Practical clinical guidelines and pharmacological treatment for attention-deficit hyperactivity disorder in Asia.

Attention-deficit hyperactivity disorder (ADHD) is characterized by persistent symptoms of inattention, hyperactivity, and impulsivity. Both, stimulant and nonstimulant medications have been approved for the treatment of this disorder. Several Western guidelines recommend the use of prescribed Food and Drug Administration (FDA)-approved medications for ADHD along with parental training in behavior management and behavioral classroom intervention. In 2022, new Japanese guidelines for ADHD were issued, which recommended school environment management and psychosocial treatment as the first-line treatment, with pharmacological treatment added as the second-line treatment. Although Japanese guidelines, including pharmacological treatments, have been established, the guidelines and utilization of ADHD medications across Asian regions are unclear. Therefore, to appropriately evaluate the strategy of pharmacological treatments for ADHD, we investigated Asian regional guidelines for ADHD medication in children. We also reviewed the guidelines in Malaysia, Singapore, India, and the Republic of Korea and found that these guidelines differ from Western guidelines.

THE ADOPTION OF T.R.U.S.T PRINCIPLES BY PRUDENTIAL BSN TAKAFUL BERHAD

The T.R.U.S.T principles were set out by Malaysia’s Prime Minister Department in 2018, pursuant to subsection (5) of Section 17A, Malaysian Anti-Corruption Commission (MACC) Act 2009. It was crafted as a guideline for commercial organisations to safeguard the company from being charged under corporate liability. The principles have been formed using five indicators to ensure that organisations can take reasonable steps and adequate procedures from committing corrupt activities in daily businesses. This article explains the issues faced by Prudential BSN Takaful Berhad in adopting the salient features of the T.R.U.S.T principles, encompassing top-level commitment, risk assessment, undertaking control measures, systematic review, monitoring and enforcement, and training and communication. This article deploys the qualitative legal research methodology which is based on primary and secondary data to analyse the company’s practice in the context of the law and guidelines in Malaysia. The adoption of the T.R.U.S.T principles has been seen to become essential to all corporate organisations, as the company, including its senior management, can be charged under section 17A, MACC Act 2009 if found guilty unless it can be proven that adequate measures have been put in place. In conclusion, the T.R.U.S.T principles have set an outline for companies to be guided with, and to protect them from corporate liability charges under the MACC Act.

CHALLENGES OF CREATIVE DEVELOPMENT BY ADVERTISING INDUSTRY PLAYERS IN MALAYSIA

This study focused on understanding challenges within creative development of advertising industry in Malaysia. This will be analysed through the adaptation that needed to be made by key industry players from two advertising self-regulatory guidelines in Malaysia which are Malaysia Advertising Codes of Practice and Malaysian (The Code) and Multimedia Content Forum of Malaysia (the Content Forum). Both code of conduct is a crucial part of the advertising regulatory framework as it justifies the mechanism behind industry implementation in any kind of advertising messages intended. Using Sternberg & Lubart (1995) Investment Theory of Creativity, this article analyses the idea behind regulatory bodies' rules, focusing on the role of the contemporary advertising creative quality and whether it generates the ability in moulding freedom or restrictions towards industry players. Through purposive sampling, informants were selected within advertising industry professionals such as advertising agencies and brand experts. The historical context and current state of Malaysia's advertising environment were better understood due to the insights from and in-depth interview conducted between regulatory bodies, brand experts, and advertising agency representatives. Outcome of the findings have developed six key concepts to reflect the challenges such as Relationship between client and advertising agencies, Societal acceptance of the creative work, Invasion of social media in advertising, Limited resources for prestige award submission, Layers of approval authority, and Decreasing creative talent pool within Malaysia.

Guidelines from an expert panel for the management of diabetic macular edema in the Malaysian population.

