Analyzing the Phenomenon of Policy Support for the Education and Employment of Persons with Disabilities Based on the Groupthink Model--Take Hunan Province as an Example

In recent years, the Hunan Provincial government has adopted a series of support measures in the education and employment policies for the disabled. The study focused on the education and employment policy for the disabled in Hunan Province, and used the groupthink model. The study found that there are blind spots in the process of policy formulation and implementation, and the lack of attention to the overall needs of persons with disabilities, resulting in incomplete content and poor implementation. The internal differences and interaction of the disabled affect the support effect, the policy content is limited, the implementation of resistance, and the one-sided evaluation. Policy makers need to pay attention to diverse voices and practical needs, and avoid fixed thinking and prejudice. This study helps to reveal the negative impact of groupthinks on the formulation of education and employment policies for the disabled, provide warnings and reference for policy makers, promote policy innovation and improvement, and promote the inclusive and diverse development of social culture.

Content Analysis of Disaster Risk Reduction in Secondary School Geography Textbooks in China and the United States: Promoting Disaster Resilience through Geography Education

Geography education plays an important role in the promotion of disaster resilience; however, the relationship between geography education and disaster resilience has failed to attract systematic attention in China and the United States (US). This study compares the contents regarding disaster risk reduction in secondary school geography textbooks in China and the US to explore the contributions of geography education to promoting disaster resilience. These textbooks are analyzed using content analysis based on the Sendai Framework with four actions. This study finds that geography textbooks in China and the US include disaster risk reduction content; however, the contents are unevenly distributed, with “understanding disaster risk” and “enhancing disaster preparedness” accounting for a higher proportion, whereas “strengthening disaster risk governance” and “investing in disaster risk management to enhance resilience” account for a lower proportion. The results indicate that geography education plays an important role in enhancing disaster resilience and can strengthen students’ understanding and preparedness for disaster risks. Meanwhile, this study points out the shortcomings in current disaster risk reduction education and provides a reference for improving educational practice and policy formulation.

Research on Equity Policies in Public Education for Learning DisabilitiesTaking China, America and Britain as Examples

With the recovery and development of the global economy, the quality of life worldwide continues to improve, and the demand for public infrastructure such as medical care and education services is becoming more and more vigorous. Medical development and progress have made studying the brain and neurological fields more thorough, and learning disabilities have gradually entered the public eyesight. As a special group, people with learning disabilities are not widely accepted and recognized in the scope of public education. Thus, education must support the development of this virtue cycle through educational fairness policies, as it is a public resource. Based on the existing education policies on learning disabilities in China, the United States, and the United Kingdom, this paper analyzes these policies and puts forward education policy suggestions from four aspects: the education policy formulation system, the education collaborative service system, the education accountability evaluation system, and the education funding service system.Among China, the United Kingdom, and the United States, the first two are based on the improvement of basic policies, focusing on the construction of education collaborative services and education accountability evaluation systems, respectively. The latter focuses on the improvement of education policy.

Research on the impact of artificial intelligence on college students' learning

With the rapid development of artificial intelligence (AI) technology, its application in the field of education is becoming more and more widespread. This study aims to explore the impact of AI on college students’ learning, focusing on its role in learning motivation, learning styles and academic performance. Through a combination of quantitative and qualitative methods, the study found that AI not only enhances students’ learning motivation and stimulates their interest, but also promotes the diversification of learning styles and helps students learn more effectively and independently. In addition, students who use AI generally perform better academically than non-users, indicating that intelligent technology has a positive impact on academic performance. The research results provide an important reference for the formulation of education policies and the improvement of educational practices.

Almanya'da Çok Kültürlü Ortamda Yetişen Türk Kökenli Çocuklara Türkçe Öğreten Öğretmenlerin Değer Yargıları

The value judgments held by teachers responsible for instructing Turkish to children of Turkish origin in Germany’s multicultural context warrant rigorous analysis. This study seeks to critically examine the role these educators play in perpetuating the Turkish language among new generations, following the mass migration of Turkish citizens to Germany since 1961, and to evaluate the impact of these value judgments on the students’ linguistic and cultural development. The value judgments of teachers are posited as a significant factor in the formation of students’ cultural identities and the preservation of their mother tongue, underscoring the profound influence of educators’ attitudes on students’ language acquisition and cultural integration. In a diverse society like Germany, the preservation and development of cultural identity among Turkish students is imperative for their social integration and personal development. This research aims to contribute to the formulation and enhancement of educational policies for teachers of Turkish abroad by elucidating the effect of teachers’ cultural value judgments on students’ value perceptions. Furthermore, this study aspires to serve as a critical reference for shaping educational strategies for children of Turkish origin in Germany. Characterization of the Competencies of Future Mathematics Teachers in Ecuador

