commitment, community participation and internal control system.This research is a quantitative study using a survey method. Primary data were collected using a questionnaire distributed to village officials and community respondents in 14 villages in Jayapura municipality. The village apparatus consists of the Head, Secretary, Treasurer, Head of Affairs, village boards, and the communities. The analysis tool used is Warp PLS 6.0.The research results showed that the competence of village officials, community participation and the internal control system have significant effects on the accountability of village fund management. Organizational Commitment variable has no significant effect. The contribution of this research is that the competence of village officials, community participation and a good internal control system can increase the accountability of village fund management in Jayapura municipality. The government needs to intervene taking the form of assistance activities related to the determinants of this accountability, so that the management of village funds can be improved at Jayapura municipality.

New Remuneration System for Village Government Apparatus (APD): Can it Halt Fraud Incident(s)?

Research aims: Central and local governments are trying to curbing fraud involving the village government apparatus (APD) by increasing the remuneration of APD, so that they are not tempted to misuse the village fund that they manage.Design/Methodology/Approach: The purpose of this study is to see whether remuneration is the cause of fraud, the extent to which the application of new PPE remuneration has an impact on reducing the potential for fraud and who is the main actor in fraud. This research uses a qualitative approach, and case study strategy research. The research was carried out in in three villages within a district, Regency of Barito Kuala, South Kalimantan. Data were collected through several relevant informants interviewed using the open-ended questions technique.Research findings: The results of this study indicate that APD is required to be professional to carry out their duties in managing village development, but on the other hand, the compensation for workload received is not commensurate with the risks faced. However, the increase in remuneration for the APD is only happened to the village head and village secretary, while the head of affairs and head of section’s renumeration remain below regional standard pay (UMR). The main cause of fraud is in the aspect of hegemony power and governance.Theoretical contribution/ Originality: The new remuneration system is supposed to curb the potential fraud, however, it leaves new loopholes for committing fraud. The paper suggests the new renumeration system needs to be revamped, in which all APD should receive minimum pay at UMR level, Improved governance, encouraging community participation and eliminating stereotypes about power as an effort to achieve prosperity.Research limitation/Implication: This research was conducted using a qualitative approach where the results of this study cannot be generalized to a wider scope.

Pengaruh Implementasi Kebijakan terhadap Kinerja Pengelolaan Keuangan Nagari di Kabupaten Pasaman

This study aims to determine the effect of policy implementation on the performance of nagari apparatus in nagari financial management in Pasaman Regency. This research was motivated by the lack of implementation of policies on nagari financial management in Pasaman Regency. This study used a quantitative research method conducted on 12 nagari in Pasaman Regency with a population of 96 consisting of walinagari, nagari secretary, three heads of affairs and three section heads. While the number of samples as many as 88 respondents were determined using the Slovin formula. In this study data collection used a Likert Scale with data collection techniques using the Proportionate Stratified Random Sampling technique. The results of this study show that partially the communication sub-variables have an effect of 20.5%, sub-variables of resources by 2.6%, sub-disposition variables by 17.1% and sub-variables of birourism structure by 13.5% on the performance of nagari financial management . While simultaneously the policy implementation variables provide a significant influence on the performance of nagari financial management in Pasaman District with a simultaneous influence of 12.8%.

Pengaruh Rekrutmen terhadap Kinerja Pegawai Non-Medis di Rumah Sakit Umum Pindad Bandung

This research is aimed to find out the influence of recruitment toward the performance of the non-medical employee in Pindad General Hospital Bandung. We use quantitative method in this research, and the data collecting method we use observation, questionnaire, interview, documentation study and literature review. The number of population is ten respondents consisted of Head of Non-Medical Employee Affairs and Head of Non-Medical Employee Section, and sample use in this research is Saturation Sampling. The calcuration result of correlation test provides correlation coefficient as much as 0.531 which means that the level of relation strengh (correlation) is between 0.51-0.57 or strongly related. This study aims to determine the effect of recruitment on the performance of non-medical employees at Pindad Bandung General Hospital. The type of research used is quantitative methods and data collection techniques used are observation, questionnaires, interviews, study documentation and literature. The total population is 10 (ten) respondents, namely the head of affairs (Kaur) and the head of the field (Kabid) of non-medical employees, the entire population is sampled then the sampling technique uses saturated sampling. Based on the result of this research, we provide these suggestions : 1) Finding out the employee that has appropriate education level with the position needed, 2) Using the various media to display job vacancy advertisement, 3) Increasing the supervision in academic test, 4) Addition of employee in Human Capital for personnel and education training division. PENGEMBANGAN SISTEM INFORMASI MANAJEMEN ARSIP DAN DISPOSISI SURAT BERBASIS WEB DI BPN KOTA PADANG

