Regulation of Actual Digital Legal Relationships

Social development is characterized by a constant expansion of the boundaries of actual legal relations that arise between subjects of law. One of such phenomena of our time is digitalization, which has now become widespread in almost all areas of the life of society and the state. The object of this study are issues related to the regulation of actual digital legal relations. The study was carried out on the basis of the methods of logical and legal analysis. With their help, some regularities in the development of actual digital legal relations were identified, as well as problematic issues related to their legal and individual regulation. The study identified four main stages in the development of actual digital legal relations, analyzed the key points in the emergence and development of the digital space, as well as the legal and individual regulators inherent in each of these stages. Special attention is paid to the fourth (modern) stage of digitalization, which, like the previous ones, is characterized by the fact that the regulators of actual digital legal relations are mainly individual regulators, which in modern conditions is no longer just unacceptable, but also poses a certain threat to the interests of the state and society. Based on the results of the study, the following conclusions were drawn: to contain the threats and challenges that are introduced by the modern digital space, both fundamental international and national legal regulators are needed. A special role here should be assigned to national legal regulation, which should be aimed at streamlining the actual digital legal relations that are emerging in the Russian segment of the global Internet. A consistent transition from individual regulators to legal ones, while maintaining the rules of conduct already developed in the digital space, will not only streamline the process of interaction in the network, but also achieve the much-needed balance between the processes of change and development of actual legal relations taking place in the digital sphere and their legal regulation. On this path, the principles of law, which act as legal regulators along with the rules of law, are of great importance, since they allow law enforcement in the conditions of existing gaps, primarily in national legal acts.

Return-to-work with long COVID: An Episodic Disability and Total Worker Health® analysis

A growing number of working individuals have developed long COVID (LC) after COVID-19 infection. Economic analyses indicate that workers' LC symptoms contribute to workforce shortages. However, factors that affect return-to-work from perspectives of people with LC remain largely underexplored. This qualitative study of people with LC conducted by researchers living with LC aimed to identify participants' return-to-work experiences using Total Worker Health® and Episodic Disability frameworks. 10% of participants who participated in a mixed-method global internet survey, had LC symptoms >3 months, and responded in English were randomly selected for thematic analysis using NVivo12. 15% of responses were independently double-coded to identify coding discrepancies. Participants (N = 510) were predominately white and had at least a baccalaureate degree. Four primary work-related themes emerged: 1) strong desire and need to return to work motivated by sense of purpose and financial precarity; 2) diverse and episodic LC symptoms intersect with organization of work and home life; 3) pervasiveness of LC disbelief and stigma at work and in medical settings; and 4) support of medical providers is key to successful return-to-work. Participants described how fluctuation of symptoms, exacerbated by work-related tasks, made returning to work challenging. Participants’ ability to work was often predicated on job accommodations and support. Non-work factors were also essential, especially being able to receive an LC medical diagnosis (key to accessing leave and accommodations) and help at home to manage non-work activities. Many participants described barriers accessing these supports, illuminating stigma and disbelief in LC as a medical condition. Qualitative findings indicate needs for workplace accommodations tailored to fluctuating symptoms, continuously re-evaluated by workers and supervisors together. Reductions in medical barriers to access work accommodations is also critical since many medical providers remain unaware of LC, and workers may lack a positive COVID test result.

The political use of encrypted messaging applications: Evidence from southeast Asia and its implications for the global public sphere

Global Internet users face rising challenges with well-organized disinformation and propaganda campaigns. Scholars have studied this challenge by examining political communication over social media platforms including Facebook, YouTube, and X (formerly Twitter). Much less work has examined the manipulative political role of encrypted messaging applications (EMAs), despite their massive popularity around the world. Our research examines EMAs as elements of the global public sphere through 16 qualitative interviews with people who design and track propaganda campaigns online in three ASEAN nations: Indonesia, Myanmar, and the Philippines. Interviewees report that: 1) politicians and political groups harness EMAs in coordinated efforts to inorganically amplify their own agendas; 2) disinformation proliferates on EMAs, but civil society works to address this; and, 3) while citizens see the encrypted aspect of EMAs as powerful for civic engagement, they also feel it presents unique barriers to addressing what has become a serious problem with disinformation on EMAs.

