VOCATIONAL EDUCATION IN PEREYASLAV IN THE EARLY TWENTIETH CENTURY: CONTENT AND MAIN ACTIVITIES IN THE CONTEXT OF THE DEVELOPMENT OF NATIONAL EDUCATION

A retrospective analysis of professional education development and formation of Pereiaslav at the beginning XX century was made in this article; the development of commercial school of Pereiaslav at the beginning XX century, vocational technical training was studied on the archive recording and egghead paperback research and analysis ground. Descriptive information: history, professional education, Maecenas. The history of professional education development and formation is an essential part of national history.Taking into account modern educational reforms in Ukraine the interest in analyzing the background and development of vocational technical training increased. A huge majority of scientists` works concerning branch education and research affairs issues can serve as evidence.Pererva V., Seiko N., Berezivska L., Kazmyrchuk G., Kazmyrchuk M. and others are engaged in problems of foundation and direction of commercial education in Ukraine. Sikorcriy M., Filonenko N., Gozkalo G., Nabok L., Troncko T. and others are engaged in problems of foundation and direction of commercial education in Pereiaslav at the beginning XX century.At the second part of XIX century after the abolition of serfage the developing industry was requiring skilled workers; and a lot of forward-minded people from different sections of the community were realizing the necessity in training of an educated man. The development ofcapitalism stimulated increasing of the commercial schools. Different ministries were opening their educational establishments: the Ministry of Local Education was opening teachers` seminaries, the Ministry of Agriculture was opening veterinary schools, and the Ministry of War was opening cadet corps, military specialized schools, and academies. The handicraft classes were opened in rural schools. Special handicraft schools were organizing.At the second part of XIX century some positive changes came into formation of commercial education: the foundation of professional education was laid, the secondary school teaching no classics was created, and the number of special education establishments was opened. The educational establishments existed thanks to money of private individuals, because state educational support was not enough. Representatives of Pereiaslav elite and industrialists paid a lot of attention to the development of the commercial education system. The best features of former entrepreneurial elite were embodied in their public activities.The study of the origins of the historical experience of the development of education at the regional level has not only scientific and cognitive, but also applied significance. The analysis of regional features of the development of national education provides an opportunity to understand the processes and phenomena that occur today in the educational environment and are caused by changes in the social and economic life of our country.

A simplified interpolation algorithm for the numerical simulation of the consolidation in composite foundation containing group of stone columns

Based on Biot consolidation theory, a simplified interpolation algorithm under the finite element method and a corresponding modeling method for group of stone columns are proposed to solve the consolidation simulation problem of composite foundation containing group of stone columns. The correctness of the modeling method and computational program is confirmed by comparing the results from the unit cell model with those from axisymmetric model and analytical solution. Subsequently, the composite foundation model is used to verify the accuracy of this method in calculating the settlement change and consolidation time under load for composite foundation containing group of stone columns. Compared to detailed modeling, this method gets satisfactory results with simpler modeling and less computation time. In comparison to homogenization method, this method offers better computational accuracy and enables the stress analysis of stone column. Additionally, discussions on mesh sensitivity, number of stone columns and the influence of the upper structure provide guidelines for the application of this method in practical engineering projects.

Monetary Policy and Inflation Expectations in Brazil: From 2005 to 2022

The Focus Report prepared by the Central Bank of Brazil summarizes the statistics calculated from market expectations, such as inflation expectations for the next four years that are weekly collected. The report shows the evolution of these data using graphs and weekly projections for price indices, economic activity, and exchange rates. However, the expectations of households and firms regarding the future of inflation, which are determinants for current inflation, go beyond problems of theoretical and empirical foundation. Thus, the research question addressed in this study is as follows: Do expectations of inflation measured by the Focus Market Report explain inflation measured by the CPI in Brazil? To answer this question, we compare expected and actual inflation data and analyze the correlations between them. This research is important because part of the argument for increasing the basic interest rate in the Brazilian economy is based on data from the Focus Report, which may contain forecasting errors, thereby resulting in monetary policy mistakes. The research methodology consists of contrasting data on monthly expectations with actual inflation rates and assessing the correlations between them.

