Bioethics in integral training of professionals in the health area

Introduction: The integration of Bioethics in the training of professionals is introduced as a prevailing need today; Bioethics training in Latin America is in an initial stage and is not regular, therefore, the reasons why bioethics should be an integral part of the education of future professionals are explored, highlighting the benefits for both individuals and society in general. Objective: Place Bioethics in the integral training of professionals in the health area.Method: Research was carried out with a qualitative and descriptive approach, the analysis method of bibliographic and regulatory review was applied; the sources of information were: books, databases, meta search engines, repositories of doctoral theses and official government pages that compile documents and regulations. Results: A structure is presented to integrate Bioethics with the substantive functions of Higher Education Institutions; and at the same time, the fundamental contents of the Bioethics competence are proposed so that they are part of the professional training of undergraduate students of health majors in a transversal way throughout their student path, without leaving aside the importance of learning through the hidden curriculum. Conclusions: Institutions must integrate a Bioethics structure with consultative, preventive and decision-making functions that allow them to face problems or risks that are created in institutional dynamics.

Measurement and Evaluation of the Modernization Development Level of Higher Education in China: Based on Panel Data Analysis of 31 Provinces from 2012 to 2022

The scale and quality of higher education are key indicators of a country’s development level and its potential for future growth. This study utilizes literature analysis and the core functions of higher education institutions to construct an evaluation index system for the modernization level of higher education in China, using data from 2012 to 2022. The results reveal the following: (1) From 2012 to 2022, the modernization level of higher education across China’s 31 provinces generally increased, despite some fluctuations. Beijing consistently maintained the highest level of modernization, while Hainan demonstrated the fastest growth rate. (2) The modernization level of higher education exhibited uneven distribution across the provinces: eleven provinces were at a low level, eight at a moderate level, eight at a relatively high level, and four at a high level. (3) The development level of higher education modernization shows a clear correlation with geographic location and economic development, characterized by a distinct ‘high in the east, low in the west’ pattern. (4) There is a urgent need to enhance the internationalization of higher education development in China. (5) The overall index of higher education development in China displayed a slow decline with fluctuations from 2012 to 2022, reflecting ongoing efforts toward balanced development across the 31 provinces and cities. The most significant disparities in higher education development remain between the western and eastern regions.

The effects of war on the quality of higher education in Yemen: Scholars’ perspectives

Yemen witnesses a heinous war and continual conflict that devastates its fragile infrastructure. The country’s development indicators devolve significantly, and, among other sectors, higher education and its quality have been imperiled. The objective of this paper is to explore the effects of war on the quality of higher education in Yemen from the standpoint of Yemeni scholars. This qualitative study is based on grounded theory design and used semi-structured in-depth interview methods to collect data from Yemeni scholars within and outside Yemen. The core questions focused on the impact of war, the actions taken by scholars, and the prospects of higher education quality. Seventeen diverse scholars were included in the study. The analysis of data outlined six war-related factors that affect the quality of higher education: attacks on scholars, financial constraints, corruption, human capacity shortage, poor research performance, and lack of physical capacity. Realities are reconstructed through descriptions of the trajectory of the war and its negative consequences on scholars and their endeavors. Quality as a sign of the good functioning of higher education institutions is not an exclusively sectorial issue. Actions and prospects need to fit within frameworks of national reconciliation, regional peace, and frameworks of international cooperation. Further research tackling other dimensions of education quality and including other stakeholders is needed. Rethinking and reforming Yemen’s higher education system in its different aspects and challenges, are paths to peacebuilding and the recovery of the country. A roadmap prioritizing this reform is urgently needed.

