Consumer energy conservation policy in Canada: Behavioural and institutional obstacles

This paper posits that if consumer energy conservation policy is to succeed in Canada, both behavioural and institutional obstacles must be identified and overcome. The behavioural barriers, identified through a national household survey, include consumer resistance to policies that affect their life-styles. The institutional barriers obtained from a series of interviews with government officials, include weak federal-provincial relations. Viewed from a federal perspective, these obstacles are discussed and then linked to policy types. A prior understanding of the obstacles which a particular programme type is likely to face should allow more effective execution of the programme and enhance the probability of success.

The response of higher education to older adults: A federal perspective

This article examines and describes the responses of higher education institutions in meeting the needs of older people. Specifically, the article describes the concern of the Federal Council on the Aging for increased educational offerings for older people at American universities and colleges. It provides an overview of the demographic factors creating a “graying” society, discusses the challenge that aging presents to higher education, and cites, with examples, steps to be taken by higher education institutions to directly or indirectly benefit older persons.

Abstract The time appears propitious for an unprecedented s upport of primary prevention approaches and activities. This paper sketches recent developments in primary prevention program‐planning at the Federal level, provides an overview of guiding principles and relevant issues, and identifies some specific emphases and priorities for programming.

A Federal Perspective concerning the Use of Computers in Vocational Training

This paper discusses some of the problems that are faced by educators and systems developers as they attempt to develop and implement, on a broad scale, effective technological systems for the instruction, administration and management of education. To date millions of dollars have been expanded in developing instructional administrative and management systems for education. Yet with a few prominent exceptions there has been little broad scale impact on public elementary and secondary education. Because of this fact interest in and support for new research on the application of computers to educational problems has nearly dried up at the Office of Education, the National Institute of Education and the National Science Foundation. Work is needed to find out why this lack of broad-scale impact and what needs to be done to improve the situation.

Abstract Federal fisheries responsibilities are becoming more complex, but without commensurate increases in numbers of personnel. There is an important need to provide a broader education with increased exposure to decision-making and to the political system.

Control of sexually transmitted diseases in the United States-A federal perspective.

In 1972 federal assistance to states to support venereal disease control programs increased to $22.3 million and a national gonorrhea control program began in the US. Although partly a symptom of changes in the field of venereal disease the new federal initiative has itself stimulated change. This discussion provides an overview of the current situation. Anderson reviewed venereal control in the US between 1912-64 describing the initiation of the grant in 1939 the establishment of rapid treatment centers for treating syphilis and gonorrhea during the early 1940s as an emergency wartime measure and the postwar dismantling of the control apparatus between 1946-55. 2 events that require special comment are the discovery of penicillin as a cure for syphilis and the postwar decision to terminate direct federal assistance for treating patients with venereal disease. In 1964 Thayer and Martin reported the development of a selective culture medium for Neisseria gonorrhoeae and Neisseria meningitidis. The availability of this new diagnostic technique coupled with an alarming increase in reported cases of gonorrhea during the 1960s led the federal government in 1968 to invest in 6 gonorrhea control pilot projects. These emphasized the importance of widespread casefinding of infected women and the identification and treatment of sexual partners of infected men. Although effectiveness was not proved these projects did show the feasibility of such an approach and the federal government increased its assistance in 1972. From the many changes which accompanied this national commitment to control gonorrhea 2 were particularly important: one concerned the sexually transmitted diseases (STDs) as a group; and the other was a modification of strategies for the prevention of syphilis and gonorrhea. Federal concern with gonorrhea quickly broadened to include other common STDs. Improved diagnostic facilities stimulated national concern with the STDs as a group. A 2nd stimulus was the increasing incidence of the diseases themselves. A 3rd stimulus resulted from the follow-up and contact referral strategies used with gonorrhea patients. Modifications have been made to both syphilis and gonorrhea control. The challenge was to design control strategies which allowed a maximum of strategies to be concentrated on the core where the greatest impact on disease transmission was expected. A set of such strategies was described in mid 1975 and circulated to state and local health departments. The trends of both syphilis and gonorrhea changed markedly during 1976. Early syphilis declined by 4.1% the 1st decline since 1967 and gonorrhea increased by 0.4% the smallest increase since 1962. It is difficult to judge the impact of each method of control. Much remains to be done. The single greatest impediment is attitude toward this group of diseases.

Nonpoint Sources of Pollution: A Federal Perspective

The magnitude of the nonpoint source problem nationwide calls for the establishment of State, local, and Federal measures to control existing sources and to prevent future stream degradation from additional nonpoint sources. Under the EPA's regulations, State and local water quality management agencies have the major responsibility for the planning and implementation of nonpoint source programs. Emphasis to nonpoint source control programs will be on preventative techniques which are referred to as Best Management Practices in EPA regulations and guidelines. The EPA will provide guidance and technical assistance to the States and local designated agencies. Federal agencies will be encouraged to incorporate 208 objectives into their planning processes and provide technical assistance to other agencies. Coordinated planning and implementation of nonpoint source programs at all governmental levels should result in significant water quality improvements.

The Federal Perspective on Third Sector Management

This subject is particularly important because it is so integrally related to the overriding issue in federal management: to provide needed services at the lowest cost in waste, confusion, mismanagement, and unnecessary overhead. I believe that it is possible to improve governmental performance significantly, and to avoid in the future the mistakes of the past, and that third sector organizations should have an important part to play in many of the needed reforms.

THE FEDERAL GOVERNMENT is committed to ensuring that all Americans have access to medical care, although whether access should be viewed as an end in itself or as a means to improved health status is a matter of debate. Issues of acceptable minimum levels of care; the extent to which health care resources, which are relatively fixed in the short run, should be reallocated from middle and upper income groups to low-income groups; and how this transfer should be financed are value judgments. However, both theory and empirical evidence can provide important inputs to decisions that are made and can generate more rational debate. The first barrier to access is financial. The two principal Federally financed insurance programs that alleviate financial barriers are Medicare (whose beneficiaries need not have low incomes) and Medicaid.1 At the time of this writing, a variety of health insurance proposals are being debated in Congress and in other forums. Developments in Government Manpower: A Federal Perspective

A NY EXAMINATON of what has happened in recent years to government manpower has to start with the Government Employees Training Act of 1958. Signed by the President on July 7, 1958, that Act became a benchmark of indisputable validity almost at once. In spirit and philosophy, it has provided a point of departure for significant manpower developments of several kinds, and they are not so unrelated as they may seem. Of course, everything did not fall neatly into place upon passage of the Act, but constructive movement cannot be denied. In less than nine years, the concepts, principles, and stated purposes of the Training Act have pointed a sternly critical finger at deficiencies in: (1) manpower planning; (2) career development, with particular reference to executive training; (3) employee mobility; (4) analysis of losses and turnover; (5) pay and fringe benefits; (6) labormanagement relations; (7) use of modern technology in personnel administration; (8) attitudes toward, and knowledge of, contributions which the social sciences can make to personnel administration; (9) cooperation among governments at all levels and academic institutions in defining and filling requirements for new kinds of government personnel; and (10) acceptance of Federal responsibility for trying to alleviate at least part of the crisis in intergovernmental manpower matters. A retrospective look indicates that the Federal government as a whole may have come further than many agencies realize in facing up to manpower problems-but not as far as the agencies can with the right combinations of use of existing authorities. > The author describes some of the important and interesting developments in executive training since the passage of the 1958 Government Employees Training Act.
