PUBLIC SERVICE CHALLENGES IN THE NATIONAL CAPITAL CITY (IKN) OF THE ARCHIPELAGO

The relocation of the National Capital City (IKN) of the Archipelago from DKI Jakarta to Kalimantan became the government's current focus is on the national recovery period caused by the pandemic Covid-19. Limited funds, less strategic location from a security perspective, as well forest fire disasters that often occur since Kalimantan is one of them the lungs of the world, including the natural wealth contained therein, become something what is important to note. One of them is by using a service approach based on the Development Program of the United Nations (UN), namely Tata Manage Good governance. The research method used is through the study literature, such as documents from official government institutions and sources other relevant. Referring to the newly passed regulation, the government has already loaded it public services in accordance with good governance. Process the transfer of the capital city needs to be escorted so that the previous evaluation is like the people who not yet involved not repeated.

Communication Strategies in Relation to COVID-19 in South Africa and Ghana: A Systematic Review

COVID-19 is a novel severe acute respiratory syndrome coronavirus 2 (SAR–CoV-2) spread from person to person through infected air droplets of saliva and discharged from sneezes and coughs. This study seeks to contribute to knowledge and understanding of how coronavirus outbreaks could be addressed by examining communication and media strategies used by governments and public health institutions in South Africa and Ghana during the coronavirus pandemic. The study systematically analysed published data on COVID-19 in South Africa and Ghana from 2019 to 2020 to identify recurring themes to discuss issues regarding communication strategies in response to the outbreak. This study found various inadequacies and challenges to communication and media strategies to address the spread of COVID-19. The governments and public health institutions in South Africa and Ghana used multiple mass media channels to communicate different messages and create awareness about COVID-19. This article recommends the improvement of communication and media engagements between governments and health stakeholders in South Africa and Ghana to increase public awareness of the risks, threats and outcomes of COVID-19. The media in South Africa and Ghana must conduct fact finding of information about coronavirus from official sources in government and health institutions before dissemination to the public to minimise fake news, misinformation and disinformation. The governments and health institutions must not rely solely on traditional mass media strategies but also integrate indigenous communication strategies for engagements to address the challenges of mass media to increase public awareness about COVID-19 in South Africa and Ghana.

An Analysis of Remittance and Private Consumption in Nepal

In recent decades, the increasing inflow of remittances and their benefits to originating countries have become an emerging issue in migration and development in the world economy. The government and household members of the country of origin have been taking the maximum possible advantages of remittances in various fields, and it is becoming a more stable source of external finance. However, around 80 percent of remittance received by households is used only for consumption purposes in Nepal. Despite the increasing importance of remittance in the Nepalese economy, the relationship between remittance and private consumption has not yet been adequately studied. Hence, the prime objective of this paper is to analyze the effects of remittance on private consumption expenditure in Nepal. The ARDL bounds testing model is employed in the study to identify the effects of remittance on private consumption in Nepal. The time series data for 20 years, 2001-2020, are collected from various government sources, such as the Ministry of Finance, Nepal Rastra Bank (NRB), and the National Statistics Office. This study finds a positive and significant relationship between remittances and private consumption in Nepal. The impact of other control variables like GDP is positive and significant for consumption. However, the consumer price index has a negative effect on consumption. The Nepal government and other concerned agencies should encourage sending remittances only from formal banking channels that could help with capital formation and thereby investment and job creation in Nepal. It also solves the liquidity crisis and foreign exchange constraints in the nation.

Multidimensional evaluation of the impacts of agricultural interventions to achieve food security in Malawi

