Evaluasi Atas Implementasi Pernyataan Standar Akuntansi Pemerintahan Nomor 13 Pada BLUD Puskesmas Kawasan Terpencil

Purpose: This study aims to evaluate the suitability of accounting and presentation of BLUD Puskesmas Financial Statements with the Statement of Government Accounting Standards Number 13, and identify the role of financial guidance carried out by the Health Office and the Regional Financial Management Officer (PPKD). Methodology/approach: This research was conducted at BLUD Puskesmas X, with a qualitative method through a case study approach. The data collection methods adopted in this study include document analysis and interviews Findings: The results showed that the condition of the presentation of the Financial Statements of BLUD Puskesmas X was not fully in accordance with PSAP 13, and the implementation of accounting was not fully in accordance with SE Director General of Bina Keuda No. 981/4092/KEUD, namely without making journals, posting to the General Ledger, and preparing the Balance Sheet. In terms of guidance, the Health Office has provided various coaching activities related to the preparation of Financial Statements, while PPKD has not provided intensive guidance and is more directed at reconciling financial data between BPKAD and BLUD Puskesmas X. Practical and Theoretical contribution/Originality: This research is expected to provide suggestions and insights for BLUD Puskesmas management regarding aspects of the Financial Statement preparation process that require improvement, as well as contributing information for further research related to the development of Accounting, especially the implementation of Public Sector Accounting Standards Research Limitation: The interview process was conducted via online media and telephone due to geographical location considerations, namely BLUD Puskesmas X is located relatively far from the capital city of District AAA, about 295 KM with inland road access conditions on Borneo Island.

QUALITY OF FINANCIAL REPORTS IN PAPUA PROVINCE: WHAT FACTORS INFLUENCE IT?

Government accounting standards, internal control systems, regional government financial accounting systems, and resource competencies were tested to see whether they had an effect or not on the quality of local government financial reports in Papua Province. A total of 57 questionnaires from 27 OPDs were analyzed using multiple linear regression analysis. The results of this research indicate that government accounting standards and human resource competency respectively have an influence on the quality of local government financial reports. In other hand, internal control system and regional government financial accounting system respectively has no effect on the quality of regional government financial reports. It is hoped that the implications of this research can be input for the government of Papua Province to improve the quality of its financial reports.

Analysis through Implementation of Government Accounting Standards on Accrual Base

This research aims to determine the application of accrual-based Government Accounting Standards in the presentation of financial reports at the North Labuhanbatu Regency Central Statistics Agency and to determine the suitability of the presentation of the North Labuhanbatu Regency Central Statistics Agency's financial reports with Government Regulation Number 71 of 2010. This research method uses qualitative methods with interviews and documentation. The subjects of this research are employees of the accounting and finance department at BPS Kab. North Labuhanbatu. The results of the first research: Application of Government Accounting Standards in the Presentation of Financial Reports of the North Labuhanbatu Regency Central Statistics Agency refers to Government Regulation Number 71 of 2010, BPS Labura Financial Reports have been prepared and presented on an accrual basis, but accrual basis accounting is still not fully implemented because it still exists. the financial report component that uses the cash basis is the Budget Realization Report. The results of the second research state that the presentation of the financial reports of the North Labuhanbatu Regency Central Statistics Agency is not 100% in accordance with Government Regulation Number 71 of 2010. This is because there are still several posts that are not implemented, namely transfer posts and financing posts in the Budget Realization Report

Faktor - Faktor yang Memengaruhi Penerapan Standar Akuntansi Pemerintahan Berbasis Akrual pada Biro Keuangan dan BMN Seketariat Jenderal Kemendikbud Ristek

