Good Governance and Student Politics in Public University Campuses: Bangladesh Perspective

Student political role is the most crucial and dominant in the history of the birth of Bangladesh. Despite having its glorious past in the birth of Bangladesh and bringing many historical political changes towards democracy and good governance, Student politics is now shriveling up the good governance and academic environment with violent and parochial political culture. However, with the passage of time, student politics is gradually losing its historical importance and legitimacy as political violence and brutality become part of its regular activities. Student political violence is a nationwide problem in Bangladesh, public college and university campuses are occupying the forefront of this issue. But despite the multitude of strategies aimed at achieving effective governance in public educational institutions, the level of success attained remains less than desirable. This paper intends to emphasize the student political scenario on the basis of the normative scale of good governance. Among many spheres of student politics in Bangladesh, this paper will analyses the scenario of public university campuses, where student politics have a distinct political structure from off-campus student politics. This paper will conduct a qualitative analysis to inquire about the status of good governance in these campuses and how student political violence and parochial culture deter good governance in those institutions and later impact the national good governance process. The research paper suggests that to ensure efficient, good governance on campus and at the national level, the current pattern of student politics has to be revised rigorously. To increase the chances of good governance in Bangladesh, a realistic policy needs to be developed for student politics and university authorities.

THE ROLE OF CIVIL SOCIETY IN PROMOTING GOOD GOVERNANCE: A QUALITATIVE INQUIRY INTO BANGLADESH'S EXPERIENCE

This research is driven by the aim to comprehensively examine the multifaceted role of civil society organizations (CSOs) in advancing the cause of good governance, particularly within the distinctive context of Bangladesh. Employing a qualitative methodology, the study relies on in-depth interviews conducted with an array of stakeholders, including representatives from CSOs, government officials, and members of the community. Qualitative content analysis is employed to extract key themes from the interview data, complemented by an extensive review of pertinent literature. The findings of this research illuminate the nuanced understanding of good governance among participants, emphasizing its broader significance beyond development as a fundamental cornerstone of social justice and the safeguarding of citizens’ rights. CSOs, as highlighted in the findings, serve as central actors in the promotion of good governance, engaging in advocacy, monitoring, capacity building, and citizen engagement. They play instrumental roles in driving policy reforms, ensuring transparency in governance, and bridging the divide between government institutions and local communities. While acknowledging challenges faced by CSOs, including legal constraints and resource limitations, the research identifies opportunities for enhancing their impact through collaborative efforts, technology utilization, and the promotion of internal transparency and accountability. Though assessing the impact of CSOs remains a complex task, participants underscore the feasibility of context-specific indicators and demonstrable outcomes. The research also recognizes limitations, such as potential participant bias and the qualitative nature of the study, and provides significant implications for policymakers, CSOs, and scholars. Recommendations encompass legal reforms to bolster CSOs, fostering increased collaboration, actively engaging with youth and marginalized communities, promoting international cooperation, and prioritizing capacity building to strengthen CSOs’ contributions to the advancement of good governance in Bangladesh.

Role of Parliament and Governance in Bangladesh: Problems and Prospects

Purpose: This paper aims to critically evaluate the role of parliament in ensuring democratic governance as well as good governance in Bangladesh. The basic three functions of a parliament are a) law-making; b) representation; and c) oversight. Thus, parliament plays a crucial role in the development, people participation, rule of law, ensuring accountability and transparency, making laws and policies that promote good governance. Though Bangladesh has started its journey as a parliamentary form of government and past 48 years of its independence amid some(16) years of military intervention, however, the parliament of Bangladesh is not still effective to ensure the core elements of democratic or good governance by its three basic functions. Besides, the parliament of Bangladesh has been facing several problems and challenges to ensure its viability and effectiveness. The paper is a case-oriented qualitative study and based on secondary sources of materials.
 Methodology: The study adopted desktop literature Method
 Findings: The finding of this study is that a democratically elected parliament is the true voice of the people and responsible to the people which serves as the main platform of democratic governance. Besides, the quality of elections is crucial for a truly democratic parliament because parliaments can hardly fulfill their roles, specifically the role of representation, if elections are defective and controversial.
 Unique Contribution to Theory, Practice and Policy: The study concluded that parliament is should establish its functions through modernization by use of the latest technologies including ICT.

