The article raises both theoretical issues of the functions of public authorities, their transformation depending on a specific historical period and legal policy, and practical tasks related to the expansion of law enforcement functions of executive authorities (on the example of Roskomnadzor). As part of the theoretical part of the work, a justification is made for the use of legal policy tools to determine the goals and priorities of legal regulation in the field of information security; the analysis of the concepts of “functions of the state” and “functions of public authorities” is carried out; Based on the analysis of doctrinal documents, it is stated that in the information sphere there are executive authorities that are not actually law enforcement, but at the moment they have the powers of law enforcement agencies. The practice-oriented part of the work explores specific functions directly related to information security, and outlines ways to improve them (unifying blocking mechanisms and increasing their transparency, using artificial intelligence to recognize negative or fake content, etc.).