RPL Management Model for Capacity Building of Village Apparatus: A Case Study on Cooperation between Surabaya State University and Bojonegoro District Government

Law Number 23 of 2014 grants regional autonomy, which means that each regional institution is authorized to manage its own policies. This includes village governments, which are regulated by Law Number 6 of 2014. Therefore, it is crucial to have competent village personnel who can provide exceptional services to the citizens. In 2021, 45,387 village heads, 43,876 village secretaries, 31,147 village-owned enterprise managers, and 7,889 professional assistants graduated from high school, according to data from the Ministry of Village, Development of Disadvantaged Regions, and Transmigration. This highlights the need to strengthen the education of village apparatus. One way to achieve this is through the Recognition of Prior Learning (RPL) program, which is a collaboration between the Ministry and universities such as the State University of Surabaya and the State University of Yogyakarta. This program can help improve the skills of village apparatus. However, there is a gap between the reality and the implementation of the collaboration between the Ministry and Pertindes regarding the implementation of RPL for village apparatus. In Bojonegoro Regency, for instance, only 61% of village heads had a high school educational background in 2022, according to the Office of Community Empowerment and Village Government. To address this issue, the researcher aims to understand the management of RPL in Bojonegoro Regency to improve the capacity of village apparatus. The research is based at the State University of Surabaya and Bojonegoro Regency. The study obtained primary data from interviews, literature studies, and a memorandum of understanding between the State University of Surabaya (UNESA) and the Bojonegoro Regency Government. The researcher used a knowledge management approach in program planning, which focused on six main stages in development planning. These stages included problem identification, problem diagnosis, design stage, design implementation, design testing, and solution formulation. The results of the study showed that collaboration and support from educational institutions are strategic solutions for improving village human resources. Additionally, the RPL program is relevant to the functions of higher education institutions in preparing personnel for village government administration. The implementation of RPL in Bojonegoro is in accordance with the principles of cooperation. However, there were some technical obstacles in the implementation of activities.

Disentangling the relationship between institutional influence, transformational leadership and performance in higher educational institutions in India: a three-way interaction model

PurposeThe present study aims to investigate the relationship between institutional influence and performance, mediated through transformational leadership (TL) and moderated by barriers, situational factors, communication and implementation.Design/methodology/approachUsing a structured survey instrument, data were collected from 370 faculty members from 31 higher educational institutions in southern India. After checking the psychometric properties of the instrument, the authors used Hayes’s PROCESS to test the direct hypotheses and three-way interactions.FindingsThe results revealed that TL mediated the relationship between institutional influence and performance. Further, the findings supported the three-way interactions between (1) institutional influence, barriers and communication positively affecting TL; and (2) TL, situational factors and implementation affecting the performance of faculty members.Research limitations/implicationsThis study underscores the importance of TL for the smooth functioning of higher educational institutions and achieving superior performance, especially in the new normal context after the global pandemic.Practical implicationsThis study makes several significant recommendations to administrators in higher educational institutions, in addition to contributing to the vast literature on TL. The study suggests that administrators must invest resources in developing TL skills so that employees reach their fullest potential and contribute to achieving organizational goals. In addition, leaders in organizations need to exercise a transformational style to combat the new normal post-pandemic academic environment.Originality/valueThis study provides new insights into the importance of TL style and institutional influence to enhance performance. To the best of our knowledge, the conceptual model developed and tested the first of its kind in India, significantly contributing to theory and practice.

ЗАПРОВАДЖЕННЯ ЦИФРОВОЇ ПЛАТФОРМИ ДУАЛЬНИХ ОСВІТНІХ ПРОГРАМ

The topic of acquiring professional competencies using dual forms of educational process has gained wide popularity in academic circles, among enterprise management of the real financial sectors of the economy. Officials of the executive authorities also put attention to it, been responsible for the development of the higher education system in Ukraine. However, despite the reached consensus in the assessments of importance and the demonstration of commitment to the implementation of the idea, all of them, without exception, clearly lack constructive proposals for a useful toolkit that is relatively simple to understand and effective in practical use. Given the urgency of the problem, the purpose of this article is to highlight the author's proposals for the implementation of one of them – joint digital platform for dual educational programs in domestic higher education institutions. In order to achieve that the relationships arise between stakeholders are outlined. These individuals (individual and legal entity) directly or indirectly depend on the functioning of higher education institutions or are capable of influencing their activities in one or another way. The economic consequences of implementing dual educational-professional and educational-scientific programs for each of them are highlighted. In particular, the personal income of households, the size of which directly depends on the level of education of the householder. Several alternative models of state authorities positioning in relation to the participants of the educational process are analyzed. Arguments in favor of using one of them, which is based on the principles of socio-economic partnership, are given. The consequences of the institutional regulation of educational service providers’ activity are outlined. Proposals regarding the motivation of enterprises to create appropriate conditions for integration into the process ofprofessional competences formation of their future employees are given. In the future, it is proposed to create a digital platform for dual educational and professional programs. They are meant to shield participants in the educational process from the dangers and risks that permeate our daily lives.