Deep-Reinforcement-Learning-Based NOMA-Aided Slotted ALOHA for LEO Satellite IoT Networks

The low earth orbit (LEO) satellites have received extensive attention as an essential supplement to the terrestrial network for supporting global Internet of Things (IoT) services. Considering the rapid growth of IoT devices and the significant satellite-to-ground latency, proposing low-latency, low-overhead access protocols for LEO satellite IoT systems is challenging. In this paper, we propose a multi-beam random access (RA) framework and deploy the deep reinforcement learning (DRL) algorithm to control the non-orthogonal multiple access (NOMA) aided random access strategy. First, we divide the satellite coverage region into multiple beams and assume that the adjacent beams share parts of regions. Hence, the devices in the sharing region are allowed to transmit packets in two periods allocated for the two beams. Then, packets in multiple beams can be decoded jointly by an inter-slot successive interference cancellation (SIC) decoder. In addition, we consider the heterogeneity among devices and assign different power levels for heterogeneous types of devices, which enables power-domain NOMA and the intra-slot SIC decoder in this system to mitigate the collision resolution. To maximize the average throughput, the deep deterministic policy gradient (DDPG) algorithm is adopted to achieve an online decision to optimize the random access protocol where the packet repetition strategies of devices are adjusted dynamically. The simulation results show that the proposed scheme outperforms the traditional benchmark schemes with significant throughput gain.

Modern linguistic resources and IT applications for the Tatar language: Regional practices

The issue of preserving the language of an ethnic group as a language of communication, as well as a carrier of cultural codes, has now acquired particular urgency and relevance. How to preserve and develop a language in the conditions of globalization and widespread digitalization, in the conditions of coming, and in many ways already real, information chaos and in conditions when in the near future most of the known languages are threatened with complete extinction. Obviously, one of the reliable and promising solutions is embedding a language in the digital space as a language of accumulation, processing and transmission of information; a language of communication in the global Internet network. Currently, in the Republic of Tatarstan, a set of organizational and policy measures has been almost completely implemented and the necessary information and technological base has been created to ensure full functioning of the Tatar language in computer technologies, including business and management spheres, publishing, educational activities, linguistic research and development. Another effective and very promising activity is the research and use of the language as a cognitive-conceptual tool that can enrich the mental and spiritual space of civilization as a linguistic-semiotic resource that has the necessary potential for creating new knowledge processing technologies and an intelligent interface. This paper presents the experience of research and practical activities of the Institute of Applied Semiotics of the Academy of Sciences of the Republic of Tatarstan in one of the important areas of artificial intelligence called “Natural Language Processing”. Research and development are carried out in three theoretical and applied areas: 1) Tatar national localization of infocommunication technologies, 2) Development of software tools, systems and technologies for natural language processing and creation of linguistic resources, 3) Creation of new intelligent information processing technologies based on the research the cognitive potential of the Tatar language.

PRINCIPLES AND APPROACHES OF PSYCHOLOGICAL CORRECTION OF VICTIM BEHAVIOR OF ADOLESCENTS ON THE INTERNET

This article examines the problem of victim behavior of modern teenagers on the Global Internet, which has a significant negative impact on their life and health, causing dangerous situations. Ukrainian researchers are actively studying victim behavior on the Internet, including online bullying, cybercrime, and other forms of electronic violence. They focus on the causes, consequences, and prevention strategies of these phenomena. The application of methodological approaches makes it possible to determine the problems of victimization of adolescents in social networks, to develop a strategy for solving them, and to create technological mechanisms for correcting the victim behavior of adolescents on the Internet. The article examines the approaches to the correction of adolescent victim behavior: axiological, systemic-personal, approach to the development of critical thinking, activity approach, health preservation approach and integrative approach. The axiological approach involves directing correctional work towards universal human values, a valuable attitude towards subjects of correction, and humane communication. The system-personal approach uses the individual resources of adolescents to achieve success in correcting their victim behavior. It is focused on the study of the individual as a subject of social security, its motivational relations, and social connections. The development of critical thinking involves the formation of teenagers' skills of independent judgment, working with information, and protection from negative influence on the Internet. The action-based approach aims to arm teenagers with the knowledge that they gain through hands-on activities and includes learning about victim behavior, cyberbullying, healthy lifestyles, and ways to counter the risks. Each of these approaches has its conceptual foundations and contributes to the effective correction of the victim behavior of adolescents on the Internet.

