Factors of innovative development of socio-economic system

Aim. To identify and systematize the factors of innovative development of modern socio- economic system.Objectives. To characterize the contribution of innovation in modern socio-economic development, including the need to achieve technological sovereignty; to analyze the approaches to identifying the factors of innovative development of modern socio-economic system; to propose the author’s systematization of factors of innovative development.Methods. The article is based on the application of mainly monographic method of research; using this method the author has studied approaches to innovative development, which are reflected in the modern economic literature. General scientific and specialized methods of scientific research were also used: analysis and synthesis, grouping method, system analysis, etc.Results. Innovations are recognized as one of the key tools of socio-economic development. Their importance has especially increased in modern conditions, when Russia was under the influence of sanctions of the collective West, limiting its technological development, which actualized the problem of achieving technological sovereignty and reducing the risks of import dependence. The problem of stimulating innovation activity has arisen and actualized, which requires an understanding of the factors influencing it. The study shows that these factors are diverse, there is no single approach to their identification and classification. This requires a combination of the available results of factor analysis in order to identify not only the composition and mechanisms of influence on innovative development of selected factors, but also to determine their mutual influence, which can act both as a stimulant and inhibitor of innovative development of socio-economic system.Conclusions. The formation of innovation potential is one of the key factors of economic growth, a necessary condition for the quantitative and qualitative development of socio-economic system. The research on identification and systematization of factors of innovative development of modern socio-economic system is a necessary prerequisite for this kind of development. The direction of further author’s research is the development of a methodology for assessing innovation potential, taking into account the impact and mutual influence of the identified factors of innovative development.

Innovation in Steel-Making Cluster in the Russian Federation and Factors of Innovation Development

The article analyzes the current condition and latest changes that took place in the steel-making cluster of the Russian Federation. It describes key problems and challenges that faced enterprises producing goods of ferrous metallurgy during COVID-19 pandemic and since the beginning of the special war operation. Key steps of the government of the Russian Federation aimed at supporting the cluster and stimulating its development were provided. At the same time the role and place of the steel-making cluster in global and home production were studied. On the basis of statistics the author depicted production dynamics in the industry, the level of innovation activity at enterprises, analyzed the structure of innovation costs in the cluster and showed priority tasks facing producers of goods of ferrous metallurgy and promising trends of their functioning. It was pointed out that in line with the global trend aiming at ecological innovation goods of ferrous metallurgy in the near future shall meet principles of carbon neutrality and high power-efficiency. Meanwhile, the development of digital infrastructure at industrial enterprises shall play an important role. Apart from that, the article provided factors of innovation development affecting seriously the balanced progress of home enterprises of ferrous metallurgy.

Modeling the Contribution of Network Human Capital to Economic Dynamics and Innovation Activity

Purpose of the study. This article analyzes the contribution of network human capital to economic dynamics and innovation through econometric modeling based on data for 70 countries for 2020–2021. The main goal of the study is to analyze the relationship between network human capital, economic development and innovation activity.Materials and methods. The present study is based on feedback methodology. On the one hand, the development of human capital is a strategic factor in sustainable economic development. On the other hand, economic resources that increase under development conditions are invested in human capital. The authors have developed a two-stage method for assessing the contribution of network human capital to economic dynamics and the development of innovation. At the first stage, the influence of human capital on the factors of innovative development, assessed by the indexes of the Global Innovation Index (GII), was assessed. At the second stage, an assessment of the contribution of these factors to GDP per employee was modeled. The method was implemented through the development of econometric models that allow assessing the contributions of network human capital to economic dynamics based on the profile of the national economy and assessing the dependence of GDP per employee on the employment structure of the national economy.Results. Based on the results of econometric modeling, the impact of human capital accumulation on the innovative development of the economy was assessed. Statistically significant relationships between: an increase in human capital and the acceleration of the pace of development of new technologies and the knowledge economy; development of creative activity; increasing innovative ties have been identified and substantiated. Based on the modeling results, we empirically assessed, firstly, the contribution of network human capital to GDP per employee; secondly, the increasing contribution of new industries to GDP per employee and the decreasing contribution of traditional industries (using the example of agriculture); thirdly, the more significant contribution of those employed in IT compared to the contribution of those employed in education and healthcare to GDP per employee.Conclusion. The results of the modeling proved that network human capital influences economic growth and innovative development through two mechanisms. Firstly, network human capital is directly involved in the production processes of the platform economy as a factor of production. In this sense, the accumulation of network human capital directly increases aggregate output. Secondly, the accumulation of network human capital has a positive effect on classical factors of production and, in particular, contributes to technological progress.

