Public-Private Partnership Experience in the International Arena: Case of Turkey

AbstractPublic-private partnership (PPP) models are frequently used in construction projects worldwide. The experiences of developed and developing countries vary depending on existing legal, economical, social, and political environments. Although there are some common challenges, risks, limitations, and success factors, practicing PPP framework is also dependent on country-specific factors. In this paper, first the state of the art in frequent PPP practicing regions/countries such as Europe, the U.K., and China are summarized; and a review of PPP experience in the U.S. is presented. Then, Turkey, where different PPP models have been used for nearly three decades, is analyzed in more depth as an example for developing countries. A new PPP law has been drafted to expand the legal context and types of models and overcome the existing limitations since the first introduction of PPP projects in Turkey in early 1980s. Going international through successful partnerships: the case of GIAS

Case overview In the actual global economy context, firms are trying to be more competitive by accelerating their efforts to integrate foreign markets. Small and medium-sized enterprises (SMEs) from emerging markets are increasingly internationalizing to capitalize on opportunities in foreign markets. To get into internationalization SMEs can use different successful expansion strategies. One of these strategies is the establishment of a win-win partnership with partners that distribute the company products on the foreign markets. The case deals with a successful experience of a win-win partnership from an emerging country SME, the Tunisian food industry firm GIAS, which began its internationalization in 1996. The case presents first the reasons of internationalization of GIAS. Then an explanation of the strategic choices of internationalization of the firm is provided. The selection of the most appropriate foreign markets is described later. The win-win partnership approach is then detailed and the case finishes with the future internationalization plans for GIAS. Expected learning outcomes The expected learning outcomes include: the selection of a foreign market; the determinants of the foreign mode of entry; the process of integrating an internationalization strategy; how to choose the most appropriate partner; the follow up and the management of the relationships with foreign partners; and the monitoring of international markets. Testing times: the development and sustainability of partnership relationships

Partnership literature in the UK fails to adequately develop theory. This study utilises social exchange theory as a theoretical lens and moves beyond rationale models of exchange to capture the conditions that foster reciprocity and how relations between the actors contribute to the sustainability of partnership or its collapse. By examining relationships at the individual level, this work provides evidence of the mechanisms that generate and drive partnerships. At the same time, the context, in this instance the National Health Service (NHS), demonstrates the significance of the interdependency between structural- (macro) and individual- (micro) level processes. The study followed a mixed-method case study design in four NHS acute trusts, drawing on in-depth interviews, focus groups, survey and documentary evidence. To enable a comparative analysis, views were sought from 31 management and trade union representatives and 543 employees were surveyed on their experiences of partnership. The study found that while the political will for partnership instigated the development of relationships, it was the commitment and enthusiasm of the key players and the perceived quality of relationships that developed and maintained partnership. Moreover, it concludes that without formalising these individual arrangements partnership would not be sustained over time.

Relationships Hold the Key to Trustworthy and Productive Translational Science: Recommendations for Expanding Community Engagement in Biomedical Research

Good relationships between research institutions and communities are an essential, but often neglected, part of the infrastructure of translational science. In an effort to create greater interest among translational science researchers in cultivating relationships with community members, we report the results of a workshop we convened to learn how relationships vital to research are best created and sustained. We highlight common barriers and challenges that hinder relationships. We also provide recommendations that individual research institutions and teams can use to expand and strengthen their relationships with community members. The improved relationships between universities and communities that could result from their implementation should build greater public trust in biomedical research, lead to a stronger commitment to see it succeed, and engender shared values and commitments that will give rise to new rewards, recognition and admonishment to sustain those values and commitments over time, all of which would facilitate translational science.

School Nurses and Partnerships for Health Education: Team Teaching in the Secondary School Curricula

The purpose of this research is to examine School Based Youth Health Nurses experience of partnerships for health education and team teaching. The School Based Youth Health Nurse Program is a contemporary model of school nursing in Queensland, Australia. The role of the School Based Youth Health Nurse consists of individual health consultations and health promotion. This research analyses a subset of qualitative data collected for a larger project about the experience of school based youth health nursing. The Health Promoting Schools model is used as a deductive framework. The findings reveal five subthemes across the three areas of the Health Promoting Schools approach. There are two subthemes within the curriculum, teaching and learning area; We were on the same page so to speak and I can go and do my reports or whatever. There are two sub-themes within the partnerships and services area; I had a beautiful science teacher who was just delightful and really just wanted to do things in partnerships and It’s all airy fairy arty farty stuff that’s not important. There is one theme in the school organisation, ethos and environment area; I just don’t know how well the top of these organisations communicate with the bottom of those organisations. Successful partnerships for health education and team teaching between school nurses and teachers are based on personal relationships based on rapport which lead to trust and reciprocity. Partnerships are limited by teachers understanding of the role of the school nurse and engagement with school nurses in the classroom. Administrative support from the top down is fundamental.