RUSSIAN THREATS TO THE SUBMARINE INTERNET CABLE INFRASTRUCTURE

The article outlines the importance of undersea communication cables, an under-researched andoften underappreciated element of modern geopolitics, security and Internet resilience.The purpose of the article is to analyse the increased Russian naval activity in recent years arounddeep-sea cables, the critical infrastructure of the global Internet, which has the potential to disruptthe daily life of the West as Russia seeks new means of influencing the West during the war againstUkraine.As there is currently not yet enough scientific research on the topic, the article uses newspaperanalytical materials and various reports in addition to scientific articles. Given the nature andpurpose of the considerations, the assumption was made to use a diverse research methodology,at the basis of which were the following methods: historical, institutional-legal, monographic anddocument analysis.The conclusion of the article is that, as the world is heavily dependent on undersea cablesthat carry Internet traffic around the world, the Russian Federation will continue to threateninformation systems, and their damage may not only adversely affect the state of intercontinentalcommunications, but also worsen the geopolitical situation on a global scale.

Towards metropolitan free-space quantum networks

Quantum communication has seen rapid progress towards practical large-scale networks, with quantum key distribution (QKD) spearheading this development. While fibre-based systems have been shown to be well suited for metropolitan scales, suitable fibre infrastructure may not always be in place. Here, we make the case for an entanglement-based free-space quantum network as a practical and efficient alternative for metropolitan applications. We developed a deployable free-space QKD system and demonstrated its use in realistic scenarios. For a representative 1.7-km free-space link, we showcase its ad hoc deployability and achieve secure key rates of up to 5.7 kbps, with 2.5 kbps in direct noon sunlight. By extrapolating experimental data, we show that kbps key rates are achievable even for 10-km distances and multi-user scenarios. We anticipate that our work will establish free-space networks as a viable solution for metropolitan applications and an indispensable complementary building block in the future global quantum internet.

The Problem of the «Sovereign Internet» in Russia

The article is devoted to the problem of sovereignty of the Russian segment of the global Internet. The hypothesis of the study is that the Russian government intends to take control of the dissemination of information via the Internet, but this intention runs counter to the economic interests and objectives of the modernization of the country based on modern technologies. In this regard, the actions of the Russian authorities in this area are contradictory and half-hearted. Attempts to control the information space, social networks and video blogs are increasingly on the agenda in many states. At the dawn of its existence, the Russian segment of the Internet was practically free from censorship and from any interference from the state in general. Each user was free to express his personal opinion without fear of censorship. It should be recognized that complete freedom has not always been for the good. There were websites on the Runet that freely spread neo-Nazi, chauvinistic, xenophobic views. As the confl with the West deepened, the idea of protecting the Runet from hostile ideological infl following the example of China, was increasingly discussed in Russian government circles. Currently, the Runet, despite increased censorship, is still an integral part of the Internet. The fi part of the article is devoted to the analysis and comparison of the degree of control of social networks in diff countries and come to logical conclusions.

Why the Discovery of the Overlapped Multiplexing Principle is Bound to Cause a Revolution in Communication and Information Technology?

Abstract This article firstly introduces the overlapped multiplexing principle discovered by Prof. Daoben Li, and the new channel capacity derived from it, which is far beyond the capacity of Shannon's channel, and then introduces the characteristics and superiority of the waveform coding theory and the brand-new communication system, OVXDM, which is the cornerstone of his work. The article exposes two paradoxes and major errors of Shannon's information theory that violate the basic principles of physics, and makes predictions about the future development of communication and information technology. It criticizes several erroneous views on the development of 6G mobile communications: 6G should move to millimeter-wave terahertz band, the only means to improve the spectral efficiency of mobile communications is ultra-large-scale MIMO, and exposes that the U.S. Starlink and StarShield satellites can realize the global Internet 6G communications when the deception, the essence of which is the seizure of space resources and maintenance of the U.S. space hegemony. He emphasizes the great advantage of overlapped multiplexing waveform coding over Shannon coding, and points out that the Internet is only a network built under the guidance of the old Shannon multi-user network theory, which is as outdated as Shannon's information theory and should be eliminated. The Internet and GPS are the kingpin espionage tools of the United States to control the global information hegemony and steal information from other countries. In order to abandon the U.S. information hegemony, our country must leave the GPS in addition to the Internet! Under the guidance of the theory of subversive overlapped multiplexing multi-user network, the author puts forward suggestions on the establishment of our country's independent ultra-large-capacity wide-area Ov information network, which is a brand-new integrated network including space, sky, ground, ground to underwater, underwater and other categories, with a capacity much higher than that of the Internet.

