Slave trades, kinship structures and women's political participation in Africa

AbstractWe study whether present‐day women's political participation in sub‐Saharan Africa is associated to the temporary gender ratio imbalances caused by the transatlantic and Indian Ocean slave trades, taking into account pre‐existing gender norms influenced by kinship structures. To study the interrelatedness between historical exposure to the slave trades, patrilineality and their association to contemporary women's political participation, we use individual‐level data for 35,595 women from 28 sub‐Saharan African countries from three rounds of Afrobarometer surveys, georeferenced to historical ethnic region kinship and slave trade data. Our findings suggest that a woman's ethnic region historical exposure to the transatlantic slave trade is associated with an increase in her likelihood to vote today, however, only in non‐patrilineal ethnic regions. This effect is mitigated in patrilineal ethnic regions, where women have less decision‐making power. This paper contributes to the literature on the contemporary sub‐national effects of the slave trades and the historical causes of gender gaps in political participation.

Political Leadership of Women in Nepal: A Critical Observation from the Local Elections 2022

Women's representation in political leadership is crucial for liberal democracies. However, the persistent global gender gap in political participation raises important questions. This paper focuses on the state of women's political leadership in Nepal, using the 2022 local elections as a case study. It takes an epistemological critical approach and integrates quantitative and qualitative information from various secondary sources. The study reveals an increase in the number of women in leadership positions after the election, which can be attributed to the constitutional provisions of Nepal that aim to ensure inclusion, representation, and participation. However, these provisions do not guarantee the quality, competence, and empowerment of women in leadership roles, as they still face obstacles such as patriarchal structures, elitist-centric inclusive practices, and a lack of institutional support at the local level. This paper is valuable for those interested in political science, gender studies, or development studies.

More stress, less voice? The gender gap in political participation during the COVID-19 pandemic

Initial fears of a standstill in political participation during the COVID-19 pandemic have not come true. Nevertheless, the voices heard in politics may have changed in such a radically altered social and political context. Specifically, the current article examines whether the gender gap in political participation has widened during the pandemic, reinforcing the gendered impact of the pandemic and state measures to cope with it. To empirically assess the development and drivers of the gender gap in political participation, we rely on original survey data for Germany collected in autumn 2020 and spring 2021. Based on retrospective questions about pre-pandemic behaviour and a within-pandemic panel, our results indicate three points: (1) the COVID-19 crisis has slightly increased the gender gap in participation; (2) COVID-19-related burdens (such as increasing care obligations) have not restrained, but fostered, participation; and (3) this mobilising effect is, however, stronger among men than women.

Gender Gaps in Immigrants’ Political Participation within and across Borders: Political Socialization or Opportunity Structures?

This study assesses gender gaps in political participation within the host country and in transnational activities among immigrants, using a survey of more than 1000 immigrants in Quebec (Canada). More specifically, the study examines whether premigration experiences with gender equality shapes immigrants’ political participation. We find no evidence of gender gaps in political activities in the host country, but observe a gender gap in transnational political activities varying in size depending on levels of gender equality in immigrants’ countries of origin. The analyses suggest that structural opportunities, more than political socialization, might account for this gender gap.

Canvassing the Gatekeepers: A Field Experiment to Increase Women Voters’ Turnout in Pakistan

How can we close persistent gender gaps in political participation? We develop a theory highlighting the role of male household members as “gatekeepers” of women’s participation in patriarchal settings and argue that the answer involves targeting these men. We conduct a field experiment in Pakistan and find that targeting women with a nonpartisan get-out-the-vote campaign has no effect on their turnout in a national election. However, women’s turnout increases substantially when male household members are canvassed to support women’s participation. Households where both men and women are canvassed see the largest increases in women’s turnout and additional increases in political discussion and men’s practical support to help women vote. Using a costly behavioral measure, we also demonstrate lasting effects on men’s supportive behavior in these households two months after the election. Our results address the importance, and tangible benefits, of engaging men to ease constraints that hinder equal participation.