Employing deep learning in crisis management and decision making through prediction using time series data in Mosul Dam Northern Iraq.

Specifically, Iraq is threatened in its second-largest northern city, Mosul, by the collapse of the Mosul Dam due to problems at the root of the dam, causing a wave of floods that will cause massive loss of life, resources, and public property. The objective of this study is to effectively monitor the level of dam water by predicting the level of water held by the dam In anticipation of achieving flood stage and breaking the dam, and supporting its behavior through formation 14-day time series data to predict seven days later. Used six deep learning models (deep neural network (DNN), convolutional neural network (CNN), convolutional neural network long short-term memory (CNN-LSTM), CNN-LSTM-Skip and CNN-LSTM Skip Attention) that models were trained to predict the water level in the dam; these levels of being under surveillance and prepared In case of danger, alert people to potential flood threats depending on the dam's water level. These time series were created from the actual data sets of the dam; it's a fundamental historical reading for 13 years (1993-2006) of the water level stored in the Mosul dam and was adopted in coordination with the Iraqi Ministry of Water Resources and the Centre for Research on Dams and Water Resources at Mosul University. The methodology applied in this study shows the model's performance efficiency and the prediction results' low error rate. It also compares those practical results to determine and adopt the performance-efficient model and a lower error rate. The comparison of these results proved the accuracy of its results, and superior to the CNN-LSTM model, it has the highest ability to perform through high accuracy with MAE = 0.087153 and time steps = 0 s 196 ms/step and loss = 0.00067. The current study demonstrated the ability to predict the water level in Mosul Dam, which suffers from foundation problems and may collapse in the future. Therefore, the water level in the dam must be monitored accurately. It also aims to test the effectiveness of the six models proposed in this study after evaluating their performance and applying the prediction process within a scenario to obtain predictive values after 14 days. The results showed the practical effectiveness of the hybrid CNN-LSTM model in correctly and accurately obtaining predictive values within the integrated framework of the required scenario. The study concluded that it is possible to enhance the ability to monitor and identify the potential risk of Mosul Dam at an early stage, and it also allows for proactive crisis management and sound decision-making, thus mitigating the adverse effects of crises on public safety and infrastructure and reducing human losses in areas along the Tigris River.

Study of Flow Characteristics and Anti-Scour Protection Around Tandem Piers Under Ice Cover

The impact of an ice-covered environment on the local flow characteristics of a bridge pier was studied through a series of flume tests, and the dominant factors affecting the scour pattern were found to grasp the change laws of the local hydrodynamic characteristics of the bridge pier under the ice cover. At the same time, because the scour problem of the pier foundation is a technical problem throughout the life-cycle of the bridge, to determine the optimal anti-scour protection effect on the foundation of the bridge pier, active protection scour plate was used to carry out scour protection tests, and its structural shape was optimized to obtain better anti-scour performance. The test results show that the jumping movements of sediment particles in the scour hole around the pier are mainly caused by events Q2 and Q4, which are accompanied by events Q1 and Q3 and cause the particle rolling phenomenon, where Q1 and Q3 events are outward and inward interacting flow regimes, and Q2 and Q4 events are jet and sweeping flow regimes, respectively. The power spectral attenuation rate in front of the upstream pier is high without masking effects, while strong circulation at the remaining locations results in strong vorticity and high spectral density, in particular, when the sampling time series is 60 s (i.e., f = 1/60), the variance loss rates under ice-covered conditions at the front of the upstream pier, between the two piers, and at the tail end of the downstream pier are 0.5%, 4.6%, and 9.8%, respectively, suggesting a smaller contribution of ice cover to the variance loss.