AbstractMalawi's food and nutrition security heavily relies on rainfed agricultural production, which is prone to the effects of climate change, such as floods and dry spells. To improve the situation, policies have been established as a guide to assist in the implementation of agricultural technologies in the country. This study aims to evaluate the effect of two national policies on addressing nutrition, economics, and food security by introducing modern/existing technologies in the Phalombe district in Malawi. To gain insight into the representative farm operations, financial, demographic, and consumption behaviors of smallholder farmers, the data were obtained through a combination of focus group discussions, expert opinions, and various published reports, including both government and nongovernment sources. The farm simulation model (FARMSIM) was utilized to analyze district‐level crop and livestock farm operations. In this study, four irrigation technologies (treadle pump system, motorized pump system, solar‐powered system, and river diversion irrigation system) were assessed among the agricultural interventions implemented in Malawi. Also, seven land uses (i.e., corn, onion, bean, rice, tomato, leafy vegetable, and cabbage) were developed and simulated under irrigation scenarios. The irrigation systems and land use scenarios were evaluated based on economics, productivity, nutrition, and risk. The treadle pump and leafy vegetable scenario were generally identified as the most preferred combination. In addition, the productivity and riskiness of the other scenarios can be improved by selecting the best combination of crop and irrigation systems. The study concludes that government and private investment in subsidies for large‐scale irrigation systems, as well as improvements to market prices and infrastructure, are necessary to boost food security and enhance the livelihood of smallholder farmers in rural Malawi.

Establishment of Taxable Entrepreneurs (Pkp) Forretail Traders Based On Per-03/Pj/2022

Tax is one of the Government's sources of income to carry out development and for that the State imposes it on its people. One type of tax is Value Added Tax (PPN) where VAT is a tax imposed due to the delivery of Taxable Goods (BKP) and/or Taxable Services (JKP). One of the VAT subjects is a Retail Trader (PE), which is defined as carrying out a direct delivery transaction to the final buyer (end-user). Based on Tax Regulation Number PER-03/PJ/2022, the requirements to become a PE plus the submitted BKP/JKP are not used for production activities first. This study aims to find out whether the determination of the classification of PKP PE based on PER-03/PJ/2022 is in accordance with the VAT Law and the requirements for classifying PE have fulfilled the principle of fairness. This study uses a juridical-normative method with a statutory and conceptual approach. This research gives the result that the Directorate General of Taxes issues regulations based on the authority of a delegation from the Minister of Finance and its main task is to formulate and implement policies in the field of taxation. Related to the additional conditions for determining PE, it deviates from the VAT Law because it is not regulated in the VAT Law, while the position of PER-03/PJ/2022 based on State Administrative Law is a policy regulation (beleidsregel). Based on Article 8 of Law no. 12 of 2011, PER-03/PJ/2022 does not include legal rules that are recognized by the legal system in Indonesia but their existence is recognized because there is authority obtained (delegation) and when viewed from the principle of justice, the addition of these conditions has saved a sense of justice because it results in PE who should be included in the category are not classified as PKP PE so that they cannot enjoy the facilities as PKP PE based on the VAT Law.

POTENTIAL FACTORS MOTIVATING TAX COMPLIANCE AMONG SMALL AND MEDIUM-SIZED ENTERPRISES (SMEs)

Tax compliance is a compliance of taxpayers with the tax law of the country in terms of declaring their income, filing a return and paying any taxes that are due on time. Tax compliance is essential for the government and tax authorities to achieve the revenue collection target as taxes are the main sources of income to the country. The Inland Revenue Board in Malaysia (IRBM) has recorded 17% increase of tax collection in 2021 compared to 2020. In 2021, more than RM140 billion was collected from three million people and more than 400,000 businesses. Small and medium-sized enterprises (SMEs) play an important role since they contribute a significant source of government’s tax revenue to ensure sustainable economic growth and development. Recognising SMEs played a crucial role in contributing a large portion of income to the government, this study aimed to identify factors motivating tax compliance among SMEs. The attitude of taxpayers towards tax is influenced by the specific knowledge on taxation, in which the taxpayers have a good understanding of the basic tax system and laws. Thus, tax knowledge among SMEs increases tax compliance as they are more responsible to meet their tax duties. This study also found that high tax morale influencing tax compliance of SMEs. They believe that paying taxes is a sense of moral obligation for the benefits of society. Meanwhile, tax penalties have a significant impact on tax compliance by promoting a positive attitude towards the tax regulations system. In other aspects, tax simplicity has reduced the complexity of the tax system and led to increase of the tax compliance among SMEs. The findings have shown possible strategies for tax authorities to achieve higher level of tax compliance among SMEs towards attaining targeted tax collection for the country.