Machine Learning for Self-Coherent Detection Short-Reach Optical Communications

Driven by emerging technologies such as the Internet of Things, 4K/8K video applications, virtual reality, and the metaverse, global internet protocol traffic has experienced an explosive growth in recent years. The surge in traffic imposes higher requirements for the data rate, spectral efficiency, cost, and power consumption of optical transceivers in short-reach optical networks, including data-center interconnects, passive optical networks, and 5G front-haul networks. Recently, a number of self-coherent detection (SCD) systems have been proposed and gained considerable attention due to their spectral efficiency and low cost. Compared with coherent detection, the narrow-linewidth and high-stable local oscillator can be saved at the receiver, significantly reducing the hardware complexity and cost of optical modules. At the same time, machine learning (ML) algorithms have demonstrated a remarkable performance in various types of optical communication applications, including channel equalization, constellation optimization, and optical performance monitoring. ML can also find its place in SCD systems in these scenarios. In this paper, we provide a comprehensive review of the recent progress in SCD systems designed for high-speed optical short- to medium-reach transmission links. We discuss the diverse applications and the future perspectives of ML for these SCD systems.

Policy is theft: The state of global Internet policy in an age of revolutions

AbstractThis paper examines the history of media to argue that policy discourses need to recognise bottom‐up activism (‘exogenous shocks’), and not just the administration of economic and state interests (‘endogenous variables’), to address global agitation for revolutionary system change. Some say the internet – now in the guise of its latest tech‐craze, the metaverse – will ‘revolutionize everything’. But only if ‘everything’ is made of property, and companies (like Meta) ‘own every atom’, while states (like Saudi Arabia) control every agent. Under current international arrangements, ‘global internet policy’ does not exist. Instead, multinational firms appropriate the semiosphere – human communication, meanings, representation, and relationships – in property forms like data, IP, and platforms. State policy, meanwhile, is not to cooperate at global scale but to outsmart adversaries using strategic stories, data surveillance, and cybersecurity. In this power‐universe, corporate policy is theft, while state policy is war. Here, policy is inevitably an institutional process of administration, resisting system‐change or revolution. Instead of ceding internet policy to governments and consultancies, those who seek system change are exploring new ways to express themselves on a screen, so to constitute a meaning system that integrates the futures of the semiosphere, biosphere and geosphereThis article is protected by copyright. The Crucial Roles of Geospatial Techniques in The COVID-19 Fight : A Systematic Review

The Corona Virus Disease 2019 (COVID-19) appeared in Wuhan, China, at the end of 2019, spreading from there across China and the whole world. Such advanced technologies as geospatial techniques have been applied to fight the rapid spread of SARS-CoV-2. This paper aims to review and synthesize the types of applications offered through geospatial techniques to help address different issues related to the fight of the COVID-19 pandemic. The content is presented under four sub-sections; namely the roles of GIS, Remote Sensing, Global Positioning System and Internet Mapping Technologies in the fight of the COVID-19 pandemic. It was found from summarising 73 scientific papers, geospatial techniques have been proven their effectiveness not only in the study of COVID-19 in general, but also in the fight of the pandemic in particular. The wide range of applications offered by geospatial techniques affirms the value of this technique to the COVID-19 fight.

