Extreme sea levels and floods: the case study of Klaipėda City, Lithuania

Klaipėda City is located in the Southeast Baltic Sea region, where sea level rise has been observed for decades. The Klaipėda Strait, which separates the Baltic Sea and the Curonian Lagoon, where the port is located, is also more prone to sudden extreme changes in water levels, usually caused by windstorms. Extreme sea level changes pose a threat to port operations, technical structures, city residents, buildings, and infrastructure. Fluctuations in sea levels also affect the water level of the Danė River, which enters the Klaipėda Strait and divides the city into two parts. Therefore, this study aims to determine the past extreme sea level events and their influence on floods in the Danė River within Klaipėda City from 1961 to 2022. For this, the impact of meteorological parameters caused dangerous sea level rises in the Klaipėda Strait, and the following rise of the Danė River was studied. The results show that the annual mean, annual mean maximum, and annual mean minimum water levels in the Klaipėda Strait increased from 1961 to 2022. Also, the number of events where the water level in the Klaipėda Strait was ≥ 100 cm in the Baltic Elevation System was increasing. The increasing frequency of extreme water level events in the Klaipėda Strait puts urban areas at greater risk from Danė River compound floods.

Does mean sea level trend mask historical storm surge trend: evidence from tropical cyclones affecting Japan since 1980

Variability in storminess, storm surge, and mean sea level (MSL) can substantially alter coastal hazards associated with extreme sea levels (ESLs). However, the detection and attribution of the past changes in tropical cyclone (TC) activity and associated storm surges are hampered by the inhomogeneous TC records. In this study, we investigate spatiotemporal changes in storm surge levels in Japan from 1980 to 2019, a period when observational platforms including tide gauges and storm records are highly consistent. We find statistical evidence supporting the increase in surge annual maxima in several places including the bay area of Tokyo since 1980. This rate of change is comparable to that observed for MSL rise over the same period. These findings cast doubt on the current hypothesis underlying the flood adaptation plan, which assumes that future surge extremes will remain the same and only considers MSL changes. We demonstrate that the changes in ESL in the last 40 years cannot be explained by the rise of MSL alone. Rather, the northeastward shifting of TC landfall location along with intensifying and widening of TCs, might have altered the likelihood of ESL, including surge extremes. The substantial influence of these TC meteorological variables on surge levels combined with the rise of MSL, suggests that current coastal planning practices including critical heights for flood defenses might be inadequate in the future.

Extreme sea level changes over the tropical western Pacific in 1.5 °C and 2.0 °C warmer climates

The tropical western Pacific and the adjacent South China Sea are home to many low-lying islands and coastal zones that are vulnerable to flood hazards resulting from extreme sea level (ESL) changes. Based on the hourly sea level recorded by 15 tide gauges during the period 1980-2018, this study evaluates the historical trend of ESLs over this region. On this basis, a regression model for hourly future sea-level prediction is established by combining the atmospheric reanalysis products, the tidal harmonics, and the outputs of three climate models archived by the Coupled Model Intercomparison Project Phase 6 (CMIP6) to evaluate the future ESL changes in 1.5 °C and 2.0 °C warmer climates. The historical trend of ESLs show that the ESLs along the coasts and islands of the tropical western Pacific have significantly risen during the past decades, which is mainly contributed by the mean sea level rise. And results from the historical observations and the prediction model show that in a warming climate from 1980 to 2050, both the mean sea levels and ESLs rise with fluctuations. The mean sea level change plays an important role in the secular trend of ESLs, while the interannual-to-decadal variability of ESLs is significantly affected by tides and extreme weather events. Under the warming scenario of 1.5°C, the changes in the return levels of ESL relative to the historical period are generally small at most tide gauge sites. Compared with the situations under 1.5°C warming, the return levels of ESL at most selected tide gauges will rise more significantly under the 2.0°C warming scenario, so the frequency of the current 100-year return level will reduce to less than 10 years at most stations. The above results suggest that this additional 0.5°C warming will cause a huge difference in the ESLs along the coasts and islands of the tropical western Pacific. As proposed in the Paris climate agreement, it is very necessary to limit anthropogenic warming to 1.5°C instead of 2.0°C, which will substantially reduce the potential risk of flood disasters along the coasts and islands of the tropical western Pacific.