Innovative development of small resort towns: the triad of science, business, and education

Urban areas are places associated with the transformation of ideas into practices, social initiatives, and spatial economics. The study aims to assess the triad interaction between education, science, and business as a multiplier on the socio-economic development in the region. The study built a conceptual model of socio-economic space in the context of innovative urban development: the unity of education, science, and business. The statistical analysis allowed the author to substantiate the peculiarities of the local triad. The study revealed correlations in the influence of education, science, and business on changes in the regional system. The paper suggests that the triad of education, science, and business rests on territorial specifics. This feature is the determining factor of innovative development in the field of resort towns. The presented research uses the quantitatively measured influence of the triad as a multiplier by combining values of the unity of education, science, and business. The study found that the mentioned indicator reflects the wellbeing and quality of the labor resources in the region. On the one hand, the multiplicative influence of the triad is a guarantee of an increase in the wellbeing level within the borders of the region. On the other hand, it requires adaptation of the innovative development of resort towns to the current growth of the workforce and a decrease in innovative advantages on a local scale. The findings provide policymakers with significant indicators on the way to stabilizing the regional economy and effective decision-making. The study of the interaction between education, science, and business in the context of socioeconomic development can become a crucial tool for formulating policies aimed at stabilizing the region's economy and improving the quality of life of its residents, particularly in resort cities. The obtained results can provide guidelines for the development of innovation support programs and the planning of investment strategies, taking into account the specifics of territorial conditions.

The influence of innovative development in the EU countries and Ukraine on the competitiveness of national economies: A comparative analysis

Russian aggression adversely affected the economy of Ukraine and emphasized the need to adapt the best practices of EU countries to determine steps to restore the country’s competitiveness. This study aims to determine the influence of the innovative development of countries on their competitiveness and identify prospects for Ukraine’s post-war economic recovery. The study constructed neural networks to assess the relationships between the factors of innovative development and the competitiveness of the EU countries and Ukraine. Six main factors of innovative development of countries are identified: “innovations in business (S1),” “intellectual property (S2)”, “innovations in industry (S3),” “eco-innovations (S4),” “innovation management (S5),” and “digital innovations (S5).” Groups of factors are determined by the strength of influence (strong, moderate, or weak). For Ukraine, S1 and S6 have a strong effect (33.3%), S5 shows moderate (16.7%), S2, S3, and S4 show weak effects (50%). For EU countries, S1 and S6 have a strong influence, S2 and S3 – moderate, S5 and S4 – weak. This comparative analysis concluded that EU countries consider intellectual property, green economy, and state innovation policy as key components of their competitiveness. The results discovered a weak relationship between intellectual property protection, innovation in industry, and competitiveness of Ukraine compared to EU countries. However, digital innovations significantly and positively affect Ukraine’s competitiveness.

ФАКТОРНАЯ МОДЕЛЬ ИННОВАЦИОННОГО РАЗВИТИЯ РЕГИОНОВ РЕСПУБЛИКИ КАЗАХСТАН

The article formulates a system of criteria for selecting factors of innovative development of regions for the Republic of Kazakhstan. Taking into account the specifics of the economy of Kazakhstan, the article highlights the factors of innovative development of its regions. It considers the indicators that improve the regional cluster in the Internet environment. These indicators are factors of innovative development of the region. Based on mathematical modeling, the research shows the relationship of these factors with the volume of production of innovative products. Due to the significant internal correlation between independent variables, the author carried out the normalization of volume and cost indicators of innovative development of regions, which makes it possible to cover a larger set of parameters under consideration, establish a causal relationship between the parameters under consideration, and based on this determine the directions of innovative development of regions. It was found that only large enterprises have sufficient funds to develop and create competitive massproduced products. In Kazakhstan, the number of large enterprises capable of producing innovative products is limited, and their funds for the development and creation of innovative products are also limited. Therefore, in order to increase the volume of innovative products, Kazakhstan's large innovative enterprises need to cooperate with similar foreign enterprises, primarily Russian and Belarusian ones.

