Assessment of Innovative Activity of the Subjects of the North Caucasian Federal District in the Field of Environmental Protection

Assessment of the level of innovative activity in the environmental sphere is the subject of the article. The purpose of the article was to identify factors that contribute to the introduction of environmental innovations in the subjects of the North Caucasus Federal District. To do this, on the basis of official statistical information, as indicators of innovative activities aimed at improving the environment, indicators were selected that characterize the scale of the introduction of technologies. The article interconnects such characteristics of subjects as an environmental rating, the level of innovative activity in the field of environmental protection and the nature of innovative activity aimed at improving the state of the environment, which led to the conclusion that the place of the subject on the scale of innovative activity is not associated with the assigned environmental rating. Based on the fact that the indicators of the effectiveness of environmental innovations and the use of the financial potential for the introduction of environmental innovations are referred, within the framework of the study, to indicators of the intensive development of innovative activities, and the indicator of the formation of technical and technological potential for the introduction of environmental innovations is an indicator of extensive development, the subjects of the North Caucasus Federal District are grouped by nature development of innovative activities in the field of environmental safety.

The problem of environmental safety can now be attributed to the most pressing educational problems, since the professional activity of a person is closely related to economic activity. In this regard, there is a lack of attention of specialists to the ecological situation of the environment, its safety. The problems of environmental safety have always existed, however, it is in the modern world that they have become the focus of attention of the world community, because. the existing threat to the security of mankind is associated with its thoughtless attitude to environmental problems, to its own security. The article discusses the topical issues of the formation of environmental safety in the professional training of future teachers in the study of disciplines of the natural science cycle. The authors have identified the key aspects of this problem and proposed effective methods and forms of education that allow future teachers to form a deep understanding of environmental problems and competencies in the field of environmental safety. The article also discusses the possibilities of using the author's program «Fundamentals of Ecological Safety» to solve this problem. The results of the study can be useful for teachers of higher education and secondary schools involved in the professional training of future teachers.

Training of specialists to solve environmental problems in the system of higher technical education

The system of environmental education is widely developed in the Russian Federation. The paper presents the results of the analysis of the introduction of environmental aspects in the system of higher education in technical universities, the analysis of methods and solutions for the creation of curricula aimed at studying and overcoming environmental problems based on the experience of several decades of environmental training of specialists in technical universities. Methods of theoretical analysis, methods of observation, expert evaluation, method of systematisation of the obtained results were used; method of description was used to summarise the obtained information; method of justification, method of survey and others. Multilevel approach in the system of environmental education is presented. Polytechnic University for more than 25 years has been implementing educational programmes for training specialists in the field of environmental safety, taking into account the current problems of global ecology and sustainable development. The features of educational programmes and their focus on the formation of the necessary competencies for environmental safety, features of some disciplines, are shown. This approach makes it possible to train a new generation of specialists ready to make environmentally responsible technical decisions. The results of this study show the value of an integrated system approach in environmental education.

Environmental safety model of the region in conditions of large-scale mine liquidation

The article outlines the role of research work on the state of ecological safety of the region in the context of a large-scale mine disaster. The aim of the study is to develop a forecast for a full-scale forecast of the dynamics of the PTS state (forecast of man-made situations) based on a system analysis and synthesis of an assessment of man-made impacts. As a research method, a comprehensive system analysis is used for the practical implementation of research in the field of environmental safety. As a result of studying the main tasks of research work, analyzing the results in the field of technosphere safety in substantiating the program of measures for the restructuring of the coal industry in Russia. An organizational-structural-predictable system based on the combination of substances of methodological, technical, interpretive and organizational means, including a comprehensive real-time analysis, is proposed. It is based on the theoretical principles of system analysis, forecasting and risk analysis in modeling all stages of forecast work, the forecasting methodology and methodological assessment of the dynamics of mine flooding are presented. A permanent control model of the region's technospheric security has been developed. It should be noted that the developed "method-model" is an effective scientific development and uses a complex character.

Features of Planning the Work of Prosecutors in the Supervision of the Implementation of Legislation on the Protection of Water Bodies

The article deals with the organization of the work of the Prosecutor’s office in the supervision of the implementation of legislation on the protection of water bodies, including such an element of the organization of work as planning. The author analyzes the strategic planning documents adopted at the level of the Russian Federation in order to improve the state of the environment and respect everyone’s right to a favorable environment. Based on the goals and objectives of the prosecutor’s office provided for by law, the author suggests the possibility of applying the principles of strategic planning in prosecutorial activities, in particular when supervising the implementation of legislation on the protection of water bodies. The practice of the Baikal Interregional Environmental Prosecutor’s Office on the development and application of the Concept in this area of supervision is given, which provides for long-term planning of work for a period of 10 years based on data on the state of legality, formulated goals and objectives, as well as measures that should be carried out by state authorities, local self-government bodies, economic entities, prosecutor’s offices for phased elimination existing violations of the law in the field of protection of water bodies. The applied measures of the prosecutor’s response and the achieved results of the work of the Baikal Interregional Environmental Prosecutor’s Office are analyzed. As a result, the author comes to the conclusion about the possibility of applying, along with the traditional planning of the prosecutor’s office for half a year, the principles of strategic (long-term) planning in the supervision of the implementation of legislation on the protection of water bodies. According to the author, such planning will meet state objectives in the field of environmental safety, increase the efficiency of the prosecutor’s office and will contribute to the real elimination of violations of the law.

