The article describes the essence, composition, interpretation of the attractiveness of the investment climate and current trends in its management. The level of efficiency in managing the investment attractiveness of free economic zones was calculated using the correlation coefficients r(sp) of the Spearman level and ranked on the basis of an absolute rating scale. Also presented are proposals and recommendations for managing the attractiveness of the investment climate in free economic zones.

THE PLACE AND ROLE OF EXCHANGE PROGRAMS IN THE PROFESSIONAL DEVELOPMENT OF TEACHERS OF HIGHER EDUCATION INSTITUTIONS

The article is focused on the role of exchange programs in the professional development of higher education academics. Academic mobility is important for the personal and professional development of the academics, as it puts them in the conditions of analysis and resolution of life situations from the standpoint of their own and other cultures. Introduction. The domestic system of higher education is undergoing a path of renewal, aimed at the internationalization of higher education and cultural integration of teachers from different countries, improving the quality of higher education according to international educational standards. The integration of Ukraine's higher education into the world educational space and the consequent development of international human capital exchanges need to be modernized, including the system of academic mobility in the higher education system. Every year, academic mobility expands the number of participants, both at the expense of domestic and foreign higher education institutions. This trend allows Ukraine to face global economic challenges on the one hand, and on the other hand, the human capital of people who see prospects for further work abroad is being lost. Purpose. The purpose of the study is to determine the role of exchange programs in the professional development of a teacher of higher education Methods. Research methods. Theoretical and empirical research methods were used to solve the tasks. Theoretical: analysis, synthesis, classification, generalization, comparison. Results. It was found that academic mobility is a productive opportunity for a high school teachers independently form their own educational trajectory within educational standards, choose educational and scientific areas according to their abilities, create joint international projects and research programs. We found that the main factors hindering the development of international activities of higher education and, in particular, the academic mobility of teachers are the following: limited financial resources of educational institutions; significant differences in curricula and programs in the Free Economic Zone of different countries; poor language training of most teachers and staff of the university; insufficient level of development of teacher mobility; lack of bilateral agreements between countries; low popularity of scientific works of university staff abroad, etc Originality. The scientific novelty of the study is to highlight the search for ways to optimize in the process of difficulties in determining the possibilities of academic mobility; separation of professional knowledge, skills, the development of which provides academic mobility. Conclusion. We came to the conclusion that it is necessary to improve the development of intra-university regulatory and legal support for academic mobility, which must take into account the specifics of educational institutions. Thus, legislative and regulatory support for academic mobility should include updating state legislation on higher education and multifaceted support for academic mobility.

PECULIARITIES OF PHYSICAL EDUCATION CLASSES IN DISTANCE LEARNING

The issue of organizing the educational process in the distance format is one of the most actual in the last two years in the education sphere. Accordingly, this is due to the fact that there are a number of disciplines, which in turn require the direct presence of students, one of which is physical education. Given the above, it should be noted that the purpose of this work is to analyze the basic tools and mechanisms for the implementation of physical education classes in higher education, in the context of distance learning. To achieve this goal, the article used a list of methodological tools for research. Thus, an important role was played by functional and systemic methodological approaches, as well as the method of analysis and synthesis, the method of comparison, the method of analysis of scientific literature. The main results that were obtained directly as a result of the study are both theoretical and practical principles of organizing physical education classes for students in distance learning. Accordingly, at the beginning of the work the essence of the basic theoretical concepts of the researched question, and also their signs and properties were established. If we talk about the practical component, then it analyzes the main approaches and tools used by Ukrainian free economic zones at the moment. The practical value of the work certainly lies in the fact that it can be used by both teachers and students in addressing organizational issues related to the implementation of physical education classes in the fight against the COVID-19 pandemic.