GOOD GOVERNANCE IN BANGLADESH: A STUDY OF WORLD GOVERNANCE INDICATORS

The inclusive philosophy of good governance is almost indispensable for the progress of state democracy in Bangladesh. However, the Bangladesh government is fighting a malicious virus in the governance structure that is visible in all sectors of the state. Against this backdrop, an attempt has been made to comprehend the general state of good governance in Bangladesh according to World Governance Indicators (WGI) of the World Bank. This study is based on mixed approach containing quantitative data from World Bank website (world economy.com) and qualitative data from existing literatures. The collected data have also been analyzed through table, chart and text. This paper found, the current situation in Bangladesh is appalling and detrimental to the socio-economic development of the country. This situation is crisscrossed by overpopulation, politicization, bureaucratization, corruption, poverty, broken law and order, and the narrow game of politics. This paper then outlines some of the policy guidelines needed to define good governance principles in Bangladesh. The results of this study are expected to be useful for policymakers in devising appropriate strategies to ensure good governance at all levels of government.

Perception of Youths towards Good Governance in Bangladesh

Good governance is considered as a slogan in the contemporary age. It has attained huge public response from the previous decade. The contemporary state of good governance is not pleasing in Bangladesh. There are various difficulties in the way for ensuring good governance. Poor governance suppresses and obstructs progress. In those states where there are exploitations, poor mechanism of public assets, lack of answerability, misuses of human rights and undue military effect progress unavoidably undergoes. The prospective leader of a state is the youngsters. Here, in the present study, youths are considered as the university going students who are progressing their education. A questionnaire survey conducted through an equipped questionnaire with some significant and reliable questions which were asked to 100 students of Comilla University and Britannia University. The study is a modest attempt to identify the thinking of the future leaders of the country regarding the good governance situation in Bangladesh.

Youth Skill Development Loans (YSDL) and Good Governance in Bangladesh: A Logit Model Analysis

ABSTRACT The purpose of this study is to explore the nature and role of the Youth Skill Development Loans (YSDL) in the generation of livelihoods activities for the youth community of Bangladesh under the Women’s Empowerment and Livelihood Development “Nuton Jibon”. The study is significant for a couple of reasons. First, our literature review shows a dearth of research on the youth beneficiaries of the project. Second, there is a ‘youth bulge’ in Bangladesh, a developing economy experiencing the demographic dividend. The default issue in the YSDL is largely ignored. We have, therefore, examined the YSDL utilization status of 105 youths by using the logit model. The results reveal that the size of the loan, due amount of payment and education are significant factors to determine whether the youth would be a loan defaulter or regular payer. In essence, it is vital to enhance the overall capacities and skills of the rural youths.

AN ASSESSMENT OF THE EFFECTIVENESS OF LEGISLATURE IN BANGLADESH (2001-2006): A QUEST FOR GOOD GOVERNANCE

The research focus on how the legislature functions as a representative organ with its oversight mechanisms exercised upon the executive during 2001-2006 in Bangladesh. The study finds that 185 bills were passed among which 78% of the total bills were enacted without proper scrutiny in the eighth parliament. This study has illustrated that 166 of the total bills were passed escaping the committee stage. It is also found that the eighth parliament made no fruitful effort of establishing parliamentary norms, culture and legislative compromise. The conflict of opinion between the treasury and opposition bench made it impossible to turn the ground into an effective institution to bridge their gap and to settle policy differences on crucial national issues by debate, discussion and negotiations. The research shows that the constant walkout and boycott of the parliamentary opposition helped the ruling bench to exert discretion. It is located that the opposition boycotted 223 out of the 373 working days. That means 60% working days of the 8th parliament were totally boycotted by the parliament. Finally, the research explores some dysfunctionalities and ineffectiveness of the 8th parliament which are the barriers of good governance in Bangladesh.