Objective: To analyze the graduation profile of teacher training programs to identify and describe the specific skills that teachers should acquire during their initial training. Theoretical Framework: The study is grounded in the theory of teacher training competencies, which asserts that teachers must possess cognitive abilities to adapt to different educational contexts, procedural skills to address specific professional challenges, and ethical attitudes to guide their educational practice. Method: An ex post facto study was conducted with a mixed exploratory and descriptive approach, using as the study population the 13 Ecuadorian universities that offer teacher training in mathematics. Results and Discussion: A total of 198 competencies grouped into 17 categories were identified. The most frequent category pertains to mathematical knowledge. Variations among the universities analyzed were observed, with some focusing more on content knowledge and others on competencies directly related to teaching practice. Research Implications: The results can be used to enhance teacher training programs by integrating key competencies and developing more effective educational strategies. Additionally, they could influence the formulation of educational policies that establish clear standards, thereby improving educational quality and preparing teachers for current challenges. Originality/Value: This study provides a mixed exploratory and descriptive approach to examine the graduation profile of teacher training programs in mathematics in Ecuador. It also offers guidance for the preparation of future teachers, ensuring alignment with current and future educational demands.

Factors Influencing of School Type, Parental Educational Background, Gender, and Age on the English Language Speaking Proficiency of Chinese College Students

English, as an international language of communication, plays a crucial role in the development of global economic exchanges. In China, where English serves as a second language, the improvement of college students' English language speaking proficiency faces numerous challenges due to the lack of authentic English communication environments. However, there has been a lack of in-depth research on the relationship between Chinese college students' English language speaking proficiency and factors such as school background. This study utilized multiple linear regression to analyze data from the 2021 China General Social Survey. It aimed to investigate the relationship between college students' English language speaking proficiency and various factors, including different types of high school experiences, parental educational backgrounds, gender differences, and age disparities. The findings revealed that college students who attended provincial-level and municipal-level key high schools demonstrated higher English language speaking proficiency. Additionally, paternal educational background had a more significant impact on the English language speaking proficiency of offspring compared to maternal educational background. Furthermore, female students exhibited higher English speaking proficiency levels than male students. Moreover, English speaking proficiency showed an inverted "U"-shaped trend with age, peaking at 22.5 years old. Based on the research results, recommendations were proposed to balance the educational resources of different types of high schools and to reform English teaching in universities. These suggestions aim to provide robust evidence for the formulation of educational policies to meet the growing demand for English learning in China.

Students’ Perceptions of the Educational Issue "Tertiary College Needs" and Efforts to Implement the Fifth Principle at the Higher Education Level

This study aims to explore students' perceptions of the issue of "tertiary education necessity" and the efforts to implement the Fifth Principle of Pancasila at the higher education level. Through a qualitative approach, in-depth interviews were conducted with students from various study programs at the State University of Medan. The results show that students' perceptions of tertiary education vary, with some agreeing, disagreeing, or strongly rejecting the statement. The research also reveals the importance of higher education in enhancing the quality of life and community welfare. Efforts to implement the Fifth Principle, such as scholarship programs and educational subsidies, are identified as crucial steps to ensure social justice and equitable access to higher education. This study is expected to contribute to the formulation of more inclusive and equitable educational policies.

Growing through understanding and support: special boarding school teachers’ perspectives and experiences on sexual education for children with autism

This study aims to thoroughly analyze the perspectives of teachers in special boarding schools in Harbin, China, regarding sexual education for children with autism, with the goal of better understanding and improving practices in this crucial educational area. Using a semi-structured interview approach, the study conducted detailed interviews with 20 teachers from special boarding schools across urban and suburban areas, representing a diverse range of socio-economic backgrounds, to gather their direct insights and experiences regarding sexual education for children with autism. Employing a reflective thematic analysis, the study systematically coded and analyzed the interview content to delve into teachers’ viewpoints and strategies. The research revealed four core themes: trust building, addressing diversity, expanding interactions, and promoting sustained development. These findings not only provide profound insights into the practical aspects of sexual education in special school environments but also offer valuable guidance for future educational practices and policy formulation.