THE CONCEPT AND ESSENCE OF JUDICIAL PROTECTION OF ENVIRONMENTAL HUMAN RIGHTS

The study is devoted to the examination of the essence of judicial protection of environmental human rights and the definition of the concept of “judicial protection of human rights”. The relevance of the study is due to the importance of the subject of judicial protection of environmental rights in war conditions. In the context of the implementation of the purpose of the study, the issues of judicial protection of environmental human rights in general and in war conditions, the study of legal doctrine and legislation in the relevant field, considering the judicial practice of resolving relevant disputes, are identified. During the study of the issue of judicial protection of environmental human rights, a comparative legal method was used, which helped to analyse and compare scientific views, theories, and approaches and consider problematic issues for their further solution. Due to the generalisation method, forecasting or proposing statements for improving the legal regulation of the protection of environmental human rights is applied, and due to the analysis method, the features of the principles of legal regulation of the protection of environmental rights are determined. In addition, the study is accompanied by quoting normative regulations, in particular, international treaties, which regulate all events that are currently taking place between Ukraine, the Russian Federation, and Belarus, but notes the non-fulfilment of such international treaties by Belarus and the Russian Federation. The study analyses the opinions of researchers in the field of environmental rights protection, which generally characterise the judicial practice of considering environmental disputes and emphasises the need to increase public activity in the protection of violated environmental rights. The study considers the practice of judicial protection of environmental human rights and describes the problems that exist in the context of the protection of environmental human rights. The specific features of judicial protection of environmental human rights are identified and the main examples of substantial violations of environmental human rights during the war with the Russian Federation are indicated, it is indicated what actions of the Russian Federation and Belarus caused damage to Ukraine in the field of environmental safety, with direct indication of specific objects that were hit by military equipment, as a result of which there is still a risk of environmental disasters not only in Ukraine but also in neighbouring countries. The proposals for improving the judicial protection of environmental rights outlined in this study are unique and effective for compiling scientific texts and conducting classes in the relevant field of law.

The conducted research is aimed at the formation of preventive technologies that ensure environmental safety in connection with the functioning of fuel and energy complex facilities. A feature of these technologies is their formation on the basis of problems identified as a result of studying the existing actual relations to prevent environmental pollution in this area. Thus, the basis of the proposed preventive technologies is actually existing relations for prevention in the field of ensuring environmental protection in this direction, and not the regulatory and legal provisions, which are most often subject to change. The results obtained in the form of conclusions and suggestions are based on the existing difficulties of preventive relations, related, among other things, to the lack of legal regulation, contribute to the streamlining and optimization of activities in the field of environmental safety, which predetermines the practical and theoretical significance of the study. The study contains the concept, structure and classification of preventive technologies based on practical methodology aimed at solving practical problems and tasks, including a set of specific methods, techniques and rules differentiated by the subject of preventive impact.

Формирование гибких навыков у бакалавров в области охраны природы средствами сетевых образовательных экологических проектов

The study aims to substantiate the need for soft skills formation in students pursuing an undergraduate degree in the field of nature conservancy according to the requirements actualised by federal state educational standards and the requirements set for graduates by the labour market. The paper presents the sought-after soft skills in the field of environmental safety. The reasons for teachers’ lack of readiness to form soft skills in the educational process at university are revealed. It has been found that online educational environmental projects have a significant potential in soft skills formation in students pursuing an undergraduate degree in the field of nature conservancy. Scientific novelty of the study lies in clarifying the content of soft skills, which are considered as a set of universal skills and personal qualities (internal potential) necessary for graduates in the field of nature conservancy for the effective implementation of their labour functions. A comparative study of various classification features of soft skills, as well as a content analysis of job vacancies and a survey of experts in the field of environmental protection made it possible to specify the basic list of soft skills, which include interpersonal communication skills, teamwork skills, self-organisation skills and management skills. As a result, it has been proved that the use of online educational environmental projects in the educational process at university contributes to the formation of a set of skills and qualities in undergraduate students (teamwork, technical literacy, business communication skills, cooperation in solving tasks, responsibility, sociability, self-discipline and self-organisation), which are regarded by employers as a predictor of professional success of graduates in the field of nature conservancy.