This research was conducted with the aim of obtaining empirical evidence regarding the Quality of Human Resources, Organizational Commitment, and Information Technology on the Application of Accrual-Based Government Accounting Standards. This study uses primary data with a sample of employees of the Bureau of Finance and BMN at the Ministry of Education and Culture. The sampling technique in this study used convenience sampling with 98 respondents. Testing the hypothesis in this study uses a multiple regression model using SPSS 25. Based on the results of the analysis in this study, it can be concluded that: (1) the quality of human resources has a significant positive effect on the application of accrual-based government accounting standards, (2) organizational commitment has a significant positive effect on the application of accrual-based government accounting standards, and ( 3) information technology has a significant positive influence on the application of accrual-based government accounting standards. Thus, the increasing of each of the variables of the quality of human resources, organizational commitment, and information technology, then each of these independent variables will be able to increase the application of accrual-based government accounting standards.

Pengaruh Sistem Pengendalian Internal Pemerintah, Kompetensi Sumber Daya Manusia, Dan Standar Akuntansi Pemerintah Terhadap Kualitas Laporan Keuangan Di BPKAD Kota Denpasar

A high-quality financial report is prepared to meet the qualitative characteristics of financial reporting that are relevant, reliable, comparable, and understandable. Financial reporting is a form of accountability and is essential to a company's survival as it reflects its performance through its financial condition. The objective of this study is to find out how applying government accounting standards, government internal control systems, and staff skills affects the quality of financial reporting for BPKAD Denpasar Municipality. All of the 125 people who work in the Denpasar City Region and Property and Financial Management Department were used in this study. The 61 people who took part in this study were chosen with the help of a targeted sampling method, and the results were tested with multiple linear regression analysis. This study's findings indicate that using government accounting standards, internal control mechanisms, and human resource skills positively impacts the quality of financial reporting by BPKAD Denpasar City. The results of this study indicate that Denpasar City BPKAD will be able to provide its employees with regular professional training related to preparing financial reports following government accounting standards, thereby improving their skills and competencies.

PENGARUH PENGETAHUAN AKUNTANSI DAN TEKNOLOGI INFORMASI TERHADAP PENGELOLAAN BARANG MILIK DAERAH DENGAN PENGGUNAAN SISTEM INFORMASI AKUNTANSI SEBAGAI VARIABEL INTERVENING (Studi Pada Dinas Kesehatan Kabupaten Bondowoso)

The government has issued a Minister of Home Affairs Regulation (Permendagri) related to the administration of Regional Property, Number 64 of 2013 concerning the Implementation of Accrual-Based Government Accounting Standards in Regional Governments, that the accrual basis is an accounting basis in which economic transactions or accounting events are recognized and recorded, and presented in the financial report at the time the transaction occurs, and these regulations have begun to be implemented in the 2014 fiscal year. The lack of accounting knowledge for every Civil Servant (PNS) in Regional Apparatus Organizations (OPD) is due to the very low capability of Human Resources, especially in in the financial sector, so that it has an impact on the completion of recording Regional Property (BMD) which is included in the preparation of Regional Financial Reports (LKD). So the aim of this research is to analyze the influence of accounting knowledge and information technology on the use of accounting information systems and management of regional property at the Bondowoso District Health Service. The population in this study was property managers in the civil servant category at the Health Service office and 25 Community Health Centers in Bondowoso Regency. The population in this study consisted of 50 respondents. The sampling technique was determined by saturated sampling. Data analysis and hypothesis testing in this study used the Structural Equation Model - Partial Least Square (PLS-SEM).
 The results of the direct influence hypothesis test using the Smart PLS 4.0 application, show that accounting knowledge has a significant positive effect on the accounting information system; Information technology has a significant positive effect on accounting information systems; Accounting knowledge has a significant positive effect on BMD Management; Information technology has a significant positive effect on BMD Management; Accounting information systems have a significant positive effect on BMD Management; Accounting knowledge on BMD Management through accounting information systems has a positive but not significant effect; Information technology on BMD management through accounting information systems has a significant positive effect.