Study on the Influence of Home-school Cooperation on the Mental Health of College Students in China and its Mechanism

The purpose of this study is to explore the influence of home-school cooperation on the mental health of college students in China and its mechanism. By collecting a large number of sample data and using descriptive statistics, factor analysis and regression analysis, this paper makes an in-depth analysis of the relationship between home-school cooperation and college students' mental health. The results show that home-school cooperation has a significant positive impact on college students' mental health, among which the frequency of home-school communication, the diversity of home-school cooperation forms and the depth of home-school cooperation have a positive impact on college students' mental health. Further analysis shows that home-school cooperation can not only understand and solve students' psychological problems in time, but also promote students' psychological healthy growth by providing rich growth environment and personalized psychological support. Based on the above findings, this study puts forward some policy suggestions, such as strengthening home-school communication, enriching the forms of home-school cooperation, deepening the content of home-school cooperation and improving the policy support system, in order to provide more powerful protection for the mental health of college students in China. These research results not only help to enrich and develop the theoretical system in the field of home-school cooperation and college students' mental health, but also provide an important reference for educational practice and policy formulation.

Analysis of The Influence of Socioeconomic Situation and Educational Policy on The Improvement of Education Quality in Indonesia

The aim of this research is to provide an understanding of the current state of education, with a focus on quality education, equity and equality. Information was obtained from respondents using surveys and questionnaires. The research results show that although public access to education has increased, there has been a decline in academic achievement, this shows the importance of quality in the formulation of education policies. Even though there are still disparities in the quality of education based on socio-economic background, there has been an increase in equal distribution of opportunities to obtain education. To ensure educational equality, it is suggested that it is necessary to increase literacy and expand access to information. The government must also ensure that every child has fair access to the best education, and requires a more comprehensive and long-term education policy.

A Bibliometric Study of Issues in Educational Policy

Education policies help to improve society by decreasing inequities and establishing effective learning environments. Periodic assessments can help researchers and policymakers uncover new obstacles and ensure progress on these ever-changing education policy concerns using critical theory. Bibliometric studies, a type of periodic study, emphasize the importance of data-driven approaches in the formulation and implementation of education policies. This study conducts a bibliometric analysis of education policy issues from 2000 to 2023. Based on keywords, we initially selected 931 articles from the Web of Science (WoS) database. Only articles in English were included, and we used PRISMA guidelines to reduce the number of articles to 363. We focused on citations, publication frequency, topics, trends, and issues. Two independent researchers analyzed the documents for reliability. For validity, we used transferability. We also used a content analysis of frequently cited articles. Our analysis revealed three prominent trends. The first trend pertained to controversial environmental issues and sustainability concepts in education policy. The second theme was professional development, special education, and school choice. The third one was science, vocational education, special education, and ICT. The content analysis results indicated that teaching and learning, professional development, science education, subject matter teaching, and mobile learning were the topics of the content analyzed articles. We found that relying solely on bibliometric review resulted in broad conceptualizations of educational policy issues, focusing primarily on efficiency and effectiveness. Additionally, we applied critical theoretical frameworks to conduct a more comprehensive analysis of the emergent issues identified through bibliometric analysis.

Public Health: Policy, Law and Right

Public health, as delineated in legal parlance, emanates as the discipline devoted to safeguarding the collective well-being, enhancing community health through educational initiatives, policy formulation, and diligent research aimed at injury prevention. Characterizations of public health may vary contingent upon individual perspectives. Practitioners within the realm of public health facilitate global engagement, addressing communal health challenges comprehensively, and wielding influence over policies shaping societal health. Public health law, in turn, constitutes the systematic study of governmental authority and obligations pertaining to the maintenance of conditions conducive to public health, while also delineating constraints on state power vis-à-vis fundamental rights such as privacy, liberty, and other legally safeguarded interests of individuals. This legal framework regulates the operational ambit of public health endeavors. Integral to the multifaceted domain of public health are an array of disciplines including biology, education, sociology, business, and others, each contributing distinctively to its overarching objectives. The imperative for bolstering public health infrastructure becomes conspicuous amidst a workforce deficit juxtaposed against a burgeoning populace within the United States. Notably, one-third of the requisite workforce remains unfilled, jeopardizing the capacity to identify, mitigate, and forestall emergent public health exigencies. The raison d'être of public health lies in its mission to foster and safeguard the populace's well-being. Whereas medical practitioners focus on remedial interventions for the ailing, public health practitioners’ endeavour to preclude afflictions and injuries proactively, thereby espousing a paradigm of wellness promotion through advocacy for healthy behaviours.