The Gender Gap in Political Participation: Evidence from the MENA Region

ABSTRACT This paper investigates gender differences in political participation across 10 countries in the Middle East and North Africa (MENA) region using data from the World Values Survey (2010-2014). A distinction is made between two different participation types, institutional and non-institutional. We use an ordered logit model to evaluate whether the gender gap in both forms is mediated by demographic and attitudinal controls and assess whether variables influencing participation affect men and women differently. We find that most socioeconomic resources and political attitudes are correlated with higher levels of participation. However, the analysis reveals a persistent gender gap that can be generalized to the entire spectrum of engagement in the MENA, with larger gaps for less institutionalized forms.

Gender inequalities in political participation and political engagement among young people in Europe: Are young women less politically engaged than young men?

This paper contributes to the literature by examining gender inequalities in political participation and political engagement among young people from a comparative perspective. By analysing data on young people from nine European countries collected in 2018, we examine gender inequalities in participation in various modes of conventional and unconventional activism as well as related attitudes, broader political engagement and key determinants, cross-nationally, in order to provide a detailed picture of the current state of gender inequalities in political activism among young people in Europe. Our results allow us to speak to extant theorising about gender inequalities by showing that the extent of political inequality between young men and women is less marked than one might expect. While the gender gaps in political participation for activities such as confrontational types of protest are small or absent, we find that young women are actually more active in petitioning, boycotting, and volunteering in the community. Young men instead are more active than young women in a majority of the nine countries analysed with respect to more institutional forms of participation linked to organizations and parties, various types of online political participation, and broader political engagement measures, such as internal political efficacy and consumption of political news through various channels. However, young men also appear to be more sceptical at least of certain aspects of democratic practice relative to young women.

Strength in Numbers: How Women's Groups Close India's Political Gender Gap

AbstractIn India, there persists a striking gender gap in political participation. Women's political participation is important both on normative grounds of inclusion and because when women participate, politics changes. I develop a theoretical model of women's political behavior, arguing that women's lack of political participation is the result of the structure of women's political networks in patriarchal societies. I then evaluate the effect of expanding women's networks by leveraging a natural experiment that created as‐if random variation in access to women‐only credit groups. Participation in these groups had a significant and substantial impact on women's political participation—women's attendance at public meetings doubled. I provide suggestive evidence of three mechanisms underlying this effect: (1) larger networks, (2) increased capacity for collective action within networks, and (3) development of civic skills. These findings contribute to our understanding of how networks affect political behavior and underlie gendered inequalities in political participation.

Age of Marriage and Women’s Political Engagement: Evidence from India

Although decades have passed since most women in the democratic world gained the right to vote and run for election, a large gender gap in political participation persists, particularly in developing countries. This short article considers an important—and previously overlooked—factor limiting the political engagement of many women in the developing world: marriage age. Drawing on nationally representative data from India and instrumenting marriage age with menarche age, we find that delaying marriage has substantial positive effects on women’s everyday political participation. A standard deviation increase in marriage age makes a woman 25% more likely to attend local council meetings and 8% more likely to discuss politics with her husband. Exploring mechanisms, we show that education and time—rather than employment, mobility, and household decision-making power—appear to be the main channels. These findings underscore the critical role of early marriage in impeding women’s participation in the political sphere.

Gender differences in civic and political engagement and participation among Italian young people

A substantial amount of literature has revealed gender gaps in political participation. However, little is known about such gaps when using more comprehensive measures of civic and political participation including online participation. In the present study, we recruited a sample (n = 1792) of young people living in Italy. Controlling for age, majority/minority status, socioeconomic status, respondents’ educational attainment, and parents’ educational attainment, we found that female participants reported higher scores on online and civic participation, while male participants were more likely to report political and activist participation. The effect size for these gender differences was small. In addition, we did not find any gender differences in voting behavior in the last European parliamentary elections, national parliamentary elections, and local elections. These findings highlight the need to move toward a more comprehensive and detailed picture of gender gaps in political engagement and participation including different types of participation.

Gender gaps in political participation in Asia

Recent scholarship shows that the gender gap in political activity has diminished, particularly in Western societies. Still unknown is how gender matters for political participation in Asia. Using the 2010 Asian Barometer Survey, this article analyzes the gender gap in multiple forms of political participation in 13 countries. It also investigates how individual-level characteristics mediate the differences in men’s and women’s political participation. The article shows that Asian men and women overwhelmingly vote at an equal rate in elections, but gender gaps persist in other types of political action. This study shows that gender remains the strongest predictor of political participation and suggests that Asian women remain marginalized in the political arena. The results have important implications for how to progress gender equality in the region.