Features of functioning of higher education institutions under martial law through the prism of quality assurance of professional training of future specialists

The paper deals with the peculiarities of functioning and quality assurance of educational activities of higher education institutions under the conditions of the legal regime of martial law. It was found out that the educational sector has suffered devastating consequences as a result of Russia's full-scale invasion of Ukraine, which consist in colossal losses, material damage and intangible harm, which negatively affects the quality of educational services, and therefore the future professional and scientific potential of the country. The article has outlined the main challenges facing the system of higher education as a result of Russian aggression: destruction of educational infrastructure, a marked limiting of funding, shortage and a sharp reduction of personal potential, decrease in the number of the contingent of applicants for higher education, loss of educational management in the territories that are under temporary occupation or are in the zone of active military operations. The institutional and normative support of the educational process under martial law has been disclosed. According to the key research results the main priorities of higher education institutions in the conditions of war are the creation of a safe educational environment, the introduction of innovative approaches to the organization of the educational process, psychological support for participants in the educational process, the restoration of educational infrastructure, the continuation of intra-system transformative processes in the organization of the educational process and qualitative transformations in the system of internal quality assurance for the provision of educational services to future specialists. Reached conclusions are based on the main transformational changes in the activities of higher education institutions and also on key challenges and ways to overcome them in the context of ensuring the quality of educational services in the war and post-war periods of Ukraine's recovery.

Разработка математической модели оптимизации процесса обучения курсантов силовых структур в высших учебных заведениях как сложной системы

This article discusses the problem of developing a mathematical model to describe the process of training cadets of law enforcement agencies in higher educational institutions, which are a complex system. Currently, reality places high demands on the qualifications and personal qualities of law enforcement officers, which in turn requires the relevant educational organizations to carry out advanced professional training of specialists. The functioning of higher educational institutions of law enforcement agencies is influenced by objective and subjective factors. To this end, in order to increase the efficiency of managerial decision-making in the process of training cadets of law enforcement agencies in higher educational institutions, it is proposed to use a mathematical model of training and education of a group of cadets, developed on the basis of the method of operations research, specifically the theory of Markov random processes that occur during continuously changing time and use discrete states of the system. The mathematical model of training and education of a group of cadets in its functioning uses streams of events that have the properties of stationarity and ordinariness. The process of transition from one state to another is described in the form of a marked graph of states with a transition probability density. Setting the intensity of the event flows will allow you to find the limiting probabilities and predict the states in which the study group is located. This approach will reduce the level of subjectivity of university staff and will allow structuring and optimizing the process of assessing the level of knowledge of cadets.

Current state and prospects of the development of the competitiveness of higher education’s institutions in the post-war conditions