Role of innovative institutional structures in integrated governance

The aim of this paper is to highlight the significance of integrated governance in bringing about community participation, improved service delivery, accountability of public systems and human resource rationalisation. It discusses the strategies of innovative institutional structures in translating such integration in the areas of public health and nutrition for poor communities. The paper draws on experience of initiating integrated governance through innovations in health and nutrition programming in the resource-poor state of Chhattisgarh, India, at different levels of governance structures--hamlets, villages, clusters, blocks, districts and at the state. The study uses mixed methods--i.e. document analysis, interviews, discussions and quantitative data from facilities surveys--to present a case study analyzing the process and outcome of integration. The data indicate that integrated governance initiatives improved convergence between health and nutrition departments of the state at all levels. Also, innovative structures are important to implement the idea of integration, especially in contexts that do not have historical experience of such partnerships. Integration also contributed towards improved participation of communities in self-governance, community monitoring of government programs, and therefore, better services. As governments across the world, especially in developing countries, struggle towards achieving better governance, integration can serve as a desirable process to address this. Integration can affect the decentralisation of power, inclusion, efficiency, accountability and improved service quality in government programs. The institutional structures detailed in this paper can provide models for replication in other similar contexts for translating and sustaining the idea of integrated governance. This paper is one of the few to investigate innovative public institutions of a and community mobilisation to explore this important, and under-researched, topic.

A public–private partnership experience in the management of an irrigation scheme using decision-support tools in Burkina Faso

Within the framework of a national policy on food sufficiency dating back to the late 1960s, a 1200ha State-run irrigated rice scheme, called the ‘Kou Valley’ scheme, was established in south-western Burkina Faso. Jointly managed over a long period by State officials and a series of international development agencies, all aid ended abruptly in 1993, leaving the farmers and their hastily assembled Water Users Association (WUA) poorly prepared to assume management of the scheme.Concerned about the poor state of the water management and aware of their lack of management skills, the WUA turned to a private external operator for support via a public–private partnership (PPP), which involved outsourcing the water management. Initially, the PPP was funded and assisted by an international development agency. The costs are now gradually being met by the WUA and will ultimately represent 12% of the water fees collected from WUA members. An irrigation advisor was appointed on a full-time basis, and technical studies were conducted to assess the water management problems and put forward viable solutions using decision-support tools (SIMIS).At various stages, participatory meetings were organised to enable the farmers to express their opinions and to propose and discuss possible solutions. After 3years, there was some improvement in the land occupation situation and the water distribution was more equitable in some parts, as shown by various performance indicators and a general survey. However there are limits to what water management change alone can achieve without essential infrastructural improvements.As the WUA members lacked the necessary education, effective knowledge transfer was not possible and therefore assistance on water management is likely to remain in private or State hands. The farmers, however, have indicated their satisfaction with the proposed approach and their willingness to participate in PPP-based management of the scheme.

Tackling cancer burden in the Middle East: Qatar as an example

Cancer prevalence is increasing in the Middle East, partly because of increased life expectancy and adoption of western lifestyle habits. Suboptimum delivery of health care also contributes to late diagnosis and poor survival of people with cancer. Public awareness of cancer risk is frequently low and misconceptions high, thereby preventing patients from seeking treatment early and constituting a substantial barrier to improvement of cancer outcomes. Screening programmes might have low uptake in Arab populations because of social and health beliefs about cancer. This review outlines the opportunities available to Middle Eastern countries and their emerging economies to learn from global experiences in cancer care, service provision, and research partnerships. The Middle East has begun to develop several health-care transformation programmes. Qatar, in particular, has published a National Health Strategy, in which cancer is one of the main commitments; this Strategy provides the focus of this review. The development of effective health-care strategies and evidence-based medicine directly linked to innovative cancer research is needed to improve cancer care. Although the full extent of the proposed solutions are not necessarily implementable in all Middle Eastern countries, wealthy states can lead derivation of population-specific approaches that could have effects throughout the region. Key challenges are outlined-namely, human capacity and training, subspecialisation of services, building on international cancer research initiatives, and the need for earlier diagnosis and awareness in the population. Countries in the Gulf Region (ie, countries bordering the Persian Gulf, including Iran, Iraq, Kuwait, Saudi Arabia, Bahrain, Qatar, UAE, and Oman) need to address these challenges to be at the forefront of integrated cancer care and research and ensure that the latest innovations and best possible care are delivered to their populations.