A cooperative task assignment framework with minimum cooperation cost in crowdsourcing systems

Crowdsourcing provides a new problem-solving paradigm that utilizes the intelligence of crowds to solve computer-hard problems. Task assignment is a foundation problem in crowdsourcing systems and applications. However, existing task assignment approaches often assume that workers operate independently. In reality, worker cooperation is necessary. In this paper, we address the cooperative task assignment (CTA) problem where a worker needs to pay a monetary cost to another worker in exchange for cooperation. Cooperative working also requires one task to be assigned to more than one worker to ensure the reliability of crowdsourcing services. We formalize the CTA problem with the goal of minimizing the total cooperation cost of all workers under the workload limitation of each worker. The challenge is that the individual cooperation cost that a worker pays for a specific task highly depends on the task distribution. This increases the difficulty of obtaining the assignment instance with a small cooperation cost. We prove that the CTA problem is NP-hard. We propose a two-stage cooperative task assignment framework that first assigns each task to one worker and then makes duplicate assignments. We also present solutions to address the dynamic scenarios. Extensive experimental results show that the proposed framework can effectively reduce the cooperation cost.

Applying a community-engaged participatory machine learning model.

Although predictive algorithms have been described as the definitive solution to bias in health care, machine learning techniques may also propagate existing health inequities within the community context. However, there may be ways in which machine learning techniques can help community psychologists, public health researchers and practitioners identify patterns in data in a way that empowers improved outcomes. Incorporating community insight in all stages of machine learning research mitigates bias by positioning members of underrepresented communities as the experts of their lived experiences. As community psychologists already prioritize community-based participatory practices, we propose three core guiding principles for a community-engaged participatory model for research using machine learning techniques: shared decision-making, reflexivity and structural humility, and flexibility and adaptability. Guided by these three principles, we emphasize grounding priority setting, problem formation, model assumptions, and interpretation of the resulting algorithmic patterns in the truths born from the lived experiences of people closest to the problem. We also suggest opportunities for bidirectional and mutually empowering partnerships between algorithmic scientists and the communities to which their algorithms will be applied. Inclusion of community stakeholders in all stages of machine learning for health research provides an opportunity to develop algorithms that are both highly effective and ethically grounded in the lived experiences of target populations.

Pipe piles and split-cables: reinforcing weak mine pits

To mitigate the instability problem of heavy equipment foundations in deep coal mine chambers under high geo-stress, this study proposes a combined reinforcement strategy for foundation pits, which are mainly composed of pipe piles and split-level vertical cables. The weak rock mass around the pit is reinforced using combined cables and grouting. The split-level-arranged cables with different lengths improve the tensional strength of the rock mass, whereas the pipe pile at the pit corner can enhance the shear strength. The overall performance of the structure in terms of bearing capacity can be significantly enhanced by pouring pipe piles to integrate them and the pump foundation to form a cohesive structure. Both the foundation integrity and foundation pit strength can be improved by stepwise support technology. Finally, an improved reinforcement strategy is implemented in a deep-pump chamber in the Huainan mining area. The monitoring results indicate that the foundation pit stability was successfully controlled and floor cracking and tilting of the pump foundation were avoided by using the improved support method.

The article deals with the peculiarities of sociological views on the nature and role of elite strata in society of one of the outstanding Russian thinkers N. I. Kareev. His work and methodological positions defended by him cause ambiguous assessments among researchers of different scientific schools and directions. In his works he touched upon quite important and relevant problems of methodological foundations and principles of development, as well as the role of sociology, its interaction with other humanitarian and social sciences, first of all, history, scientific foundations of the theory of progress, the essence of social and historical process, social activity and the role of personality in these processes. The elite problematics was one of the important directions in his research. Declaring the principles of scientific analysis peculiar to positivism, but at the same time not refusing to use some other approaches, including some ideas of the subjective school in sociology, he presents his vision of the nature of the elite. Also, like one of the founders of the theory of elites V. Pareto, he identifies and characterizes two basic elite strata – the ruling elite and the stratum deprived of power, but having important social indicators, comprising heterogeneous groups of outstanding political figures, heroes, and major political personalities. This paper also draws attention to the analysis of the basic characteristics of the elite and the conditions of its reproduction. It is noted that developing the humanistic, value (meritocratic) approach, N. I. Kareev pays attention to such an important factor in the reproduction of elites as education.

Efficient Hyperdimensional Computing With Spiking Phasors.