The subject of the research is the theoretical and practical aspects of researching the factors of competitiveness of higher education institutions of Ukraine during the war and at the stage of post-war recovery. The aim of the research is to determine the main factors of competitiveness of higher education institutions in the post-war period. Research methods. In writing the article, general scientific and special methods of research and management of the competitiveness of higher education institutions were used. Results of the investigation. Іn the course of writing the article, it is determined that the full-scale invasion of the Russian Federation into the territory of Ukraine has radically changed the conditions of functioning of higher education institutions (HEIs), which has affected their competitiveness. It is determined that one of the key issues in the context of Ukraine's recovery is the issue of ensuring the sustainable functioning of the higher education system, which requires the reconstruction of partially damaged or even destroyed higher education institutions. It is analyzed that as of today, 45 higher education institutions in Ukraine have been completely destroyed and 61 have been damaged. It is emphasized that when addressing the issues of restoring higher education institutions, it is necessary to take into account market conditions and sectoral needs for training specialists for a particular sector of the economy of a particular region. It is determined that the competitiveness of a higher education institution is the ability of a higher education institution to compete effectively in the educational market, providing quality education that meets the needs of higher education students and society, while maintaining sustainable popularity and attractiveness; this is a complex process that requires efforts on the part of the university administration, teachers and students, as well as effective cooperation with society and business. It is proved that in order to ensure competitiveness in the post-war period, higher education institutions must actively adapt to new realities, improve their approaches to teaching and research, introduce new technologies, and cooperate with various sectors of society to achieve success. Scope of the results. Economics, management, higher education in Ukraine. Conclusions. As a result of the article, it is determined that in order to ensure the competitiveness of higher education institutions in the post-war environment, five main conditions must be met, including 1) development of higher education on an innovative basis, which will create a more flexible and efficient educational environment and help higher education students to adapt to the requirements of modern business, while contributing to the high competitiveness of higher education institutions; 2) improving the quality of research by increasing investment in research and, as a result, promoting the development of new technologies, solving global problems and improving the ranking of higher education institutions; 3) cooperation in the international context, which is an important tool for the development of education, science and technology, helping to increase the level of cooperation between countries and provide a deeper understanding of global challenges and opportunities; 4) development of e-education, which involves the use of electronic tools, programs, platforms and resources for learning, regardless of place and time; 5) deepening cooperation between HEIs and business, which creates the basis for training competitive specialists, promotes the development and dissemination of innovations, and provides conditions for the growth of HEIs' competitiveness.

Из истории Благовещенского государственного педагогического института в первое послевоенное десятилетие

The Great Patriotic War had a serious impact on the functioning of higher educational institutions of the country. Immediately after its end, most of them began to organize the educational process in difficult social conditions, characterized by a shortage of teaching staff and educational literature. The article is focused on the descrip-tion of the history of the Blagoveshchensk State Pedagogical Institute in the first post-war decade. Based on archival data and compilation of information about the history of the institute, obtained from disparate publica-tions, the main characteristics of the institute of that period are revealed: its structure, dynamics of the number of students, approaches to the organization of the educational process, strengthening and expansion of the teaching staff. Against the background of analyzing the process of transition of the university to peacetime ac-tivities, both negative and positive results of this period are noted. Conclusion dwells upon the fact that the Bla-goveshchensk State Pedagogical Institute was able, by expanding the directions of teacher training and in-creasing the number of applicants and graduates, to partially solve the problem of providing teachers for schools in the Amur region and the Far East.

Assuring Quality of Teaching and Learning through Quality Instructional Supervision. A Case of Private Higher Education Institutions in Post-Conflict Somalia

The study aimed to investigate quality instructional supervision and its effect on the quality of teaching and learning in private higher education institutions in post-conflict Somalia. This was owing to the phenomenon that quality instructional supervision is very crucial for the success of all university institutions, and if properly succeeded, such practice is apt to ensure the quality of teaching and learning, hence the realization of one of the core functions of higher education institutions. The literature review focused mainly on quality instructional supervision; and how it related to quality teaching and learning in different empirical and theoretical contexts. The study employed a non-experimental, descriptive, and cross-sectional design involving a quantitative paradigm. A total of 253 academic staff members were randomly chosen to participate in the study, with one objective and one hypothesis. The Linear Regression Model was used to test the study hypothesis (F = 5.991, p = 0.017, p > 0.05). The findings, therefore, revealed that quality instructional supervision determines the quality of teaching and learning in private institutions of higher learning in Somalia, henceforth enabling graduates to be equipped with necessary and handy skills of the 21st century relevant to the demands and needs of the worldwide competition. It recommended that managers of higher education institutions need to consider taking institution administrators (Deans, Heads of Departments, and Subject Unit Coordinators) through pedagogical instructional supervision training through which administrators could transform their knowledge and put to full utilization of the knowledge and skills acquired during their training, thereby developing lecturers equipped with necessary 21st Century teaching skills relevant to students’ learning demands and needs of the worldwide competition.