Sea-level projections using a NARX-NN model of tide gauge data for the coastal city of Kuala Terengganu in Malaysia.

The impact of global warming presents an increased risk to the world's shorelines. The Intergovernmental Panel on Climate Change (IPCC) reported that the twenty-first century experienced a severe global mean sea-level rise due to human-induced climate change. Therefore, coastal planners require reasonably accurate estimates of the rate of sea-level rise and the potential impacts, including extreme sea-level changes, floods, and shoreline erosion. Also, land loss as a result of disturbance of shoreline is of interest as it damages properties and infrastructure. Using a nonlinear autoregressive network with an exogenous input (NARX) model, this study attempted to simulate (1991 to 2012) and predict (2013-2020) sea-level change along Merang kechil to Kuala Marang in Terengganu state shoreline areas. The simulation results show a rising trend with a maximum rate of 28.73mm/year and an average of about 8.81mm/year. In comparison, the prediction results show a rising sea level with a maximum rate of 79.26mm/year and an average of about 25.34mm/year. The database generated from this study can be used to inform shoreline defense strategies adapting to sea-level rise, flood, and erosion. Scientists can forecast sea-level increases beyond 2020 using simulated sea-level data up to 2020 and apply it for future research. The data also helps decision-makers choose measures for vulnerable shoreline settlements to adapt to sea-level rise. Notably, the data will provide essential information for policy development and implementation to facilitate operational decision-making processes for coastal cities.

Predictable Changes in Extreme Sea Levels and Coastal Flood Risk Due To Long‐Term Tidal Cycles

AbstractWe demonstrate that long‐term tidally induced changes in extreme sea levels affect estimates of major flood hazard in a predictable way. Long‐term variations in tides due to the 4.4 and 18.6‐year cycles influence extreme sea levels at 380 global tide gauges out of a total of 581 analyzed. Results show coherent regions where the amplitudes of the modulations are particularly relevant in the 100‐year return sea level, reaching more than 20 cm in some regions (western Europe, north Australia, and Singapore). We identify locations that are currently in a positive phase of the modulation and therefore at a higher risk of flooding, as well as when (year) the next peak of the long‐term tidal modulations is expected to occur. The timing of the peak of the modulation is spatially coherent and influenced by the relative importance of each cycle (4.4 or 18.6‐year) over the total amplitude. An evaluation of four locations suggests that the potentially flooded area in a 100‐year event can vary up to ∼45% (in Boston) as a result of the long‐term tidal cycles; however, the flooded area varies due to local topography and tidal characteristics (6%–13%). We conclude that tidally modulated changes in extreme sea levels can alter the potentially inundated area in a 100‐year event and that the traditional, fixed 100‐year floodplain is inadequate for describing coastal flood risk, even without considering sea‐level rise.

Trends in Europe storm surge extremes match the rate of sea-level rise.

Coastal communities across the world are already feeling the disastrous impacts of climate change through variations in extreme sea levels1. These variations reflect the combined effect of sea-level rise and changes in storm surge activity. Understanding the relative importance of these two factors in altering the likelihood of extreme events is crucial to the success of coastal adaptation measures. Existing analyses of tide gauge records2-10 agree that sea-level rise has been a considerable driver of trends in sea-level extremes since at least 1960. However, the contribution from changes in storminess remains unclear, owing to the difficulty of inferring this contribution from sparse data and the consequent inconclusive results that have accumulated in the literature11,12. Here we analyse tide gauge observations using spatial Bayesian methods13 to show that, contrary to current thought, trends in surge extremesand sea-level rise both made comparable contributions to the overall change in extreme sea levels in Europe since 1960 . We determine that the trend pattern of surge extremes reflects the contributions from a dominant north-south dipole associated with internal climate variability and a single-sign positive pattern related to anthropogenic forcing. Our results demonstrate that both external and internal influences can considerably affect the likelihood of surge extremes over periods as long as 60 years, suggesting that the current coastal planning practice of assuming stationary surge extremes1,14 might be inadequate.