한국제품 데이터기반의 소비자제품 정량적 리스크평가방법연구

The purpose of this study is to contribute to enhancing consumer safety by researching a quantitative product risk assessment method that allows for annual monitoring of product hazards. The study proposes a method for conducting rapid and straightforward evaluations annually using accident data from the Korea Consumer Agency, product usage survey data, and resident population data. Based on the number of accidents, usage rates, and population, probabilities of occurrences were derived, and severity was calculated based on injuries and affected body parts to perform quantitative evaluations. As a result of the research, 262 consumer products were evaluated using the proposed method, identifying 12 products with severe risk ratings, 6 products with increased risk, and 11 products with decreased risk annually. These evaluation results have the significant advantage of being able to observe changes in product hazards annually. They can be utilized not only for enhancing safety, easing regulations, and consumer education policy formulation but also as foundational data for various sectors including consumers, parents, children, and educators, thereby contributing to raising awareness and policy formulation regarding domestic consumer safety.

Content Analysis of Elderly Education Policies in China: From the Perspective of Policy Instruments (1982–2021)

Population aging has emerged as a social issue in most countries worldwide. Developing education for the elderly is one of the key strategies to combat the challenges of an aging population. Based on the two-dimensional analysis framework of the policy instruments and the type of elderly education, the content analysis method was used to analyze 49 elderly education policy documents developed and issued in China over the last four decades in this study. This study aims to provide a reference for the formulation of education policies for the elderly in China and other countries. The results indicated that the allocation of policy instruments was inconsistent between and within types. It is imperative to issue new programmatic documents, optimize the allocation of policy instruments, and enhance their adaptability, thereby boosting the development of elderly education.

Soviet Library Policy on the Organization of Interaction between Science and Society in the 1920s–1930s

The purpose of the article is a critical analysis of the historical experience of forming the educational Soviet state library policy in the 1920s and 1930s and determination of the possibilities of its modern use. It is shown that the basis of this policy were the views of the domestic revolutionary democrats on science and its popularization, as well as V. I. Lenin’s ideas about the political education of the working class and the development of its political consciousness. It is noted that the library educational policy began to be formed within the framework of the educational concept of librarianship as a form of extracurricular education and political propaganda in the late XIX – early XX century, however, the political and organizational conditions for its implementation developed only in Soviet times. The main motive for the formation of the Soviet educational policy was the need to prepare workers and peasants for participation in public administration throughout the power vertical, the fight against the church, as well as improving workers and peasants’ technical and agricultural literacy. Propaganda became the main form of interaction as the most concentrated expression of political, scientific and technical education. These political and pedagogical principles are disclosed and conclusions are drawn about the prospects of using the experience of those years when forming modern library policy on the organization of interaction between science and society. The main achievements and shortcomings are analyzed. The experience of the 1920s and 1930s shows that such policy will become successful if keeping to the following conditions: 1) the library policy in this direction being an integral part of the national educational and scientific policy; 2) the organized management of educational and scientific reading; 3) library impact should have an active character; 4) principles of modern educational library policy are modernized taking into account the achievements of pedagogical science in the field of enlightenment, sociology of reading, information culture and popularization of science.

Unveiling Collaborative Trends in Fuzzy Delphi Method (FDM) Research: A Co-Authorship Bibliometrics Study

The Fuzzy Delphi Method (FDM) employs fuzzy logic to address uncertainty and ambiguity in expert judgments, facilitating consensus in complex decisions. Recent years have witnessed a surge in FDM publications, indicating its increasing popularity as a versatile decision-making tool across various domains, owing to its adept handling of uncertainty and complexity. However, there remains a limited understanding of collaborative dynamics among researchers in this field. This research aims to bridge this gap by examining co-authorship patterns and trends in FDM research literature, contributing to a deeper understanding of collaborative networks and their impact on the advancement of FDM methodologies and applications. A comprehensive examination was conducted on FDM research documents retrieved from the Scopus database spanning 1991 to 2022. Using the keyword "Fuzzy Delphi method," 766 papers underwent further scrutiny. Various tools, including Microsoft Excel for frequency analysis, VOSviewer for data visualization, and Harzing’s Publish or Perish for citation metrics and analysis, were employed. The study's findings were presented using bibliometric indicators, encompassing document type, sources, language, subject area, publication trends by year, top countries, influential institutions, leading authors, active journals, co-authorship analysis, citation analysis, and highly cited recent articles. While the total number of publications shows a general increasing trend over the years, the total citation trend does not demonstrate a consistent pattern of increase. Taiwan emerged as the top contributor to FDM research, followed by Malaysia. Robust collaboration exists among authors and countries. The evolution of FDM research benefits by providing a structured approach to decision-making processes, facilitating consensus-building among stakeholders, and enhancing strategic planning in curriculum development and educational policy formulation.