Hyperdimensional (HD) computing (also referred to as vector symbolic architectures, VSAs) offers a method for encoding symbols into vectors, allowing for those symbols to be combined in different ways to form other vectors in the same vector space. The vectors and operators form a compositional algebra, such that composite vectors can be decomposed back to their constituent vectors. Many useful algorithms have implementations in HD computing, such as classification, spatial navigation, language modeling, and logic. In this letter, we propose a spiking implementation of Fourier holographic reduced representation (FHRR), one of the most versatile VSAs. The phase of each complex number of an FHRR vector is encoded as a spike time within a cycle. Neuron models derived from these spiking phasors can perform the requisite vector operations to implement an FHRR. We demonstrate the power and versatility of our spiking networks in a number of foundational problem domains, including symbol binding and unbinding, spatial representation, function representation, function integration, and memory (i.e., signal delay).

THE ROLE OF CONSCIOUSNESS IN ELECTORAL BEHAVIOR: PHILOSOPHICAL ANALYSIS

The publication examines the problems of the philosophical foundations of elections, the concept of physicalism, where consciousness-body is studied, which in the philosophy of consciousness has a decisive fact. In modern philosophy of elections, the philosophical aspect is considered - consciousness and the monistic-ontological thesis - physicalism, which allows us to explain the fact that everything that exists is physical or appeared as a derivative of the physical. The concept of physicalism is a position in the philosophy of mind. Consciousness in physicalism exists without an independent ontological status, then it is derivative and connected with the human brain and is also connected with methodological naturalism. The social psychological theory of voter behavior and the theory of rational political choice attempt to explain voting behavior. It can be assumed that such a concept of synthesis of the experience of studying the immature practice of elections and already established theoretical thoughts about them could be a model of behavior of voters and candidates. This could be the dialectic of freedom and necessity of the philosophy of the rational communication model.The philosophy of the rational communication approach considers the following sequential images: a communicative person, a logical person, a rhetorical and dialogical, dialectical person. There are also three levels of development of the electoral process - logical, rhetorical (subject-object) and dialogical (subject-subject). The philosophical approach views rationality as a dynamic system consisting of logical, rhetorical and dialogical levels. In studies of the politics of legal philosophy, the problem of electoral behavior occupies an important place. These studies examine the consciousness and behavior of the electorate, which are important to the electoral process of electoral philosophy.

Do Multimodal Large Language Models and Humans Ground Language Similarly?

Abstract Large Language Models (LLMs) have been criticized for failing to connect linguistic meaning to the world—for failing to solve the “symbol grounding problem.” Multimodal Large Language Models (MLLMs) offer a potential solution to this challenge by combining linguistic representations and processing with other modalities. However, much is still unknown about exactly how and to what degree MLLMs integrate their distinct modalities—and whether the way they do so mirrors the mechanisms believed to underpin grounding in humans. In humans, it has been hypothesized that linguistic meaning is grounded through “embodied simulation,” the activation of sensorimotor and affective representations reflecting described experiences. Across four pre-registered studies, we adapt experimental techniques originally developed to investigate embodied simulation in human comprehenders to ask whether MLLMs are sensitive to sensorimotor features that are implied but not explicit in descriptions of an event. In Experiment 1, we find sensitivity to some features (color and shape) but not others (size, orientation, and volume). In Experiment 2, we identify likely bottlenecks to explain an MLLM’s lack of sensitivity. In Experiment 3, we find that despite sensitivity to implicit sensorimotor features, MLLMs cannot fully account for human behavior on the same task. Finally, in Experiment 4, we compare the psychometric predictive power of different MLLM architectures and find that ViLT, a single-stream architecture, is more predictive of human responses to one sensorimotor feature (shape) than CLIP, a dual-encoder architecture—despite being trained on orders of magnitude less data. These results reveal strengths and limitations in the ability of current MLLMs to integrate language with other modalities, and also shed light on the likely mechanisms underlying human language comprehension.