Seamless Projections of Global Storm Surge and Ocean Waves Under a Warming Climate

AbstractFor coastal adaptation purposes, it is important to estimate the climate related changes in extreme sea levels due to storm surges and ocean waves, in addition to mean sea level rise. This study provides the first consistent and continuous estimation of projected changes in global storm surges and ocean waves from the past to the warmer future, based on an extremely high resolution global climate model. The spatial pattern in the trend of annual maximum sea surface heights and wave heights is predominantly driven by changes in tropical cyclone (TC) frequency. In the western North Pacific, future TC frequencies are projected to decrease, and the annual maximum sea surface heights and wave heights show decreasing trends (−20 cm/century and −200 cm/century). Although highly intense tropical cyclones are enhanced in the warmer climate, highly extreme storm surges and wave heights do not necessarily increase due to the large natural variability.

Popular extreme sea level metrics can better communicate impacts

Estimates of changes in the frequency or height of contemporary extreme sea levels (ESLs) under various climate change scenarios are often used by climate and sea level scientists to help communicate the physical basis for societal concern regarding sea level rise. Changes in ESLs (i.e., the hazard) are often represented using various metrics and indicators that, when anchored to salient impacts on human systems and the natural environment, provide useful information to policy makers, stakeholders, and the general public. While changes in hazards are often anchored to impacts at local scales, aggregate global summary metrics generally lack the context of local exposure and vulnerability that facilitates translating hazards into impacts. Contextualizing changes in hazards is also needed when communicating the timing of when projected ESL frequencies cross critical thresholds, such as the year in which ESLs higher than the design height benchmark of protective infrastructure (e.g., the 100-year water level) are expected to occur within the lifetime of that infrastructure. We present specific examples demonstrating the need for such contextualization using a simple flood exposure model, local sea level rise projections, and population exposure estimates for 414 global cities. We suggest regional and global climate assessment reports integrate global, regional, and local perspectives on coastal risk to address hazard, vulnerability and exposure simultaneously.

Tropical Cyclone Characteristics Represented by the Ocean Wave-Coupled Atmospheric Global Climate Model Incorporating Wave-Dependent Momentum Flux

Abstract Understanding the systematic characteristics of tropical cyclones (TCs) represented in global climate models (GCMs) is important for reliable climate change impact assessments. The atmospheric GCM (AGCM) and ocean wave models were coupled by incorporating the wave-dependent momentum flux. Systematic impacts of wave-dependent momentum flux on TC characteristics were estimated by analyzing 100 historical TCs that occurred in the western North Pacific Ocean. Wave-dependent momentum flux parameterization considering wind and wave direction misalignment was used for assessing the wave–atmosphere interaction. The larger the wave age and misalignment are, the larger the drag coefficient is. The drag coefficient at the left-hand side of the TC was enhanced by the wave condition. It was found that the wave-dependent momentum flux did not have any impact on peak TC intensity. On the other hand, the wave-dependent momentum flux showed a significant impact on TC development during the early development stage. Although systematic differences in TC intensity at most developed stages were not detected, systematic differences in TC tracks between experiments were observed. The TC tracks of the wave-coupled AGCM tend to pass in a relatively eastward direction in comparison with those from the uncoupled AGCM. This is because the wave-dependent momentum flux in the coupled AGCM altered the environmental steering flow and the smaller beta effect of smaller TC at the early developing stage. Systematic differences in TC tracks have significant impacts on climate change assessments, such as extreme sea level changes in coastal regions due to climate change.