ФОРМУВАННЯ ТА УПРАВЛІННЯ ІННОВАЦІЙНО-ІНВЕСТИЦІЙНИМ ПОРТФЕЛЕМ В УМОВАХ ПЕРЕТВОРЕННЯ КОМПАНІЇ В ХОЛДИНГОВУ СТРУКТУРУ

The domestic economy, successfully integrated into world market relations, strives to take a leading position in modern world economic relations. The high dynamics of economic and political transformations of the legislative and executive power of our state has a stimulating effect on the activities of economic entities of the national economy. Fast-growing enterprises and companies of various forms of ownership and size are faced with the problem of finding further ways to improve the efficiency of their activities. One of these ways is the transition to innovative development factors. This path involves the development, development and use of a set of product (new products) and process (new technologies) innovations. Creativity of management allows to ensure economic adaptability of the company's management system to rapidly changing conditions of market relations. As a result of changes in the external conditions of business entities, it is the creative team of managers who are able to create a complex of non-standard management solutions for the company and successfully implement these solutions in the process of its development. Such a set of solutions, for example, may contain organizational changes in the company structure or business processes being implemented, redistribution of product and financial flows, development and implementation of investment projects, as well as various combinations of potentially possible elements of a set of management solutions. In order to obtain profit and achieve positive results from investment in innovation, modern organizations create innovation investment portfolios that reduce the risk of losing invested funds. The creation of an innovation-investment portfolio is connected with the selection of the most optimal objects of investment in innovation, that is, the implementation of innovation-investment activities. In order to evaluate the innovation and investment portfolio, various methods are used, in addition, the selection of the optimal option for the creation and regulation of the innovation and investment portfolio is carried out, as well as the analysis of potential risks that the organization will face.

International organizations and valuation of the intellectual property in the world economy

The subject of the presented analysis is intellectual property and role of international organizations as a factor influencing the innovative development of the economies in different states. The article notes the dependence of the level and quality of economic growth, the degree of involvement in the process of scientific and technological development. The main part contains different factors of innovative development, the role of the institute of intellectual property as one of the key factors for the successful functioning of the innovation macro- and micro-level systems. Global recognition of intellectual property as the main instrument of innovative transformation is confirmed by the inclusion of indicators use of intellectual property in the main world indices of innovative development. The article concludes that most innovations are based on intellectual property.

Modern defining characteristics of innovative development of the ukrainian economy: theoretical and practical aspects

The subject of the article is theoretical substantiation, methodological support, and practical proposals for studying the innovative development of the economy in modern conditions. The aim of the study is to generalize and improve the theoretical foundations of innovative development, identify the main influencing factors and defining characteristics of its course and develop proposals to ensure innovative development of Ukraine's economy in the current conditions. The following tasks have been defined: to find out the attitude of specialists to the possibility and necessity of supporting innovative development in today's difficult military conditions; to summarize the theoretical basis of innovative development and improve its definition and group existing concepts; to substantiate the most influential factors that determine the intensification and/or containment of innovative development of the Ukrainian economy; to identify its defining characteristics, which are used to generate measures to ensure innovative development of the economy in wartime conditions. To solve the tasks, the following methods were used: theoretical generalization, analysis, synthesis, induction, deduction, structural and logical analysis, systemic and situational approaches, economic and statistical analysis, correlation analysis, multivariate regression analysis, graphical method. The following results have been obtained: the definition of the concept of "innovative development" has been improved; the concepts of innovative development have been analyzed; the main factors influencing the course of innovative development in Ukraine have been identified; multivariate regression models have been built according to the influential factors of innovative development and the most important of them have been substantiated; the current defining features of innovative development of the Ukrainian economy have been identified by significant factors and their specification has been carried out in accordance with the measures to ensure it in the conditions of military operations. Conclusions. It is proved that the improved concept of "innovative development" is that it characterizes the resolution of obvious and hidden contradictions on the basis of qualitative changes in the economic system through the accumulation of quantitative transformations in its components and/or factors of innovation processes, intellectual property, the latest technologies and products. In accordance with the above generalized concepts of innovation development, the author investigates the factors influencing this phenomenon based on the dynamics of the components of the global innovation index and statistical indicators of Ukraine's economy for the period 2015–2022. The most influential factors according to the outlined indicators are identified and multivariate regression models are built, which reveal the following modern leading features of innovation development: formation and maintenance of solvent demand of end users (customers) of innovations for the acquisition of intellectual property. With this in mind, the author proposes measures to ensure and intensify innovative development in the context of military operations in Ukraine.