ANALYSIS OF RATING SYSTEMS FOR EVALUATION OF COMPETITIVENESS OF HIGHER EDUCATION INSTITUTIONS

The rating systems of higher education institutions (hereinafter – HEI) has been researched in the article. It has been determined that today the rankings of universities are the most legitimate and unified methods of analysis of the competitiveness of free economic zones in the market of educational services. The key role of HEI as producers of new knowledge in the market in the conditions of intellectualization of economic processes has been substantiated. It has been described that in countries with market economies, competition in education is based on the same principles as in business. The quality of education and knowledge is a key competitive advantage of HEI in the market. Methods of comparison, abstraction, analysis, synthesis and graphical methods have been used in the research. A comparative analysis of the structure of the evaluation criteria of each of the ratings was conducted and it was determined which indicators have the most significant impact on the rating result. The analysis of knowledge quality indicators within each of the rating systems as exceptional and influential indicators in the knowledge economy have been conducted separately. The key problems of university rating have been identified: the asymmetry of the importance of the impact of different criteria in the direction of resource provision and capitalization of free economic resources; incomplete assessment of the quality of knowledge management (work with the knowledge repository, internal training, training of research and teaching staff, mobility of teachers and students); lack of indicators to assess the brand and image of the HEI in the market; the degree of use of digital technologies in education and indicators of the management system analysis as an organization (assessment of the level of bureaucracy and quality of internal business processes). As a result of the research, the author's approach to the assessment of the competitiveness of HEI has been proposed, which involves the categorization of educational institutions according to certain criteria and the development of indicators of free economic analysis for each category. Also, it has been proposed to expand the range of criteria for assessing the competitiveness of the Ukrainian HEI, taking into account the requirements of today. The results of the study have been aimed at improving the quality assessment system of education and analysis of the competitiveness of domestic higher education institutions, as well as improving the tools for assessing the quality of knowledge management in the implementation of these systems in educational institutions.

The article deals with the problem of theoretical substantiation of terminology and concepts related to gamification is considered, examples of theoretical interpretations of the concepts of "game", "gamification" in foreign and domestic sources are given, the difference between gamification and gaming is determined. Modern national education is a complex system of interconnected levels of education that has a unique ability to adapt to ever-changing conditions. Higher education is an area with high potential for the application of the concept of gamification. However, the use of elements of gamification in the teaching process in the Ukrainian segment of education is poorly understood. This is a fairly new innovative method of activating the educational potential of future technical specialists. Gamification can be considered a promising innovative means of improving the professional competencies of higher education. The introduction of gamification in the free economic zone requires improvement and practical testing for effective application in the educational process, for this purpose, the study of psychological and pedagogical aspects is relevant. In the field of education, the technology of gamification is gaining popularity as a simulation of the situation to solve problems of different levels of complexity. Gamification in free economic education has prospects for creating an information and educational environment that will promote the development of soft-skills. It is important to distinguish gamification from game-based learning (game learning). These terms may seem similar and interchangeable. The fundamental difference is how the game elements are integrated into the learning process. Game learning is a type of active learning in a game environment that has specific goals and measurable results. This is an activity in situations aimed at the reproduction and assimilation of educational experience. While gamification is the process of adding game elements or mechanics to an experience. In the process of gamification, game elements are differentiated from educational content. As a result, we get non-gaming learning activities using gaming principles. Unlike game learning, in which the game is an experience, in the process of gamification game components are integrated into traditional learning. Chinese smartphones in Latin America. Geographical and institutional bases of production

Latin America has been demonstrating steady growth of the smartphone market over the past two decades due to the “catching up digitalization” of the population. Against the background of this process, bypassing the classical stages of the development of telecommunication systems, financial technologies have flourished in the region, the 5G standard is being actively implemented. The low purchasing power of the population and the national business community contributes to the growing attractiveness of Chinese smartphone brands and production chains with Chinese participation. Thus, Latin America is the most important supplier of traditional metal resources for Chinese manufacturers of smartphones and their components. In recent years, there has been a trend with the placement of smartphone production directly in Latin American countries (Argentina, Brazil) in order to compete with brands from Japan, the Republic of Korea, the USA and Europe. Due to serious competition the penetration of Chinese manufacturers into a new market requires a new territorial organization of production. An analysis of the placement of Chinese smartphone assembly factories in Latin America over the past 10 years has shown two geographical production models. The Brazilian model assumes the placement of production facilities in densely populated industrial clusters with an emphasis on the use of skilled labor and the organization of a full production cycle directly by the Chinese brand. The Argentine model focuses on the preferences of free economic zones and only the final assembly of smartphones by local firms without an exclusive contract.