PDS Collaboration as Third Space: An analysis of the quality of learning experiences in a PDS partnership

This article documents the self-study processes and findings of a collaborative research group that examined a professional development school (PDS) partnership. Drawing on the scholarship of self-study of teacher education practices and theoretical perspectives consistent with third space, we conceived our collaborative study group as a learning community aimed at uncovering the complexities of school–university partnerships while seeking new directions for an effective partnership. Data were collected from a variety of sources. Themes were developed based on some identified areas of focus consistent with the group's objectives, which included deciphering the state of our PDS collaboration, our preservice teachers' learning experiences, and insight into faculty as learners in professional relationship. The study revealed that experiential disparity existed within and among faculty and students in various PDS sites as a result of poor communication as well as divergent models of collaboration and philosophical goals between faculty and mentor teachers. Disparity in the learning experiences among the preservice teachers was attributed to the quality and scope of the partnership. This study resulted in better understanding of our roles as hybrid educators and recognition of mentor teachers as critical bridges in a PDS partnership.

THIS IS NOT A GUIDE TO INDIGENOUS RESEARCH PARTNERSHIPS

Development of research partnerships can cause confusion, as there is not and cannot be a step-by-step guidebook to community partnerships. Each one is different because each partnership is unique. The aim of this article is to unpack some of the workings of Indigenous research partnerships. In this article we use a mini-literature review of Australian research, and methods of self-reflection and ‘Yarning’ to draw on our research partnership experiences of having been community partners to researchers, as researchers ourselves partnering with community, and Indigenous knowledge shared with us through collaborative research, and community relationships. The literature review is a tool to show the tendency for research partnership methods to be viewed as hierarchical and/or lateral based on the descriptions within the literature, and illustrate some of the issues experienced from an Indigenous perspective when operating within a Western paradigm. Although research partnerships can be complex, the rewards of the collaboration are many, including benefits for all partners and research outcomes that can be adopted at the community level. Emerging issues include partnership methodologies, evaluation and quality assurance.

Revamping community‐based conservation through participatory research

Community‐based conservation is experiencing a crisis of identity and purpose as a result of a disappointing track record and unresolved deficiencies. The latter include over‐simplified assumptions and misconceptions of “community,” the imposition of externally designed and driven projects at the community level, a focus on conservation outcomes at the expense of community empowerment and social justice, and limited attention to participatory processes. New approaches are urgently needed to address these weaknesses and to counter a rising trend towards environmental protectionism and a preference for conservation approaches at an eco‐regional scale that threaten the interests of local and Indigenous communities. We propose that three core principles of community‐based participatory research (CBPR)—(1) community‐defined research agenda; (2) collaborative research process; and (3) meaningful research outcomes—hold much promise. Drawing on the experience of a research partnership involving the James Bay Cree community of Wemindji, northern Quebec, and academic researchers from four Canadian universities, we document the process of applying these principles to a community‐based conservation project that uses protected areas as a political strategy to redefine relations with governments in terms of a shared responsibility to care for land and sea. We suggest that basic assumptions of CBPR, including collaborative, equitable partnerships in all phases of the research, promotion of co‐learning and capacity building among all partners, emphasis on local relevance, and commitment to long‐term engagement, can provide the basis for a revamped phase of community‐based conservation that supports environmental protection while strengthening local institutions, building capacity, and contributing to cultural survival.

Parental self-efficacy is seen as an important concern in family-centered early intervention. This article reports the data from 125 parents of young children with intellectual disabilities, hearing impairment or visual impairment. The relationship between parental self-efficacy, parental stress and several parent and child variables is analyzed. The results support the relevance of parental self-efficacy for parental coping. Some recommendations for promoting their experience of participation and partnership in early intervention services are discussed.

Public-private partnership: World practice and Ukrainian perspectives

The views of experts about the impact of public-private partnerships at the international image and competitiveness of the country are emphasized. The article reviews European experience of public-private partnership, main problems and perspectives of such cooperation in Ukraine. An importance of improving the mechanisms of public-private partnership for attracting investors to effective cooperation in the form of public-private partnership is grounded.

Building Infrastructure: Private Participation in Emerging Economies

The importance of physical and social infrastructure for sustenance of high growth rate hardly needs any mention. Infrastructure bottleneck has always been a serious concern and with high growth, the pressure on already deficient infrastructure has increased all the more. As the development of world class infrastructure in tune with the growing needs and also for strengthening and supplementing the existing infrastructure facilities is a herculean task for governments alone especially due to fiscal constraints and other monitory liabilities, Public Private Partnership (PPP) model has emerged and is likely to be encouraged as a preferred mode of funding infrastructure. Brazil, Russian Federation, India and China, popularly known as BRIC countries have embarked on a higher growth trajectory, creating an identity as emerging economies in the global scenario. The present paper studies experiences of private partnership in BRIC. It examines the trend in private investment in infrastructure and the structural shift in infrastructure financing since 1991. It is evident from the trend that the PPP model of financing infrastructure requirements in BRIC has gained momentum. An overview of private partnerships in different infrastructure sectors over the past two decades has been explored. In the global context, BRIC countries’ experience in private partnerships in infrastructure development has been talked about. It also investigates challenges in PPP projects in infrastructure sector. Private partnerships offer significant advantages in terms of enhancing efficiency through competition in the provision of services to users. However, success of this mode mainly rests on the environment which not only attracts private investment but also ensures interest of people.

