Effectiveness of demographic policy measures in addressing population decline in contemporary Russia

Demographic policy is one of the key tasks of almost any state at the present time. It correlates with the solution of pressing problems in the economic and social spheres, directly depends on the state of healthcare, education, migration policy and other factors and directly affects the socio-economic development of both individual regions and the country as a whole. Many Russian and foreign researchers believe that demographic indicators very accurately reflect the socio-economic and political situation of the state. The relevance of the study is due to the fact that for the progressive socio-economic development of any country, positive demographic dynamics are necessary. The main sign of the negative demographic situation that has developed in modern Russia and a number of countries, primarily European, is the growing scale of depopulation (population extinction). The purpose of this work was to analyze the existing demographic policy of Russia and compare demographic trends in Russia and other countries. The work uses methods of statistical data analysis, comparison of statistical indicators of fertility, mortality, natural population decline, migration, marriage rates in Russia and the Republic of Srpska, methods of retrospective analysis, research of the institutional environment created by the action of state and national programs “Demography”, “Providing accessible and comfortable housing and public services for citizens of the Russian Federation”, “Strategy of socio-economic development for the period until 2024”, Presidential decrees, etc. Research has shown that despite measures taken to overcome the demographic crisis, Russia’s population continues to decline. According to the Federal State Statistics Service of the Russian Federation (Rosstat), as of 1 January 2023, 146.45 million people lived in Russia. By 1 January 2046, according to a Rosstat forecast published in October 2023 the country’s population will decrease to 138.77 million people. To solve demographic problems in the Russian Federation, a national project “Demography” was developed and approved. The government has allocated more than 3 trillion rubles for its implementation. However, it is not possible to completely overcome the negative trend. The authors proposed a number of economic and ideological measures within the framework of agglomeration, migration, and family support policies that can be used within the framework of socio-economic development strategies and national programs aimed at overcoming the demographic crisis.

A study of composition of teaching personnel working in pre-professional classes in Moscow’s schools

Problem and aim. Pre-professional classes are an efficient tool of solving the task of developing innovative economy of Moscow. The quality of learning outcomes and practical skills of students enrolled in pre-professional classes depends on the qualification of teachers. The aim of this study was to analyze and identify special aspects of the composition of teaching personnel who work in pre-professional classes in Moscow’s schools. Materials and research methods. The study was based on the data dedicated to teachers’ education, continuous professional development, and teaching experience. The dataset included open data published on schools’ websites and the data obtained from the Department of Education and Science of Moscow. The study involved the data of 2,215 teachers from 30 Moscow’s schools. The following has been accomplished within the study: conducting consultations with experts, reviewing academic literature and regulatory documents, data processing for statistical analysis, developing indicators, statistical processing of data, integrating and interpretating the obtained data, contrastive analysis of data of 30 schools, comparative analysis of the dataset with the data by Federal State Statistics Service. Research results. A portrait of a typical teacher teaching in pre-professional classes in Moscow’s schools is the following: a teacher by first job, aged 46.9 years, with highest qualification category, often with teaching experience of 26 and more years, with experience in the current organization of less than 5 years, and with high educational attainment. Almost all teachers included in the dataset have higher education. Some teachers have accomplished a number of higher education programmes and have a PhD or a Dr. Sc. degree. Regarding higher education attainment, teachers have graduated from teacher training and non-pedagogical universities (classical, specialized) in almost equal proportion. Teachers have studied in 82 different regions of Russia and 14 foreign countries. Mostly, teachers have acquired higher education in Moscow. The less the teaching experience of teachers the higher the ratio of teachers who have obtained a degree in Moscow’s non-pedagogical universities (classical or specialized). 72.8 % of teachers have participated in in-service training programmes, while 21.8 % of teachers have been enrolled in professional retraining programmes during their career. 24 % of teachers are continuously engaged in professional development activities. Teachers have been enrolled in in-service and professional retraining programmes at more than 600 providers of continuous professional development in 67 regions of Russia and 6 foreign countries. A large proportion of professional development programmes mastered by teachers are offered by providers located in Moscow. Conclusion. The scientific novelty of the study lies in the fact that the data on educational trajectories of Moscow’s teachers collected by informational systems have not been studied before. The results of the study include developing a generalized portrait of a teacher, describing higher education and continuous professional development of teachers, identifying the ratio of pedagogical and non-pedagogical majors of teachers, showcasing the geography of higher educational institutions and CPD providers. The practical value of the study includes using the obtained results as a basis for decision making in the field of CPD programme management involving teachers of pre-professional classes, developing and / or improving an analytical system of collecting and processing data dedicated to teachers’ educational trajectories.