ОСОБЛИВОСТІ КОНКУРЕНТОСПРОМОЖНОСТІ ЗАКЛАДУ ВИЩОЇ ОСВІТИ В УМОВАХ ПОГЛИБЛЕННЯ ЛОКАЛЬНОГО ТА ГЛОБАЛЬНОГО СУПЕРНИЦТВА

The article is researched the issue of the competitiveness of higher education institutions in the conditions of deepening local and global rivalry. The characteristics of the competitiveness of the higher education institution are singled out: comparability, openness, dynamism, objectivity, image quality, systematicity, objectivity of the factors of competitive formation. The factors of competitiveness of the institution of higher education have been determined: usefulness (quality, compliance with the regulatory framework); consumer costs for educational services (consumption price); marketing factors that determine the effectiveness of the offer (promotion methods, service implementation channels, etc.). The features of educational services as non-commercial are determined. It is substantiated that the prerequisites for the formation and maintenance of a high level of competitiveness of higher education institutions are: the ability to quickly adapt to changes – the level of adaptability; the ability to implement innovative educational technologies – innovativeness; the ability to effectively use creative methods of solving problems, etc. In addition, the identified prerequisites are system-forming for the effective functioning of higher education institutions and their further development. The degree and quality of interaction with the market of educational services and the labor market were considered as an important factor in increasing the level of competitiveness of higher education institutions on the domestic and foreign markets. It has been proven that the key elements that determine the level of satisfaction of the needs of consumers of educational services are: individuals – obtaining a quality education that gives the opportunity to compete on the labor market for better working conditions; institution of higher education – in improving the image and increasing competitiveness; enterprises, institutions and organizations – in highly qualified personnel who have the following features: creativity, critical thinking, communication skills and the ability to work in a team; society – in economic, ecological and social development, which corresponds to the global concept of sustainability and spiritual development.

Evaluation of internal factors affecting the financial stability of higher education organizations in Russia

The results of the activities of higher education are determined by the quantitative and qualitative indicators of the graduation of specialists. During the period of macroeconomic instability, the success of the functioning of higher education institutions depends on several conditions, including the provision of financial resources and financial stability in the market of educational services. Based on the open data of the international university ranking (Round University Rankings) for the period 2017 - 2021 for 39 Russian state universities, using economic and mathematical methods, correlation analysis and data processing were carried out using the Chaddock scale tools. The study's findings demonstrated the degree to which internal factors impacting higher education institutions' financial stability are significant in relation to the major categories of operations. The scientific significance lies in the establishment of a correlation between the indicators chosen for the study, characterizing the results of the work of Russian universities in the main types of activities (educational, scientific and international) and the financial stability of higher education organizations, and determining on this basis the Coefficients showing the closeness of the relationship between them for each of the indicators, as well as average values (indicators) for the types of activities presented.

Sociological Factors of the Influence of the Educational Environment on the Professional Burnout of University Teachers

The article presents the results of the author's research conducted in the universities of the city of Novosibirsk. The author proceeds from the fact that the modernisation of education has an impact not only on the educational process as part of the optimisation of teaching, conditions and quality of education, but also on its participants, including teachers.
 The implementation of the national project "Education", the transition to digital technologies in education, modern socio-political and economic realities lead to fundamental changes in the conditions for the functioning of higher educational institutions, an increase in the requirements for the quality of professional training and the emergence of new functions and responsibilities of teachers. Practice shows that innovations have both a positive and a negative impact on the educational environment and teachers themselves as key subjects in the implementation of educational activities. Based on the results of the analysis of the data collected during the field study, the author comes to the conclusion that professional burnout of a teacher as a response syndrome, manifested in exhaustion, reduced productivity, and depersonalisation, is a consequence of a system of factors. Based on the results of the study, the author considers a wide range of professional risks, highlighting the causes and managerial variables that contribute to the manifestation of professional burnout among teachers. The research tools allowed to determine the causes of professional burnout, the presence of symptoms and signs, the level of exhaustion, depersonalisation and reduction. The analysis of the data obtained led to the conclusion that the complication of the conditions of professional activity due to the action of a system of sociological factors leads to an increase in the number of teachers with a pronounced degree of professional burnout, regardless of the level of the position held, while the dependence of the degree of burnout on the experience of teaching was established. The areas of professional activity that are most vulnerable to deformations and possible measures for the prevention and overcoming of the professional burnout syndrome are also identified. It has been established that the professional burnout of teachers negatively affects the quality of the educational process, leads to problems in the staffing of universities and requires the development of managerial decisions to optimise the educational environment in order to minimise professional risks and reduce the negative impact of factors on the health and activities of university teachers.