The normative-legal base and works of scientists are considered, where the issues of the current state of public administration in the field of ecological safety in Ukraine were studied. It emphasizes the need to green the public administration system and highlights its important areas at both regional and local levels. Emphasis is placed on the actualization of issues of formation of ecological consciousness of society as one of the tools of the organizational mechanism and prerequisites for further sustainable development of territories, regions and the state. The article analyzes the scientific literature, which reveals the importance of public administration mechanisms in the field of environmental protection. Institutional norms and works of scientists are conceptualized, where the issues of the current state of public administration in the field of environmental safety are regulated and studied. The role of society and existing regulations in creating a new environmental policy is studied. The analysis of the works of scientists shows that the concept of greening means decision-making and implementation of measures aimed at achieving better results in any field or branch of society with a simultaneous desire to preserve environmental quality and environmental safety. literature consists of: target, regulatory, organizational, economic and informational components. The actualization of the issues of strengthening the influence of the organizational mechanism is determined in modern conditions by the aggravation of environmental security and environmental protection, which, along with other resource losses, have suffered significant military destruction and need urgent recovery. SECTORAL DIRECTION OF THE CONCEPT «PUBLIC ADMINISTRATION»

Public administration is an integral part for the functioning of any society sphere. A significant feature of the public administration application is that it provides a considerable increase of the governance activities efficiency due to the high level of public support and consolidation of society around common goals. Public administration is a comprehensive notion that includes elements of many exact and natural sciences. Effective public administration contributes to the competitiveness of the state increase and is a fundamental basis for the achievement of economic, social and political goals at the local, regional and global levels. Effective public administration is impossible without the application of the scientific investigations results achieved by the domestic and foreign researchers, first of all, in the spheres of state-building, management, law-making, economy, finance, etc. The application of public administration in each separate sphere has its own specifics and features. In the presented research, an attempt was made to reflect the specifics and significant features of public administration application in various spheres of society's functioning by analysing the scientific investigations of domestic researchers. МОДЕЛИРОВАНИЕ ВЗАИМОСВЯЗИ ПОВЕРХНОСТНЫХ И ДРЕНАЖНЫХ ВОД

The purpose of the research was to create an adequate mathematical apparatus to establish the interrelation between surface and drainage waters, since the need of interconnection between surface and drainage waters in the field of environmental safety, reclamation and hydrology arises regularly. At the same time, conducting field studies that determine this interrelation is a very costly and time-consuming event, therefore, the development of a mathematical apparatus that adequately describes the relationship between surface and drainage waters is an urgent task. Materials and methods. The developed mathematical apparatus is based on the compilation of the classical theory, namely: the Chezy, Darcy formulas, the water table, the water balance equation and the expression for the water surface slope. Results. As a result of the research, the drainage water runoff zone was divided into a finite number of elements, and the average velocity of the filtration flow interacting between the canal and drainage water was determined. Numerical verification of the modeling results was carried out on the basis of data obtained during field studies at the inter-farm canal section near the village Swamp Belevsky district Tula region. In the process of research, an algorithm and a program were developed for calculating the drainage water flow rate for the considered section of the inter-farm canal. Based on the simulation results, a hydrograph of drainage water flow rate was constructed in the inter-farm canal near the village Swamp, while the hydrograph of drainage water flow, built on the basis of modeling results, practically coincides with the hydrograph, built on the basis of data provided from the results of field studies. Conclusions. Approbation of the results of the developed mathematical apparatus and mathematical model showed the correlation between theoretical and experimental studies with a determination coefficient value of 90.22 %.

Axiology of the Phenomenon “Sustainable Government Administration” and Interaction of Ukraine with International Organizations in the Field of Environmental Safety

The purpose of the article is to present empirical research on the study of the axiology of the phenomenon of “sustainable government administration”, the identification of its role and place in the system of value priorities for the development of modern human civilization, as well as the justification of new approaches to international cooperation towards the achievement of global Sustainable Development Goals. A new scientific term has been formulated and a separate scientific and practical direction in the field of science “State administration” - “sustainable government administration”, its subject, object, exclusive features, and methods of implementation have been determined. The author’s model of a criterion comparative analysis of state governance of sustainable development, public administration sustainable development and sustainable government administration features is proposed. Particular attention is paid to the issue of enhancing Ukraine’s participation in the activities of international governmental and non-governmental organizations in the field of environmental safety. The article is a logical continuation of previous scientific studies of the author’s team. The analysis allows to assume that in the case of the introduction of state regulation of sustainable development at the global, national and regional levels, has every reason to achieve a significant part of the Sustainable Development Goals without waiting for 2030.

The article is devoted to certain issues of environmental and legal aspects of the digital environment in the information system of environmental safety, issues of legal implementation of the digitalization program. This article has researched the importance and necessity of environmental digitalization. At the same time, the main idea of digital ecology is considered as the implementation of the National Strategy for Sustainable Development and prevention of Environmental Disasters, control of public opinion on environmental issues, improvement of health and increase in life expectancy of the population, adaptation of the state system of digitalization management in the field of environmental culture, environmental education, environmental safety to the digital environment, use of the possibilities of modern "breakthrough" digital technologies. Environmental digitalization in management comprehensive studies of the system approach to the use of digital environmental resources were conducted, the basics of improving the regulatory legal regulation in the management in the field of environmental safety in the framework of the implementation of the digital program were considered.