Analysis of the medical and demographic situation in the central region of Russia in the pre-pandemic period

Introduction. According to Federal State Statistics Service (Rosstat) , in 2021, the Vladimir Region took 69th place among all subjects of the Russian Federation in terms of natural population growth (loss). In terms of the frequency of general morbidity over 2010, the region was the most disadvantaged in the Central Federal District; in 2017, it was at the second place. The purpose of the study is to analyze the medical and demographic situation in the Vladimir region during the pre‒pandemic period. Materials and methods. The official statistical data of the Federal State Statistics Service and collections of the medical information and analytical center of the Vladimir region for 2001–2019 were used. The analysis of the main demographic indicators, as well as data on the general morbidity in children, adolescents, and adults in sixteen classes of diseases of the WHO classification (ICD-10) was carried out. Results. The population of the Vladimir Region has decreased by 192,247 people since 2001. A significant differentiation of morbidity values is shown both by different age groups and by administrative districts. Limitations of the study are usually related to the lack of access to detailed statistical information within administrative territories. The peculiarities of collecting and presenting statistical information on morbidity do not allow implementing a more detailed analysis within each age group, limited to three contingents. Conclusion. For the first time, a study of the medical and demographic situation in the Vladimir region, which developed over a nineteen-year pre-pandemic period, made it possible to establish risk territories with characteristic features of their health status.

Analysis of the Russian Market for Artificial Lung Ventilation Units

The medical industry is strategically important for the national economy and healthcare. The COVID-19 pandemic has shown the importance of local MedTech capacity and production facilities to meet the needs of the healthcare market. The purpose of the study is to conduct the analysis of the Russian market of artificial lung ventilation devices (ventilators). Materials and methods. The analysis of customs statistics data was carried out by the Ministry of Foreign Economic Activity of the Russian Federation (RF), the Federal Customs Service of Russia (FCS Russia), Federal Tax Service of Russia (FTS Russia), Federal State Statistics Service (Rosstat), the Ministry of Economic Development of the Russian Federation, the Ministry of Health of the Russian Federation, Federal Service for Supervision in the Sphere of Health Care (Roszdravnadzor) as well as the Commodity Nomenclature of Foreign Economic Activity (FEACN RF). During the study, statistical methods were used, as well as analysis and synthesis. The author determined the number of ventilator models present on the Russian market, the dynamics of their import and export volumes (during and after the COVID-19 pandemic) in the country context. Results. Up to 200 ventilator models from 87 vendors are represented on the RF market. The volume of imports of ventilators in 2022 amounted to $ 32.0 million (2.2 billion rubles). After a jump in imports during the COVID-19 pandemic in 2021, the volume of deliveries fell to 43 million (-23% by 2019), and in 2022 the decline was 25% (-44% by 2019). In 2020, the imports volume of value of ventilators increased 6.5 times. In 2021, the volume of imports and exports immediately fell below the indicators of the pre-crisis period. Deliveries from Germany decreased by 52%, the USA — by 86%, Korea — by 98%, France — by 29%, Slovakia — by 36%, and from Sweden stopped altogether. China has increased the volume of imports, adding 81% by 2021, and Switzerland to 41%. The volume of exports amounted to $ 383 thousand (410 million rubles), including exports to the EAEU countries amounted to $ 88 thousand, exports to non-CIS countries decreased by 95% (from $ 6.7 million to $ 0.3 million in 2021-2022). Conclusion. The results of this study can be applied by Russian ventilator manufacturers to assess the growth potential, as well as by government authorities to set priorities for strategic development by segments of the medical devices market.

