Abdurrahman An-Nashir's Role in Advancing Development and The Splendor of Islamic Architecture in Andalusia

<em><span lang="IN">Andalusia is one of the most magnificent centers of Islamic civilization. Its beauty is said to be able to match the beauty of Baghdad and Constantinople. This makes Andalusia as one of the centers of world civilization. Physical and architectural development in Andalusia advanced and developed during the leadership of Abdurrahman An-Nashir (912-961M). This is because apart from being proficient in politics, Abdurrahman III is also known to be proficient in the field of development planning. This study aims to explore further the role of Abdurrahman An-Nashir in advancing architecture in Andalusia, as well as the impact of these advances in various fields. Some of An-Nashir's efforts in advancing Andalusian architecture were urban planning, building mosques, building palaces, and establishing universities and libraries. This policy has positive impacts in various fields, including advancing the education sector, improving the economy, maintaining government stability, and contributing to the legacy of civilization.</span></em>

Technical Capability of Regional Development Planning Bodies in Absorbing Community Aspirations in development programs: Local Development Planning Perspectives

The Regional Development Planning Agency as a regional technical institution in the field of development planning is demanded for its technical capabilities in accommodating and accommodating the aspirations of the community in order to realize community welfare. This study aims to find out the organizational Ability of the Regional Development Planning Agency in absorbing the aspirations of the community in development planning and factors support and hinder the Organizational Ability of the Regional Development Planning Agency to absorb the aspirations of the community in Regional Development Planning. This research uses qualitative research by taking the setting or research location in Gorontalo District. The data collection technique is done by using interview, observation and documentation methods. Data analysis in this study used an interactive pattern analysis technique. Data collection, data condensation, data presentation, drawing conclusions or verification. The results showed that the Development Planning Agency Organization is still having difficulties in accommodating and accommodating people's aspirations through the development planning system so that the results have not been able to fulfill all existing aspirations, this is triggered by the ability of the apparatus owned by the Regional Development Planning, Research and Development Agency (BAPPEDA) either Technically, administrative, conceptual and communication have not been able to support the management of community aspirations running well. As for the supporting and inhibiting factors of the Regional Development Planning Agency in absorbing the aspirations of the community, namely as a Supporting Factor, there is extensive authority owned by Bappeda in coordinating, the availability of information technology, the presence of stakeholder participation, while the Inhibiting Factors are the ability and skills of officials, political intervention from authorities, as well as the low ability of Bappeda to identify quality proposals.

Role of Small and Medium Enterprise Clusters in Urban–Rural Linkage: A Study Based on Manufacturing SMEs of Khulna City, Bangladesh

This study explores the role of small and medium enterprise (SME) clusters in urban–rural linkages, an increasingly acceptable strategy in policy planning for regional development. As this approach to development has mostly been studied from a macro perspective, there is paucity of research from a micro perspective, particularly in the context of Bangladesh. This study, thus, aims to explore the contribution of manufacturing SME industry clusters in linking urban and rural regions. The data used in the study has been collected from 119 SME entrepreneurs using a structured questionnaire. Factor analysis and logistic regression have been applied to explore the contribution of industrial clusters in urban–rural linkages, focusing on the city of Khulna as the study area. The findings show that such SME clusters can positively contribute towards linking the two territories through two main forces, namely, funds and mobility. The findings provide useful insights for policymakers and urban planners to take initiatives for identifying and developing such SME industry clusters instead of focusing on the development of large industries, both in urban and rural areas to enhance balanced regional development. In highlighting the contribution of SME industry cluster as a micro level actor in the process of urban-rural integration, the study aims to make a meaningful contribution to literature in the field of development planning.

Capturing multiple social perspectives on adaptation across scales: a Q-method analysis of actors from development planning in the Philippines

This paper describes and analyses viewpoints regarding climate change adaptation held among key social actors from the field of development planning in the Philippines. Four empirically significant social perspectives are determined – institutional, grassroots, developmental, and physical planning – using Q-method, an intensive qualitative and quantitative technique. Major differences and commonalities between perspectives are highlighted, in addition to actors’ arguments used to justify claims. Drawing upon an actor-oriented approach, results contribute filling a knowledge gap in the literature on the need to develop approaches that can guide adaptation thinking in development planning. While the four perspectives identified provide evidence that differentiated viewpoints on climate change and planning practices may lead to divergent adaptation strategies, commonalities among social perspectives suggest that shared adaptations may also emerge both among actors from multiple organizational structures and across the organisational hierarchy of planning. By building learning processes that include multiple social perspectives across scales, development planning can become a promising candidate for strengthening adaptive capacities and delivering more effective responses to climate change.

Training programs, too, should be organized by and around the region's most important or promising clusters. These concepts-linkage, sectors, and industrial or service complexes-actually have a long history in the field of development planning, antedating Porter's writing. His incorporation of these elements is valuable; his inclination to dismiss the positive contributions of local governments and community-based organizations is not.