Social capital as a factor of innovative development

The article is devoted to the study of the influence of social capital on the ability of countries to produce innovations. The analysis of the achievements of economic science in the field of studying social capital and innovation revealed the ambiguity of views on the relationship between these categories, as well as wide discussions about the influence of the stock of social capital on the nature of economic growth. The authors associated the existing difficulties of the research process with insufficient attention of scientists to different levels and forms of manifestation of social capital, which have different potential in promoting innovation. On the basis of the methodological approach, in which individualistic and holistic ideas about economic activity are combined in the framework of institutional theory, the decomposition of public social capital into its individual and organizational levels and corresponding functional forms is carried out. On this basis, the nature of their interaction and role in the innovation process is shown. In order to quantify social capital in view of its ability to promote innovation, an integral indicator "Index of Innovative Social Capital" was constructed as a combination of three key components: close cooperation between the university and R&D, Information & communication technologies, and social capital itself. In a sample of 26 countries of different levels of development, a strong two-way direct relationship with an average degree of significance was found between the "Index of Innovative Social Capital" and GDP per capita. The presence of such dependence serves as another explanation for the unevenness of innovative development in the world, and therefore, opens up guidelines for poor countries to increase their innovative potential in view of social and institutional factors.

Intellectual potential as the main factor of innovative development of an enterprise

Methods. In conducting a study of the intellectual potential of an enterprise, the article uses the method of scientific abstraction to define theoretical and methodological approaches to the essence of the concept of «intellectual potential», system approach to use a methodological approach to the components of the process of managing the efficiency of the intellectual potential of an enterprise. Results. The composition of the economic category of «intellectual potential» is determined on the basis of generalization of characteristics based on scientific developments of researchers on effective management at an enterprise. It has been found that the existing contradictions between the object and subject in the process of intellectual potential management should be resolved with the help of economic instruments: purpose, goal, principles, methods, ways and indicators of enterprise performance evaluation. Novelty. The article proposes a methodical approach to effective management of the intellectual potential of an innovative enterprise, the essence of which is a systematic step-by-step assessment of economic instruments aimed at harmonizing production and economic interests between objects and subjects in the course of creating high-tech products. The structural composition of the process of balancing the harmonization of production and economic interests between the subject and the object in the field of innovation activity includes: goals and objectives of development of an innovative enterprise, tools for ensuring the efficient use of the intellectual potential of an enterprise, principles for ensuring the efficiency of use of the intellectual potential of the enterprise and expected results in the form of knowledge-intensive products. Practical value. Based on the results of the scientific research, the author proposes economic guidelines for managing the intellectual potential of an innovative enterprise, which will help to resolve the existing contradictions in the implementation of production and economic activities and will contribute to the development of innovative areas of work.

Administrative responsibility as a factor of innovative development in Customs

The transformation of customs into an intellectual one, invisible to law-abiding business and effective for the state, is one of the goals of the Customs Service Development Strategy until 2030 (hereinafter referred to as the 2030 Strategy). Among the targets in achieving this goal is to increase the effectiveness of combating crimes and administrative offenses attributed by the legislation of the Russian Federation to the competence of customs authorities, including the use of the latest digital platforms and technologies. Innovations in customs are inextricably linked with the automation of mainly two groups of actions: 1) committed by persons and customs authorities in accordance with international treaties and acts in the field of customs regulation and (or) the legislation of the EAEU member states on customs regulation (customs operations); 2) performed by customs authorities aimed at checking and (or) ensuring compliance with international treaties and acts in the field of customs regulation and the legislation of the member states on customs regulation (customs control). Due to the fact that the actions usually performed by the subjects of legal relations in the field of customs (persons controlling the movement of goods; persons initiating the movement of goods and persons carrying out activities in the field of customs) are performed by automated systems, there is a problem of determining responsibility for the errors committed by such systems, as a result of leading to administrative offenses. The article also considers other aspects of administrative responsibility in the field of customs.

