Dawan District is one of the areas located in Klungkung Regency which is in the coastal area. Nearly 20% of local people earn their livelihood in the fisheries and marine sectors. The potential of the large marine area, precisely in Kusamba Village, can certainly be a great opportunity for the local community to make a living as salt farmers. Kusamba is an old village located almost seven (7) km from Semarapura City Klungkung, according to Pemancangah or chronicle about the escape of Ki Gusti Maruti who rebelled against the King of Bali in Gelgel (Queen Dalem Dimadya) in 1686, Ki Gusti Maruti also brought along the servants who were residents of Pasek Gelgel and at that time it was said that residents of Pasek Gelgel were also related to residents of Pasek in Kusamba who were known as Pasek Sadra, from these residents of Pasek Gelgel he was at the location of the new settlement in Kuramas village, the residents were placed in Banjar Gelgel, Keramas . In 1750 AD, after the death of the King of the Kelungkung Kingdom, Ratu Dewa Agung Sakti, and was replaced by his sister Ratu Dewa Agung Gde Panji as King of Kelungkung, the sons of the King of Kelungkung Ratu Dewa Agung Gde Pandji were each given a place to live to protect the people and the security of the Kingdom. The Governor of Bali's policy through Circular Letter (SE) No.17 of 2021 concerning the use of local Balinese traditional salt products in its implementation as a Kerthi Bali Economic concept where he conveyed that traditional salt farmers must be preserved because the salt produced by Kusamba village tastes delicious, this has become opportunities for local communities to be able to build a business, either individually or as a group, by exploiting this potential in their area to help improve the economy and prosperity. It is hoped that the educational understanding of the concept of sustainable business and the Kerthi Bali Economic policy will be able to provide an overview of the community in the Nusa Penida sub-district to build a business that contains elements of Balinese natural local wisdom as a form of assisting the government in realizing the vision and mission of the Bali provincial government. The educational process as a new business is the main thing that needs to be understood, including the elements that support the business line so that it can still reach the market and survive, because a business is not only oriented towards profit but also the community and the surrounding nature.

Reconsidering government digital strategies within the context of digital inequalities: the case of the UK Digital Strategy

AbstractIn this paper, we critically examine the 2022 UK Digital Strategy and argue that the UK government adopts with this policy document a customer-centric vision of governance, which undermines the traditional role of the government as a provider of public services with principles of justice and impartiality. This shift, exacerbated by digital poverty, appears incongruent with the social contract between citizens and the state. We employ a critical discourse analysis to identify contradictory outcomes resulting from these neoliberal policies and showcase that the UK Digital Strategy, while seemingly committed to aspects of equality and inclusivity, appear to prioritise almost entirely market rather than citizens’ interests.

Trust in artificial intelligence: Producing ontological security through governmental visions

With developments in artificial intelligence (AI) widely framed as security concern in both military and civilian realms, governments have turned their attention to regulating and governing AI. In a study of United States (US), Chinese, and European Union (EU) AI documents, we go beyond instrumental understandings of AI as a technological capability, which serves states’ self-interests and the maintenance of their (supra)national security. Our specific interest lies in how AI policies tap into both problem-solving approaches and affective registers to achieve both physical and ontological securities. We find that in governmental visions, AI is perceived as a capability that enhances societal and geopolitical interests while its risks are framed as manageable. This echoes strands within human–computer interaction that draw on human-centered perceptions of technology and assumptions about human–AI relationships of trust. Despite different cultural and institutional settings, the visions of future AI development are shaped by this (shared) understanding of human–AI interaction, offering common ground in the navigation of innovation policies.

Decentralized Web3 Reshaping Internet Governance: Towards the Emergence of New Forms of Nation-Statehood?

This article explores how decentralized Web3 is reshaping Internet governance by enabling the emergence of new forms of nation-statehood and redefining traditional concepts of state sovereignty. Based on fieldwork conducted in Silicon Valley since August 2022, this article systematically addresses the following research question: How is decentralized Web3 reshaping Internet governance and influencing the rise in new nation-statehood paradigms? It compares three emerging paradigms around Web3: (i) Network States (Srinivasan), envisioning digital entities rooted in crypto-libertarian principles; (ii) Network Sovereignties (De Filippi), emphasizing communal governance aligned with digital commons; and (iii) Algorithmic Nations (Calzada), drawing on Arendtian thought and demonstrating how communities—such as indigenous and stateless groups, as well as e-diasporas—can attain self-determination through data sovereignty. This article contributes a unique conceptual analysis of these paradigms based on fieldwork action research in Silicon Valley, responding to evolving technologies and their potential to reshape Internet governance. This article argues that decentralized Web3 provides a transformative vision for Internet governance but requires careful evaluation to ensure that it promotes inclusivity and equity. It advocates for a hybrid approach that balances global and local dynamics, emphasizing the need for solidarity, digital justice, and an internationalist perspective in shaping future Internet governance protocols.

