Technical Capability of Regional Development Planning Bodies in Absorbing Community Aspirations in development programs: Local Development Planning Perspectives
The Regional Development Planning Agency as a regional technical institution in the field of development planning is demanded for its technical capabilities in accommodating and accommodating the aspirations of the community in order to realize community welfare. This study aims to find out the organizational Ability of the Regional Development Planning Agency in absorbing the aspirations of the community in development planning and factors support and hinder the Organizational Ability of the Regional Development Planning Agency to absorb the aspirations of the community in Regional Development Planning. This research uses qualitative research by taking the setting or research location in Gorontalo District. The data collection technique is done by using interview, observation and documentation methods. Data analysis in this study used an interactive pattern analysis technique. Data collection, data condensation, data presentation, drawing conclusions or verification. The results showed that the Development Planning Agency Organization is still having difficulties in accommodating and accommodating people's aspirations through the development planning system so that the results have not been able to fulfill all existing aspirations, this is triggered by the ability of the apparatus owned by the Regional Development Planning, Research and Development Agency (BAPPEDA) either Technically, administrative, conceptual and communication have not been able to support the management of community aspirations running well. As for the supporting and inhibiting factors of the Regional Development Planning Agency in absorbing the aspirations of the community, namely as a Supporting Factor, there is extensive authority owned by Bappeda in coordinating, the availability of information technology, the presence of stakeholder participation, while the Inhibiting Factors are the ability and skills of officials, political intervention from authorities, as well as the low ability of Bappeda to identify quality proposals.

This research is entitled Implementation of Regional Development Information System (SIPD) Policy in Regional Development Planning in the Asmat Regency Government. The Regional Development Information System Policy aims to provide facilities and the availability of data and information systems to stakeholders to make decisions and development planning policies at the regions or at the center. This study aims to determine and analyze how the implementation of the Regional Development Information System policy and what are the inhibiting and supporting factors in regional development planning in the Asmat Regency Government. The research locus is at the Regional Development Planning Agency and Regional Development Research and other Regional Apparatus Organizations. This study uses a qualitative method with a descriptive approach. The implementation of the policy of the Minister of Home Affairs Regulation Number 70 of 2019 is assessed by four variables, namely: communication, resources, disposition and bureaucratic structure. There are two variables that become inhibiting factors, namely: resources, staff or human resources of the Regional Development Planning and Research Agency have fulfilled and understood, while the Regional Apparatus Organizations are constrained by the number of implementers who understand and other resources in the form of network access internet network connectivity, while the bureaucratic structure, the absence of a regional head decision regarding the Asmat Regency Data Management Team, the division of tasks and functions that are not in accordance with the accounts in the application resulted in duplicate duties and functions of the implementer so that the input delay was in accordance with the schedule for the preparation of planning documents. Furthermore, there are two supporting variables, namely: communication, the Development Planning Agency and Regional Development Research as the manager of the Regional Development Information System application has carried out communication smoothly with other Regional Apparatus Organizations and internally themselves. The clarity of the orders given by the head of the Regional Development Planning and Research Agency to the heads of fields to carry out their duties and functions as well as consistency in communicating with Regional Apparatus Organizations in accordance with their field of affairs, as well as disposition variables, the attitude of the implementers are responsive and in accordance with the direction of the leadership. The results and discussion of research in the implementation of regional development information system policies in regional development planning at the Asmat Regency Government are assessed in accordance with the Regulation of the Minister of Home Affairs Number 70 In 2019 by following the stages of inputting the preparation of regional development planning documents on an application in the form of a website, namely the Regional Development Information System

The Effect of Job Performance and Employee Competence on Job Promotion at the Regional Development Planning, Research and Development Agency (Bappelitbangda) Takalar Regency. The purpose of this study was to determine the effect of job performance and employee competence on job promotion at the Regional Development Planning, Research and Development Agency (Bappelitbangda) Takalar Regency. The population in this study were 37 permanent employees at the Regional Development Planning, Research and Development Agency (Bappelitbangda) Takalar Regency and 37 employees at the same time as a sample. The methods in collecting data in this study are questionnaires, observations, and interviews. Methods of data analysis using descriptive methods and inferential statistical methods, namely by using multiple linear regression statistical methods to measure the effect of work performance and competence of employees on job promotion at the Regional Development Planning, Research and Development Agency (Bappelitbangda) Takalar Regency. Based on the F test and t test the independent variables (Job Performance and Employee competence) jointly and partially have a positive and significant effect on the dependent variable (Job Promotion). Through testing the correlation coefficient (R), it was found that the level of correlation between Job Performance and Employee Competence on Job Promotion was a strong relationship, namely 68.2%, while the remaining 31.8% was influenced by other factors.