FACTORS OF THE INNOVATIVE DEVELOPMENT OF THE INTERNATIONAL MARKET OF TOURIST SERVICES

Purpose. The aim of the article is to systematize and characterize the factors of innovative development of the international market of tourist services. Methodology of research. General scientific and special methods were used in the research process, in particular the method of a systematic approach, based on which the approaches and factors of innovative development of the international market of tourist services were categorized. A guide to the method of comparison, necessary for a comparative assessment of the views of scientists regarding the studied issues, has also been implemented. Abstract and logical method was used for the formation of theoretical conclusions Findings. It has been established that due to the high level of uncertainty arising from growing competition and the growth of expectations from demanding customers, tourism enterprises operating in international markets must make more efforts to develop and implement innovations that are the key to development. It has been proven that the effectiveness of innovative activity is determined by a number of factors characteristic of the current stage of development of the studied sector and its subjects. The indicated factors of influence are singled out and characterized, including: innovative factors of influence on the state of development of the international market of tourist services, which are formed within the management sphere (management technologies, approaches, methods, models of management of processes, personnel, assortment, technologies, partnership); the investment factor of the development of innovations in the personnel sphere, which affects the state of human resources of tourist enterprises, tourist destinations, staff satisfaction with the conditions of social security and development; a market factor associated with a number of variables (components) that determine both the transformation of the market environment and changes in other indicators (in particular, the level of development of tourist enterprises, tourist destinations, the level of satisfaction of tourists' expectations from new offers, etc.); integration factors due to the integration of spheres, products (services), industries and market participants, stakeholders, etc., which forms new conditions for their development, which provide for the emergence of additional (synergistic) opportunities for functioning under the influence of a wide range of challenges and risks; factors of the innovative development of the international market of tourist services in the context of a guide to assortment and project components, focused on modelling the effectiveness of project development indicators in accordance with the selection of the assortment of products (services). Originality. The theoretical aspects of the classification of factors of innovative development of the international market of tourist services have gained further development. Practical value. The proposed classification and characteristics of the isolated factors can be used in the process of assessing factor influence on the innovative development of the international market of tourist services. АНАЛІЗ ФАКТОРІВ ВПЛИВУ НА ІННОВАЦІЙНИЙ РОЗВИТОК ПІДПРИЄМСТВ СФЕРИ ПОСЛУГ

This article reflects a structured classification of influencing factors on the innovative development of enterprises in the service sector. The main goal of the conducted research is to identify the characteristic features of the classification of factors of direct and indirect, external and internal influence on the effectiveness of the implementation of the innovative potential of enterprises in the service sector. The systematization of literary sources and approaches to solving the problem proved that there is a single classification that outlines all factors of influence on the innovative development of enterprises in the service sector, as well as a single methodology for assessing their impact. The urgency of solving this scientific problem lies in the fact that the formation of a single list of factors influencing the innovative development of enterprises in the service sector, taking into account different levels and planes of influence. Factors of supply and demand, direct and indirect action, factors of competition, subjective and objective, exogenous and endogenous factors and factors of innovative development from the standpoint of multiple potentials are separately defined. The objectivity of the factors is determined by the effectiveness of the innovation process, industry specifics of development, the level of competition in the industry, the probability of bankruptcy and other factors that determine the objective reality of the functioning of enterprises in the service sector. The levels of factors of innovative development and the plane of their formation are determined by the classification of factors according to the organizational and economic level of their formation. The methodological tools of the conducted research were the method of comparisons, scientific abstraction, graphic and logical. The object of the study is the process of identifying and structuring factors influencing the innovative development of enterprises in the service sector. The results of the conducted research can be useful for ensuring the potential of innovative development of domestic enterprises.