Forecasting Climate Change Patterns to Improving Rice Harvest Using SVR for Achieving Green Economy

The consistently declining rice harvest will cause several economic and environmental problems. The unstable and unpredictable climate change was believed as the main problem of the declining rice harvest. We proposed a method for forecasting climate change to help the farmer in their rice cultivation. We used Support Vector Regression (SVR) to improve algorithm steps such as normalizing the data and applying an Adaptive Linear Combiner (ALC) to optimize the dataset before we processed it with the algorithm. Our model gets 95% accuracy as measured with the confusion matrix. We believe our model will help the farmers in their rice cultivation with good climate forecasting. A further benefit of this research we belief that with the well-forecasted climate, the usage of pesticides will decrease and will help the vision of the Indonesian government with a green economy

Constructing a governmental vision of happiness: Insights from Greece

This paper analyzes how governments instrumentalize the concept of happiness for political ends. It argues that while happiness is primarily employed as an externally-oriented policy and discourse to attract tourists and desirable migrants, it is equally aimed at changing the expectations of the local population, including brain-drainers. We argue that in the case of Greece, happiness forms a governmental vision to brand the country anew after years of moralizing discourses of guilt, blame, and debt surrounding the financial crisis. First, we outline how the Greek government construes happiness as a commodified experience that the Greek population ought to generate for tourists and desirable migrants (‘live like a local’), but importantly also for itself (‘live like a tourist’). Second, this happiness vision seeks to both encourage the Greek population (in that we want to be happy), but also to discipline it (in that we need to be happy). Thirdly, to justify this vision, its key promoters conceive of a future that requires sanitizing the country’s past and present, camouflage its unpleasant and contentious aspects, and re-narrate it in positive terms. Curiously, however, this is less about envisioning a better future after years of crisis, than about asking the Greek population to be satisfied with the status quo. This way, the happiness vision is an attempt to substitute the unfulfilled promises of the capitalist imaginary vis-à-vis opportunity, upward social mobility, and overabundance, where happiness arises not by overcoming the precarizing realities of inequality, but from having a positive attitude in navigating them.

Post-neoliberalism? The strange case of the new English Freeports

ABSTRACT Neoliberalism has lost its hegemonic status in the global system but neoliberal ideas and practices persist. Post-Brexit UK offers a useful case study of how these operate in a post-hegemonic context. The UK government's vision of free trading ‘Global Britain' crashed against the reality of an increasingly geoeconomic world. Freeports were an initiative designed to boost trade and to develop poorer regions. This paper adapts Fairclough’s Critical Discourse Analysis to analyse how the different Freeport discourses interact with material power as the policy develops. It divides this into three levels: national political discourse, national policy discourse and local political and policy discourse (with a case study of one Freeport). At the national level, the Brexiteers forged a discourse that combined neoliberalism, Brexit discourse and ‘levelling up’. When translated to policy this was significantly moderated due to legal commitments and geoeconomic pressures. At the local level, the policy was significantly reframed with little emphasis on trade and more on traditional local development concerns. The contradictions of the initial political discourse opened a space for other actors to reshape the policy. More broadly, this story suggests that global geoeconomic pressures may restrict the role of free trade zones in the developed world.

Pengaruh Motivasi Kerja Dan Pelatihan Terhadap Kinerja Karyawan Di Mal Pelayanan Publik Kabupaten Maros Sulawesi Selatan

The advancement of technology and globalization has led to increased competition in the workplace, including in local government settings such as Kabupaten Maros. The government's vision to achieve "Prosperous, Religious, and Competitive Maros" emphasizes the importance of having skilled and professional human resources. In public services, work motivation and training are key factors in enhancing employee performance, particularly in the Public Service Mall, to provide effective services to the community and achieve competitive advantage. This research employs an associative quantitative approach with 100 respondents and questionnaires as instruments. The analysis results indicate a negative influence of both motivation and training on employee performance. However, it is important to note that this analysis was conducted only within one Government Department without considering other variables or moderators that could impact employee performance more comprehensively.