Development Resources of the Border Regions of the Russian Federation

The Russian Federation borders with 18 foreign countries. Seven of them are NATO members as of March 2024. The state border of Russia passes through the territory of almost half of the constituent entities of the Russian Federation. The shelling of the territory of the Russian Federation by the armed forces of Ukraine radically changes the situation in the sphere of not only of military, but also of socio-economic security, primarily in the border regions of Russia. The issue of their protection, elimination of weaknesses and organization of society’s life in a new, unstable, largely unfavorable external environment is especially acute. The formation of resources necessary for solving these issues largely depends on the current level of economic development of the country and its border regions. The author’s purpose was to illustrate some aspects of the economic situation in the border regions of the Russian Federation, given the current circumstances where Russia’s adversaries are attempting to create areas of tension near the Russian borders, exemplified by Ukraine, Poland, and the Baltic States. To achieve this goal, the author solved several tasks. They are: selecting the subjects of the Russian Federation to be studied, determining the set of statistical indicators to be analyzed, and determining the length of the dynamic range for each indicator. We also constructed the dynamics of change for these selected indicators. The results of the author’s analysis of seven statistical indicators that reflect the socio-economic situation in 36 selected border regions of the Russian Federation are presented below. The analyzed statistical data are taken for the period from 1995 to 2021. The economic and statistical research was carried out on the basis of data from the Federal State Statistics Service of the Russian Federation, most of which are published in statistical collections “Regions of Russia. Socio-economic Indicators”. The article shows that a number of the studied parameters indicate the need to strengthen the economic power of the Russian border regions in modern and possible future conditions. The obtained results can be useful for legislative and executive authorities of the Russian Federation and the subjects of the Russian Federation in the development and implementation of the development policy of regions that have a particularly important strategic importance.

Оценка приоритетов использования программных бюджетных расходов в регионах Российской Федерации

This article is devoted to the search for an answer to the question whether the promotion of socio-economic development is among the key priorities of using the budget potential of the subjects of the Russian Federation. To solve this problem, the study has developed methodological tools for assessing the use of the budget potential of the region. Mainly, it includes justification of priorities and directions of using the budget potential of the region, determination of the proportion of priorities and its dynamics, calculation of the importance of priorities based on a modified formula of their elasticity according to the maximum achieved budget potential of the region. In practice, the application of the developed methodological tools will make it possible to measure and adjust the ratio of directions and priorities for the use of the budget potential of the region, depending on the goals and conditions of the development of the social sphere and the economy. According to the developed tools, as well as on the basis of official reporting data from the Federal Treasury, the Federal State Statistics Service, and the Ministry of Finance of the Russian Federation, an approbation diagnosis of the use of budget potential was carried out on the example of 85 subjects of the Russian Federation over a 15-year period from 2006 to 2020. It was determined that 7/10 of the realized budget potential of the subjects of the Russian Federation was used for the current priority, 2/10 — for transfer, 1/10 — for investment. The empirical results obtained in the work confirmed the hypothesis that the use of budget resources of regions for short-term stabilization purposes is more important than financing longterm stimulation of socio-economic development of territories. According to the results of the approbation, ways to increase the efficiency of using the budget potential of the region to stimulate its socio-economic development are identified.

Exploring Fertility Dynamics and Factors Shaping Russia’s Demographic Prospects

The research examines fertility patterns in Russia by using current calendar birth rates and their implications for actual generations. Birth rates for these generations are derived from the 2020 Census data and are further refined through calculations employing one-year age-specific rates. This methodology allows us to estimate parameters for age-specific fertility models in real generations, offering a different approach compared to traditional population census methods. Given the variance in fertility rates by birth order, the analysis favors a segmented approach, separately considering trends for first, second, third, and subsequent births. Factors influencing fertility are examined both statistically, with a focus on the impact of population age–sex structure transformations on overall fertility rates, and through insights from Vyborochnoe nabliudenie reproduktivnykh planov naseleniia [Sample Observation of Population Reproductive Plans] performed by Rosstat [Federal State Statistics Service] in 2022. Value orientations are the primary determinant in reproductive behavior, which means that a key goal of demographic policy is to influence these orientations. However, it is also possible to influence fertility rates through social and demographic policies creating favorable conditions for families to fulfill their desire for children.

Evolution of Ural cities at the turn of the 20th–21st centuries

The growth of cities and the transformation of their urban structure reflect the impact of numerous factors: economic, political, social, ideological and others. The Ural region with its concentration of larger cities is among the most urbanised in Russia. The paper explores the urbanistic processes in the Ural region at the turn of the 20th–21st centuries in the context general economic, political and moral factors. The methodological basis of the research rests on the theories of urbanisation and urban development, and the evolutionary approach. The study uses analytical, statistical, and comparative methods. The data for 1989–2022 reflecting the dynamics of urbanistic processes is taken from the Federal State Statistics Service of the Russian Federation. The boundaries of the Ural agglomerations are sourced from the official territorial and strategic planning documents. The findings indicate several trends in the transformation of the Ural settlement system and its urbanistic structure, in particular, a qualitative change of the cities’ industrial structure, a decrease in the employment in industry and a fall in the urban population, intensification of agglomerations processes and population tending to concentrate in larger cities. The indicated processes of deurbanisation and deindustrialisation of the Ural region result in the augmented share of larger cities, greater imbalance between size groups of cities. The paper is the first to describe the Ural Urban Square that encompasses four larger urban agglomerations – Ekaterinburg, Chelyabinsk, Ufa, and Perm. The paper underscores that the Ural Urban Square becomes a place of concentration of investment, human, economic, and social resources, the core of the development of the Ural macroregion and its neighboring territories.