NATIONAL THESAURUSES OF SUBJECT BRANCHES AS AN IMPORTANT TOOL OF PROFESSIONAL SPEECH TRAINING OF FOREIGN STUDENTS IN INSTITUTIONS IN INSTITUTIONS

The article considers the importance and necessity of formation and use of Ukrainian-language specialized thesaurus resources in various fields, which will act as an effective tool for professional speech training of foreign students in higher medical institutions not only in basic higher education, but also in new continuing education, education (for life). The urgency of accelerating work on the creation of national Ukrainian-language thesauri of both general and professional orientations, which is due to further integration processes, when domestic free economic zones are included in the training of specialists for the global labor market. Therefore, it is necessary to create a national Ukrainian-language thesaurus, which must be adapted and / or identical to global thesauri (today English-language thesauri are quite common for the world labor market and the world educational space). There is a further increase in intersectoral relationships that increase the lexical and semantic load on existing dictionaries, words, and terms, as well as the growing number of new words, terms and definitions in terms of entering the digital (cybernetic) component in all areas. In addition, the number of bilingual foreign students is growing every year, who, in addition to the national language, also speak English, which increases the level of their competencies. That is why it is necessary to compile English-Ukrainian explanatory dictionaries of professional terms in various fields, which on the one hand will improve the adaptation of foreign students to Ukrainian-language vocational education, and on the other hand, will promote the formation of Ukrainian-language professional thesaurus in the context of world thesauri. Concerning the medical field, first of all it is necessary to take measures to ensure that the multilingual MeSH (Medical Subject Headings) thesaurus also becomes Ukrainian-speaking and has open access for the entire medical community (education, science, broadcasters, professionals) online. In addition, this resource can be taken as a basis, creating additional thesauri at the national level, where the rights to them will be for our country, which will allow free use of available resources. In addition, it is necessary to unite the efforts of domestic scientists (broadcasters, professionals) to create a Ukrainian thesaurus in professional areas of high quality and deep content.

Ukrainian Maritime Policy: Stranded in a Transit

Some aspects of the formation and realization of the modern maritime policy of Ukraine have been defined in the article. Its legal basis has been considered, its changes and updates have been monitored. The possibility and the ability to develop the documents of long-term planning in the maritime industry have been noted. At the same time, the belatedness and the lack of actual mechanisms for ensuring the execution of their norms lead to a stagnation of systemic reforms and a comprehensive update of public administration of the sphere. The attention is focused on the importance of a systematic approach to the transformation of legislative and law enforcement practices in the sphere of maritime and port activities in Ukraine, ensuring stability and continuity in their administration. The positive and negative practices in the exercise of powers by some subjects of realization of the maritime and port policy of Ukraine have been described. The pernicious practice of distance and situational intervention of a state in solving problems of the maritime and port industries as a strategic component of its political, social, and economic stability has been emphasized. Author suggest that introduction of modern methodology, such as maritime spatial planning may have positive impact on the effectiveness of Ukrainian maritime policy. When considering the development of the coastal regions as one of the directions of the maritime policy of Ukraine, it has been noted the advantages of creating and functioning the free economic zones in them. The characteristic of the experience of creation and work, as well as the specifics of such forms of trade facilitation (the preferential legal and financially-economic regimes, the presence of a particular specialization of entrepreneurial and investment activities, etc.), shows the economic expediency of granting such status to the port cities and the coastal regions. It has been noted that the free economic zones today are an active means of state policy, capable equally of reanimating depressed territory and giving an additional impetus to the regional points of growth.