Poverty Alleviation of Rural People through Good Governance in Bangladesh

The governance is a vital issue especially for a developing country like Bangladesh which affects every sector of development. Corruption, inefficient service delivery, weak policy setting, and limited participation of various stakeholders in decision making have a negative impact on the rural poor. However, the main reason of poverty retaining in Bangladesh is seen in bad governance, which comprises widespread corruption, non-transparency and non-accountability of public policy making. Good governance is considered to bring in a powerful change in the condition of the poor. The main objective of this article is to explore the ways of poverty alleviation through good governance in Bangladesh. It also finds out the present situation of poverty in Bangladesh and determines the link between good governance and poverty alleviation. This article used documentary analysis and, in particular, content analysis as a research method in order to disclose appearance of good governance agenda representing ways of addressing poverty alleviation. This study finds out the four indicators of good governance which directly related to poverty alleviation in Bangladesh: accountability, transparency, participation and predictability. This study suggests that publicly available information, access of the poor to basic services of government, budget transparency, expenditure, verdicts of courts and tribunals, responsive local government, grass root democracy, and anti-corruption are effective instruments for every sector development which can alleviate poverty in terms of any dimension. It contributes new lense to the existing literature regarding linkages between good governance and poverty alleviation.

Bangladeshi Politicians, the People, and Whataboutism

Whataboutism is a logical fallacy used to discredit an opponent’s claim by deflecting it to something else. In the present world the practice of whataboutism, an old phenomenon, spreads like a disease and it is the disease that is contagious. In the present world, whataboutism sees its distinct manifestation in the speech of Donald Trump, the present American president, and many others. To cut the ground from under the feet of their opponents, some Bangladeshi politicians, like Trump, use this whataboutism without paying proper attention to the effects of it in the long course of the country which is still fighting its way to an emerging social democratic state with a steady economy. This practice in Bangladesh, like many other countries, lets the politicians go loose on many happenings which they are accused of. Consequently, the condition of good governance in Bangladesh becomes vulnerable. Bangladesh, the country which already embarked on the highway of middle-earning economy in the world, has already been decelerated for such a political standpoint. These politicians always look to blame their opponents to convince the people that whatever they have done is of almost no harm in comparison with what somebody else has done. In this article, I intend to analyze, through a case study and analytical induction, the relationship between the Bangladeshi people and politicians who deflect real facts, and the impacts of whataboutism which results in impediments in the progress towards the social democracy envisioned before and during the inception of the Liberation War of 1971.

Judiciary and Good Governance in Bangladesh

The terms 'governance' and 'good governance' are increasingly being used in development literature. Intellectuals, bureaucrats and civil society members alike are accepting the spirit of the concept and are conceiving it in the context of their own experience and environment. The Bangladeshi government has recently been under constant pressure from various donor agencies for ensuring good governance. The implementation and achievement of good governance depends upon the transparency, honesty and efficiency of the legislature, executive and judiciary, along with the cooperation of civil society and the private sector. The main concern of this article is to analyse the role of the judiciary in the pursuit of good governance in Bangladesh. The study will focus on the Bangladesh Supreme Court in order to evaluate its role in ensuring good governance.

Rule of Law and Good Governance in Bangladesh: Does Judicial Control Matter?

The aim of this paper is to evaluate the role of judicial control in establishing rule of law and its impact on good governance in Bangladesh. Rule of law and human rights are very burning issues in Bangladesh now. This paper highlights on few core aspects of rule of law such as- equality before law, absence of arbitrary exercise of government power and protecting rights of citizens. Besides, the paper also highlights some cases analysis which is directly related to environmental rights of citizens. The key findings of the paper are:i. Democratic and sound political environment is the most crucial for rule of law and human rights as well good governance but the present state of political culture in Bangladesh is very ghastly which impeded establishment of rule of law, human rights and democratic governance. ii.Though, rule of law is one of the most crucial elements of good governance and judiciary is a very vital institution of government to establish rule of law in a country. However, breach of equality before law, abuse of power and violation of human rights are still stirring in Bangladesh. Delay and log jam of cases is another crucial problem of Bangladesh judiciary which appears in few cases of this paper. It has also found that the role of some NGOs or human rights defender organizations is very effective to promote and protect individual rights as well as to uphold the spirit of rule of law. The main learning lesson of this paper is that there is no single entity by which rule of law or good governance of a country may ensure.