The effect of transport parameters on regional economic development: The case of the Ural Federal District

The transport has a special role to play in the regional socioeconomic development, which changes depending on the prevailing trends for population mobility, introduction of advanced technologies, extension of economic connections, and growth in regional production. The study explores the problem of the interface between transport and regional economy on the example of the Ural Federal District. Methodologically, it relies on the theories of spatial development and regional economics. The main method of research is correlation and regression analysis. The evidence is the socioeconomic data on transport as well as values of gross regional product of the Ural Federal District for 2010–2020 sourced from the Federal State Statistics Service of the Russian Federation. The paper develops a model for forecasting GRP. The analysis indicates the presence of the relationship between the socioeconomic metrics of the transport sector and gross regional product of the Ural Federal District. In particular, there is the correlation between the indicators “density of public roads with hard surface”, “deaths in road accidents per 100,000 population” and gross regional product of the Ural Federal District. The paper concludes about the need to develop a composite indicator for assessing the transport sector that will reflect the ongoing digital modernisation and introduction of innovations.

The level of medical care accessibility in Russia: Regional differentiation

The need to consider economic risks and respond to demographic challenges pushes the issues of creating and maintaining the quality of regions’ human potential, as well as saving population health to the research agenda. The aim of the study is to investigate the resourcing of regional health care systems in Russia in order to determine the level of medical care accessibility. Methodologically, the paper relies on the concepts of systems and regional economics, labour economics. The study applies time series and comparative analyses, as well as index, score-rating methods, composite coefficients calculation. The data is the socioeconomic and health care statistics by federal districts for 2005–2022 taken from the Federal State Statistics Service of the Russian Federation. The paper finds that regions differ in terms of the level of the medical care accessibility. Reportedly, the Ural Federal District ranked high for the efficiency of regional health care systems in 2021, which, according to the analysis, is due to the developed systems of preventive and emergency care. Conversely, the Siberian and Far Eastern Federal Districts were at the bottom of the ranking because of the deficit of physicians in emergency departments and scarce health care financing. The findings may underlie the development of measures on the improvement of health care resourcing, management, and efficiency both at national and regional levels.

Evolvement of new professions in the sphere of career guidance as an imperative of our time

Introduction. The current situation with the employment of graduates, when almost half of them do not work in their speciality, is a negative phenomenon for both the state and the citizens. One of the reasons for this situation is a gap between the graduates’ expectations and the real content of labour activity. The core of the problem is inefficient career guidance. The need to modernise the career guidance system is recognised worldwide. Forecasting of new professions for career guidance should be one of the directions of this modernisation. Specialists having new competencies will be able to ensure the systemic and planned nature of transformations in the sphere of career guidance in order to optimise it. The aim of the study is to justify the need for and predict the emergence of new professions to improve the efficiency of career guidance. Materials and methods. The study involved the materials of the European Training Foundation, the World Economic Forum; the documents of the Ministry of Education of the Russian Federation: letters, orders, methodological recommendations; the data of the Russian Federal State Statistics Service; scientific articles by Russian and foreign authors. The following methods were used: theoretical analysis of the career guidance development sphere; inductive inferencing; forecasting based on the study of documents and scientific literature on the problem. Results. At present, there is a problem connected with the professional training of specialists engaged in career guidance. People with education in the fields of pedagogy, psychology, sociology and social work are not able to efficiently solve the numerous tasks of modern career counselling. The solution can be achieved by the introduction of new specialisations of employees in this sphere matching the needs of modernity and development trends. It is predicted that these specialisations will be transformed into new professions in the future. For instance, such new professions for career counselling as career research foresighter (prognosticator), career guidance playwork specialist, career guidance testing specialist and developer, career guidance imagemaker, etc. will presumably appear. Conclusion. The modernisation of the career guidance system requires innovations not only in its content and technical fit-out but also in its staffing. The research results can be further used in the process of development of new qualification requirements; for substantiation of proposals on training specialists in upand-coming professions in the sphere of career guidance. They can also serve as a basis for the development of training programmes in new specialities.