A braided chronology to elucidate temporalities of a mine on New Guinea

The concept of mining temporalities is applied to a mining district on New Guinea. Data to inform the temporalities and configure them into a chronology were gathered in the district and its environs. These data were supplemented with secondary sources, mostly involving similar fieldwork in this location, and corporate and governmental sources. The district has an indigenous population comprising two peoples who traditionally lived distinctly on contiguous territories. These peoples claim these territories, including lands inside the district, as theirs. In contrast, these territories and those comprising the rest of western New Guinea are claimed by, and recognised geopolitically as part of, the Republic of Indonesia. Accordingly, its Government has licenced the rights to mine in the district to a global mining corporation and supports the corporation, militarily and civically. Mining began in the 1960s, since when the district has been charged with the diverse political, economic, ecological and social interests of these central characters—the two peoples, the government and the corporation. This is in complete contrast to the district's previously sedate circumstances, with the two peoples’ territories physically demarcated by mountainous terrain and largely unvisited by outsiders. These circumstances are elaborated as a braided chronology composed of three strands, one for each people and the third for everybody else. This braided format recognises the plural nature of circumstances, events and experiences, and the potential for contrasting patterns of remembrances and anticipations. It demonstrates how this plurality almost certainly inspires multiple temporalities attaching to the resource extraction, rather than a single temporality agreed amongst everyone involved. Also, the format is suggestive of the analytical properties of contrasting temporalities to explain conflicts over mining. Arising from these results are such possibilities as mitigating or eradicating conflicts, or conditioning or restricting mining so that it better serves those whom it affects worst.

Causes, effects & mitigation of brain drain in Sub-Saharan Africa

Brain drain occurs when skilled labor from developing countries (LDCs) migrate to developed countries (DCs) in search of better living standards, professional growth, political stability and security, etc. This annotated bibliography aims to explore the causes of the brain drain, its effects on sending countries and mitigation that has been taken by stakeholders to slow it down and help LDCs achieve socio-economic and development growth. Publications cited are in the English language and were published between 2001 and 2022. The scope of this article is Sub-Saharan Africa (SSA) as a region and includes country-specific highlights from SSA countries like Angola, Botswana, Burundi, Cape Verde, Cameroon, Ethiopia, Ghana, Guinea Bissau, Kenya, Lesotho, Malawi, Mozambique, Namibia, Nigeria, Rwanda, Senegal, Somali, South Africa, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe; as well as regional blocks, such as the Southern African Development Community (SADC), in East, Central and Southern Africa. Country-specific highlights are included because the brain drain was felt and handled differently within these countries and regions that this literature discusses. Peer reviewed journals, working papers and government sources are also discussed.

Implementation of Siri'Na Pacce in Countermeasure Fraud

Countering fraud is important to reduce losses and respond to negative impacts. Various strategies and techniques have been developed to address fraud, such as the implementation of effective supervisory and audit systems, risk identification and fraud prevention. Therefore, handling fraud must be done proactively and continuously, taking into account new risks and developing innovative and effective solutions. The purpose of this research is to find out fraud prevention through the siri'na pacce value approach. This research uses ethnography as a method. Researchers conducted a search related to the culture of the Bugis Makassar Tribe and synthesized to find siri 'na pace in relation to fraud prevention. The 15 informants each represent government, private, academic, local youth, and general public sources. With the condition that each informant is a Bugis Macassar tribe that is closely related to the local culture of siri'na pace. The results showed that indirectly there is fraud prevention through the implementation of siri'na pacce by the Makassar Bugis community. By making self-philosophy in every decision and action so that fraud can be prevented.

Cancer research funding data to drive collaboration and inform action.