To derive a Malaysia guideline and consensus as part of the Malaysia Retina Group's efforts for diagnosis, treatment, and best practices of diabetic macular edema (DME). The experts' panel suggests that the treatment algorithm to be divided into groups according to involvement the central macula. The purpose of DME therapy is to improve edema and achieve the best visual results with the least amount of treatment load. On two different occasions, a panel of 14 retinal specialists from Malaysia, together with an external expert, responded to a questionnaire on management of DME. A consensus was sought by voting after compiling, analyzing and discussion on first-phase replies on the round table discussion. A recommendation was deemed to have attained consensus when 12 out of the 14 panellists (85%) agreed with it. The terms target response, adequate response, nonresponse, and inadequate response were developed when the DME patients' treatment responses were first characterized. The panelists reached agreement on a number of DME treatment-related issues, including the need to classify patients prior to treatment, first-line treatment options, the right time to switch between treatment modalities, and side effects associated with steroids. From this agreement, recommendations were derived and a treatment algorithm was created. A detail and comprehensive treatment algorithm by Malaysia Retina Group for the Malaysian population provides guidance for treatment allocation of patients with DME.

Mind Matters: A Critical Look at Malaysia's Postnatal Depression Policy for Women's Mental Health.

This policy brief examines the national health and action plans, laws and regulations, public health policies, and clinical practice guidelines in Malaysia on postnatal depression (PND). We examined and included 13 documents for the presence or lack of a statement of intent and/or actions related to caring for women at risk for or experiencing PND. Although PND is actively researched and included in the clinical practice guidelines, no other policy documents mention PND. General recommendations to address this matter include channeling resources into developing care for PND, increasing advocacy work to reduce stigma, setting up appropriate training pathways for health care providers, and creating more roles and user-friendly modules for local volunteers to deliver mental health interventions.

Determinants of Sustainability Disclosure Quality among Plantation Companies in Malaysia

This paper aims to examine the determinants of sustainability disclosure quality among plantation companies in Malaysia. Data analysis is based on all 44 listed plantation companies on Bursa Malaysia between 2016 and 2018. The study utilizes a content analysis adapted from the Global Reporting Initiative (GRI)—G4 guideline, Sustainability Accounting Standard Board guidelines, and Bursa Malaysia Guidelines 2018, to measure sustainability disclosure quality (SDQ). Results from ordinary least squares (OLS) regression analysis corrected for standard errors indicate that shariah-compliant status and internal mechanisms (board size, the presence of women directors, the existence of sustainability committees, and CEOs with business knowledge) significantly improve SDQ. Firm size, firm age, leverage, growth, and Big 4 auditors also significantly improve SDQ. The study provides useful insights into the importance of women directors and the presence of sustainability committees towards SDQ. This study contributes to the discussion that internal mechanisms (board size, independent boards, women directors, sustainability committees) and firm characteristics (shariah compliant, family ownership, CEO ownership, foreign ownership) can increase sustainability reporting and disclosure quality. The measurement of SDQ is novel in Malaysian context even though the methodology is often used in the literature.

DETERMINATION OF EVALUATION INDICATORS FOR PRE-ABANDONED PROJECT BASED ON SUSTAINABLE GOAL DEVELOPMENT ASPIRATION

Every project management will strive to ensure that one project can operate without any problems. Unfortunately, some projects are still abandoned due to certain reasons. If the abandonment occurs, the requirement to submit an abandonment plan is stipulated on the Environmental Impact Assessment (EIA) Guideline in Malaysia, 2016. Unfortunately, still lack of resources on pre-project abandonment guidelines which will lead to poor project abandonment report preparation and assessment. Thus, this study aims to determine crucial indicators for assessing the pre-abandoned project, proposing a framework of Malaysia Guidelines for Pre- Project Abandonment Plan (PAP), and validating the draft of the Malaysia Guidelines Framework for PAP. The collected data was compiled from various sources, including document review, survey, and Delphi Method (focus group discussion). The survey conducted proved that the most crucial indicators for the assessment of pre-abandoned project were (i) waste management, (ii) allocation of environmental budgeting, (iii) inventory of scheduled waste, (iv) slurry management, (v) method of demolished, (vi) safety and health of workers, (vii)drainage management system, (viii) site management, (ix) type of treatment plant, and (x) site housekeeping. This framework will assist both report preparer and policymakers on project abandonment report preparation and evaluation, respectively. The development of this framework was strengthened by comprising related legislations, and each indicator synchronized towards Sustainable Development Goal (SDG) 2030.