Impacts of Future Sea-Level Rise under Global Warming Assessed from Tide Gauge Records: A Case Study of the East Coast Economic Region of Peninsular Malaysia

The effects of global warming are putting the world’s coasts at risk. Coastal planners need relatively accurate projections of the rate of sea-level rise and its possible consequences, such as extreme sea-level changes, flooding, and coastal erosion. The east coast of Peninsular Malaysia is vulnerable to sea-level change. The purpose of this study is to present an Artificial Neural Network (ANN) model to analyse sea-level change based on observed data of tide gauge, rainfall, sea level pressure, sea surface temperature, and wind. A Feed-forward Neural Network (FNN) approach was used on observed data from 1991 to 2012 to simulate and predict the sea level change until 2020 from five tide gauge stations in Kuala Terengganu along the East Coast of Malaysia. From 1991 to 2020, predictions estimate that sea level would increase at a pace of roughly 4.60 mm/year on average, with a rate of 2.05 ± 7.16 mm on the East Coast of Peninsular Malaysia. This study shows that Peninsular Malaysia’s East Coast is vulnerable to sea-level rise, particularly at Kula Terengganu, Terengganu state, with a rate of 1.38 ± 7.59 mm/year, and Tanjung Gelang, Pahang state, with a rate of 1.87 ± 7.33 mm/year. As a result, strategies and planning for long-term adaptation are needed to control potential consequences. Our research provides crucial information for decision-makers seeking to protect coastal cities from the risks of rising sea levels.

Extreme sea levels at different global warming levels

The Paris agreement focused global climate mitigation policy on limiting global warming to 1.5 or 2 °C above pre-industrial levels. Consequently, projections of hazards and risk are increasingly framed in terms of global warming levels rather than emission scenarios. Here, we use a multimethod approach to describe changes in extreme sea levels driven by changes in mean sea level associated with a wide range of global warming levels, from 1.5 to 5 °C, and for a large number of locations, providing uniform coverage over most of the world’s coastlines. We estimate that by 2100 ~50% of the 7,000+ locations considered will experience the present-day 100-yr extreme-sea-level event at least once a year, even under 1.5 °C of warming, and often well before the end of the century. The tropics appear more sensitive than the Northern high latitudes, where some locations do not see this frequency change even for the highest global warming levels.

Antarctic Ice Sheet and emission scenario controls on 21st-century extreme sea-level changes

Uncertainties in Representative Concentration Pathway (RCP) scenarios and Antarctic Ice Sheet (AIS) melt propagate into uncertainties in projected mean sea-level (MSL) changes and extreme sea-level (ESL) events. Here we quantify the impact of RCP scenarios and AIS contributions on 21st-century ESL changes at tide-gauge sites across the globe using extreme-value statistics. We find that even under RCP2.6, almost half of the sites could be exposed annually to a present-day 100-year ESL event by 2050. Most tropical sites face large increases in ESL events earlier and for scenarios with smaller MSL changes than extratropical sites. Strong emission reductions lower the probability of large ESL changes but due to AIS uncertainties, cannot fully eliminate the probability that large increases in frequencies of ESL events will occur. Under RCP8.5 and rapid AIS mass loss, many tropical sites, including low-lying islands face a MSL rise by 2100 that exceeds the present-day 100-year event level.

Acceleration of the Extreme Sea Level Rise Along the Chinese Coast

AbstractUsing high‐frequency tide gauge observations from 1980 to 2017, we analyzed changes in extreme sea levels (ESLs) along the Chinese coast to examine whether extreme sea‐level rise acceleration could be observed. The results indicated that the ESL has risen with fluctuations along the Chinese coast. The ESL also featured significant decadal variabilities. The ESL rise was accelerated at most tide gauges throughout the whole study period, especially after the 1980s, while the acceleration patterns varied with station location. The mean sea level (MSL) change was confirmed as the major driver of the ESL change according to the analysis. However, the skew surge may also have affected the extremes at many of the tide gauges, which was observed after detrending. The extreme/MSL had a significant positive correlation with the Atlantic Multidecadal Oscillation, which is supposed to affect the MSL through a combination of variation in sea surface temperature, pressure system, and wind. That sea level oscillation is dominated by Atlantic Multidecadal Oscillation should be taken into consideration when studying accelerations in the rate of ESLs and of MSLs along the Chinese coast.

