Changes of Flood Control Situations and Adjustments of Flood Management Strategies in China

Flooding was recognized as the severest natural hazard in ancient China. Chinese people have accumulated abundant experiences in fighting against flood disasters for millennia. In the past half century, flood control capacity has improved due to the large-scale construction of a flood control engineering system, which plays an important role in ensuring the rapid socio-economic development. However, because of climatic fluctuation and human activities, significant changes to the flood control situation are taking place in China. In the new century, the flood control system has to face a series of challenges, and the flood management strategies must be adjusted accordingly.

Relative sea-level rising and its control strategy in coastal regions of China in the 21st century

The Chinese coastal regions are the high risk areas of natural disasters for their low land and weak and sensitive eco-evironment. The relative sea-level rising (RSLR), resulting from the piling of global sea-level rising and regional land subsidence, is to speed up in the 21st century. Certainly the RSLR will exacerbate the land submerging, the disaster from storm-tide and flood- waterlogging and the water shortage, and then affect urban withstanding function, construction safety and eco-resources. According to sustainable development theory, the sustainable utilization of resources and environment and sustainable development of economy and society can both be effectively achieved in coastal regions of China in the 21st century only by the implementation of controlling discharge of greenhouse gas, optimal exploitation of and artificial recharge of groundwater, systematic control of land subsidence, higher design standards for tide and flood control engineering, improving urban anti-disaster ability, a study on strategy and policy for RSLR and establishment of forecast and pre-warning institution.

太湖流域是我国经济最发达的地区之一,近代几次大的洪涝灾害及其损失表明洪涝灾害是本区最主要的自然灾害.本文分析了近年来太湖流域水利工程建设的格局及其在防洪除涝过程中的作用,在总结以往治水的基础上,介绍了新形势下防洪水利工程和建设思路,提出流域减灾目标和应采取的减灾对策.;Taihu Basin is one of the most developed region in China.Flood disaster was the main natural disaster during the past decades the water conservancy situation and its function in flood control in the basin was analyzed in this paper By summarizing the flood control experiences the author puts forward some idea about flood control of water conservancy in new situations.Finally, the flood disaster mitigation goal and controlling countermeasures of Taihu Basin were given.

The Floodplain and the Seashore: A Comparative Analysis of Hazard-Zone Occupance

HE United States is in danger today of embarking on a large-scale and costly program of coastal defense against storm hazard comparable with the program of flood control that has been operating in river valleys for the past quarter of a century. Federal legislation passed in 1936, and subsequently, has been largely the reason for the heavy investment in flood-control engineering works, to the neglect of possible alternatives. Yet appraisals of the flood-control program are in general agreement that despite federal expenditures of about five billion dollars, average annual damages from floods have continued to rise.' Nor is a brighter prospect held for the future. The Chief of Engineers stated in 1960 that at the present rate of expenditure flood protection will 'just about keep up with the increase in flood damage that may be anticipated by 1980 as a result of flood plain development over the next two decades.2 A repetition of the same course of action with respect to coastal flood problems seems likely. The storm of March 5-8, 1962,3 on the east coast of the United States (Fig. 1) focused attention on coastal storm damage. One informed official recently remarked that it seems unlikely Congress will be satisfied that it has done its duty by coastal constituents until an Atlantic Wall has been built from Maine to Mexico!
