New management systems are sometimes resisted by the managers themselves. An empirical study was conducted to determine why some managers had adopted a goal-setting system while other managers resisted. The perceptions of 100 managers in a corporation were analysed using stepwise multiple regression models, which exhibited substantial explanatory power. Several prescriptive implications concern the design of management systems for complex organizations.