LOCAL GOVERNMENT FINANCIAL REPORTS: UTILISATION OF INFORMATION TECHNOLOGY AND IMPLEMENTATION OF GOVERNMENT ACCOUNTING STANDARDS

Many local government financial reports are still not presenting data following the regulations and still show some irrelevancy. Therefore, this research aims at analyzing the impact of information technology (IT) and government accounting standards (GAS) implementation on the quality of local government financial reports (QLGFR). The sampling method used a sensory method. The data was collected by distributing questionnaires to 41 Regional Governments of Central Java Province. The results of the SEM-PLS test showed that IT did not affect the QLGFR. At the same time, implementing GAS positively affected the QLGFR. The results of this research had implications for the compliance of the Central Java Provincial Government with GAS which contained rules regarding the preparation of regional financial reports.

PENGARUH PENERAPAN AKUNTANSI PEMERINTAHAN BERBASIS AKRUAL, DAN PENGENDALIAN INTERN TERHADAP KUALITAS LAPORAN KEUANGAN PEMERINTAH PADA DINAS KOMUNIKASI INFORMATIKA DAN STATISTIK PROVINSI LAMPUNG

The aim of this research is to find out how much influence the implementation of Accrual-Based Government Accounting Standards and Internal Control has on the Quality of Government Financial Reports. This research uses a quantitative descriptive approach where the data processing is carried out statistically. The number of samples taken was 104 respondents using the Saturated Sampling method, a group from Non Probability Sampling, which was carried out by census where the population was used as a sample registered with the Lampung Province Communications, Information and Statistics Service. The data source in this research is primary data obtained using a questionnaire which was then processed using multiple linear analysis tests using SPSS version 21. The results of this research show that the implementation of Accrual-Based Government Accounting Standards and Internal Control simultaneously and partially has a positive and significant effect on Quality of Government Financial Reports.

ANALISIS ANGGARAN PENDAPATAN DAN BELANJA DAERAH PADA BADAN PENGELOLAAN KEUANGAN DAN ASET DAERAH (BPKAD) KOTA MEDAN

This study aims to compile a Budget Realization Report (LRA) in which there is a ratio with the criteria. The theory used in this research is government accounting standards and the hypothesis proposed is that the variance of APBD income is not good, regional self-reliance is very good, the effectiveness of PAD is quite effective, the variance of APBD spending is profitable and the efficiency of Regional Expenditure. That the analytical tool in this research uses quantitative descriptive method, namely by studying government accounting standards applied in the field so that there is a difference with phenomena and fields in the field of Regional Finance and Assets Medan City Management Board (BPKAD). Based on the research results, you can concluded that regional revenues have not been able to be obtained income exceeds the budgeted amount and has not been able to afford increase regional original income including its receipts. While regional spending is for operational spending and capital expenditure to total regional expenditure has not fully able to improve alignment with the total regional spending.

Pengaruh Kompetensi Sumber Daya Manusia, Penerapan Standar Akuntansi Pemerintah dan Sistem Akuntansi Keuangan Daerah terhadap Kualitas Laporan Keuangan: Studi pada OPD Kabupaten Simalungun

This study set out to find out how the use of government accounting standards, regional financial accounting systems, and expertise in human resources all affect the quality of regional financial reports. This study's participants were all 33 Regional Apparatus Organizations (OPD) in the Simalungun Regency. The samples taken in this study were 33 OPD in Simalungun Regency. Each sample each as many as 3 respondents. Respondents in this study were 1 Head of Finance Subdivision, 1 staff member of the finance section, and 1 treasurer at OPD. With a total sample of 99 people. By distributing questionnaires to the relevant respondents, data were gathered. Using SPSS 24, multiple linear regression was used to analyze the data. The findings indicate that the Accounting System for Regional Finance, Government Accounting Standards, and Human Resource Competence all significantly improve the quality of financial reports produced by regional governments. Additionally, the findings indicate that the Accounting System for Regional Finance significantly improves the quality of financial reports produced by regional governments.