ЭПИДЕМИОЛОГИЧЕСКИЙ АНАЛИЗ РАКА МОЛОЧНОЙ ЖЕЛЕЗЫ И ОСОБЕННОСТИ ОКАЗАНИЯ МЕДИЦИНСКОЙ ПОМОЩИ ЖЕНЩИНАМ В ЧУКОТСКОМ АВТОНОМНОМ ОКРУГЕ

Relevance. Breast cancer is one of the first places among all types of oncological pathology both in the Russian Federation and around the world. At the same time, over the past decade there has been a significant increase in the incidence of this pathology; the average annual growth rate in the Russian Federation reached up to 1.72%, which is a very worrying sign. The aim of the study is analysis of the morbidity and mortality rates from breast cancer in the female population of the Chukotka Autonomous Okrug, as well as identification of the features of medical care and prevention of identified malignant neoplasms of the breast in the study area. Materials and methods. The analysis was carried out on the basis of information materials from the Unified Interdepartmental Information and Statistical System, the Federal State Statistics Service, and documents from regional executive authorities in the field of healthcare. Statistical indicators of morbidity and mortality from malignant breast diseases in women from 2011 to 2021 (per 100,000 population) were studied; the results obtained in the region were compared with those in the Russian Federation as a whole. To assess the general and annual trend, its degree of reliability, a trend line was constructed and the value of the approximation coefficient R2 was calculated, which in all cases turned out to be acceptable. The results of the study. Morbidity and mortality from malignant neoplasms of the breast in women living in the Chukotka Autonomous Okrug differed significantly from the national average. The annual changes in the region had quite sharp fluctuations. However, in general, the trend line did not have sufficient positive characteristics. In addition, higher morbidity and mortality rates in the region, compared with the national average, can be considered a negative point.

ЭПИДЕМИОЛОГИЧЕСКИЕ АСПЕКТЫ И ОСОБЕННОСТИ ОКАЗАНИЯ МЕДИЦИНСКОЙ ПОМОЩИ НАСЕЛЕНИЮ ПРИ ЗЛОКАЧЕСТВЕННЫХ НОВООБРАЗОВАНИЯХ ДЫХАТЕЛЬНОЙ СИСТЕМЫ В РЕСПУБЛИКЕ КОМИ

Relevance. Epidemiological studies of oncological diseases of the respiratory system show that this nosological form is one of the leading causes of death among all other pathologies detected in most regions of the Russian Federation and around the world. Over the past decade, there has been a significant increase in the incidence of this pathology. The aim of the study is analysis of morbidity and mortality rates among the population of the Komi Republic, identification of features of medical care and prevention of malignant neoplasms of the respiratory system in the studied area. Materials and methods. The analysis was carried out on the basis of information materials from the Unified Interdepartmental Information and Statistical System, the Federal State Statistics Service, and documents from regional executive authorities in the field of healthcare. Statistical indicators of morbidity and mortality from cardiovascular diseases from 2011 to 2021 (per 100,000 population) were studied; the results obtained in the region were compared with those in the Russian Federation as a whole. To assess the general and annual trend, its degree of reliability, a trend line was constructed and the value of the approximation coefficient R2 was calculated, which in all cases turned out to be acceptable. The results of the study. Regional indicators differed from the national average - morbidity and mortality from malignant neoplasms of the respiratory system in the Komi Republic is significantly higher than the average in Russia. In dynamics over the past 10 years, mortality from malignant neoplasms of the respiratory system in the region tends to decrease, but less noticeable in comparison with the average in the Russian Federation. The incidence among women has not changed much, and among males has decreased compared to 10 years. The detection rate of malignant neoplasms in the early stages in the Komi Republic is significantly lower compared to the Russian Federation. The conclusion was made about the need to develop the regional program "Fight against cancer", its continuous improvement and exchange of experience with other regions.