The Gendered Religious Response to State Action on the Coronavirus Pandemic

AbstractState action to curtail the spread of the coronavirus has meant advising, and sometimes mandating, houses of worship to close to in-person worship. While mostly cooperative, the religious response has been varied and has exposed a hardened, defiant core. Informed by gendered religious worldviews, religious defiance is led by men and disproportionately supported by men. In this article, we document the extent of the defiance as of late March 2020 with our survey data and then investigate how gendered religious worldviews serve to track men to public roles and women to private ones. We attempt to confirm the nature of these effects with a gendered nationalism item and parallel gender gaps in political participation.

An Assessment of Gender Inequality: A Case Study of Pakistan

Background: The gender assessment highlights the prevailing gap in multiple dimensions that exist between males and females, and challenges which Pakistan faces related to gender issues. Achieving this objective requires in-depth understanding of economic and non-economic factors because the existing data only provide gender differences in selected dimensions such as, education, health, political and labour force participation. Moreover, gender gap is observable due to lack of access to resources and opportunities, constrains on female’s mobility, lack of education and information.
 Methodology: The study presents a detailed gender assessment to explore gender gap in political participation, health, education and economic activity in Pakistan. The analysis is based on the secondary data drawn from reports published by several governmental, international development agencies, and local non-governmental organizations. The gender disparity between male and female’s living create biasness which leads to social, cultural and economic inequality. Therefore, this assessment enlightens gender roles, relations and control over resources between both genders in order to realize full potential and constrains of economic and human development.
 Results: Findings from gender assessment can be used to formulate various strategies and policies for addressing gender issues.
 Conclusion: Public policies related to government spending on health and education should be targeted on the basis of gender while identify the regions where higher gender disparity exists. Especially government spending on education and health will play significant role in betterment of females in rural areas.

How to Close the Gender Gap in Political Participation: Lessons from Matrilineal Societies in Africa

AbstractWhile gender gaps in political participation are pervasive, especially in developing countries, this study provides systematic evidence of one cultural practice that closes this gap. Using data from across Africa, this article shows that matrilineality – tracing kinship through the female line – is robustly associated with closing the gender gap in political participation. It then uses this practice as a lens through which to draw more general inferences. Exploiting quantitative and qualitative data from Malawi, the authors demonstrate that matrilineality's success in improving outcomes for women lies in its ability to sustain more progressive norms about the role of women in society. It sets individual expectations about the gendered beliefs and behaviors of other households in the community, and in a predictable way through the intergenerational transmission of the practice. The study tests and finds evidence against two competing explanations: that matrilineality works through its conferral of material resources alone, or by increasing education for girls.

Abstract Using an original survey conducted in India’s largest state, we offer systematic evidence on the gender gaps in a rich set of electoral and non-electoral participation metrics. We find that gender gaps in non-electoral forms of participation (such as involvement in public petitions, interactions with public officials and attendance of village meetings) are larger than those in election-related activities, including political candidacy. These gender gaps in political participation persist even after we account for women’s poorer knowledge of political institutions, self-assessment of leadership skills, literacy rates and asset ownership, as well as constraints on their mobility and voice in household decisions. Using a Oaxaca-Blinder decomposition approach, we find that bringing women on par with men on these attributes would bridge less than half of the gender gap in political participation. This suggests that external factors, such as the roles played by voters, political parties or societal groups, may constitute important barriers to women’s political participation. The presence of a woman leader in the village increases women’s propensity to meet with government officials, but is not enough to close the gender gap in this outcome or others. Our evidence points to the need to consider a wider set of policy tools beyond quotas to encourage women’s civic and political engagement.

The Gender Gap in Youth Political Participation: Evidence from Germany

In this article, we consider the gender gap in political participation by analyzing recent survey data about German adolescents. Differentiating between institutional, non-institutional, and expressive participation, we show that, even in Germany where there is strong gender equality, type-specific gender differences persist. Testing for resource, socialization, and attitudinal explanations, in multivariate regression analyses, we identify socialization in civic forms of participation together with the lower confidence of women in their personal and political skills as major drivers for the sexual differences in political engagement, especially so for institutionalized forms of participation.