Atmospheric circulation changes and their impact on extreme sea levels around Australia

Abstract. Projections of sea level rise (SLR) will lead to increasing coastal impacts during extreme sea level events globally; however, there is significant uncertainty around short-term coastal sea level variability and the attendant frequency and severity of extreme sea level events. In this study, we investigate drivers of coastal sea level variability (including extremes) around Australia by means of historical conditions as well as future changes under a high greenhouse gas emissions scenario (RCP 8.5). To do this, a multi-decade hindcast simulation is validated against tide gauge data. The role of tide–surge interaction is assessed and found to have negligible effects on storm surge characteristic heights over most of the coastline. For future projections, 20-year-long simulations are carried out over the time periods 1981–1999 and 2081–2099 using atmospheric forcing from four CMIP5 climate models. Changes in extreme sea levels are apparent, but there are large inter-model differences. On the southern mainland coast all models simulated a southward movement of the subtropical ridge which led to a small reduction in sea level extremes in the hydrodynamic simulations. Sea level changes over the Gulf of Carpentaria in the north are largest and positive during austral summer in two out of the four models. In these models, changes to the northwest monsoon appear to be the cause of the sea level response. These simulations highlight a sensitivity of this semi-enclosed gulf to changes in large-scale dynamics in this region and indicate that further assessment of the potential changes to the northwest monsoon in a larger multi-model ensemble should be investigated, together with the northwest monsoon's effect on extreme sea levels.

Spatiotemporal variations of extreme sea levels around the South China Sea: assessing the influence of tropical cyclones, monsoons and major climate modes

With sea levels projected to rise as a result of climate change, it is imperative to understand not only long-term average trends, but also the spatial and temporal patterns of extreme sea level. In this study, we use a comprehensive set of 30 tide gauges spanning 1954–2014 to characterize the spatial and temporal variations of extreme sea level around the low-lying and densely populated margins of the South China Sea. We also explore the long-term evolution of extreme sea level by applying a dynamic linear model for the generalized extreme value distribution (DLM-GEV), which can be used for assessing the changes in extreme sea levels with time. Our results show that the sea-level maxima distributions range from ~ 90 to 400 cm and occur seasonally across the South China Sea. In general, the sea-level maxima at northern tide gauges are approximately 25–30% higher than those in the south and are highest in summer as tropical cyclone-induced surges dominate the northern signal. In contrast, the smaller signal in the south is dominated by monsoonal winds in the winter. The trends of extreme high percentiles of sea-level values are broadly consistent with the changes in mean sea level. The DLM-GEV model characterizes the interannual variability of extreme sea level, and hence, the 50-year return levels at most tide gauges. We find small but statistically significant correlations between extreme sea level and both the Pacific Decadal Oscillation and El Nino/Southern Oscillation. Our study provides new insight into the dynamic relationships between extreme sea level, mean sea level and the tidal cycle in the South China Sea, which can contribute to preparing for coastal risks at multi-decadal timescales.

MUTILEVEL METHODOLOGY TO ADDRESS CLIMATE CHANGE RISK IN PORTS

Ports play an important role in worldwide economy, being crucial nodes on the global trading network. Besides, they are singular infrastructures with a long useful life that made them highly sensitive to changes in climate conditions (IPCC, 2014). Their location in coast, rivers or lakes provides high exposure to a wide variety of hazards including sea level rise, changes in extreme sea levels (waves, storm surge) or flooding. Moreover, port operations are susceptible to weather conditions that can lead to disruptions in the commercial activity and, thus, monetary losses. In this context, the development of risk assessment due to climate change and extreme events and adaption guidelines has become a priority for ports and, indeed the economies of countries. However, despite this concern on the part of the sector, to date there are few methodologies, tools or work done in this line.