Globally, cancer research is supported by substantial funding from various government, industry, and philanthropic sources. Is Far-Right Violence Actually Increasing in Australia? Tracking Far-Right Terrorism and Violence in Australia

In recent times, governments throughout the Western world have warned of an increase in far-right violence. A range of government and academic sources have also made spectacular claims regarding a rise in far-right violence in Australia. However, for a range of reasons, the actual prevalence of far-right violence occurring in Australia remains largely unknown. To address this gap in knowledge, the following documents acts of far-right violence and terrorism in Australia between 1990 and 2020. This study demonstrates that no clear increase has actually occurred. A total of 181 incidents are identified across almost all geographic locations, with concentrations of violence noted in Melbourne and North Queensland. A clear spike in violent incidents was identified between 2005 and 2010. However, a complete reduction in fatal violence has occurred since that time, and there has also been a notable reduction in violent events across most years since that peak. Notably, only a vanishingly small number of incidents were perpetrated by individuals associated with organised far-right groups. Rather, the vast majority of attacks are committed by lone actors or small unorganised groups, often spontaneously. To date, this more chronic form of far-right violence has been almost entirely overlooked by policymakers. Moving forward, it will be interesting to see if Australia’s existing counter-terrorism and countering violent extremism infrastructure, built primarily to address a Jihadist threat that is highly networked, geographically concentrated and transnationally linked, can be adapted to combat a far-right that is largely unorganised and geographically decentralised.

Farm-based factors shaping crop enterprise diversification among maize small-holder farmers in Kalulushi District of Zambia

This study examined the factors shaping crop enterprise diversification among small-holder maize farmers in the Kalulushi District of Zambia. Having high crop enterprise diversification promotion among small-holder maize recently as a household food security and farm enterprise risk absorption strategy across Zambia, questions have arisen on factors encouraging or negating farmer responses since maize production has remained dominant, particularly under rain-fed systems. The study used primary data from a sample of 150 farmers. Data included the crop enterprise diversification index as the dependent variable, whereas the farming practice, farm size, the maize subsistence index, cooperative dependence, distance to the central market, weighted maize selling price, dependence on government purchases, planting period and source of financing for farming are the independent variables. Empirical results revealed that crop enterprise diversification increased with an increase in distance from the market, conservation farming practice, subsistence level, weighted maize selling price, and alternative financing. However, it decreased with an increase in farm size and dependence on government purchases. Cooperative dependence and planting period were not found to affect crop enterprise diversification. The study recommends streamlining crop enterprise diversification with distance from the market, farming practice, level of subsistence, weighted maize selling price, alternative financing, farm size and dependence on government purchases.

The Economic and Developmental Impacts of Tourism in Petra

Objectives: This study aims to apply the shift-share analysis method to evaluate the economic impact of tourism in Petra between 2007 and 2017, including employment changes across the study area.
 Methods: The shift-share model is designed to assess the growth of individual industries at the local level compared to the national level. This method demonstrates employment growth rates in the Petra region resulting from a favorable industry mix and additional job creation. The data used in this study were obtained from multiple governmental and private sources through structured and non-structured interviews. A questionnaire was developed to collect data on the personnel working at the businesses, the star ranking of the businesses, and the types of services provided in both 2007 and 2017.
 Results: The results indicate growth in most tourism-related industries, as well as public administration and education possibly due to a population increase in the region.
 Conclusions: Based on the results, we can conclude that the decline in tourism between 2007 and 2017 led to a slowdown in growth in other sectors, despite the presence of modest growth in those sectors due to natural economic expansion.

Determinants of COVID-19 vaccine uptake among Nigerians: evidence from a cross-sectional national survey