Research on the Guiding Role of Social Media in Teenagers' Aesthetic Education

Aesthetic education is the education of beauty, aesthetic feeling and aesthetic appreciation. Its task is to cultivate people's hearts with beauty, improve people's ability to appreciate and create beauty, and sow the seeds of beauty in people's hearts. Social media has flourished after deep integration with the global Internet. It has the distinctive characteristics of quickness, integration, personalization, interactivity and openness, and it is effectively integrated into people's study, life and work, and subtly changes people's life, thinking and habits. In the process of aesthetic education, on the one hand, educators educate people with beautiful objects, on the other hand, in the process of aesthetic education, the educated are in a state of aesthetic passion with strong emotional activities. This is very different from other education. Teenagers' aesthetic education should always adhere to the combination of theoretical research and practical experience, indoctrination education and inspiration education, explicit education and implicit education, and teacher guidance and personal perception as the core.

A perspective on the pathway to a scalable quantum internet using rare-earth ions

The ultimate realization of a global quantum internet will require advances in scalable technologies capable of generating, storing, and manipulating quantum information. The essential devices that will perform these tasks in a quantum network are quantum repeaters, which will enable the long-range distribution of entanglement between distant network nodes. In this review, we provide an overview of the primary functions of a quantum repeater and discuss progress that has been made toward the development of repeaters with rare-earth ion doped materials while noting challenges that are being faced as the technologies mature. We give particular attention to erbium, which is well suited for networking applications. Finally, we provide a discussion of near-term benchmarks that can further guide rare-earth ion platforms for impact in near-term quantum networks.

Capabilities and challenges of passive radar systems based on broadband low‐Earth orbit communication satellites

AbstractRecently, several constellations of broadband low‐Earth orbit communication satellites, such as Starlink or OneWeb, have started to be deployed to provide global internet access. Based on performed analyses, these emerging constellations are considered promising candidates as space‐based transmitters of opportunity for passive radar applications due to their advantageous characteristics in terms of global coverage, high bandwidth (i.e. better resolution), high received power on Earth surface (i.e. increased maximum range), predictable trajectory, and network density and robustness. However, they also pose certain challenges for the development of passive radar systems due to the necessity to track the satellites with a narrow beam reference antenna, their fast‐relative dynamics which induce range and Doppler migration, and the use of non‐standardised signals with little publicly available information, which in addition are not optimised for radar usage. In this article, these capabilities and challenges are analysed, putting a special focus on the estimation of the achievable performance and on the experimental characterisation of the transmitted signals. To this end, the proposed passive radar architectures and the first developed prototypes are also presented. Showing the potential capabilities of these emerging illuminators of opportunity, the authors aim to promote further development of this technology for multiple applications.

Treatment of Radiation Lesions with Mesenchymal Stem Cells

Acute radiation syndrome (ARS) is an acute illness caused by exposure to a high dose of ionizing radiation. ARS is the deterministic effect of radiation exposure of the whole body or a significant body volume (partial body irradiation) above a threshold dose of about 1 Gy (gray). Radiation accidents, such as those in Chernobyl (1986) and Fukushima (2011), or the possible use of nuclear weapons during the hostilities or terrorist attacks, can lead to the massive development of ARS in humans. The aim of the work is to introduce a new method of post-radiation treatment – the use of allogeneic mesenchymal stem cells (MSCs). Materials and methods. The information contained in specialized scientific journals that are freely available and accessible through the global Internet was studied. Discussion of the results. In the scenario of mass exposure of the population, when from several tens (hundreds) to millions of people can be irradiated, the transfusion of hematopoietic stem cells traditionally used in such cases would be impossible. MSCs can possibly differentiate into specialized cells, that is, turn into cells of various organs and tissues or induce such kind of regeneration. For practical use, there are two main sources of their isolation and reproduction ex vivo – bone marrow and adipose tissue. To date, it has been shown that MSCs derived from adipose tissue can be effective in mitigating the effects of acute radiation illness. Intravenously applied MSCs are migrating mainly to the bone marrow and are partially restoring its function. Deep anatomical structures are also involved in local radiation injuries: bone, muscles, nerves, blood and lymphatic vessels and skin. There is a strong body of evidence suggesting the «repair effect» of MSCs when used to treat such lesions. This is because MSCs can induce the repair and regeneration of the anatomical structures which they are locally applied, possibly by the paracrine effect. The main advantage of allogeneic MSCs over autologous ones is their logistical accessibility. They can be produced in advance in quantities and stored frozen. After thawing, the cells must be cultured for at least 48 hours in humidified incubators with the addition of 5 % CO2. Findings. Treatment of MSCs should be started as soon as possible after radiation exposure. Rescue of damaged hematopoiesis in the bone marrow can be achieved by multiple intravenous administration of up to 1 million (106) freshly prepared allogeneic MSCs/kg body weight. Locally (around and in the irradiation area), the dose of MSCs may be lower – 20 million cells. Repeated topical application should be carried out at intervals of two to four weeks. Subsequent surgical reconstruction should be performed by an experienced surgeon and in a specialized center with concomitant topicalapplication of MSCs.