Factors of Regional Management Information System Implementation Influencing the Quality of Financial Statements with the Role of Financial Administration Officials in the SKPDS (Regional Personnel Work Units) as a Moderating Variable: A Study in Medan

This research examines and analyses the factors of implementing regional management information systems that affect the quality of financial reports, with the role of regional work unit financial administration officials as a moderating variable in the Medan City Government. The sampling technique used in this study is the total sample method. The total sample of this research is 138 respondents. Researchers use SPSS software to manage research data. The results showed that the application of government accounting standards had a positive and significant effect on the quality of financial reports, the use of information technology had a positive and significant effect on the quality of financial reports, the government's internal control system had a positive and significant effect on the quality of financial reports. The role of regional work unit financial administration officials significantly moderates the effect of applying government accounting standards on the quality of financial reports; the role of regional work unit financial administration officials does not significantly moderate the effect of the use of information technology on the quality of financial reports, the role of regional work unit financial administration officials significantly moderates the influence of the government's internal control system on the quality of financial reports. Implementation of Local Government Financial Reporting and Community Welfare

Objective: Research objectives financial reports as a means of accountability for its financial performance to the public.
 
 Theoretical framework: The primary objective of government-led development initiatives is to promote the well-being of the community. This objective is reflected in the formulation of programs and budgets that incorporate measures of community welfare. Furthermore, the program and budget are reported to the public through the Supreme Audit Agency (BPK) to determine budget accountability and performance. The Kediri City Government must be able to present financial reports that contain financial information that is not only of good quality but is able to spur economic growth that has an impact on people's welfare.
 
 Method: The present study, conducted in the urban setting of Kediri, employs a qualitative descriptive approach. Data collection methods encompass observation, interviews, and documentation. The analysis of data follows the Miles and Huberman model, involving the stages of data reduction, data presentation, and drawing conclusions.
 
 Results: The findings of the research indicate that the incorporation of financial statement reporting within the Kediri city government has adhered to the appropriateness of government accounting standards, sufficiency of disclosure, adherence to laws and regulations, and the efficacy of the internal control system.
 
 Conclusion: The findings of the BPK audit indicate that the financial reporting of entities within the Kediri City Government has received a Unqualified Opinion(WTP). This Kediri City Government Financial Report also shows how the programs implemented by the Kediri City Government seek to improve the people's standard of living.

Implementation of PP No. 71 of 2010 concerning Accrual-Based Government Accounting Standards in the Preparation of Financial Statements

This study aims to look at HR's understanding of the implementation of Accrual-Based SAP and to find out the application of accrual-based government accounting standards in Government Agencies of the North Sumatra Province Environment and Forestry Service,This study applies a descriptive qualitative approach with data collection techniques, namely observation, interviews, and documentation,Application of Government Accounting Standards to the Environment and Forestry Service of North Sumatra Province only presents 5 financial reports, namely the Budget Realization Report, Balance Sheet, Operational Report, Report on Changes in Equity and Notes to Financial Statements. It can be concluded that the financial reports presented by the Environment and Forestry Office of North Sumatra Province are in accordance with Government Regulation Number 71 of 2010.It can be concluded that the readiness of Human Resources (HR) at the Department of Environment and Forestry of North Sumatra Province is Inadequate. This is due to the lack of competent human resources in preparing financial reports and the lack of knowledge regarding the accrual basis at the North Sumatra Province Environment and Forestry Service. But it does not hinder and disrupt the process of preparing accrual-based financial reports, in which HR is guided by the preparation of financial reports in the previous period.