There are many letters were made and received in the administration section at BPN Kota Padang, so the search for data would be inefficient in terms of time and human power using a manual system. So that at this time a structured letter management administration system is needed to search existing data and report creation. This information system of archives management and disposition management was designed by using prototyping method based on web involving the PHP programming language (PHP Hypertext Preprocessor) based on framework codeigniter, JavaScript, Jquery. While the database used is MYSQL. In system design involved Use Case, Activity Diagram, Context Diagram, Flowmap, Sequence Diagram and ERD. This system also uses alias in addressing by applying htaccess to the actual address file as one of the security system. This information system involves five users such as admin, head of affairs, head of office, section head, and messenger. These five levels of registered users have a private account to be able to enter the system such as username and password with MD5 encryption. Because this is web based, this archival application has the ability to be accessed anywhere, the Head of Affairs can manage by user login so that they can add, edit, delete and save incoming and outgoing mail, can search incoming mail and outgoing mail based on sender and subject, results Search can be ordered according to the letter ID or date of the letter, and able to print the report. The results obtained from the implementation of this letter archive application is to make the Administration officer easier in managing the archiving of letters that were once manually and now it computerized, and is very helpful for employees in saving the letters at BPN Kota Padang.Keywords: Information System, Achieve Management, Letter Disposition, Web Programming, CodeIgniter.

Sharing public information is the obligation of public bodies that is mandated by Law No. 14 of 2008 concerningFreedom of Public Information. Public bodies must build and develop systems information and documentation to managepublic information well and efficientlyso that it can be easy for accessed , strengthened again in Law No. 6 of 2014 Article 82(4)which reads the village government must inform planning and implementation Village Medium Term Development Plan,Village Government Work Plan, and Village Revenue and Expenditure Budget to Village communities through informationservicesto the public and report it at the Village Conference at least 1 (one) year once.The purpose of this service is to trainvillage officials to use SiDeKa as a one of the media that can encourage the emergence of four (4) types of noveltynamely:awareness, skills, habits and governance of the Village Information System for village government.This communityservice activity is carried out in three stages. The first stage is a location survey and distribution of ICT understandingquestionnaires at the apparatus levelvillage. The second stage is testing equipment availability and internet network onlocation, and the Third Stage is the SiDeKa workshop for devices Fatuana village. All activities located at the Sekon Villageoffice, Insana Subdistrict. The reality in the location is that there are still many people with minimal knowledge useinformation technology devices related to responsibilities as the village apparatus in documenting all village administrationdata. STRATEGI MANAJEMEN HUMAS DALAM MENYAMPAIKAN PROGRAM UNGGULAN MADRASAH

Madrasah as an educational unit that provides the basics to follow education in the next level it is necessary to realize its excellent urgent owned madrasah.Salah an effort to madrasah with the implementation of Madrasah-based management, one of them public relations management. Public Relations is the development and maintenance of efficient cooperation to deliver a two-way information channel between the Madrasah and the community outside Madrasah. Public Relations management in conveying the advantages that exist in the madrasah aims specifically to answer the problems: (1) Management of public relations in improving the quality of madrasah, (2) Supporting factors and inhibitors faced in public relations management. (1) PR management in improving the quality of madrasah (2) Supporting factors of public relations management: a) Human resources (HR) teachers who have motivation and high performance and the average young age, b) Madrasahs in under the Foundation c) High achievement of madrasah, d) High public interest in bringing their children to Madrasah e) stakeholders supporting madrasah activities such as cooperation with Erlangga textbook publishers, LKS Sansekerta Jakarta, Bank Syariah Mualamat, Bank Syariah Mandiri, Dannis Surabaya home in procurement of Madrasah uniforms as well as Ummi Foundation Surabaya in Qiraati Al Qur'an, f) strategic madrasah location. The inhibiting factor in public relations management is the absence of sub-section or head of affairs (kaur) which specifically handles public relations so that public relations programs have not run optimally and the participation level of parents in the public relations program is not fully maximized.

