Thailand: Family Growth in Pho-tharam District

The family planning pilot project reported here is the first of its kind to be undertaken in Thailand. It followed as a logical consequence of a National Population Seminar held in Bangkok in March 1963 under the joint sponsorship of the National Research Council of Thailand and The Population Council (reported in No. 4 August 1964 of this bulletin). Acting on the conclusions of the Seminar the Cabinet of the Government of Thailand gave its approval for a project and directed General Netr Khemayodhin Under Secretary Prime Ministers Office and Secretary General National Research Council and Dr. Phon Saengsinkao Under Secretary Ministry of Health to proceed with suitable arrangements. The project has had technical assistance from Professor Amos H. Hawley Social Science Advisor and Population Council Representative in Thailand and from Dr. J. Y. Peng Medical Advisor provided by the Council. The survey was designed by Professor Hawley and the field operations were supervised by Mr. Visid Prachuabmoh Lecturer Chulalongkhorn University. They analyzed the survey data and prepared this report of findings. The technical aspects of the survey were performed through the National Research Council and the interviewing staff was provided by the Ministry of Health. The action program following the survey is the responsibility of the Ministry of Health. Dr. Kamdhorn Suvanakich Director General of the Department of Health is officially the supervisor of the action program. He has delegated authority to Dr. Winich Asavasena Chief of the Maternal and Child Health Division of the Department of Health and the medical staff for the action program is drawn from Dr. Winichs Division. Dr. Peng in consultation with Ministry of Health personnel designed the action program trained the action program staff in both the technical and the educational phases of family planning and has maintained a close advisory connection with the program from its inception. American Policy in Thailand

HE AMERICAN-EQUIPPED THAI ARMY played a major role in the September 1957 coup d'dtat which enabled Field Marshal Sarit Thanarat to seize control of the government in Thailand (Siam). The former Prime Minister, Field Marshal Phibun Songkhram, and the former DirectorGeneral of the police force, General Phao Sriyanon, were sent fleeing into exile and the political power in Thailand became concentrated in the hands of one man. The United States was deeply involved in this sudden turn of events as American aid and influence had bolstered the political power exercised by each of these three contenders. This article will survey the influence exerted by Americans on the government and people of Thailand as they have attempted to exchange their traditional system of political absolutism for some form of constitutional democracy. American influence in Siam began very early in the nineteenth century after the country had been ruled for over five centuries by an absolute monarchy. American trading vessels came to Bangkok as early as 1818 and introduced the Thai to many modern scientific and mechanical innovations.' An American diplomatic mission arrived shortly thereafter, and in 1833 Edmund Roberts negotiated a commercial treaty with the king of Siam which was the first treaty between the United States and any country in Asia.2 Near the end of the nineteenth century the United States was the first nation to raise its diplomatic mission in Siam from a consulate to a legation, and following World War I the United States was likewise the first country to abolish its privileges of extraterritoriality which had been included in a treaty negotiated in 1856 by the renowned Townsend Harris. One of the most pervasive influences exerted by the Americans in Siam during the nineteenth century was that accomplished by Protestant missionaries. Arriving in the 1830's, the missionaries had virtually no success in converting the Thai to Christianity and quickly turned to education, medical work, and the introduction of modern technology. The missionaries brought the first printing press to Siam, opened the first medical dispensary, and published the first newspaper.3 The Reverend Jesse Caswell, an American Congregationalist, tutored the young Prince Mongkut in English and science which had much in, fluence when Mongkut later became king and opened the country to extensive contact with the West. Bangkok's Dim View to the East

The present recurrence of troubles became threatening in 1953 when Vietminh forces twice penetrated to the banks of the Mekong River with little difficulty. These adventures prompted the government of Thailand in 1954 to refer the matter to the United Nations Security Council, where its request for the dispatch of UN observers to the border was vetoed by the Soviet Union. At that time the events in Laos, as well as elsewhere in Indochina, revived Thai enthusiasm for a security pact in Southeast Asia and led the government to support formation of the Southeast Asia Treaty Organization (SEATO), of which Bangkok is the seat and Pote Sarasin, a Thai diplomat and former prime minister, is the secretary-general.

Marshal Sarit and Absolutist Rule in Thailand

ON SEPTEMBER I7, I957, Field Marshal Sarit Thanarat and his Americanequipped troops seized control of Thailand's government. Although it was not apparent at the time, this move was more than just another coup d'etat in a country where military officers have long played a predominant role in the political and commercial life of the nation; the overthrow of the former regime headed by Field Marshal Phibun Songkhram marked a major turning point in the evolution of the Thai political system. The purpose of this article is to survey briefly the development of the Thai government since the beginning of the constitutional regime in I932 and to assess the current trend of the Sarit government under political absolutism. The establishment of a constitutional government in June i932 ended more than five hundred years of absolute rule in which the monarchy was regarded as having quasi-divine powers and served as the sole source of political authority. Throughout this period the political and social structure of the country became rigidly stratified and the people were indoctrinated from birth to render undivided loyalty to the king. The impact of the West in the nineteenth century caused the absolute monarchy to become increasingly humanitarian and to hasten the adoption of many modern technological and administrative innovations.' The benevolent policies of the monarchy and increasing contact with the West gradually gave rise to new political groups who demanded a more modern and liberal form of government. The bloodless coup which overthrew the absolute monarchy was staged by a small group of intellectuals and military officers who called themselves the People's Party.2 Led by a young commoner named Pridi Phanomyong, the Party promulgated a constitution which established a modified parliamentary system patterned largely on that in Great Britain and France. While professing Western democratic ideals, the leaders of the Party organized the new government in a manner that assured their remaining in power for at least ten years. The newly established Assembly of People's Representatives was divided into two categories of representatives, one-half elected by the people and one-half appointed by the government.