: This study aims to determine and analyze the influence of transformational leadership and organizational culture on workplace learning and transformational leadership and organizational culture on innovative work behavior of employees at the Regional Development Planning and Research Agency for East Barito Regency. This study uses the census method. The sample used in this study was 40 respondents, where data was collected through questionnaires distributed. The analysis is based on respondents' answers obtained through questionnaires distributed by researchers. The data analysis technique used partial least squares (PLS) structural equation model (SEM) analysis with the SmartPLS 3.2.0 program.
 The results of research on 40 employees at the Development Planning Agency and Regional Development Research in East Barito Regency showed that 1) transformational leadership has a positive and significant effect on workplace learning as evidenced by the significance value. 2) organizational culture has a positive and significant effect on workplace learning. 3) Transformational leadership has a positive and significant effect on employee innovative work behavior. 4) Organizational culture has a positive and significant effect on employee innovative work behavior and 5) Workplace learning has a positive and significant effect on employee innovative work behavior at the Regional Development Planning and Research Agency for East Barito Regency

The urgency of this research lies in the importance of improving employee performance as a key factor in the success of regional development planning and implementation at BAPPERIDA Bulukumba Regency. Given the indications of declining performance in recent years, this study is relevant for identifying internal factors such as motivation and work discipline that can be promptly addressed by management. The aim of this research is to find out whether motivation and work discipline variables influence employee performance at the Regional Development Planning, Research and Innovation Agency Bulukumba Regency. The type of research carried out is quantitative research. The population in this study were all employees at the Regional Development Planning, Research and Innovation Agency Bulukumba Regency, totaling 74 employees consisting of 44 ASN and 30 non-ASN. The sampling technique used in this research was saturated sampling. Therefore, the number of samples in this research was 74 employees. The criteria for this sample are employees consisting of 44 ASN and 30 non-ASN. The type of data used in this research is quantitative data obtained from distributed questionnaires and is related to the problem being studied. Data collection was carried out by distributing questionnaires and documentation. In this research, the data sources used in data collection include primary data. Based on the results of research using statistical calculations through the Statistical Package for the Social Science version 26 (SPSS26) application, the results show that motivation and work discipline variables partially have a positive and significant effect on employee performance at the Regional Development Planning, Research and Innovation Agency Bulukumba Regency.

This study discusses two issues, namely: (1) To what extent is the implementation of the function of the Regional Development Planning Agency of North Central Timor Regency in terms of the Regional Regulation of North Central Timor Regency Number 9 of 2008 concerning the Organization and Work Procedures of the Regional Development Planning Agency, Inspectorate and Other Regional Technical Institutions of North Central Timor Regency? (2) What are the factors that are obstacles in the implementation of the functions of the Regional Development Planning Agency of North Central Timor District? The research method used is the empirical method, which is research conducted directly to related parties to obtain primary data directly from respondents. The data collection techniques used are: observation, interviews, and documentation. The results of research and discussion: (1) The implementation of the functions of the Regional Development Planning Agency (BAPPEDA) in terms of Regional Regulation Number 09 of 2008 concerning the Organization and Work Procedures of the Regional Development Planning Agency, Inspectorate and Other Regional Technical Institutions of North Central Timor Regency in the process of regional development planning in North Central Tmor Regency is through Village/Village level Development Planning Deliberations, District Development Planning Deliberation, and finally the District Government Work Plan Development Planning Deliberation where the aspirations and proposals of the community are as a determination of the formation of the Regional Long-Term Development Plan (RPJPD), Regional Medium Term Development Plan (RPJMD) and then make a Regional Apparatus Work Plan (RKPD), as a strategy used by BAPPEDA for development programs in North Central Timor District. (2) Inhibiting factors in the implementation of the function of providing support for the implementation of local government in the field of development planning and the function of guidance and implementation of tasks in accordance with the scope of Bappeda's duties in North Central Timor Regency. There are several obstacle factors such as: Aspects of Geography and Domography related to human resources, aspects of community welfare, aspects of public services, and aspects of regional competitiveness.

This study aims to determine the ability of the Regional Development Planning Agency in absorbing community aspirations in development planning, and the factors that support and hinder it. Factors supporting the Regional Development Planning Agency in absorbing community aspirations are coordination between stakeholders, availability of information technology, stakeholder participation, and the authority possessed by the institution. While the inhibiting factors are the capabilities and skills of the apparatus, the minimum quality of apparatus resources, political intervention from the authorities, elite domination in setting programs, and the low quality of proposals from the community.