Inclusive Governance in Bangladesh: A Review

Purpose of the Paper: This paper intends to analyse inclusive governance as a way of ensuring good governance in Bangladesh. That is why good governance is considered as the perspective for the discussion of inclusive governance. Methodology: This paper is based on secondary research. Data were collected from various documents published in the form of books, journals, newspapers, research reports and internet browsing. Findings: The practice of inclusive governance in Bangladesh is mostly observed at local government level. There has been considerable progress in increasing inclusiveness in the affairs of the local government bodies. Unfortunately the local government representatives are also not very much interested to include local citizen's to those committees. The legal provisions for inclusiveness need to be institutionalised through planned efforts of the concerned stakeholders and continued practice by the local bodies themselves. Practical implication: This paper has reviewed the major efforts to ensure inclusive governance in Bangladesh. The analysis has shown some problems and prospects. Thus, the findings of this paper would be useful for initiating future efforts in ensuring inclusive governance at all levels.

Constitutional Voice for Good Governance in Bangladesh

Good governance is a real drive behind a country’s development. It protects the human rights, ensures the justice, maintains law an order and provides equal opportunities to the masses. It provides the fruits of progress and development to all and sundry. Participation, transparency and rule of law, are some essentials of good governance. It is a vital aspect at all levels of society and state. It makes the system of the state effective and efficient. Good governance is not well rooted in Bangladesh due to some challenges. Civil society is trying to focus the concept for smooth development and stability of a country. Because, people of the country enjoy equal rights where there is good governance. Minorities live freely and exercise their religion. Therefore, a welfare state can only exist if there is good governance.

Democracy and Good Governance in Bangladesh: Are They Compatible?

Democracy is the most desirable form of governance. Democratic governance has a long history in many developed countries of the world. But democratic governance in developing countries needs vigilant scrutiny. This article by utilizing good governance framework analyzes various problems afflicting institutionalization of democratic governance in Bangladesh as the country’s experiment with parliamentary democracy during the last two decades has raised many questions. It appears that the only justification for the continuation of the present governance system is that representatives of the people are at the helm of state affairs. The malice of the present governance system is there for all to see. Parliament in the true sense of the term is barely functional and bureaucracy is highly politicized. In this fold, it has serious implications for the morale and efficiency of the public servants as well for the level, frequency and quality of service delivery. Though judiciary has given some judgements to protect human rights, controversy still persists as to whether its judgements are influenced by political considerations or not. Though press freedom exists with some limitations, there is still a growing concern as to whether print and electronic media serve national interest or pursue narrow self-interest of their rich owners.

State of Bangladesh Civil Service Management (2009–2012)

The Awami League (AL)-led Grand Alliance came to power with a ‘Charter for Change’ in 2009 in order to ensure good governance in Bangladesh. From 2009 to 2012, the government has taken various steps to make the civil service efficient and capable. This article strives to explore what the AL government has done to manage the civil service during 2009–12. The article analyses newspaper articles on the AL government’s actions on recruitment, promotion, and transfer. It also analyses the role of the media in exposing the state of the civil service management by conducting structured interviews of purposively sampled respondents. The article shows that the AL-led government has manoeuvred the civil service through partisan decisions on recruitment, promotion and transfer, which have left the civil service management in disarray.