Utilization of the DJI Phantom 3 Advance Quadcopter Type Drone Vehicle for Area Mapping of the Samarinda State Agricultural Polytechnic Campus

This research is motivated by the fact that currently remote sensing technology continues to develop, both in terms of data collection and processing. This is characterized by the existence of data collection techniques using unmanned aerial vehicles for aerial photo mapping. The advantage of using this technology is that it is effective and efficient both in terms of time and human resources for mapping in areas that are not too large. Another advantage is that it can produce clearer photos, because the plane's flying height is below 400 meters above ground level so that during the shooting process there is no cloud interference. The aim of this research is to create an aerial photo map at the Samarinda State Agricultural Polytechnic, validate objects in aerial photos and in the field, and provide information about the area, boundaries and topography of the Samarinda State Agricultural Polytechnic campus area. The implementation of activities and research objects is the Samarinda State Agricultural Polytechnic campus area. This research uses a small format aerial photo mapping method using a Quadcopter, making it easier to determine where to start taking off and landing. With a Quadcopter vehicle, grounding problems are no longer an obstacle. The research results showed that photography carried out with a Quadcopter at a height of 200 m above the ground produced an area of 28.17 Ha and a spatial resolution of 8.40 cm/pixel. The validation results in aerial photos and in the field using drones have a small difference between 0-4 cm with an average of 1.625 cm/photo. From the digitization results of campus objects, there are 30 objects on campus with a total area of 2.67 Ha. As for the topography results in the campus area, the highest point is 107.5 meters above sea level and the lowest point is 60 meters above sea level.

Examining Nursing Students’ Interest and Performance in Chemistry in Nigeria Colleges of Nursing Sciences: Emerging Issues

Nurses require a good understanding of chemistry as a result of the interrelationship of many chemistry concepts with nursing both in the classroom and in applications hence, the indispensable nature of chemistry to nursing. However, most nursing students have consistently found chemistry as one of their major nightmares in the course of their studies. This is evident in their performances and interest. This paper aims to critically examine the causes of the increasing decline in nursing students’ interest in chemistry in Nigerian nursing colleges in relation to how they are negatively impacting in their chemistry performances. The paper relied on both primary and secondary sources and on careful analysis found out the major challenging issues as: foundational problems, unqualified candidates/ examination malpractice, faulty/fraudulent admission procedures, lack of laboratories/learning materials and the ease of cross border migration. While the problems obviously maybe more than as elucidated, in chatting a way forward, some strategies suggested as recommendations include proper result verification process, guiding the students through the use of problem-solving skills, the provision of well-equipped laboratories and the adoption and the implementation of digital mode of teaching and learning. Even though they may not be exhaustive, but they have been carefully chosen as highlighted and would go a long way to help if fully implemented.

A behavioral study of capacity allocation in revenue management

We investigate how human decision-makers handle the two-class capacity allocation problem—a foundational revenue management problem and a cornerstone for more sophisticated scenarios. We consider the problem with ordered and unordered arrivals, and then introduce a simplified version with single up-front decision. We explore the decisions across two price ratios, symbolizing heterogeneous vs. more homogeneous customer bases. We find that decision-makers ineffectively allocate capacity, resulting in suboptimal revenues and underutilization of RM potential. Theoretically, the decision-making format for the capacity does not matter, whereas we find that decision-makers set higher protection levels when making an up-front decision rather than sequential decisions and earn higher revenues for heterogeneous customers. Decision-makers perform poorly in sequential decision-making, and heuristics can be useful in improving performance. Moreover, we observe several regularities in decision-making. With higher customer heterogeneity, decision-makers tend to accept customers who would have been declined by the optimal policy, indicating they are less demanding. Conversely, with more homogeneous customers, they tend to turn away customers who would have been accepted by the optimal policy, implying they are more demanding. Lastly, we investigate whether the decision-making is affected by feelings of regret and find strong effects for both winner’s and loser’s experienced regret.