Health system preparedness in infectious diseases: perspective of Malaysia, a middle-income country, in the face of monkeypox outbreaks

The World Health Organization declared monkeypox as a Public Health Emergency of International Concern on July 23, 2022. As of July 25th, 2022, there were 16,016 laboratory-confirmed cases reported worldwide with 5 deaths. Malaysia's Health Ministry has developed a five-point strategy to prepare for the impending threat of the infectious disease, encompassing early detection of monkeypox, consolidation of laboratory diagnostic facilities, case management and treatment, cluster management, and strengthening public awareness. Crisis and disaster preparedness within a nation's health system is paramount to preventing disease spread. Various strategies for developing resilience in the face of global infectious disease spread were discussed. The current disease preparedness and response framework and guidelines in Malaysia have established a health system that is proactive and responsive to any potential infectious disease outbreaks. Despite this, the future remains unpredictable, and ongoing fortification is required as events unfold.

Determination of Critical Environmental, Social, Infrastructure, and Economic Indicators as Evaluation Checklist for Pre-Project Abandonment Plan Assessment in-line with Sustainable Development Goal Plan

The increasing number of project abandonment because of the Novel Coronavirus pandemic 2019 (Covid-19) calls for better management of abandonment projects. The outbreak of Covid-19 has affected the environment, economy, and society aspects globally. In a developed country like Malaysia, the requirement to submit an abandonment plan is stipulated under the Environmental Guidelines in Malaysia (EGIM) 2016. Therefore, this study aimed to develop a Sustainable Pre-Project Abandonment Plan Assessment Checklist in Malaysia that is in line with the Sustainable Development Goal (SDG) 2030 aspirations. This new Sustainable Pre-Project Abandonment Plan Assessment Checklist in Malaysia is comprehensively structured; is expected to minimise the negative impact of the abandonment process towards the environment, socio-economy, and efficient management of infrastructure; and complies with the related legislation in Malaysia. In this study, data was collected and analysed using NVivo12. It consisted of findings from documents reviewed such as legislations, journals, and books. From the NVivo12 analysis, the results showed 28 critical indicators for abandonment plan assessment and related legislation that synchronises with SDG 2030 is required to develop the Proposed Sustainable Pre-Project Abandonment Plan Assessment Checklist in Malaysia.

Evaluation of Knowledge, Practice and Adherence of General Practitioners and Community Pharmacists to Asthma Guidelines in Malaysia

Asthma is a heterogeneous disease that inflames and narrows the airways. It is identified with respiratory symptoms such as wheezing, shortness of breath, chest tightness and cough. It has also been established that adherence to evidence-based guidelines may raise asthma control to optimal levels in both diagnosis and medical intervention. The objectives are to assess the knowledge, practice and adherence to asthma-management guidelines of general practitioners (GPs) and community pharmacists (CPs) in Pulau Pinang, Malaysia. A cross-sectional study was conducted in Pulau Pinang using a validated self-administered questionnaire. The knowledge, practice and adherence to asthmamanagement guidelines of GPs and CPs were captured using a 30-item questionnaire that prompted their responses using a mixture of closed-ended and Likert scale techniques. The questionnaires, together with a self-addressed stamped envelope for return, were mailed to 236 CPs and 300 GPs. The knowledge of both CPs and GPs on asthma was slightly above average, and there was no significant difference between the two groups (65.9% for CPs and 67.2% for GPs, p = 0.933). Overall, GPs have better practice than CPs, with a mean score of 4 or higher for most practice questions. GPs have a significantly higher tendency to follow the asthma guidelines (71.9%), whereas less than half of the CPs (46.4%) adhere to them. Only 40.6% of GPs and 3.5% of CPs mentioned the name of the guidelines they followed. Our findings show that although CPs and GPs have similar levels of knowledge, GPs have better practice and adherence to guidelines than CPs.