Evaluation of the Implementation of Government Accounting Standards Statement (PSAP) Number 07 concerning Fixed Asset Accounting at the Bogor Regency Population and Civil Registration Service (DISDUKCAPIL)

This study aims to find out how the implementation of fixed asset accounting and its conformity with the Statement of Government Accounting Standards Number 07 concerning Fixed Asset Accounting at Disdukcapil Bogor Regency. The type of data used is qualitative data. Sources of data used are primary data and secondary data. Data collection was carried out by means of documentation and interviews. The data analysis method used is the descriptive analysis method. The results of this study indicate that the accounting treatment of fixed assets at the Bogor Regency Population and Civil Registry Office includes classification, recognition, measurement, initial valuation of fixed assets, subsequent measurement of initial recognition, namely Depreciation and revaluation of fixed assets, disclosure and disposal and disposal of fixed assets in accordance with PSAP Number 07, except that Depreciation of Fixed Assets is not fully in accordance. Depreciation of fixed assets is not fully in accordance with PSAP Number 07 because it does not depreciate other fixed assets.

Influence Of Government Accounting Information Systems, Implementation of Government Accounting Standards, Human Resource Competence, and Internal Control Systems as Moderator Variables on the Quality of Regional Government Financial Reports in the Study of Buton Selatan District

This study analyzes the influence of Accounting Information Systems, Application of Accounting Standards, and Competence of Human Resources on the quality of the financial reports of the Government of South Buton Regency. In addition, this study also explores the moderating role of the Internal Control System on the relationship between these factors and the quality of financial reports. Data is collected through a survey of respondents who are involved in the process of accounting and financial reporting. The results of the analysis show that these three factors have a significant and positive influence on the quality of financial reports. In addition, the findings also reveal that the Internal Control System has an important role as a moderating factor that can strengthen the positive relationship between these factors and the quality of financial reports. This study provides a holistic view of the factors that influence the quality of financial reports in local government and highlights the importance of information management, application of accounting standards, human resource development, and the role of the internal control system in ensuring the accuracy, relevance and integrity of financial reports.

Pendampingan Penyusunan Laporan Keuangan Menggunakan Sistem Informasi Akuntansi Pada Puskesmas BLUD

Dalam perkembangan teknologi dan sistem informasi saat ini, memberikan pengaruh yang signifikan dalam kegiatan operasional suatu organisasi atau perusahaan. Instansi pemerintah juga menggunakan sistem informasi akuntansi salah satunya yaitu dalam penyusunan laporan keuangan yang dilakukan oleh Puskesmas Badan Layanan Umum Daerah. Adanya sistem informasi akuntansi membuat penyusunan laporan keuangan pada Puskesmas menjadi lebih terorganisir dan berkesinambungan. Penerapan sistem informasi akuntansi pada Puskesmas tentunya tidak mudah, perlu dilakukan pendampingan dalam penggunaannya. Pendampingan ini bertujuan agar proses penyusunan atau penginputan laporan keuangan dalam sistem tidak terjadi kesalahan dan sesuai dengan Standar Akuntansi Pemerintahan. Metode yang digunakan dalam pengabdian ini adalah dengan dilakukan pelatihan dan pendampingan kepada Bendahara Puskesmas Badan Layanan Umum Daerah. Pelatihan ini dapat mempermudah Bendahara Puskesmas dalam melakukan penginputan laporan keuangan ke dalam sistem informasi akuntansi Puskesmas sesuai dengan Standar Akuntansi Pemerintah Nomor 13 tentang Badan Layanan Umum. Dalam pelaksanaannya kegiatan pendampingan kepada Puskesmas ini dilakukan secara daring menggunakan zoom meeting.