BackgroundCOVID-19 ranks as one of the largest public health threats in recent times. It is associated with huge health, economic and social consequences. Although vaccination is an effective control measure, COVID-19 vaccine uptake has been suboptimal in many low/middle income countries. Hence this study assessed the factors influencing COVID-19 vaccine uptake among Nigerian households.Data and methodsThis study analyzed secondary data from the COVID-19 High-Frequency Phone Survey of Households that was collected by the National Bureau of Statistics between November 2021 and January 2022. Relevant data were analyzed using descriptive statistical tools and the Multivariate Regression model.ResultsOut of 2370 respondents, only 32.8% of the respondents were vaccinated against COVID-19. Respondents living in urban areas (34.4%) had a higher level of COVID-19 vaccine uptake relative to those living in rural Nigeria (30.9%). Results from the Multivariate Regression model revealed that adults aged ≥ 60 years (OR 2.20; p = 0.012), respondents with primary (OR 1.72; p = 0.032), secondary (OR 1.77; p = 0.025) and tertiary education (OR 3.03; p < 0.001), respondents with access to health insurance (OR 1.68; p = 0.004), those who obtained vaccine information from health workers (OR 3.92; p < 0.001), the government (OR 3.22; p < 0.001), and the mass media (OR 1.75; p = 0.003) were more likely to be vaccinated. Also, respondents living in North Central (OR 2.02; p < 0.001), North East (OR 1.48; p = 0.039), South West (OR 2.63; p < 0.001), and South South (OR 1.49; p = 0.031) regions had higher odds of being vaccinated.ConclusionsThe study recommends increased media campaigns and advocacy for COVID-19 vaccination in the South East and North West regions. Persons with no formal education and younger persons aged 18–29 years should be targeted with COVID-19 vaccine-related information given that they were less likely to be vaccinated. Dissemination of relevant information through government sources, mass media and health workers is encouraged so as to positively influence decisions to receive COVID-19 vaccines among citizens.

Managing Aotearoa New Zealand's greenhouse gas emissions from aviation

ABSTRACT Prior to COVID, the global aviation industry was growing rapidly. Growth has now resumed and is predicted to continue for at least the next three decades. Aotearoa New Zealand has particularly high aviation emissions and has been on a very rapid growth path that is incompatible with the Paris Agreement on climate change. Government, intergovernmental, nongovernmental, academic and industry sources have proposed technological innovations to address aviation emissions. These include sustainable aviation fuels, electric and hydrogen powered aircraft, and increases in efficiency. We review these and assess that none of them will lead to a significant reduction in emissions in the short to medium term. In addition, we demonstrate that even very aggressive uptake of new technology results in the New Zealand aviation sector exceeding its share of the carbon budget as determined by the Paris Agreement. Therefore, we examine the fundamental drivers of growth in aviation: the tourism and airport industries, emissions pricing and substitutes, and the distribution of air travel. Governance of this sector is challenging, but it is changing rapidly. We conclude that a national aviation action plan needs to be developed and implemented based on the ‘Avoid/Shift/Improve’ framework in use in other areas of transportation planning.

The Successfulness of the Reasons for Malaysia’s Energy Initiatives

From the standpoint of Neoliberal Institutionalism, this study explores Malaysia's participation in activities that make energy the topic and/or object of foreign policies, whether through bilateral or multilateral engagements. This research, which aims to evaluate the relevance of energy in Malaysia's economy and diplomacy and to explain Malaysia's reason for its involvement in these cooperations, is necessary because of Malaysia's growing involvement in the global energy market. Information for this study was gathered from a variety of government sources, interviews, published statistical data, and previous studies. The study demonstrates how vital energy is to Malaysia's economy. The Lao PDR-Thailand-Malaysia-Singapore Power Integration Project (LTMS-PIP) initiative, in which Malaysia is participating, is evidence of the viability of multilateral power commerce in the area. The Peninsula Gas Utilisation (PGU) pipeline in Peninsular Malaysia and the Four-Fuel Diversification Policy 1981 (4FDP 1981), which increases natural gas utilisation, are related to Malaysia's participation in the Malaysia-Thailand Joint Development Area (MT-JDA). Malaysia would want to think about streamlining its energy administration.

Skill India’s unmet promises: raising expectations for financial assistance in training for informal sector livelihoods

ABSTRACT Recent research on vocational training in the global South suggests training may have the effect of unrealistically inflating trainee expectations of remunerative employment and upward social mobility. These studies, however, have focused almost exclusively on training for formal sector employment. The present paper, by contrast, explores how formal vocational training initiatives for informal sector livelihoods affect trainee expectations – and the flow-on effects these altered expectations have for their social and economic lives. It presents the findings of a study of agricultural training initiatives in north India. The study found that training – in conjunction with other local actors and institutions – had the effect of fostering unrealistic expectations amongst trainees, but instead of fostering expectations for paid employment, it fostered the expectation that the training certificate would lead to financial assistance from banks and/or government sources. When these expectations went unmet, they could have adverse consequences for trainees – including financial losses. The effects of distorted expectations differed as a function of gender and caste, with marginalised castes most adversely effected. This situation might be improved through better institutional linkages between the skill development sector, banks, and relevant government departments and through trainers imparting more realistic advice on prospects for financial assistance.

