Public Service is Broadcasting for the public, financed by the public and controlled by the public, aimed at informing, educating and entertaining, covering the entire geographical area of the country and having the responsibility of delivering broadcast services to all parts of the country. The concept of public service broadcasting dates back to the founding years of the British Corporation. This concept was put forward by the BBC's first Managing Director, John Reith. Other European countries have established public broadcasting institutions by making changes according to their subjective conditions. Public broadcasting in Turkey is carried out by Turkish Radio and Television Corporation. TRT, which started to serve in 1964, has signed many firsts in public broadcasting since 2007; public service broadcasting is able to compete with private channels. With the newly opened thematic and different languages and dialects, television and radio channels, TRT, which has started to increase with each passing day, needs to have a structure independent of political power in terms of management.This research paper focuses on the role of TRT in public broadcasting. In the first part, public broadcasting and TRT will be explained. In the second part, the duties, management style, channels and what is the TRT will be given. In the last part of Turkish Radio and Television Corporation and location will be announced in the future of public broadcasting.

Old Media Policy Failures, New Media Policy Challenges

This paper deals with two related subjects. The first is the past failure of economic analysis to trigger elimination of welfare-reducing public policies affecting the older mass media technologies, such as broadcasting. The second is some speculation about future policy issues that may continue or arise from the technical characteristics of the new broadband media, combined with advances in social psychology, neuroscience and behavioral economics. I draw two principal conclusions. First, the failure of economic analysis to stimulate fundamental reform of media regulation is due largely to the fact that policy makers have greater incentives to focus on the allocation of economic rents among interest groups than to promote consumer welfare. Second, it is clear that IP-based technology is replacing old media such as newspapers and broadcast stations. The technology has the potential to greatly enhance competition and diversity, and to reduce the cost of access by consumers and suppliers to each other. However, regulation is not likely to be reduced, because a whole new rationale for media regulation is being developed. The new rational will be a market failure, based on the adverse welfare effects of competitive media content that is responsive to consumers’ cognitive impairments. This paper was first presented at a 2009 University of Bayreuth conference on the future of public broadcasting in Germany. While my point of reference is media structure and policy in the United States, I believe that most of what I have to say is also applicable to other countries, including Germany and other members of the European Union. For example, new media technology is challenging the highly concentrated “public” structure of German television, and will continue to do so unless policymakers intervene. The externality rational for public television in Germany is of fading importance, but the argument for public control might be strengthened in the future by welfare-reducing market imperfections in commercial media content.

The EU, the member states and the future of public broadcasting

Public service broadcasting (PSB) has come under considerable pressure by the EU Commission. This is due to the fact that the Commission treats broadcasting as a service as any other and therefore applies the competition regulation of the EC Treaty to broadcasting stations, independent of their commercial interests or public service mission. Against this background, the financing of public broadcasting is regarded as being state aids that are only allowed under special circumstances. In recent years, several commercial broadcasters from different member states filed complaints and claimed distortion of competition through state aids for public service broadcasting. At first, the Commission remained reluctant but has meanwhile adopting an active role, finally pushing aside the member states although, according to the Amsterdam Protocol, they have the competence to define the remit of PSB and to decide about its funding. This battle is about to change the broadcasting systems of the European countries where PSB has been a defining feature for more than 50.

Graham Spry and the Future of Public Broadcasting: The 1997 Spry Memorial Lecture

Public broadcasting systems are in retreat across the planet. With the rise of multi-channel television systems and the Internet, many argue that public broadcasting is no longer necessary. I argue in this article that these arguments are wrong, and are based upon an inaccurate view of how and why public broadcasting developed as it did. In this article I chronicle the activities and arguments of Graham Spry and the other public broadcasting organizers in Canada in the 1930s, and their relationship with like-minded U.S. reformers who were engaged in a similar struggle at the same time. These advocates of public broadcasting saw it as a key aspect of a democratic society. In my view, this history sheds necessary light on the current dilemma concerning public broadcasting, and points the way toward a superior resolution to the current crisis.

Citizenship, Participation and Media Policy Formation

A major debate in Australian cultural studies in the 1990s has been the “cultural policy debate.” Drawing upon theories of governmentality developed by Michel Foucault and others, there has been a move to understand cultural institutions in terms upon their relationship to the formation of citizens in modern liberal democracies. While such work can provide considerable insight into contemporary media and cultural policy processes, there are significant gaps in the Foucaultian approach, most notably its difficulties in incorporating the significance of citizenship rights to policy processes. The article explores general issues about the relationship between citizenship, participation and policy formation, and discuss their significance in light of Australian media policy debates about content regulation for commercial broadcasters, local content regulations and, more recently, censorship and the future of public broadcasting. It questions attempts to automatically equate citizenship with participation in policy processes, as well as attempts to present such participatory processes as an innately progressive alternative to bureaucratic or governmental decision-making. Instead it proposes that the relationship between expertise and participation constitutes one of the central animating dynamics of policy formation in advanced liberal political formations.

Remarks on the Commimication Society of the Future

On May 29th, 1996, Professor Roman Herzog, President of the Federal Republic of Germany, made the following introductory remarks at the conference 'Communication Society of the Future', held at Schloβ Bellevue, Berlin, Germany. An excerpt from President Herzog's speech has been included in the Commentary and Debate section of this journal because of the importance of his remarks regarding the ongoing European-wide debate about the future of public broadcasting. His comments may serve as further stimulation for European communications researchers dealing with these issues and - at the same time - make clearer for non-European communication scholars why the debate on the place of public broadcasting within the 'communication society of the future' is of continuing importance.

Broadcasting and the state in India: towards relevant alternatives

This paper deals with the future of public broadcasting in India. It examines the concept of the 'public', and traces its history and present status, particularly with reference to the model adopted in the United Kingdom. This foregoing analysis is linked to an examina tion of public service broadcasting in India. Its history, evolution and present status, is situated within the contemporary political economy in India, as well as the new communica tions environment. The paper concludes by defending the 'space' for public broadcasting in India, provided the State grants it genuine autonomy inscribed within a 'peoples' mandate.

Our Better Angels: The Condition of Public Service Broadcasting

A widespread assault on the importance and even legitimacy of public broadcasting worldwide has forced it to re-examine its entire purpose. This article outlines some basic principles of public broadcasting and assesses its condition in terms of purpose, funding and organisation. It explores the need for public broadcasting to face the new realities brought on by new technologies, new geopolitical arrangements, the increasing hegemony of the market, and the dimunition of the sovereignty of the state. The future of public broadcasting will rely upon a delicate balance between being engaged with the audience and crude number games, between philosophical ambition and programming pragmatics.
