Theoretical Perspectives on Learning for Prevention of Fishing Vessel Accidents

Hazard and Risk in the New England Fishing Fleet

The United States Coast Guard and the Volpe National Transportation Systems Center studied the 102 serious fishing vessel accidents (1993–1997) in Coast Guard District 1 (New England and Long Island, New York), U.S. national fleet accident data, and international fishing vessel safety programs for the purpose of establishing risk factors and formulating options for future action by the Coast Guard to enhance fleet safety. The 102 regional accidents involved total vessel losses and/or death(s), excluding strictly occupational cases. Each accident was studied in detail to determine causality among human and organizational, fishery and operational, and preventive safety factors. Causality in each case was assigned among the factors, summing to 1.0 and weighted according to the outcome of the accident, i.e., numbers of deaths and injuries. The results quantify (1) the aggregate "significance" of the causal factors; (2) the average weighted outcome of accidents by type (e.g., capsize, collision); and (3) the sensitivity of (1) and (2) to varied relative weightings of vessel losses and deaths.

Cultural Adaptation to Danger and the Safety of Commercial Oceanic Fishermen

This article describes the psycho-cultural adaptation to danger and its effect on safety practices among New England fishers. Denial and trivialization are common mechanisms used in coping with the dangers associated with their occupation. Examining concordance between Coast Guard data and fishers' accounts allows for the evaluation of the fishers' understandings about actual causes of fishing vessel accidents. Additionally, the article uses sociocultural correlations of variance in risk assessment to identify the types of fishers at high risk levels.

In this paper mathematical models are used to estimate fishing vessel accidents. The following results were obtained: 1) in researching small and middle scale accidents, the real state of maritime accidents can be understood; 2) 68% of the accidents occur during fishing operations the main causes being engine trouble or human error, or on the way back to harbour, the main causes being collision with floating materials and human error in ship handling; 3) Hierarchy neural network is an effective method of finding the cause and effect of the accidents and the types of accidens.

A database of Japanese fishing vessel casualty records has been constructed in order to analyse trends in flooding, capsizing or sinking accidents. The data was collected from decisions of the Japanese Disaster Inquiry Agency during the period 1978-1987. Some characteristic patterns have been derived for different types and sizes of fishing vessel. The main cause of fishing vessel accidents in rough weather is shipping water, which appears to be independent of the wave encounter angle of the head, the beam and following (including quartering) seas.