Ubuntu philosophy for ecological education and environmental policy formulation

Abstract A world faced with global climate change needs actionable ways to curb its effects. We suggest that Ubuntu philosophy is a way to achieve peaceful coexistence between humans and the ecosystem. From an African perspective, we use Ubuntu philosophy’s concepts to understand how humans can create environmental policies and environmental education pedagogy. We use historical ecology and document review to explore the connections between humans, ecology, and Ubuntu philosophy. An understanding of how philosophy and ecology relate is proposed to fill the gap in the cosmological premise between the African person and ecology. The study first sets out a relational model of humans and the ecosystem, then applies the ecology of education to environmental policy formulation. The research demonstrates that humanness with humaneness and collectivism, afro-eco-communitarianism, Ubuntu consensus politics, and Ubuntugogy are concepts underlying how the essence of Ubuntu philosophy can inform an ecofriendly society. The ethno-philo-cological underpinnings help conceptualize these concepts of community. Finally, the study’s conclusion shows how the concepts of Ubuntu philosophy suggest ways to improve environmental education and policy formulation. Climate concerns can be resolved by handing responsibility to the community.

Exploring educators' perception regarding the field of educational research between 2025 and 2030

Educational research holds considerable importance as a discipline within the education system, as it significantly impacts the improvement of educational effectiveness and the promotion of novel pedagogical and learning approaches. Educational research plays an indispensable role in providing insights for educational policy formulation, advancing scholarly understanding, evaluating and refining instructional frameworks, and ultimately enhancing the standard of education as a whole. A quantitative inquiry was undertaken, which comprised the participation of 316 instructors, administrators, and researchers. As envisioned in 2045, the purpose of this study is to assess educators' perspectives on educational research fields from 2025 to 2030. The results of the study revealed that educators possess a moderate degree of knowledge, while devoting significant attention to areas including the development of human resources, educational policies and mechanisms, program and model creation, and educational assessment. Following this, it is imperative that school administrators and policymakers create a conducive atmosphere that empowers educators to recognize and participate in research, while simultaneously surmounting barriers that restrict research access, specifically those pertaining to resources and time. In addition, a thorough assessment and reorganization of the training procedure are imperative for the educational system. This involves cultivating partnerships between research agencies and educational management in an effort to improve the expertise of educators and advocate for a methodology grounded in research.

ЦИФРОВІ БАЗИ ДАНИХ ДЛЯ ОСВІТИ І ПРО ОСВІТУ: ДОСВІД ДАНІЇ

The article analyzes the content and specifics of Denmark's open educational electronic databases with the aim of adapting the existing Danish experience to the processes of digitization of the educational sphere in Ukraine. It was noted that these processes cover the sphere of the state policy of digitization of the educational realm (organizational, methodical, management, monitoring, accumulative mechanisms), education management (data storage to reflect the history of changes, monitoring of existing services and education quality control systems, accumulation of statistical data and their prognostic analysis), methodical support of the process of forming the digital competence of the educational process’ subjects (building information profiles, developing digital didactic subsystems, increasing the level of competitiveness of educational institutions as providers), the scientific sphere (digitalization of the open scientific environment, building a space of academic integrity, cooperation between scientists and stakeholders). The common characteristics of the National Electronic Research and Information System URIS and the Danish educational database MED were analyzed. A vision model of the MED database (subjects of educational activity and the content of their activity) was built. The structure of monitoring the quality of education in Denmark, based on open electronic databases, is presented; it includes evaluation of the professional activity of teachers, compliance of educational programs with the social order, effectiveness of state/regional types of certification of graduates, standardization and unification of the evaluation system, mandatory regional analysis of statistical data. It was noted that the identified problems and shortcomings of computer testing of school graduates in the context of assessing the quality of their activities became a significant motivating factor for the creation of the MED database. The conclusion was formulated that the open electronic database makes it possible to build statistically substantiated correlations between the existing social characteristics of teachers and students of all levels and types of schools. The main advantages of the created open MED database were noted: compliance with the global requirements for the assessment of the "added value of the teacher", high frequency of data collection, prognostic nature of conclusions regarding the formation of the state's educational policy.