Peranan Aparat Desa dalam Pelaksanaan Administrasi Pemerintahan Desa di Desa Karyamukti Kecamatan Mootilango Kabupaten Gorontalo

The main problem in the research is the role of village officials in the implementation of village administration Village Karyamukti District Mootilango Gorontalo District. The purpose of this study to determine the role of village officials in the implementation of administrative tasks of village government. The research method used is quantitative method, and research type is descriptive. Techniques of collecting data through interviews, observation and documentation. Informants in this study were the village head, three heads of affairs, and the village secretary. The results show that: First, the role of village officials in the implementation of administrative duties in the Village Karyamukti Mootilango Gorontalo Gorontalo district is still less than the maximum. The assessment is because of the three heads of affairs, both government, development, and general recognize that its role has not been maximal in carrying out its duties and functions effectively. Secondly, the factors that influence the effort of improving the village apparatus in the implementation of administrative duties in Karyamukti village are the discipline of work, education and training, facilities and infrastructure and the level of welfare of village government apparatus.

Effectiveness Leadership of Principal

<p>Effective principal leadership is a leadership that can foster cooperative efforts and maintain an ideal working climate in schools. The purpose of this research is to know the effectiveness leadership of the principal of the 2<sup>nd</sup> State Junior High School of Ambon, with qualitative approach. Data sources include school principals, vice principals, heads of administration, heads of affairs, library coordinators, teacher subject coordinators, counselors coordinators, and school supervisors. Data collection techniques through Focus Group Discussion, Interview, Observation, and documentation study. The analysis technique used is descriptive narrative. The results concluded that the leadership style of principal in the 2<sup>nd</sup> State Junior High School of Ambon has not been effective.</p>

Universal History for Our Times

History as a serious discipline reached maturity with the national state. Historical research has ordinarily been carried on within national boundaries, and school curricula were until recently dominated by national history. When so-called world history was taught in the Western countries, the world was generally understood to include Europe and the United States only. Since World War II historians have been confronted with an increasing demand for the presentation of history within a larger context, especially from teachers who felt that they could not go on teaching international cooperation in political science classes while propagating the more or less self-centered myths of national history in history classes. This movement has been accompanied by a growing interest in the national histories of the new states of Asia and Africa, and it is to the latter kind of history most of the research that is breaking through the established boundaries has been diverted. So far very few historians have devoted themselves to comparative or truly global studies on which a universal history might be built, and the syntheses of Fernand Braudel and William H. McNeill are the only serious attempts at presenting global history, not as a more or less shapeless mass of information, but within a well-defined theoretical framework. Thus the great collective enterprises are still the most important points of departure for the study of general history and will no doubt remain so for many years to come. Considerable interest must therefore be attached to the editorial principles of these series and to the preconceptions and judgments of their editors and authors. Through popularizations and through teachers the underlying ideas will spread all over the world and contribute toward forming the minds of coming generations. I frequently remind myself that what I teach my students today they may be teaching verbatim (though I hope not) in the year of 2020 to pupils who may be at the head of affairs in 2070. Looked upon in this way, the teaching of history is quite a serious matter. The number of cases of yellow fever in New Orleans has steadily increased. On August 15, the total of cases reported to that date was 1,122 and total deaths 184, a mortality of 16.4 per cent., showing decreasing death rate. Scientific medicine can not accomplish the impossible, and the conditions in New Orleans have made inevitable some extension of the epidemic. It is greatly to be regretted that some few physicians undoubtedly have shared in the concealment of patients at points which have thereby become new foci of infection before they were discovered. Other patients have gone without medical care rather than submit to preventive measures. From such patients a large number of mosquitoes have become infected and, of course, are spreading the disease.