Accountability at the Local Level in Fragile Contexts: Bangladesh Case Study

SummaryThis paper, part of an IDS and Helvetas Swiss Intercooperation research project, is about the promotion of accountability at the local level in Bangladesh. By exploring in this context the legal grounds for accountability, the role of social hierarchies based on gender, education, family and wealth, and the impact of political alliances on accountability, the paper focuses on the social and political factors which may enable or prevent emerging accountability practices. The accountability practices studied in this context are local networks formed and supported by SDC's local governance programme Sharique. These networks strive to emerge as catalysts of social and economic development as well as good governance in Bangladesh. Composed of local governance actors, local networks bring information, spaces for participation and opportunities for oversight closer to citizens in rural Bangladesh, making it easier for them to benefit from accountability options provided by their government. This paper elaborates the strategy Sharique applies to help networks take on this role in a socially and politically divided context. It maintains that this strategy contributes to a transfer of power from a powerful individual to a group, setting off a process of collectivisation and affecting each member's role in engaging in local development and promoting accountability. However, the paper also draws attention to disparities that persist between members of the networks studied, with respect to different elements of accountability. It argues that the active promotion of all elements of accountability is necessary for Sharique to reach out to all populations through this initiative. It concludes that the success of accountability practices both on a conceptual and applied level is subject to clear differentiation between elements of accountability, which avoids relying on assumed casual connections between them.

Donor support towards good governance in Bangladesh: a focus on people's participation and accountability

International donors to Bangladesh have emphasized governance reform since the 1990s, on the basis that bad governance was siphoning away both domestic and foreign aid resources. While donor support towards good governance is encouraging, such support should be judged in the light of actual contributions to the promotion of good governance. This article examines a donor-funded project called the Participatory Rural Development Project (PRDP), which aims to promote good governance at the grassroots level. The article assesses the effectiveness of PRDP in promoting good governance, especially in bringing transparency and accountability to Bangladeshi Public Administration. The core finding is that the project achieved remarkable success, with a tangible impact in terms of promoting good governance at the local level. The paper analyzes the reasons for this success with the aim of providing indicators for other donors working in this area.

Gaps in Pursuing Participatory Good Governance

The Government of Bangladesh with the help of international development agencies has been trying to develop good governance through effective people’s participation with the aim of realizing effective outcomes from aid-assisted development projects. This research was conducted to explore how theories of people’s participation could be understood and adapted to support effective implementation of development programs through good governance in Bangladesh. Findings from case studies, including the interviews of different stakeholders responsible for ensuring participatory governance, reveal that existing structural, conceptual, and cultural gaps hinder the proper implementation and interpretation of the theory of participatory governance in rural Bangladesh.

Accountability and governance: strengthening extra‐bureaucratic mechanisms in Bangladesh

PurposeThis paper aims to examine accountability arrangements in Bangladesh and to identify strengths and weaknesses, as well as potentials for improvement.Design/methodology/approachThe study is based on review and analysis of published documents and data and information obtained on field visits to Bangladesh.FindingsThe administrative system in Bangladesh is driven by complex rules and procedures with weak institutional support. Internal mechanisms of accountability in administrative organizations have become ineffective due to existing political, economic and social conditions. Therefore, the external mechanisms of accountability must be strengthened to ensure good governance in Bangladesh.Social implicationsA weak system of accountability renders the task of public management difficult and the establishment of good governance unattainable. Improvements in social conditions can be expected with the strengthening of accountability mechanisms.Originality/valueThe value of this paper lies in the identification of factors such as institutional disharmony, politicization and corruption as the most formidable barriers to accountability and good governance in Bangladesh. It presents a fresh analysis of the factors and points to the potentials for improvement.

IMPACT OF WORK LIFE BALANCE ON EMPLOYEE JOB SATISFACTION IN PRIVATE BANKING SECTOR OF KARACHI

In recent times the issues of good governance have received wide attention from the policymakers, researchers and the international donor agencies. The existence of the Ombudsman promotes good governance around the world by ensuring administrative accountability and transparency. The necessity for the office of Ombudsman has been felt in Bangladesh ever since its independence. Our constitution makers incorporated provision for Ombudsman in article 77 of the constitution of 1972. In 1980, the parliament in Bangladesh passed the Ombudsman Act in pursuance of article 77 of the constitution. The office, however, has not yet been established and the provisions of the act have remained as dead letters. As a result, we have so far from the good governance in public administration. This paper provides an analytical overview of the Ombudsman institution as a mechanism of good governance in Bangladesh.