'I am more than my diagnosis': Amplifying the voice of consumers in the design and delivery of mental health services.

In line with the Australian Government's Vision 2030, this research foregrounds consumer experiences of recovery to inform the (co)design and delivery of mental health services for people living with complex needs and/or a severe and persistent mental health condition. The research takes a specialist focus on the regional setting, with data collected from client experiences within Western NSW, Australia, in the context of the National Disability Insurance Scheme (NDIS) implementation and inclusion of psycho-social disability within the NDIS service environment. Thirty-seven people aged 19-70 years living with complex needs and/or a diagnosis of a severe and persistent mental health condition were recruited from services where they had a care plan or where they were members of a consumer reference group for recovery-oriented services. A tripartite framework integrating recovery oriented, trauma-informed and collective impact approaches for a qualitative, arts-based (photovoice) study. In areas of the mental health service system that had not yet applied a personalised understanding of recovery or embraced trauma-informed practice there were a range of issues and gaps in service delivery relating to authentic relationships, belonging and connection, service cultures, trauma-informed care, and workforce investment. Clinical and non-clinical services need to ensure consistent person-centred and trauma-informed practice is implemented throughout the mental health service system to meet the needs of the consumer. An eight-point checklist serves as the basis for services to reflect on how they are working with consumers and to support the review of systems and clinical governance frameworks.

Organizing Minds and Managing People: J.P. Morgan Bankers on Transatlantic Consolidation of Communication and Capital, 1917–1920

AbstractDuring the Great War, J.P. Morgan bankers Thomas W. Lamont, Henry P. Davison, and Dwight W. Morrow expanded their visions of organizing across distances and supported the development of spaces where like-minded individuals could make coordinated decisions regarding the stability of industrial capitalism. These financial elites focused not only on profits but also on deeper ideas. Their experience organizing across distances, first domestically and then across the Atlantic, demonstrates the importance of these financiers to visions of global economic governance centered on information exchange and communication, intimate long-distance relationships, and deliberation among perceived equals, which are essential elements of merchant banking. Their visions further reflected a hierarchical and racial understanding of a liberal global order. Highly flexible in their strategies, these bankers possessed long-term views of national and global development that engaged overlapping connections among networks, institutions, and the public that privileged the creation of transatlantic spaces for deliberation and socialization among Western economic elites.

Peran Kepemimpinan Transformasional Dalam Merespons Tantangan Modern di Lingkungan Birokrasi Publik Pemerintah Provinsi Sumatera Selatan

This research examines the role of transformational leadership in addressing modern challenges in the public bureaucracy of South Sumatra Province. Through a qualitative approach and single case study, field data successfully revealed the dynamics of leadership and the challenges faced in achieving transformational goals at the provincial level. Findings highlight the imbalance in focus on government vision and mission, lack of employee participation and engagement, challenges in technology implementation accompanied by human resource limitations, and policy instability due to the politicized local leadership selection system. Policy recommendations include aligning vision and mission to prioritize public service, efforts to increase employee participation, investment in technology-related human resource capacity development, and advocacy for reforming the local leadership selection system. Conclusion, these findings provide a comprehensive insight to guide improvements in leadership and policies in South Sumatra Province in addressing modern challenges in the public bureaucracy environment. Understanding Mawdudi's Thought

This paper aims to provide a comprehensive understanding of the ideology of Sayyid Abul A'la Mawdūdī, a prominent Islamic scholar and thinker of the 20th century. Focusing on Mawdūdī's religious, social, economic, and political ideas, the paper examines his contributions to Islamic thought and their relevance in contemporary perspectives. With a special focus, the paper explores Mawdūdī's interpretations of Islam, his vision for society and governance, and his critiques of modern ideologies. Additionally, the paper examines the controversies surrounding Mawdūdī's thought and offers insights gained from comparative analysis with other Islamic thinkers. By exploring Mawdūdī's intellectual legacy, this paper seeks to contribute to a deeper understanding of Islamic thought and its implications for contemporary Muslim societies. It seems that over the coming years the comprehension and influence of his thoughts will grow within the field of contemporary Islamic social sciences and he will be recognized as one of the most influential thinkers in contemporary world of Islam.