CREATION OF GENERALIZED MODEL OF EDUCATIONAL AND METHODOLOGICAL SUPPORT IN THE SYSTEM «REASONABLE ACT OF HIGHER EDUCATION» ON THE EXAMPLE OF SPECIALTY 193 «GEODESY AND LAND MANAGEMENT»

Now the trend of informatization and automation in various aspects of society is developing. Within the framework of this topic, an article was written highlighting the main ideas in the field of intellectual management of higher education institutions. Within the framework of this trend, models of system automation of constituent elements of management and functioning of higher education institutions in conceptual form are proposed. To do this, an analysis of the state of informatization of processes and phenomena in modern institutions of higher education. The main conceptual provisions of modeling of processes and phenomena of higher education institutions are offered in the work. Based on the analysis of the results of creating intelligent systems, which is called "smart objects", as well as the main trends in the construction and use of applied information technology in higher education, the idea of ​​creating a concept of modeling processes and phenomena in higher education. The main purpose of modeling is to combine the information technologies used in higher education and to create an intelligent information system "Smart Higher Education". Using the methods of aggregation and decomposition, the processes of functioning of a higher education institution are represented by a three-level system, in which information technologies of most types of support of the institution are distinguished. A generalized model of educational and methodological support has been developed. Using this model, an example of educational and methodological support of specialty 193 "Geodesy and Land Management" is presented. As a result, a semantic network was developed, built on the basis of models of disciplines of digital knowledge platforms of higher education. Such a network must meet the requirements of educational standards, in particular be isomorphic to the curriculum of the specialty and, ideally, have the property of transitive closure. And in the future the use of methods of decomposition and abstraction, as well as analysis of logical and heuristic models of knowledge representation led to the understanding that to formalize the functioning of higher education it is necessary to use topological formalities, including methods and representation of category theory. This mathematical apparatus will allow to abstract from insignificant and secondary elements of simulated objects and processes. Methods of system analysis, mathematical logic, heuristic methods were used to build models. The basis for formalizing the elements of the knowledge base of the intelligent system "Smart Institution of Higher Education" has been developed.

Functionality Performance of Information Systems in Higher Education Institutions

The goal of this research was to evaluate the performance of information systems in terms of functionality of the in-house developed and outsourced information systems of Higher Education Institutions (HEIs) in Samar, Philippines. A descriptive research design was used in order to obtain information on the performance of the information systems in terms of functionality. The technique employed for data collection was physical evaluation using an observation sheet. A total of thirteen (13) information systems were subjected to performance evaluation as there were thirteen HEIs from the different provinces of Samar Island that participated in the study. The overall results showed that the outsourced systems had better performance in terms of functionality since most of the indicators were completely existing and functional. On the other hand, the in-house systems have performed fairly with regards to the required features and functionalities of the system. The results of the study suggest that HEIs should acquire information systems that are completely functional, regardless of what acquisition method is adopted. Having information systems equipped with the required functionality features, the administrative and academic functions of HEIs are effectively and efficiently delivered.

Regional development dynamics: university-business cooperation strategies

In today’s world, with the globalisation process, the functions of higher education institutions have changed within the framework of new strategies and cooperation models. In this process, the potential of higher education institutions to increase local, regional, national and international development and competitiveness, especially through their innovation development capabilities, becomes increasingly important. Universities, within the framework of their education, research and innovation missions, have defined their role in regional development by developing other cooperation models. The most effective way of transferring the knowledge produced in the academic field to the production process is to provide university-business cooperation. The cooperation in question both ensures the rational use of scarce resources and constitutes the driving force of national and regional development. Higher education institutions reflect political, socioeconomic and cultural characteristics of the region. Universities have to respond to the opportunities presented in the regional context by developing research agendas that reflect these characteristics and to be the focal point of the regional innovation system and trigger the process. In this study, university business world cooperation models and the effects of these formations on the regional economy are examined.