Социальная инфраструктура сельских территорий как потенциал развития сельского хозяйства Нижегородской области

Introduction. The article discusses the main problems that hinder the development of rural areas. An assessment of the social infrastructure of rural areas of the Nizhny Novgorod region was also carried out and the trends of their development were identified.Materials and methods. In this work, data materials from the territorial body of the Federal State Statistics Service of the Nizhny Novgorod region were used.Results. The result of the work is an analysis of the current state of rural areas and proposals for their development. The following methods were used and applied in the study: monographic, abstract-logical, economic-statistical, observations, comparisons.Discussion. During the analysis, the main reasons that slow down progress in the development of rural areas were identified: limited information, a shortage of labor (highly skilled personnel), limited funds for the development of territories, the geographical location of territories relative to urban settlements. To solve these problems, it is necessary to carry out comprehensive measures, including increasing financing for infrastructure development, attracting qualified personnel to work on projects, improving access to relevant information and creating conditions for project implementation.Conclusion. To date, the issue of increasing the density of the population living in rural areas is particularly acute and is a priority in the development of the country. As well as improving health and quality of life, ensuring social protection of citizens of the Russian Federation. To achieve the set strategic goals, programs are being implemented to support rural areas, measures are being taken to improve the quality of life of the rural population, working conditions, health care, etc.

Оценка успешности формирования профессиональных компетенций руководителя в процессе обучения на программах бакалавриата

The article is devoted to the issue of forming the professionalism of a manager in the process of studying at higher education programs. The purpose of the study was to assess the success of the formation of managerial professional competencies of the head in the process of obtaining higher education through the analysis of students' perception of the importance of qualities needed by an employee of the management system for effective work. The research method used was the assessment methodology of the Federal State Statistics Service, used in a sample observation of the employment of graduates who received secondary vocational and higher education, with the addition of the author. The article presents the results of the assessment and suggests ways to increase students' motivation to study and interest in working in their chosen specialty, including the development of professional competencies that are really required in practice.

The results of statistical analysis and assessment of the standard of living of the population in the Russian Federation are presented in the context of territorial features, taking into account the influence of various factors using a complex of statistical methods. The main groups of living standard indicators presented in the data of the Federal State Statistics Service are considered. Due to the presence of territorial differentiation in the standard of living in the Russian Federation, clustering of the constituent entities of the Russian Federation was carried out based on such characteristics of the standard of living as average per capita cash income, average consumer spending per capita, healthy life expectancy and unemployment rate in the regions. Assessments of the situation within each cluster are given in connection with their territorial location. To identify existing patterns in living standard indicators at a regional level, correlation and regression analysis was used. Regression models of budget indicators of the constituent entities of the Russian Federation and the main characteristics of the standard of living are considered. Statistically significant patterns have been identified between indicators of the budgets, the labor and housing spheres, as well as the well-being of the population. The correlation between various living standard indicators has been determined. A comparative assessment over time is given. The results obtained can be used to monitor living standard indicators in the regions, as well as in developing socio-economic policy measures.

The structure of traumatic brain injury in the city of Rostov-on-Don during the new coronavirus infection COVID 19

Objective: to study the frequency and structure of traumatic brain injury in the pre-ovoid, covid and post-ovoid periods in Rostov-on-Don.Materials and methods: to study the frequency and structure of traumatic brain injury in three years from 2019 to 2021 (in the pre-ovoid, covid and post-ovoid periods) according to the neurosurgical department and the department of combined trauma of the Emergency Medical Hospital No. 2 in Rostov-on-Don. Data processing using the IBM SPSS Statictic program version 26.0 using the χ2-Pearson criterion, in pairwise a posteriori comparative analysis, the χ2-Pearson criterion with Yates correction and likelihood correction were used. If the significance level is p<0.05, the differences are statistically significant.Results: in the pre-crisis period (2019), household trauma prevailed, the total number of hospitalized with TBI was 1,322. Of these, concussions accounted for 71%, brain contusions accounted for 28%, diffuse brain injury — 1%, street injury — 6.9%, transport injury — 6.81% and intentional injury — 24.1%. In the covid period (2020), the total number of patients admitted to the department decreased by 24%. The structure of the injury remained unchanged (concussions in 70% of cases, brain contusions in 28%, diffuse brain injury in 2%). In 2021 (completion of covid restrictions), the number of inpatient patients with TBI remained reduced (by 23%), the ratio of concussions, bruises, diffuse brain injuries remained the same.Conclusions: during the period of social isolation, there was a decrease in the number of hospitalized with TBI, which coincides with global indicators. The end of the restrictions associated with the pandemic is also characterized by a decrease in the number of patients admitted to the hospital with TBI. At the same time, a decrease in the ratio of the number of hospitalizations to the total number of deaths from head injury in 2019 and 2020 should be taken into account. from 19.83 to 14.98 in the Rostov region (according to the Federal State Statistics Service on the number of deaths from head injuries in 2019-2020), which reflects the level of accessibility of medical care. There was also a significant decrease in household, street, transport, school, sports and intentional types of TBI (p<0.05), while occupational injuries and trauma, the circumstances of which are unknown, did not significantly differ from the pre-pandemic indicators. Taking into account these results will improve the organization of emergency and emergency medical care for patients with TBI.