FOREIGN EXPERIENCE OF SOLVING CURRENT PROBLEMS OF THEORY AND PRACTICE OF HIGHER FORESTRY EDUCATION

The article summarizes the foreign experience in solving current issues of theory and practice of higher forestry education. Their educational institutions still pay great attention to compiling lists of the most appropriate disciplines for inclusion in the “ideal” educational programs rather than the importance of the educational process itself. The main problems of traditional forestry education and innovative achievements in the European Union in comparison are highlighted. It is proved that forestry education in Morocco has a number of advantages, that are directly related to the centuries-old scientific culture of the country’s forestry, its national and international openness, as well as significant human and technical potential. The author highlights that radical changes in educational systems, as well as in the professional activities of forestry professionals occur in those countries where forest resources are managed, in accordance with the needs of society and the environment. It is expected that the development of research and educational programs in the Free Economic Zone will be carried out faster than planned, as universities are catalysts for both horizontal and vertical interaction between organizations at different levels, thus transforming into innovation incubators. In connection with the above, the directions of forestry education are proposed, which are generalized on the basis of studying foreign experience. It is proved that in Ukraine forestry education is more focused on a broad systematic understanding of worldview and cultural aspects, the acquisition of professional knowledge, while foreign forestry education is focused on practical actions and ethical aspects. We see prospects for further research in studying the problems of training future forestry professionals for professional activities.

IMPROVEMENT OF VOCATIONAL GUIDANCE WORK BY SPECIALTY “ARCHITECTURE AND URBAN PLANNING”

The work is devoted to the improvement of career guidance work in the specialty "Architecture and Urban Planning". Research objectives: 1. To study and generalize knowledge and experience on the organization of career guidance work. 2. Investigate the patterns of formation and development of thinking at different ages. 3. Summarize the data on career guidance work in the specialty "Architecture and Urban Planning" at the Dnieper State Academy of Civil Engineering and Architecture. 4. To substantiate the peculiarities of the organization of early career guidance work taking into account the laws of formation and development of different ages children thinking. The study was conducted by summarizing a number of theoretical provisions of various scientific concepts and practical experience, as an information base used official data published in the scientific literature. Conclusions. The particularity of the specialty "Architecture and Urban Planning" requires early specialization of future potential applicants for higher education, as well as the acquisition and improvement of certain skills from an early age. Early career guidance in the specialty "Architecture and Urban Planning" is the key to successful entry into the Free Economic Zone, as well as obtaining a specialty that meets the individual characteristics of the child and the maximum professional realization in future work. As a means of early career guidance, in full, should be used as a means of informing potential applicants, as well as training and selection measures for innate (features of thinking, channel perception activity) and acquired skills. Taking into account the sensitive periods of the child's development, during the organization of cognitive activity, significantly reduces the burden on the child and reorients educational activities to meet the relevant needs of certain functional systems during their formation and development. In order to save costs in the system of "learning − acquisition of knowledge" career guidance work associated with the development of certain abilities, it is desirable to conduct mainly in the relevant sensitive periods, taking into account the stages of formation and development of thinking.

RESEARCH OF THEORETICAL ASPECTS OF DEVELOPMENT PROFESSIONAL EXPECTATIONS OF FUTURE PROFESSIONALS

Problem statement. Freelance teachers are often faced with the fact that students who study in a particular specialty for four or six years, after graduation go to work in another specialty or master another profession. This situation, or rather the problem of so-called "staff turnover", is especially characteristic of technical specialties. And it does not matter whether the student is studying under a contract, whether he occupies a state budget place, whether the student is successful in his studies, or belongs to those who are constantly absent from class and have academic debts. In our opinion, the study of the causes of such issues, which is characteristic of the Free Economic Zone in Ukraine, is an important and insufficiently studied task from a theoretical and practical point of view. A large amount of scientific psychological and pedagogical research is devoted to the study of motives for choosing a specialty and future profession, the topic of motivation of modern youth in general, the study of professional interests of high school students, experimental research on career guidance. But there is very little theoretical and practical work aimed at studying the reasons for choosing a profession that does not correspond to the educational specialty. Purpose of the article is to analyze the problem of studying the professional expectations of students, as well as to investigate the psychological characteristics of young people as a subject of study and the factors influencing young people's choice of specialty and future profession in the process of their education in Institutions of higher education (IHE). Conclusions. Analyzed: psychological features of students as subjects of study; the meaningful nature of students' choice of their professional path; factors influencing young people's choice of specialty and future profession; psychological features of successful mastering of knowledge during training in IHE; psychological components of the student's cognitive activity - motives, interest, attention, memory, volitional and emotional processes; problems of professional career realization as an element of self-realization and human self-development; components of emotional and evaluative attitude of students to the future profession; functions that fulfill professional expectations in the life of the individual; signs of the content of professional expectations.