The disparity between optimal and practical Lagrangian multiplier estimation in video encoders

With video streaming making up 80% of the global internet bandwidth, the need to deliver high-quality video at low bitrate, combined with the high complexity of modern codecs, has led to the idea of a per-clip optimisation approach in transcoding. In this paper, we revisit the Lagrangian multiplier parameter, which is at the core of rate-distortion optimisation. Currently, video encoders use prediction models to set this parameter but these models are agnostic to the video at hand. We explore the gains that could be achieved using aper-clipdirect-search optimisation of the Lagrangian multiplier parameter. We evaluate this optimisation framework on a much larger corpus of videos than that has been attempted by previous research. Our results show that per-clip optimisation of the Lagrangian multiplier leads to BD-Rate average improvements of 1.87% for x265 across a 10 k clip corpus of modern videos, and up to 25% in a single clip. Average improvements of 0.69% are reported for libaom-av1 on a subset of 100 clips. However, we show that a per-clip, per-frame-type optimisation ofλfor libaom-av1 can increase these average gains to 2.5% and up to 14.9% on a single clip. Our optimisation scheme requires about 50–250 additional encodes per-clip but we show that significant speed-up can be made using proxy videos in the optimisation. These computational gains (of up to ×200) incur a slight loss to BD-Rate improvement because the optimisation is conducted at lower resolutions. Overall, this paper highlights the value of re-examining the estimation of the Lagrangian multiplier in modern codecs as there are significant gains still available without changing the tools used in the standards.

Introduction. The paper develops the problems of ontological content of the category “digital financial assets” from the perspective of its legal nature. The purpose of the study is to solve the scientific problem of identifying the legal nature of the phenomenon of “digital financial assets” which allows us to accurately determine the directions for improving the legal regulation of the turnover of digital financial assets. Methods. The methodological framework for the research is materialistic positivism, integrating general scientific, specific scientific and special methods of cognition, among which the dialectical method, ascent from the abstract to the concrete, analysis and synthesis, hermeneutical method, generalization, comparative jurisprudence, etc. are the main ones. Results. Based on the well-established provisions of the civil doctrine and relevant studies of law enforcement practice, the authors substantiate recommendations for resolving a number of conflict-of-laws issues existing in the Russian legislation regarding the interpretation of the essence of the category of “digital financial assets” that slow down and hinder the introduction of this innovative technology of investing in civil turnover. Conclusions. The authors have concluded that the essential content of the category “digital financial assets” is a set of property rights defined in the legislation of the Russian Federation, while the construct of “digital financial assets” is nothing but a new original way (innovative technology) of fixing such rights in information systems. This method should be attributed to a kind of written form of the transaction. The necessity of considering the term “digital financial assets” from the position of a legal fiction mediating the turnover of obligations, claims, rights of participation in the electronic virtual environment of computer networks of information system operators, in which the release, circulation and exchange of digital financial assets, in turn, integrated into the global Internet, is justified.

THE RISE OF E-GOVERNANCE FOR RURAL COMMUNITIES WITH DIGITAL INDIA

India stands as the world’s largest young democracy and hosts the third-largest online community, following China and the United States. Yet, with the majority of its population living in rural areas, India faces challenges in competing with countries that boast stronger infrastructure, a more informed citizenry, and higher education levels. The global internet revolution, however, has created new opportunities for all nations to harness Information and Communication Technologies (ICTs) for efficient governance. Nearly every country, from the least developed to the most advanced, now maintains some form of e-governance presence. In this context, Digital India has emerged as a transformative initiative, aiming to bridge the gap and advance e-governance across rural communities. From enhancing agricultural productivity to improving healthcare access and ensuring transparency in financial transactions, these initiatives are set to elevate living conditions for millions.