Analysis on the Extreme Sea Levels Changes along the Coastline of Bohai Sea, China

Using hourly sea level data from four tide gauges, the changes of the extreme sea level in the Bohai Sea were analyzed in this work. Three components (i.e., mean sea level, tide and surge) as well as the tide–surge interaction were studied to find which component was important in the changes of extreme sea levels. Significant increasing trends exist in the mean sea level at four tide gauges from 1980 to 2016, and the increase rate ranges from 0.2 to 0.5 cm/year. The mean high tide levels show positive trends at four tide gauges, and the increasing rate (0.1 to 0.3 cm/year) is not small compared with the long-term trends of the mean sea levels. However, the mean tidal ranges show negative trends at Longkou, Qinhuangdao and Tanggu, with the rate from about −0.7 to −0.2 cm/year. At Qinhuangdao and Tanggu, the annual surge intensity shows explicit long-term decreasing trend. At all four tide gauges, the storm surge intensity shows distinct inter-annual variability and decadal variability. All four tide gauges show significant tide–surge interaction, the characteristics of the tide–surge interaction differ due to their locations, and no clear long-term change was found. Convincing evidence implies that the extreme sea levels increase during the past decades from 1980 to 2016 at all tide gauges, with the increasing rate differing at different percentile levels. The extreme sea level changes in the Bohai Sea are highly affected by the changes of mean sea level and high tide level, especially the latter. The surge variation contributes to the changes of extreme sea level at locations where the tide–surge interaction is relatively weak.

Spatiotemporal changes in extreme sea levels along the coasts of the North Atlantic and the Gulf of Mexico

AbstractExtreme sea levels along the densely monitored coasts of the North Atlantic Ocean and the Gulf of Mexico have been investigated using high‐frequency tide gauge measurements in the GESLA‐2 data set (www.gesla.org). Our results, based on nontidal residuals and skew surges in records since 1960, confirm that mean sea level (MSL) is a major, but not a unique, driver of extremes. Regionally coherent linear trends and correlations with large‐scale climate patterns are found in extreme events, even after the removal of MSL. A similar conclusion, that MSL is a major but not the only driver of extremes, comes from a small number of long records starting in the mid‐19th century. The records show slight increases in the intensity of extreme episodes at centennial time scales, together with multidecadal variability unrelated to MSL. Objective statistical criteria have been used to investigate whether extreme sea level distributions are stationary or not, resulting in nonstationarity being favored in many records, with or without accounting for changes in MSL. Extremes have been found to favor a non‐Gumbel behavior at many locations, with implications for the accuracy of return levels for coastal engineering.

Climate controls multidecadal variability in U. S. extreme sea level records

AbstractWe investigate the links between multidecadal changes in extreme sea levels (expressed as 100 year return water levels (RWLs)) along the United States coastline and large‐scale climate variability. We develop different sets of simple and multiple linear regression models using both traditional climate indices and tailored indices based on nearby atmospheric/oceanic variables (winds, pressure, sea surface temperature) as independent predictors. The models, after being tested for spatial and temporal stability, are capable of explaining large fractions of the observed variability, up to 96% at individual sites and more than 80% on average across the region. Using the model predictions as covariates in a quasi nonstationary extreme value analysis also significantly reduces the range of change in the 100 year RWLs over time, turning a nonstationary process into a stationary one. This suggests that the models—when used with regional and global climate model output of the predictors—will also be capable of projecting future RWL changes. Such information is highly relevant for decision makers in the climate adaptation context in addition to projections of long‐term sea level rise.