The professional activity of a journalist has a clearly expressed value character, reflecting the ideological and ethical principles of this field. This article analyzes the following values of journalism: 1. The principle of humanity, based on humanistic ideals and responsible attitude towards people. 2. The principle of truthfulness, which implies the accuracy of information transmission and interpretation of facts as a professional duty. 3. The principle of honesty, which assumes not only the prevention of misleading the audience, but also the refusal to harm people. 4. The principle of responsibility, which includes a set of requirements for professionalism, text quality, objectivity and balance. These value orientations represent ideal entities existing in the world of due and target orientations. Being rooted in the philosophical tradition, they streamline and fill the professional activity of journalists with evaluative content, determining its orientation towards serving society and affirming humanistic ideals. The following methods are used in the work: 1. Theoretical analysis of philosophical and scientific literature on the problem of axiological foundations of journalism. 2. A comparative analytical method used in comparing various concepts of values in the philosophical tradition. 3. An interpretive method used for meaningful analysis and evaluative filling of the value principles that form the axiological basis of the professional activity of journalists. Summarizing, we can say that the value system of journalism is characterized by the principles of humanity, truthfulness, honesty and responsibility. These values reflect the ideological and ethical basis of the professional activity of journalists. The analysis allows us to conclude that the values of journalism are ideological and ethical. The key value principles in this professional field are humanity, truthfulness, honesty and responsibility. These values represent the normative guidelines of journalists' consciousness and behavior, which streamline and fill their professional activities with evaluative content. Rooted in the philosophical tradition, they are interpreted as ideal entities existing in a world of due and purpose. Thus, the axiological basis of journalism determines its orientation towards truth, service to society and affirmation of humanistic ideals. This value system sets the ethical vector of media communications, making journalism a socially responsible profession.

The Legal Landscape of Healthcare Access in Rural America

The healthcare system in the United States ought to provide its citizens with unhindered access to high quality medical care as well as equitable treatment and coverage. Legislation to advance access to healthcare, such as the creation of the Medicare and Medicaid programs in 1965 and the Affordable Care Act in 2008, have been appropriate steps forward in achieving these goals, but obstacles to healthcare access still persist for many Americans. Healthcare access is hindered by foundational problems, such as a large uninsured population, inadequate infrastructure and facilities, and high costs for services. In rural communities, these problems assume different social and economic contexts and thus require their own separate evaluation. Rural Americans currently lack effective access to healthcare, despite existing policies aimed at improving access by making healthcare more affordable. In this article, I will explain different facts of the discussion revolving around rural healthcare access and analyze specific problems in the area. There are three policy directives that are essential to the expansion of rural healthcare access: public private partnerships, loan forgiveness for doctors serving at critical access hospitals, and expansion of the telehealth network. These avenues expand rural healthcare access, minimize government expenditure, and maximize public benefits.

Legal Basis of the Formation and Functioning of the Democratic Regime: the Antinomy of Liberalism and Totalitarism

The article is devoted to the problems of the legal foundations of the formation and functioning of a democratic regime in its liberal and totalitarian dimensions. At the same time, since the unlimited power of the people hides the danger of totalitarianism, which has repeatedly manifested itself in the past of both our country and the world as a whole, the study of the democratic regime is of an urgent nature. Therefore, the purpose of this study is the legal basis of the formation and functioning of a democratic regime in the context of its interaction with liberalism and totalitarianism. The implementation of the specified goal requires the performance of a number of scientific tasks. The article substantiates that «pure» political regimes have a sufficiently abstract character. It was found that within the framework of the «dual» approach there are two dichotomies of political regimes: depending on the interaction of the state with the individual and according to the affiliation of sovereignty. It is proven that as a result of duality, the regime of «totalitarian democracy» is distinguished, an example of which is the USSR during the era of the personality cult of Y. Stalin, and the regime of «liberal democracy», the example of which is the USA for a significant part of its history. The article concludes that the philosophical foundation of «totalitarian democracy» was formed within the framework of the so-called «theory of collectivist democracy», according to which the people were considered as a multi-headed single collective being, which could often have negative consequences in the form of, for example, the maxim «enemy of the people». It is emphasized that the involvement of the broad masses of the people in the repressive Stalinist system created a certain «democratic surrogate» - the Soviet «totalitarian democracy», under which the Soviet people are involved in the trials of the «enemies of the people» (democratic dimension), and the nature of the repression itself has a mass character, which brings it closer to genocide (totalitarian dimension). It was found that the liberal-democratic regime in the USA was formed as a result of the combination of the fact that the people take an active part in the sending of state power (democratic dimension) and the constitutional and legal declaration, as a fundamental principle, of freedom (liberal dimension). The practical value of the work lies in the need to create safeguards for the revival of totalitarianism in the world in conditions of active use of the postulates of democracy by non-democratic regimes.