ШЛЯХ ДО ІНДУСТРІЇ 5.0: ЕВОЛЮЦІЯ ЗЕЛЕНОЇ ЕКОНОМІКИ ТА ЕНЕРГЕТИЧНІ ІННОВАЦІЇ ДЛЯ СТАЛОГО РОЗВИТКУ

The article deals with the problem of the formation and development of the green economy in the context of sustainable development: insights from Industry 3.0, 4.0, and 5.0 technologies. This study focuses on the topic of the green economy, its evolution, legislative changes in European countries and the agenda of international organizations in relation to the European Green Deal. The authors emphasize the opportunities and challenges from a technological point of view for the countries of the European Union in transitioning to a green economy according to the European Green Deal. Comparison of the results with the trends identified in the literature review are given. The factors of innovative development in the modern green economy and sustainable development are described. The first priority tasks and new opportunities for innovation in the national economy under the influence of Industry 4.0 and the provisions of the European Green Deal are characterized. A study of papers devoted to the researched problem allowed for classification of historical periods of development, determination, and evaluation of the path of green growth. A comparative analysis of green growth indicators developed by the Organization for Economic Cooperation and Development was conducted. It was established that leaders in terms of criteria for the most efficient and sustainable use of resources in 2019 are Sweden and Denmark; level of protection of natural capital - Slovakia and Croatia; impact on environmental state and ecological assets - Czech Republic and Germany; effectiveness of green growth state policy - Sweden, Netherlands, and Denmark. The article noted that Ukraine had rather low results in terms of the most efficient and sustainable use of resources, and the impact of the state of the environment and ecological assets. At the same time, our country demonstrated high results in terms of the level of protection of natural capital and the effectiveness of the state green growth policy. The authors defined a system of effective tools for state regulation of innovative activity in the field of green economy, namely: tax incentives, increased state financing of technological and innovative activities, development of innovation-oriented culture. Also the role of energy innovations in relation to sustainable development and the green economy outlined by the authors in the concluding section of the article.

Innovative Development Directions of the Agrarian Economic Sphere: the Example of Azerbaijan

As we know, from the history of mankind until now, man has fought for food and life. For this reason, the innovative development of the agricultural sector is one of the main priorities in the modern era. In the article, the factors of innovative development of the agricultural sector in Azerbaijan were fundamentally analyzed. In recent years, important successes have been achieved in the direction of modernization of agriculture in our country, a systematic and complex approach to the solution of existing problems in the agricultural sector, promotion of the country's agricultural potential. The decisions taken by President Ilham Aliyev regarding the modern stage of agrarian reforms, the implementation of complex measures in the direction of improving the mechanisms of institutional, economic and technological development of this field in the country have encouraged the transition of agriculture to a qualitatively new stage of development.

ІННОВАЦІЙНИЙ РОЗВИТОК ПІДПРИЄМСТВ ІНДУСТРІЇ ГОСТИННОСТІ

The article is devoted to the analytical consideration of service innovations in restaurants as the main components of innovative development of the enterprise. The legislative framework on which innovation processes in Ukraine are based was investigated, as well as the subjects of the country’s innovative activity were considered. It was noted that the level of development of the country, the economic and political situation, and the current legislation affect innovative activity in Ukraine. Innovative activity of the total activity of institutions is a determining factor of innovative development of the entire state, its foundation and engine, it is reflected through the efficiency of innovative activity. The article analyzes the importance of the implementation of innovation policy and methods of its implementation. Concepts of innovative project, innovative products, innovative activities and product were considered. It was established that in order to implement innovations in a restaurant or hotel, the institution must choose its innovation strategy and set clear goals that will be achieved through the strategic management of innovation activities. It has been stated that there are four types of innovation strategies, which are distinguished by the type of technological innovation, objectives, costs of the company and its risks. Examples of companies using one of the above strategies were given. Innovative tools for attracting guests to establishments were installed and modern restaurant formats were analyzed The most popular concepts of restaurant establishments in Ukraine were established. These include club and family types of establishments. The importance of digitalization as an innovative process of hospitality enterprises is indicated. It was determined that the following are among the main digital innovations: touch displays, interactive (electronic) menus and tablets on tables, QR codes, LED notification technologies, 3-D printers in the kitchen, food producers with the help of a sensor, the introduction of three-dimensional projections and video mapping for effective demonstration of cooking, use of web and telecommunication technologies.