Effects of Budget Expenditures on Education and Youth Policy on Decreasing the Level of Delinquent Behavior of Adolescents

One of the national development goals relates to realizing human potential and educating a socially responsible person, which, among other things, requires strengthening the state's role in preventing crimes, primarily among adolescents. In this regard, there is a need to quantify the impact of social spending budgets on the level of juvenile delinquency. The article substantiates a methodological approach to assessing the effects of expenditures on secondary vocational education and youth policy on the number of minors convicted of various crimes. In the study, the authors evaluated regression based on a fixed-effects model with the standard errors Driscoll – Kraay. Econometric modelling was based on panel data on 83 subjects of the Russian Federation for the period 2010–2020. The statistical data of the official websites of the Federal State Statistics Service, the Federal Treasury and the Prosecutor General's Office of the Russian Federation served as the information base of the study. Based on the simulation results, conclusions were drawn about the positive impact of increasing budget expenditures on secondary vocational education and youth policy, as a share of GRP, on reducing juvenile delinquency. The influence of control variables (income level, divorce rate, urbanization, general crime, etc.) was also confirmed. For the first time, the results obtained on Russian data significantly complement the conclusions of foreign econometric studies on similar issues

Labor productivity within the framework of the Labor Productivity and Employment Support national project

According to macroeconomic estimates, the Russian economy is characterized by a relatively low level of labor productivity, two to three times inferior to the economies of a number of industrialized countries. The lower level of labor productivity in Russia in comparison with the leading global economies is manifested especially at the microlevel. Increasing labor productivity is one of the most important tasks of the domestic economy in terms of ensuring competitiveness in the world markets. The importance of this process is intensified in the current conditions characterized by Western sanctions aimed at weakening the Russian economy. This determines the relevance of the present study. The purpose of the study is to analyze the labor productivity state in the process of implementing the Labor Productivity and Employment Support project. The subject of the study is labor productivity at the micro- and macrolevels, in individual industries and regions. The study used data from the national project passport, official data from the Federal State Statistics Service and the Ministry of Economic Development of the Russian Federation, and methods such as analysis and synthesis, generalization, grouping, tabular, etc. The presence of significant inter-industry and intra-industry differentiation of Russian companies by the labor productivity level and different methods of calculating labor productivity, which makes it difficult to choose the most effective economic entities, has been revealed. One of the reasons for lagging behind other countries in terms of labor productivity is, among other things, the technological lag of domestic companies. At the same time, the regions do not sufficiently use the possibilities of tax incentives for investment by establishing a tax deduction, and labor motivation is weakened. The labor productivity indicator is not used in ranking regions by the socio-economic development level, as well as for the purposes of assessing regional managers effectiveness.

Epidemiological Trends in the Incidence of Gastritis and Duodenitis among Children in Moscow

Introduction. The article analyzes the incidence of gastritis and duodenitis among children based on the data provided by medical organizations subordinate to the Moscow Healthcare Department. The disease incidence is presented by age groups. Materials and methods. The data was obtained from the Federal Statistical Observation Form No. 12 “Information on the number of diseases registered in patients living in the service area of a medical organization”, Form of Federal Statistical Monitoring No. 30 “Information about a medical organization” for the period from 2019 to 2023, as well as data on child population in Moscow published on the official website of the Federal State Statistics Service. Results and conclusions. The analysis of the incidence of gastritis and duodenitis in the observed period showed that the most vulnerable age groups are children aged 10-14 years and adolescents (39.9% and 37.0% out of the total number over the past five years, respectively). Among all age groups, there is a negative dynamic in the overall and primary incidence of gastroduodenitis. Based on the results obtained, it can be concluded that there is a moderate incidence of gastritis and duodenitis among the child population in Moscow. Special attention should be paid to preventive measures and health-improving programs in order to reduce the incidence rate and ensure the health of the rising generation.