This study examines the execution of the Government Agency Performance Accountability System (SAKIP) at the Regional Development Planning and Research Agency (Bapelitbangda) in Batam City. The research employs a descriptive qualitative methodology, utilizing data collection methods such as in-depth interviews, direct observation, and documentary analysis. The study's findings reveal that the execution of SAKIP at Bapelitbangda Batam City adheres to Presidential Regulation Number 29 of 2014, although has some significant problems in its implementation. (1) suboptimal integration of information systems, (2) inadequate human resource capability, and (3) restricted cross-sector coordination. The study advocates for the enhancement of the integrated information system, the augmentation of human resource capability by continuous training, and the establishment of a more efficient coordination mechanism.

Open Innovation is an approach that utilizes ideas, knowledge and external resources to increase innovation and organizational competitiveness. Through development and innovation at the regional level, local communities can be actively involved in the decision-making process, make real contributions, and experience the impact of development directly. This research aims to analyze the factors that support the implementation of the Open Innovation strategy at the Regional Development Planning, Research and Innovation Agency (called BAPPERIDA) in Southeast Sulawesi, Indonesia. This research was conducted in 5 cities/regencies in Southeast Sulawesi, Indonesia, namely Kendari City, North Konawe Regency, Bombana Regency, Kolaka Regency, and South Konawe Regency. Data analysis was carried out using a quantitative approach with instruments tests, namely the KMO and Bartlett's Test Anti Image Correlation, Communalities, Total Variance Explained and Rotate Image Matrix to analyze the factors that support the implementation of the open innovation strategy in BAPPERIDA cities/districts in Southeast Sulawesi. A questionnaire was distributed to 75 BAPPERIDA employees to obtain valid data regarding the implementation of the open innovation strategy. The findings of this research show that the implementation of open innovation at BAPPERIDA is supported by organizational policy factors, innovation culture, involvement of external parties, and knowledge management.

Employee performance is a strategic determinant of public sector organizational effectiveness, including the Regional Development Planning Agency (Bappeda), which plays a central role in formulating development policies. The complexity of tasks in the Regional Development Planning, Research, and Innovation Agency (Bappedalitbang) of Cilegon City and the Bappeda of Serang City necessitates strong intrinsic and extrinsic motivation to achieve optimal performance. This study aims to analyze the influence of intrinsic and extrinsic motivation on job satisfaction and employee performance, as well as to examine the mediating role of job satisfaction in both relationships. The research focuses on employees of Bappedalitbang Cilegon City and Bappeda Serang City as representatives of regional development planning institutions with distinct tasks and challenges. A quantitative research approach was employed, utilizing Partial Least Squares Structural Equation Modelling (PLS-SEM) for data analysis. The sample was determined using the 10 times rule (Hair et al., 2022), resulting in 110 respondents. The findings indicate that intrinsic and extrinsic motivation have a significant positive effect on both job satisfaction and employee performance. Job satisfaction also significantly and positively affects employee performance and serves as a significant mediator in the relationship between both motivational factors and performance.