Repercussions of Russia-Ukraine Conflict: Indian Response to Attain Trade and Industrial Sustainability

The Russia-Ukraine conflict has created caused great “uncertainty” and has challenged many assumptions about the existence of the nation and bilateral relations. It has given rise to geopolitical tensions influencing international trade. Given the significant contribution of petroleum-based products in India’s import basket, this study examines the changing international trade pattern for India. It ultimately seeks to highlight key opportunities, challenges, and suggestions for India’s aim to become ‘Atmanirbhar’ or ‘self-reliant’. We reviewed trade and economic data (for imports and exports, inflation) in the context of India. Data from sources like the International Monetary Fund (IMF) and government sources such as the Reserve Bank of India (RBI), and the Ministry of Commerce, is reviewed. The analysis highlights an increasing trade deficit (i.e., imports higher than exports). The lessons India can learn from this battle to go forward and truly become "Atmanirbhar" are the main topic of this essay. The purpose of this study is to explain the significant effects of the aforementioned dispute on and impacting numerous aspects like the economy, trade, bilateral relations, and manufacturing capacities, we adopt an evidence-based approach. The current research (study) just presents one point of view; more sector-specific research using an empirical methodology is advised to explore the manufacturing sector segments (in the context of India) that have strong potential to turn India into "Atmanirbhar."

Drivers and enablers of green purchasing adoption: An empirical investigation of retail hypermarkets in UAE

Growing pressures from various directions have caused managers in the UAE’s retail sector to initiate the use of environmentally friendly approaches such as green purchasing (GP). Expanding on prior work by examining general GP practices, this study explores the GP drivers/enablers that motivate firms in the UAE to adopt GP practices. The results show that retail firms in the selected sectors respond strongly to institutional pressures to adopt GP practices with a beta value of 0.54, customer pressures with a beta value of 0.27, and expected business benefits with a beta value of 0.37. Evidence of a positive relationship between management support and firms’ willingness to take on GP initiatives was weak, so the first hypothesis was not supported with a usual cut-off p-value of 0.05; however, by applying a cut-off p-value of 0.10 or above, it appears that all latent variables suggested in this study have a positive impact on the adoption of GP initiatives among retail hypermarkets in the UAE. This study had three main limitations. First, the sample was drawn from a specific government source, so it may not be a truly comprehensive representation of all retail firms. Second, the small number of samples might have led to bias. Third, as each questionnaire was answered by a single respondent, a common method variance may have resulted. This study will aid firms, as well as the government, who wish to improve their environmental performance in the value chain.

Pesquisa quantitativa em empreendedorismo e o apoio do software R para análise de dados

Objective of the study: this editorial aims to present an overview of Brazilian quantitative research in entrepreneurship, as well as describing possibilities for advancing this methodological approach. Methodology and approach: the article consists of an editorial publication, built from bibliographic research of entrepreneurship literature and theoretical reflections. Main Results: Most national entrepreneurship research follows a qualitative approach. Despite its relevance, quantitative research also has multiple potentialities, especially associated with the use of data originating from secondary sources. Main theoretical and methodological contributions: We present public databases that can be used by entrepreneurship researchers to advance theory. Some strategies for using these bases are exemplified through a brief tutorial in R language. We further debate about strategies to strengthen quantitative research in the area. Finally, we bring a research agenda. Relevance/Originality: contents that are still little explored in the national literature are presented, such as the use of secondary data and machine learning. Social and managerial contributions: some of the databases presented in the study come from government sources and can be used to support the construction of public policies for entrepreneurship. In addition, the precepts on quantitative research presented in this editorial can support managers who work with data analysis to perform more robust studies, regardless of the area, whether practical or academic.