THE PROFESSIONAL COMPETENCE OF THE HIGH SCHOOL TEACHER AS A FACTOR OF INNOVATIVE CHANGES IN EDUCATION

It is important to be aware of the difference between technical progress and the specifics that distinguish the digitalization phenomenon.The rapid technological development of society requires educators to develop new professional competencies related to the active implementation of mixed and distance learning, which affects the role of the teacher, giving it a new meaning. Modern teachers must learn to perform the roles of educational consultants, mentors, tutors, trainers, facilitators who are able to establish positive constructive interaction with all subjects of the educational process. Performing the role of educational consultants, teachers are obliged to stimulate students to study the didactic content. They should also teach them to perceive the information presented in it, critically evaluate, design, create and transform it. An important task of the teacher is to provide recommendations and suggestions to students that will help to form the appropriate competencies in the educational process. The most important thing in this is various types of support for the full realization of educational goals. In modern conditions, the development of social skills (soft-skills) also belongs to the primary functions of pedagogues-consultants.The study found that education is a strategic resource for the innovative development of society. Globalization, the processes of changing economic markets, the development of modern technologies, mobility, internationalization and the integration of educational, social, production and natural systems put forward new requirements for highly qualified specialists.

Creative Education in the Context of Educational Space Virtualization

The purpose of the research is to make a theoretical explication of the concept of “creative education” within the phenomenon of virtualization of educational space.
 The research methodology consists of such methods as reflection, evolutionary historicism, modelling, hypothesis, synergetic and systematic approaches, etc.
 The novelty of the study is the theoretical clarification of the improvement of the process of implementing the principles of creative education in the educational environment in the context of virtualization of the educational space.
 Conclusions. A set of organically synthesized methods, means, forms, and didactic techniques, implemented in the virtual educational space, forms a creative personality (within the relevant field), creatively oriented to research activities. The educational process within the virtual educational space, which has become a necessary pedagogical tool in the context of today’s challenges, will be the impetus for improving the tasks, criteria, principles and functionality of the creative environment as a factor of innovative development.

Кластеры как формат инновационного развития региональной экономики в условиях санкций

In this article the authors analyze the issues of innovative development of the regional economy that are important and relevant for today’s realities in a dynamically changing external environment and sanctions policy. The main attention is paid to the processes and factors of clustering, as well as improvement of interaction efficiency between universities and enterprises, taking into account the digitalization of the economy. The purpose of the study in this paper is to analyze the factors of innovative development of regions with the help of a cluster-type technological infrastructure. The characteristics of the effective functioning of clusters are studied, which can provide an increase in the efficiency of the processes of interaction between entrepreneurs and universities. The authors also analyzed potential ways of digital technologies use to strengthen the integration between technological entrepreneurship and educational organizations, primarily the leading regional universities. In accordance with the goal, the article details the following research objectives: characterization of the features of innovative development of regional economy under sanctions; analysis of competitive advantages arising from the use of digital economy methods; analysis of the clusters functioning and the impact of innovative entrepreneurship; grouping criteria that determine the degree of efficiency of integration of enterprises and universities. The research methodology is based on the application of the principles of a systematic approach, scientific comparison, retrospective and prospective analysis. In the context of the sanctions policy and within import substitution in the economy, the appearance of national innovation system of the Russian Federation and further development of domestic scientific and technical potential, the effective commercialization of the results and achievements of research and development determine the prerequisite for the growth of the efficiency of innovative activities of entrepreneurship and, first of all, its active and direct participants – small and medium innovation-oriented enterprises. The characteristic of the industry is also presented and on its basis an analysis of the competitive advantages of Volgograd region was carried out. Further, the article discusses the features of the role of innovative potential of enterprises in the interaction between universities and entrepreneurship, identifying the main criteria for the effectiveness of the integration of universities and enterprises.