Financing high education in the context of new challenges

This article analyzes the current system of financing higher education institutions and examines the world experience applied in other countries. Today's development of higher education financing is undergoing changes in connection with new challenges: the process of digitalization is intensifying; impact on the development of higher education during the pandemic and post-pandemic; the system of remuneration of scientists and faculty is undergoing changes; issues of grant financing are being reviewed; the role of universities in regional politics is changing.The main purpose of this study is to study the issues of financing education, a comparative analysis of foreign and domestic experience in this matter. Other sources of funding began to take precedence over the state. The dynamic development of new technologies, the urgent need to train qualified workers are leading the education system to transformation. An increasing number of universities are choosing an entrepreneurial direction, delving into the study of science – all this requires large financial investments. In connection with the above, taking into account all the listed new challenges, for the full functioning of higher education institutions and the training of highly qualified personnel, it is necessary to increase the cost of financing universities. Such new trends in the education of domestic universities as the establishment of partnerships between companies and universities, digitalization and innovation are transforming the usual model of a higher education institution. Universities need continuous development, changes in the educational process and the content of disciplines, the involvement of practitioners in training, large investments in the material and technical base of the university.The decline of government revenues have led to more efficient use of resources and scrupulous tracking of research outcomes, so governments prioritize rigorous outcome assessments for their funding, and privately funded research has clear goals.

It is important to create a modern management system capable of responding to dynamic changes in the outside world. This system should include taking into account the internal resources and needs of the institution. It is also important to develop educational and scientific processes in which employees can actively participate. This is vital, as the effectiveness of the functions of higher education institutions depends on it. The competitiveness of the higher educational institution of the company providing educational services is ensured by qualified innovative employees of the institution. This is due to the fact that most of the managerial responsibilities of higher education institutions involve the appointment of employees who meet the established requirements for their positions; assessment of their efficiency as employees; motivation and remuneration of employees. The motivation of employees to improve the quality of the work of teachers and scientists is one of the key components of the development of a higher educational institution. Management of motivation for the development of professional competence of scientific and pedagogical workers is based on adherence to a person-oriented approach. The factor of remuneration as one of the material means of motivation is effective if it performs not only a reproductive, but also a stimulating function. Therefore, in order to encourage highly qualified employees to work for many years in an educational institution, it is necessary to provide them with a competitive salary. Material rewards for high achievements in work should exceed the amount of compensation for the costs of educational and scientific activities in order to stimulate employees to further realize their own scientific and teaching potential. An important component of the motivational system is the style of management, according to which the interests of employees are prioritized for the needs of the higher educational institution, therefore management is aimed at harmonizing personal and organizational interests. Having satisfied the need for optimal working conditions, the employee seeks to satisfy higher needs, in particular, the need for recognition. Therefore, the determining aspect of motivation management in a higher educational institution should be the proportional dependence of the motivational reward (material or non-material) on the efforts made by the employee to achieve performance results. In the modern management of a higher education institution, it is important to use motivation as one of the effective ways to ensure personnel potential. By carrying out systematic measures of internal and external management motivation, the higher educational institution not only attracts highly qualified employees, but also ensures their interest in effective work in the institution. Effective management of labor motivation requires a complex, flexible and open system of labor motivation management. This is due to the fact that a flexible and open system is needed to harmonize and optimize the needs of both the teaching and research staff and the higher education institution. It is also necessary to achieve mutually beneficial development goals. Effective management of motivation is based on the creation of a wide range of intangible and tangible motivational tools. The article carries out a strategic analysis of the development of higher education in Ukraine in the context of balancing supply and demand in the labor market using the SWOT analysis method. The following strengths in the functioning of higher education institutions of Ukraine were identified: updating of higher education standards and national qualifications frameworks; changing approaches to learning; practice of dual form of education; introduction of new rules for assigning professional qualifications; improvement of higher education quality assessmentsystems; implementation of corporate strategic management practices in the Higher Education Institutions and approval of development strategies. At the same time, a number ofweaknesses,which are exacerbated by the challenges of the external environment, make it impossible to solve the problem of providing the labor market of Ukraine with specialists with the necessary professional qualifications. Despite European integration, which contributed to the strengthening ofstrengths, problems of providing the market with the necessary specialists can be traced in the practice of higher education institutions (lack of opportunities to finance innovative and research activities, duplication of training areas, excessive load on scientific and pedagogical staff, insufficient consideration of the interests and opinions of interested parties, weak feedback and its formality, etc.).