STYLISTIC ANALYSIS OF EARLY 20TH CENTURY ARCHITECTURE OF IMPERIAL CITY

Calcutta’s established role as India’s premier city from 1774 was increasingly questioned due to its climate and geographic location particularly in the context of British governance and control. By 1857, during the Mutiny, the limitations of Calcutta as the capital became evident, leading Viscount Canning to relocate the British administration to Allahabad. The debate over relocating the capital continued, culminating in 1911 with Hardinge’s proposal to move it to Delhi. This move was seen as a strategic and symbolic shift, with Delhi’s central location and historical significance making it an ideal choice to represent British imperial power. The decision to build a new capital in Delhi, designed by Sir Edwin Lutyens, was driven by the desire to create a city that embodied both the grandeur of British rule and the historical continuity of India's ancient capitals Jain (1991). Lutyens’ design, characterized by grand processional avenues, monumental plazas, and imposing facades, was intended to project a vision of peaceful dominance and dignified governance. The new city, initially called Imperial Delhi, aimed to reflect the achievements of British rule and serve as a backdrop befitting an empire of Rome’s magnitude. This paper examines the architectural and symbolic values embedded in Lutyens’ design for Imperial Delhi, focusing on its grandiose urban elements and their intended impact. It also explores how contemporary interventions have altered this historic urban landscape, reshaping the legacy of what was envisioned as a majestic symbol of British imperialism. Through this analysis, the paper seeks to understand the evolving significance of Delhi's architectural heritage and its transformation in the modern era.

The national oceanic and coastal policies in the maritime governance of Ecuador

This article discusses Ecuador's oceanic and coastal policies (PNOC) contribution to maritime governance. The experience in Brazil and Colombia, countries with planned and strategic visions of maritime governance, has been considered. This comparison is key to building a maritime governance model applicable to Ecuador. This paper collects information from current legal regulations in three countries and also reviews relevant secondary sources. The results study shows that operational Ecuadorian PNOC policies do not have meaningful incidence within regional and international treaties and, consequently, related government agencies perform poorly. Policies' contribution to Ecuador's maritime governance depends on some actions, particularly at the executive level, such as greater inter agency cooperation.

Eksistensi dan Kepercayaan Pemerintah Terhadap LSM Lingkungan dalam Penerapan Green Politics di Indonesia

Political activism, which cares about the environment and is embodied in the vision, mission, and programs of government and political action, must fight for the future. The form of political concern for the environment, previously referred to as environmental policy in Indonesia, has been implemented through the submission of petitions by Indonesian environmental NGOs to pay attention to ecological aspects, lawsuits over policies, and mass mobilization actions. A survey is conducted in the study. The data used to use other data to create a form of environmental and political awareness, or what is then known as "green policy" in Indonesia, is now being used by some NGOs in Indonesia to file petitions, legal procedures on regulations, and large-scale mobilization factors to draw attention to environmental aspects. The literature was used in the study. The data comes from other documents, regulations, and books. The community and the government feel the problem of this justice, which supports what is happening on social media in Indonesia. The current reality of the "green" political narrative, which some NGOs can appreciate, is not fully understood and is on the list. The existence of green cities in Indonesia is vital and should be held accountable by the government for places in Indonesia.

Pendampingan Literasi Bahasa Inggris Komunitas Anak Kampung Walal (KAWAL) di Kabupaten Sorong

In the 21st century, the acquisition of English as a second language is very important for a group of children in Walal Village who are currently studying at elementary school. This is useful for supporting 6 skills of 21st century education, namely critical thinking, communication, creativity, collaboration, culture and connectivity. Walal Village is one of the model villages in Sorong Regency which has a high enthusiasm for creating the latest breakthroughs, especially in the field of education. Walal Village is located in Salawati District which must be traveled 35 kilometers from Sorong City. Thus, access to information related to education is very limited for children in Walal Village. In this case, students of the Community Service Lecture (KPM) at the Muhammadiyah Sorong Education University provided one month of English literacy assistance for the children of Kampung Walal community. The aim of this assistance is an effort to empower Human Resources (HR) through a community empowerment program for English language learning guidance. This English literacy assistance is very important to provide to Walal Village children who are already aware of the importance of English around them. This program is also related to the description of the Walal Village Government's vision and mission in developing human resources in terms of quality education. English literacy assistance includes acquiring English, processing language in the form of remembering and memorizing words or terms, and understanding meanings that can be applied to listening, reading, speaking and writing skill activities. The efforts of this English literacy assistance are to change the mindset of the children of Walal Village that learning English is fun, regardless of age, and affordable. In fact, through mentoring, children in Walal Village experience changes in knowledge and attitudes during the English literacy process.