IDENTIFYING GUIDELINES LIMITATION OF HISTORIC INTERIOR IN ADAPTIVE RE-USE OF HERITAGE BUILDING IN MALAYSIA

Adaptive re-use in heritage buildings is perceived as a viable alternative in restoring the existing building to accommodate for new or continued building use while addressing its heritage agenda. In the conservation approach of adaptive re-use, new interventions of historic interiors are often subject to insensible alteration particularly in its interior design outcome resulting in compromised heritage representation in Malaysia. The government’s efforts to protect and manage historic buildings are illustrated by the implementation of the National Heritage Act 2005 and the Historic Building Conservation Guidelines 2016. However, there are insufficient guidance concerning new interior design works of a historic interior within Malaysia. The primary aim of this paper is to identify the current limitation of the Historic Building Conservation Guidelines in Malaysia pertaining to historic interior works and to contribute to the discussion surrounding this matter. The paper presents comparative analysis and interpretation of literature and grey documents (guidelines and policies) in adaptive re-use of heritage buildings in Malaysia. The data generated is compared with similar conservation approach guidelines from England and United States of America. The analysis revealed that the Historic Building Conservation Guidelines is a comprehensive document that underscores physical action to preserve the fabric and materials of heritage buildings. However, while the broad definitions for new design proposal to be sympathetic and visual appropriateness to the existing building character are acceptable, it may lead to unintended interpretation and consequences. The paper suggests that the existing guideline need to be accompanied with additional guidance to aid practitioners especially architects and interior designers in dealing with historic interior using the comparative analysis with goals to intensify the value of historic interior that involves new intervention.

ELEMEN-ELEMEN MODEL TADBIR URUS KOPERASI DI MALAYSIA

The contribution of the cooperative sector in Malaysia to the country's Gross Domestic Product (GDP) is still at an unsatisfactory level. Some reports state that the country's GDP was only achieved between 3% to 4% until 31 December 2019 compared to the target of 10% as set in the National Cooperative Policy (NCP) 2011-2020. Based on NCP 2011-2020, one of the achievements that contribute to the increase in GDP is good regulation and governance. The same achievement strategy is continued in the fourth strategic thrust proposal of NCP 2021-2030, which is to create effective regulation. Therefore, to solve the problems of the study, the objectives of the study is to identify the elements of cooperative governance model based on cooperative governance guidelines in Malaysia and investigate the effect of cooperative governance model based on cooperative governance guidelines on cooperative performance in Malaysia. This study will use quantitative research method to achieve the objectives that have been set, namely questionnaire techniques and content analysis. Validation of the study framework model will be conducted using quantitative analysis techniques using Statistical Package for the Social Sciences (SPSS) software. The expected output of the study is the Cooperative Governance Model that can be referred to by the Ministry of Entrepreneur and Cooperative Development (MEDAC) and government agencies such as the Malaysian Cooperative Commission (MCC), Malaysian Cooperative Institute and other cooperatives. The significant results of this study are expected to provide input to the MCC related to the elements of good cooperative governance and can be used as additional information to be disseminated to cooperatives in Malaysia. The improvement in the achievement of cooperative governance is expected to contribute to the increase in cooperative revenue which in turn achieves the target contribution to the national GDP.

Pathogenic hitchhiker diversity on international ships' ballast water at West Malaysia port

This study investigates bacterial diversity and potential pathogens in the international ships' ballast water at Tanjung Pelepas Port, Malaysia, using 16S rRNA amplicon sequencing. Thirty-four bacterial phylum, 305 families, 577 genera, and 941 species were detected in eight ballast water samples of different origins. The similarity of the bacterial composition between samples was found to be random and not tied to geographical locations. The bacterial abundance did not seem to be affected by related physicochemical except for temperature. Ballast water samples with a temperature lower than 25 °C showed a relatively lower bacterial abundance. A total of 33 potential pathogens were detected from all ballast water samples. Pseudomonas spp., Tenacibaculum spp., Flavobacteriaceae spp., Halomonas spp., and Acinetobacter junii are the potential pathogens with more than 10% OTU prevalence. This study would provide beneficial information for further enhancing ballast water microorganism guidelines in Malaysia.