Development by Bappeda ( Development Planning Agency at Sub-National Level) always places, maintains and develops the development plans in the regions so that the results of this study can be used as an effort to implement the planning system and t he regional development process. I t is hoped that safe, smooth, orderly, healthy and efficient life and liv elihoods can be realized in the well planned spatial utilization. Planning and development processes are arranged systematically and sequentially using qualitative and educative data. The collected data will be analyzed using a thinking method starting from the general thing. Any assumptions about reality or social phenomena will be drawn to new information to be used as achievement, building in planning a directed and integrated development process. When planning always goes increasing, a development planning in each region is needed through regional planning. The planning are oriented towards the future and seek to build a community with long-term and large-scale planning. In accordance with Law No. 2 of 2004 concerning the National Development Planning System, which also refers to Government Regulation No. 41 of 2007 concerning Regional Device Organizations. Regional development planning is basically a plan that shapes the community system against the faced conditions to realize development in the region. In practice, the implementation of development in the regions is based on the planning and development process in the above areas involving agencies in the province by the Provincial Bappeda. To accommodate the community's desire for development, a bottom-up planning system is adopted. This is actually participatory planning. The lowest stage in the regional development coordination meeting will be followed at a higher level. The realization of the Bappeda of North Sumatra Province is to develop a regional development plan both long-term, medium-term, short-term, poverty alleviation, and to coordinate all development plans with vertical agencies and agencies in the North Sumatra province. This study aims to find out and analyze the influence of internal and external factors on the quality of the annual development plan of the region in Aceh Tamiang Regency partially and simultaneously. The sample of this study is that all employees in the office of Regional Development Planning, Research and Development Agency (BAPPEDA) Aceh Tamiang district numbered 30 people. The results of the study obtained mathematical equations that are Y = 9.468 + 0.262 X1 + 0.215 X2. The correlation coefficient value (R) of 0.673 means a strong and positive relationship and significant (real) between internal and external factors with the quality of the regional annual development plan in Aceh Tamiang Regency. The coefficient of determination (R2) of 0.453 or 45.3% indicates that 45.3% of the quality of the regional annual development plan in Aceh Tamiang Regency is influenced by internal and external factors. The remaining 54.7% was influenced by other factors. T test results for internal factors t calculated > t table value of 2,277 > 2.05183 and significant in = 0.05 obtained figures of 0.031 < 0.05 means internal factors significantly affect the quality of the regional annual development plan in Aceh Tamiang District, which is the contribution of the variable of 0.262. External factors have a t count value of > t table and a significant t that is far from the significant value of tolerance of 5% which is 2,155 > 2.05183 and significant 0.040 < 0.05 and the contribution of these factors is the amount of the regression value with the number 0.215. F is worth 3.35. The calculated F value is above F table which is 11,160 > 3.35 and also the significant F value is 0.000 < 0.005. So that from the results of the F test can be analyzed that internal and external factors together the two free variables have a significant and significant / tangible effect on the quality of the annual development plan of the region in Aceh Tamiang District. Thus, the hypothesis that reads internal and external factors simultaneously affects the quality of the annual development plan of Aceh Tamiang District can be accepted and theoretically proven. This study uses a qualitative method, presenting in the process of analyzing information obtained from respondents and informants. Questionnaires, field notes and other official documents are sources of data collected directly at the Regional Development Planning Agency (BAPPEDA) in West Aceh District, while the informants in this study are functional officials and staff in the Infrastructure and Regional Development section (IPW) in Bappeda Aceh Barat District, and the*data collection method was a questionnaire in which 32 respondents were asked a series of questions or written statements to answer. The resuIts of this study can be concluded that the role of the Regional Development Planning Agency(BAPPEDA) in infrastructure development in West Aceh District is a task in the field of Infrastructure and Regional Development, as coordination and synchronization of regional development planning in the field of Infrastructure and Regional Development. And the Regional Development;Planning Agency (BAPPEDA) as a planning agency in the region as a support for government affairs in the field of planning and supporting government affairs in the field of research and development functions more as coordinator of management of infrastructure development both from government agencies and with the private sector/community.

This study aims to describe and analyze the ability to absorb local people's aspirations by the Gorontalo Regional Development Planning Agency (RDPA) from the public administration perspective. Currently, there are many cases of serious conflict between the government and the community because policies are taken without paying attention to the people's aspirations. This is where the importance of development planning issues must be related to the concept of public administration, where the government must know and understand what the community needs properly. This study uses a qualitative descriptive method involving informants and respondents from various parties. The results show that DPA has good quality in absorbing community aspirations in development planning programs, but it is not yet fully optimal, and there are still some obstacles. The absorption of community aspirations is more optimally carried out through the Development Planning Forum and the Face-to-Face Model Deliberation of Regional Apparatus Work Units in a persuasive manner so that bottom-up proposals are more qualified and focused. Furthermore, it is recommended that training be carried out in the community, especially for the head of the local community, to inventory development needs in their area so that each plan's activity and the proposals are more quality. In this study, it was found novelty that the RDPA Gorontalo was able to play a role in improving the quality of participatory planning in the Gorontalo regional development planning system, both as policy formulation and in its operations.

As part of implementing regional government research and development policies, it can carry out its duties and functions relating to; research, development, study, engineering, implementation, operation and evaluation of policies, hereinafter referred to as main research and development, are scientific activities aimed at generating new understanding/methods and/or developing their practical application in the context of science and technology within the scope of domestic governance. This study aims to determine the implementation of the policy of the Minister of Home Affairs Regulation Number 17 of 2016 and to find out the supporting and inhibiting factors encountered in the implementation of the policy of the Minister of Home Affairs Regulation Number 17 of 2016 at the Wajo Regency Regional Development Planning, Research and Development Agency, using the type of descriptive research with a qualitative approach. The results of this study indicate that, the implementation of the policy of the Minister of Home Affairs Regulation Number 17 of 2016, seen from the aspect of content and context shows an improvement in governance according to the analysis of regional research and development in carrying out regional development planning programs, by looking at an interest, the benefits of the policy making changes by involving responsive resources and strategies by implementing actors to apply the policy, this shows that the basic reference for this regulation can be carried out properly.