Where’s the beef?: the politics of health care reform in South Korea

Background: In February 2024, the South Korean government released a policy proposal for healthcare reform, with one of the main pillars being increased medical school admissions. This policy has sparked intense opposition from the physicians’ top association. Most importantly, interns and residents—the bedrock of the medical workforce in Korean hospitals—began to leave en masse. Consequently, a medical crisis emerged, in which many medical and surgical procedures were delayed.Current Concepts: According to studies on comparative health policy and systems, the crisis could be attributed to the unique characteristics of the Korean healthcare system, in which the administration and doctors have failed to establish a substantive dialogue through which policy options are examined and deliberated. These dynamics necessitated the establishment of an institutional space for interest group politics, causing both to suffer from a lack of action repertoires. The stalemate we witness reflects the enduring patterns of the same issue.Discussion and Conclusion: To ensure the success of the current initiative, institutional arrangements must be established in which policymakers and physicians make a credible commitment to each other. Alternatives, for instance, include reactivating and regularizing the Health and Medical Services Policy Deliberation Committee, which could pave the way for establishing a venue where key stakeholders can discuss future agendas, such as how to ensure improved accessibility to “essential” care and mitigate its subnational variation, thereby creating a long-term vision for new health system governance in South Korea.

Identifying sustainable retrofit challenges of historical Buildings: A systematic review

The UK is reported to have approximately 400,000 historical buildings as listed buildings and buildings in conservation sites. Due to the historical value of these buildings, the level of changes possible to these buildings is limited. However, the government's vision for sustainability requires retrofitting existing buildings to minimise emissions as historical buildings contribute around 5% of total UK emissions. The study finds the specific challenges of retrofitting historical buildings by systematically reviewing 52 articles. Three databases were selected, namely ProQuest, webofsciences and Scopus. Challenges of historical building retrofit were identified, generalized, and thematically presented for better comprehension. The main challenge of retrofitting historical buildings is balancing historical values with energy efficiency. As these two objectives are mutually exclusive most of the time, when one is achieved, the other has to be compromised. Further, the complexity of retrofit works and unclear building characteristics were other challenges. There is a total of nine challenges identified. The study concludes that historical building retrofit needs better attention to address the identified challenges. Technological solutions, subsidies to the owners, supply chain development and collaborative stakeholder engagement models can be helpful in this regard.

Powers of persuasion? China's struggle for human rights discourse power at the UN

AbstractSince Xi Jinping came to power in 2012, the People's Republic of China has been on a mission to break what it describes as ‘Western hegemony’ around global norms. Beijing is engaged in a struggle to strengthen its influence in global governance and has identified increasing China's ‘discourse power’ at the United Nations (UN) as key to achieving this goal. Focused on human rights, this paper examines China's project to enhance its discourse power at the UN. It assesses how successful Beijing has been in shaping language, concepts and norms at the UN and to what extent there has been a power shift in line with China's aspirations. It concludes that in China's efforts to enhance its power over meaning at the UN, it relies less on its powers of persuasion to effect what Barnett and Duvall term productive power and more on compulsory power. China's vision for global governance and its growing clout at the UN has great implications for international order. In essence, China seeks to reshape international norms so that human rights become each member state's ‘internal affairs’ rather than a legitimate concern of the international community.

Pelatihan Dan Pendampingan Laporan Keuangan: Upaya Mendorong UMKM Naik Kelas

The vision of the South Tangerang City Government is to make MSMEs a prima donna not only in South Tangerang City, experiencing problems including the limitations of MSMEs in making financial reports so that an overview of the financial performance and wealth of MSMEs is not obtained. An overview of performance through financial reports is a prerequisite for applying for MSME financing. Training and assistance in the preparation of financial reports is an effort by the South Tangerang City Government and PKN STAN so that MSMEs are promoted through an understanding of the financial performance of the business being managed and the opportunity to obtain financing. Training on preparing Financial Reports is carried out in masse for all MSMEs and intensively with division into groups. Meanwhile, assistance is provided intensively and continuously for two MSMEs, Idea Mulya and Cilok Djoedes. Obstacles such as the readiness of MSMEs to prepare financial transaction data still arise during mentoring. In addition, problems related to the SIAPIK application still arise, such as difficulties in recording past transactions, determining the final consignment balance value, and recording product sales in retail. However, the training and mentoring went smoothly and provided positive benefits for MSMEs in their efforts to realize MSMEs promotion to class.