Rebate in Islamic sale-based financing contracts: Bank Negara Malaysia guidelines on ibrāʾ versus conventional finance practice

PurposeThis paper aims to compare the rebate computation in Islamic sale-based financing contracts as proposed by Bank Negara Malaysia (BNM) in its guidelines on ibrāʾ (rebate) – with the rebate computation in conventional finance that is applicable to conventional loans, thus examining if there is a significant difference between the two approaches.Design/methodology/approachThe paper employs the qualitative analysis method, involving review and discussion of relevant literature. Subsequently, a quantitative analysis is utilized to compare both rebate computations: the one proposed by BNM for Islamic sale-based financing contracts and the conventional finance computation that is utilized in conventional loans.FindingsBNM's rebate computation for debts resulting from sale-based financing contracts does not differ from the conventional finance rebate computation applied to conventional loans; such similarity may raise the usury concerns that the conventional finance rebate computation raises.Research limitations/implicationsThe paper focuses only on the fixed profit rate rebate computation proposed by BNM guidelines.Practical implicationsThe results highlight the need for seeking another rebate computation to be applied in Islamic financial institutions in the case of mandatory bilateral rebate for sale-based financing contracts – a computation that differs from the practice utilized in conventional loans in order to avoid any usury implications associated with conventional finance computation.Originality/valueThe paper examines the rebate practice proposed by BNM for sale-based financing contracts. Forcing a predetermined rebate computation in sale-based financing contracts could be plausible as BNM requires; however, the suggested computation might be questionable because it resembles conventional finance computation.

Aplikasi Sunnah Terhadap Garis Panduan Hukuman Rotan di Kementerian Pendidikan Malaysia

There is a significant number of Hadith and Sunnah of the Prophet s.a.w in regard to the importance of education with additional examples set by the Prophet s.a.w himself. Among the scope of education emphasized by the Prophet s.a.w is early childhood education. Islamic scholars are of the opinion that corporal punishment or caning is the last resort in educating children. However, corporal punishment at schools has been polemical, where strong arguments have been made on the premises that the punishment is humiliating, stringent, inhumane and abusive. Thus, the objective of this study is to examine the application of Sunnah of the Prophet s.a.w in the Ministry of Education’s (MOE) school corporal punishment guidelines in Malaysia. This qualitative study examined the data collected from classical fiqh texts (primarily hadith) concerning corporal punishment or canning as well as data from various MOE school corporal guidelines, e.g. MOE circulars on student offences and canning. Content analysis was employed as both data collection and data analysis methods. A generic and inductive qualitative approach was used to fulfill the objectives of this study. This study discovered that corporal punishment is strongly recognized by the nas. Nonetheless, the punishment is not only restricted to caning. In fact, the findings demonstrate that in the nas, the punishment was described as a means to educate, instead of merely to punish. Despite the recognition of corporal punishment as a means to educate, the findings show that there was no evidence to support that the Prophet s.a.w has executed such punishment on his children and wives, in the context of education. On the other hand, analysis of the MOE’s guidelines revealed that corporal punishment is recognized as a means of education. However, the data shows that MOE’s guidelines are not fully consistent with the nas, i.e Sunnah of the Prophet s.a.w on corporal punishment as a means of education. Thus, it is strongly recommended that some improvements need to be made to ensure that the objective of corporal punishment is in line with the Sunnah, i.e. for the punishment to be applied as a means of education instead of solely a means of punishment.

A voice to be heard: patient and public involvement in health technology assessment and clinical practice guidelines in Malaysia.