The view of scientific and pedagogical workers on the peculiarities of the formation of health-preserving competence in the conditions of the COVID-19 pandemic among bachelors of humanities and pedagogical faculties

The view of scientific and pedagogical workers on the peculiarities of the formation of health-preserving competence among bachelors of humanities and pedagogical faculties in the conditions of the COVID-19 pandemic. The relevance of the research topic is due to the fact that the last few years of education, and in the humanities and pedagogy in particular, due to the need to implement this process remotely and in mixed form due to the global pandemic associated with COVID-19. This causes certain objective difficulties (high-quality Internet connection for the implementation of distance learning; operational interaction of all participants in the educational process on the platforms Moodle, E-Learn, etc.) and ambiguous attitude to the quality of competencies formed by students and researchers. pedagogical staff of higher education institutions. Purpose: to determine the current state of the formed health-preserving competence with the use of pedagogical technologies in bachelors of humanities and pedagogy in the pandemic COVID-19 (according to a survey of research and teaching staff of the Free Economic Zone of Ukraine). The results of the survey show that only about 30% of the surveyed participants are completely satisfied with the level of physical health and physical fitness of future bachelors; about 50% of respondents consider it effective to conduct on-line classes and consultations for students in order to form a health- preserving competence with the use of pedagogical technologies; no more than 30% of teachers are completely satisfied with the level of health-preserving competence, taking into account the peculiarities of their future professional activity in future bachelors of humanities and pedagogy.

Developing the creative design skills of students of the specialty "Professional education. Tourism" as a condition for the training of a new generation specialists

The subject of research is the formation of skills of creative design in specialty. “Tourism ". The aim of the article is to develop a universal design algorithm, the study and application of which would guarantee a high level of assimilation of necessary information, development of creative abilities of students and mastering skills of similar projects. The task of the research is to analyze the professional training of service specialists, to expand the educational and methodological support of tourism specialist training, to propose a new algorithm of investment design for the tourism sector. Research methods. The following general and specific scientific research methods were used in the research process: system approach, methods of logical generalization and comparison, scientific abstraction, methods of synthesis, logical generalization and analogies and foreign scientists and leading experts, analytical materials on the research problem. Results of work. The analysis of professional training of service specialists has been carried out, the educational and methodological support of tourism specialist training has been expanded, a new algorithm of investment design for tourism has been proposed. The obtained results of the research can be used by the educational departments of the Free Economic Zone of Ukraine to expand educational and professional programs, educational complexes, curricula and work programs. Conclusions: It was found: the implementation of the investment component in modern tourism education requires future professionals in the field of tourism knowledge and skills to develop investment projects, an important factor in the effectiveness of which is favorable for professional self-realization of future professionals; a set of unresolved problems of tourism education related to the readiness of specialists to create and implement investment projects, in particular, in terms of goals, content, learning technologies; the author's position is substantiated that the basis of the content of training of future tourism specialists should be design activities as such, which allows to reveal their creative potential and be embodied in a specific tourism product.