Analysis of Accrual-Based Government Accounting Standards Application to The Financial Reports of Regional Public Service Agency (BLUD)

The purpose of this study was to find out that the presentation of financial reports at the BLUD of the Cidadap Health Center is in accordance with Accrual-Based Government Accounting Standards which refer to Government Regulation Number 71 of 2010 concerning Government Accounting Standards and Permendagri Number 79 of 2018 concerning Regional Public Service Agencies. The research method used in this study is a qualitative method with a descriptive approach by comparing theory and practice in presenting financial reports, data collection techniques used by observation, interviews and documentation. The results of the study show (1) of the 7 accrual-based financial component indicators BLUD Cidadap Health Center in its financial management has implemented SAP in accordance with Government Regulation Number 71 of 2010 concerning Government Accounting Standards on an accrual basis which presents Budget Realization Reports (LRA), Budget Balance Reports More (LSAL), Statement of Cash Flows (LAK), Balance Sheet, Operational Report (LO), Report of Changes in Equity (LPE), and Notes to Financial Statements (CaLK). (2) Financial management staff have PNS status but are not professionals in the financial sector, so it can be said that they are not fully in accordance with what is regulated by Permendagri Number 79 of 2018 concerning Regional Public Service Agencies.

IMPLEMENTASI STANDAR AKUNTANSI PEMERINTAH DENGAN INVESTASI TERHADAP KINERJA PEMERINTAH DALAM TINJAUAN ISLAM (STUDI KASUS DESA ULUMAHUAM)

In this case it refers to the village government in an effort to implement SAP by investing in government performance. The investment made greatly influences the image of the community's environmental assessment of the performance of the village government, which then becomes a benchmark for considering the achievement of this leadership. This study aims to find out how the implementation is carried out by the Ulumahuam Village Government, because there are some uniqueness or differences that occur in the Village Government in general where the hypothesis includes the level of concern, wisdom, creativity and innovation possessed by the Ulumahuam Village Government. This research methodology is quantitative with a qualitative descriptive approach, where the focus of this research is to explore the specific problems of research subjects from all aspects of personality related to the object of research, this research is also often called casuistic research. The results showed that the significance value (0.817) > 0.05 means that there is no effect of the application of government accounting standards by investment on government performance or in other words it can be concluded that the application of SAP through investment is not in accordance with government performance.

Analisis Perlakuan Akuntansi pada Aset Bersejarah

This study aims to analyze the accounting treatment of historical assets in case studies at the state Museum of West Nusa Tenggara Province based on compliance with government regulations. This study employs descriptive qualitative methods, as well as data collection techniques such as interviews and documentation. The result of this study indicate that in defining historical assets in accordance with the meaning of these historical assets, and the recognition of historic assets is in accordance with Government Accounting Standards number 07 of 2010 in terms of the economic benefits provided by these assets. Valuation of historic assets at the state Museum of West Nusa Tenggara Province has not determined which methods to use, but the value is written in the financial statements in accordance with the acquisition. In terms of presentation and disclosure of historical assets in financial statements where the presentation of these historical assets is presented in the form of quantity only without value, and for disclosure to CaLK every year. Based on research conducted, accounting practices applied to the State Museum of West Nusa Tenggara Province are not fully in accordance with applicable government accounting standards.

Peranan Pengelolaan Keuangan sebagai Pertanggungjawaban dalam Pembelanjaan Dana Desa Sesuai Standar Akuntansi Pemerintah di Desa Bah Jambi III Kecamatan Tanah Jawa Kabupaten Simalungun

This study aims to identify and describe the Role of Financial Management as Accountability in Spending Village Funds According to Government Accounting Standards in Bah Jambi III Village, Tanah Jawa District, Simalungun Regency. Method The approach in this research is a qualitative approach with a descriptive research type. The data sources used are primary data obtained by interviews and direct observation and secondary data obtained from related documents. The research location is located in Bah Jambi III Village, Tanah Jwa District, Simalungun Regency. The results of this study indicate that (1) The village financial management mechanism is regulated in Law Number 6 of 2014 concerning Villages which explains that there are 5 cycles of financial management mechanisms, namely. planning, implementation, administration, reporting, accountability. (2) While the obstacles faced by the village government are low human resource capacity, disbursement of village funds, government. (3) In Application of Government Accounting Standards No. 01 in village financial accountability. Reporting and financial accountability have not implemented Government Accounting Standards No. 01, because the Financial Report for accountability made by Bah Jambi III Village