Patient and public involvement (PPI) in health technology assessment (HTA) is widely promoted to ensure that all health-related decisions are made after taking into consideration the viewpoints of important stakeholders. In Malaysia, patients or their representatives have been involved in the development of HTA and Clinical Practice Guidelines (CPG) since 2009 and their influences have been growing steadily over the years. This paper aimed to describe the journey, achievements, challenges, and future direction of the PPI throughout all stages of the development and implementation of HTA and CPG in Malaysia. Currently, in Malaysia, patients or their representatives are mainly involved during the initial development of HTA and CPG drafts as well as during the internal and external reviews. Additionally, they are also encouraged to be involved during the implementation of HTA and CPG recommendations. Although their involvement in this aspect has slowly increased over time, challenges remain in the form of limited representativeness of selected patients or carers, uncertainty on the level of patient involvement allowed during the HTA/CPG development processes, and limited health literacy, which affect their ability to contribute meaningfully throughout the processes. Continuous improvement in these processes is important as patients or their representatives play a pivotal role in ensuring transparency, accountability, and credibility throughout the HTA/CPG development and decision-making processes.

Role of Internal Halal Committee in Ensuring Business Sustainability: The Case of a Multinational Slaughter House

For an industry, business sustainability is a critical aspect to be addressed by the company to remain relevant in an ever competitive market demand. In doing so, one of the strategies that can be taken is through adhering to all laws and legal requirements, particularly on halal aspect. The establishment of the Internal Halal Committee (IHC) is part of the requirement stipulated by the Malaysia Guidelines on Halal Assurance System 2011 (HAS 2011) and Manual Procedure for Malaysia Halal Certification (Third Revision) 2014 (MPPHM 2014). These laws must be read together with standards, Fatwa decisions, and regulations which are enforced pertaining to Malaysia Halal Certification. The law requires the establishment of IHC together with the appointment of a halal executive, supervisor, and also checkers in order to ensure that products are in accordance with standards prescribed by the law and Shariah principles in Malaysia. By adopting a case study approach involving a multinational slaughter house, this article highlights the practice taken up by Jimat Jaya Sdn. Bhd. The study employed interviews and non-participatory observation for data collection. It was revealed that strict legal requirements imposed by the government on halal products and compliance by the company have helped the company to gain more confidence from its existing and potential customers in relation to their products, hence ensuring sustainability of the business in the market.

Landscape Character: Relationship between existing Acts, Policies and Guidelines in Malaysia

Landscape is an essential national resource which includes outstanding natural and cultural heritage. Landscape character assessment can make a valuable contribution to the formation of planning policies, to the allocation of land for development and development of control activities. Efforts in landscape development, preservation and conservation existed in this country indirectly through the introduction of various acts, policies and guidelines. Legislation on development protection and the direction is to provide landscape character assessment at national, regional and local levels through thorough and systematic ways in contributing to national development and an alternative to the protection, planning and landscape management. Creation of consensus recommendations for collaborative practice in the Malaysian psychiatric system: a modified Delphi study

BackgroundThere is strong evidence that collaborative practice in mental healthcare improves outcomes for patients. The concept of collaborative practice can include collaboration between healthcare workers of different professional backgrounds and collaboration with patients, families and communities. Most models of collaborative practice were developed in Western and high-income countries and are not easily translatable to settings which are culturally diverse and lower in resources. This project aimed to develop a set of recommendations to improve collaborative practice in Malaysia.MethodsIn the first phase, qualitative research was conducted to better understand collaboration in a psychiatric hospital (previously published). In the second phase a local hospital level committee from the same hospital was created to act on the qualitative research and create a set of recommendations to improve collaborative practice at the hospital for the hospital. Some of these recommendations were implemented, where feasible and the outcomes discussed. These recommendations were then sent to a nationwide Delphi panel. These committees consisted of healthcare staff of various professions, patients and carers.ResultsThe Delphi panel reached consensus after three rounds. The recommendations include ways to improve collaborative problem solving and decision making in the hospital, ways to improve the autonomy and relatedness of patients, carers and staff and ways to improve the levels of resources (e.g. skills training in staff, allowing people with lived experience of mental disorder to contribute).ConclusionsThis study showed that the Delphi method is a feasible method of developing recommendations and guidelines in Malaysia and allowed a wider range of stakeholders to contribute than traditional methods of developing guidelines and recommendations.Trial registration Registered in the National Medical Research Register, Malaysia, NMRR-13-308-14792