Peculiarities of Higher Education Establishments Positioning on the Educational Services Market

The purpose of the study is to identify the features of the Higher Education Establishments (HEEs) positioning in the educational services market. Research Methodology. In order to effectively achieve the goal of the study, the author used an analytical method, which allowed to analyze and determine the features of the free economic zones positioning in the market of educational services. Scientific Novelty. The peculiarities of a Higher Education Establishments positioning on the market of educational services are revealed, the process of strategy development and conditions of effective positioning of free economic education is considered. Conclusions. Positioning is one of the key strategic decisions made while working in the education market. It ensures consistency and consistency of all operational decisions and actions, which allows forming an unambiguous market perception of the offer of Higher Education Establishments (HEEs). In modern conditions, when Higher Education Establishments are forced to work in market conditions, to compete for applicants, they should use strategies that allow them to be more competitive and efficient. This is the appeal to the use of market strategies, especially positioning strategies. However, positioning is not possible without the use of communication strategy, because in a wide range of educational services, the requirements for communication activities of the Higher Education Establishments are growing. The current situation has significantly affected the quality requirements for the educational process on the part of educational services consumers: the claims of entrants and students to the Higher Education Establishments have increased. Applicants are interested in the rating of Higher Education Establishments among the similar, the high-quality level of higher education. Applicants, as a rule, actively respond to the demand for specialists in the labour market. The greatest demand is for a limited number of priority specialities, the rating of which reflects the social processes in society indicates the prestige of some and the low popularity of other professions. Competition is growing, those who can flexibly respond to the demand for educational services and a high level of satisfaction of the educational needs of the individual survive. In this situation, it is considered necessary to consider the processes of positioning Higher Education Establishments as an element of communication strategy in the market of educational services.

Digital and Technological Support of Distance Learning at Universities under COVID-19 (Case of Ukraine)

The crisis of COVID-19 and the lockdowns announced in all countries of the world in early 2020 affected all people and areas of the economy, including education. In this regard, universities around the world were quickly forced to transform the educational process into a distance format. Thus, the article analyses the advantages and disadvantages of distance learning and teaching for students, as well as the peculiarities of the response of universities to actual challenge. The article presents the results of scientific-theoretical and applied research on the problem of providing distance learning at a high-quality level. The authors used the case of Taras Shevchenko National University of Kyiv, which was one of the first in Ukraine in 2020 to introduce a powerful distance educational platform “KNU Online”. The scientific novelty of the study is that the authors analysed the current state of higher education in a pandemic and made a forecast of possible changes in the market of educational services using ICT. In addition, in the period of turbulence, the processes are analysed, when free economic zones are actively inclined to find innovative ways to increase their own level of competition and provide educational services on quality and continuous basis. It is proposed to use the case “KNU Online” as a good practice to obtain all the necessary range of educational services in the most accessible and convenient way.

An Evaluation Model for Foreign Direct Investment Performance of Free Trade Port Zones

With the tendency of internationalisation and globalisation, signing regional economic agreements among multiple countries has become a trend. Under such an integration environment, some free economic zones with port transportation functions have become crucial for FDI (foreign direct investment) investors in selecting investment locations. The free trade port zone (FTPZ) is argued to be one of the most well-known. This paper aims to assess the FDI performance of FTPZs. On the basis of the FTPZ's features and relevant literature, assessment criteria (ACs) are initially identified. An evaluation model based on the fuzzy AHP (Analytic Hierarchy Process) approach is then introduced to evaluate the FTPZs' FDI performance from foreign investors' viewpoints. Finally, the FTPZ of the Kaohsiung port in Taiwan was empirically investigated to verify the assessment model. Results point out that for the FTPZ of Kaohsiung port, ACs with higher priorities needing improvement are raw material acquired, local government efficiency, and political stability and social security. Theoretical and practical recommendations for the FTPZ managers are discussed based on the results.

The following forms of innovative seminars that will promote the professional growth of undergraduates while studying in higher education are characterized: seminar-extended conversation, seminar-report (message), discussion of abstracts and creative works, annotated reading, seminar-problem solving, in the form of a TV program, seminar-debate (discussion), seminar-conference, seminar-press conference, problem seminar, seminar-auction, seminar-quiz, seminar-competition (tournament), webinar.
 Analysis of the most popular types of seminars allows us to talk about the crucial role of the teacher's creative approach to the process of their implementation. Such creative seminars are received with interest by masters of the educational program "Higher School Pedagogy", because they, as future teachers of free economic education, professional higher education will introduce the same organizational forms of learning in future professional activities. At the same time, holding such seminars will promote the professional growth of undergraduates while studying in the Free Economic Zone.