Preparing Clinically Expert Faculty Educators: An Academic Partnership Model

To increase nursing education capacity in New Jersey, the Robert Wood Johnson Foundation (RWJF) New Jersey Nursing Initiative (NJNI) awarded grants to prepare graduate nursing students to become clinically expert faculty. The purpose of this article was to describe the experiences of a collaborative partnership in preparing 14 scholars for the faculty role. The partnership developed two innovative models of preparing faculty with clinical expertise. The curriculum of the Fairleigh Dickinson University Adult Nurse Practitioner program was enhanced with education courses and intensive teaching practicum. The curriculum of the Monmouth University Nursing Education program was enhanced with more intensive clinical immersion in a selected concentration. Both models were based on the National League for Nursing nurse educator competencies (J. A. Halstead, 2007). The RWJF scholars were socialized into the faculty role from the start of the program through curricular and extracurricular activities. To date, all components of the enhanced curriculum were implemented with plans for sustaining the programs and partnership. Of 14 scholars, 4 graduated, and 10 are on track to graduate as projected. The curriculum enhancements improved two successful master's programs preparing graduates for not one, but two advanced practice roles.

Partnership for integrating the corporate social responsibility of project stakeholders towards affordable housing development

PurposeThe purpose of this paper is to investigate the role of partnership in integrating the corporate social responsibility (CSR) of project stakeholders towards better housing affordability.Design/methodology/approachA research methodology, consisted of literature review and field studies, is designed to accomplish four objectives. First, to provide a comprehensive literature review of the concepts of affordable housing, project stakeholders, CSR and partnership; second, to present and synthesis the results of relevant field studies examined the experiences of CSR and partnership among selected construction firms and the Government of South Africa (SA) in affordable housing projects; third, to develop a CSR‐partnership model (and its action plan) that integrates the CSR of project stakeholders to achieve greater housing affordability; finally, to draw some conclusions and recommendations to improve the practice of CSR and partnership among government authorities and construction professionals.FindingsAffordable housing is one of the greatest challenges that face countries around the globe, especially developing countries. The complexity of the problem hinders governments, alone, from achieving their plans for sustainable development. Project stakeholders must have social responsibilities towards supporting government initiatives for affordable housing development. The five‐domain CSR‐partnership model developed by the authors will help integrating the CSR of project stakeholders as an approach for developing affordable housing project.Research limitations/implicationsBecause of the conceptual nature of the proposed model, it has to be tested and validated to ensure its capability to integrate the CSR of project stakeholders as an innovative approach for overcoming the difficulties facing governments in providing housing for the poor.Originality/valueThe conducted review provides better understanding of the issue related to the practice of social responsibilities and partnership of project stakeholders, both worldwide and in SA. Through its five domains (government, society, economy, law, and technology), the proposed CSR‐partnership model and its action plan are expected to serve as a foundation for optimising the partnership of project stakeholders with government authorities towards better housing affordability. This ideology has received scant attention in construction literature. The developed model represents a synthesis that is novel and creative in thought and adds value to the knowledge in a manner that has not previously occurred.

Globalization affects the way business is conducted. The worldwide openness of the markets creates both opportunities and threats for local companies. To survive and prosper in the new economic system, companies will need to develop new strategies. Therefore, analyzing the business and technology characteristics of small to medium size firms is critical in order to develop strategies to facilitate their integration to globalization. The paper presents the technology and business characteristics of small and medium sized (SMEs) architectural design firms in Turkey. The findings related to firms’ strengths include that SMEs can adopt new technologies as long as commercial benefits are evident, that they are well aware of the importance of business development skills, and that they have an extensive partnership experience as well as some strategic planning culture. The findings related to firms’ weaknesses indicate that SMEs lack the necessary skills to manage organizational growth, do not use project management software extensively, are not actively involved in new and effective project management technologies, and display low levels of specialization. Understanding the risks in China's PPP projects: ranking of their probability and consequence

PurposeBased on the Chinese government's increased public‐private partnership (PPP) experience in the last decade, they have made a lot of efforts to improve the investment environment. This paper hence aims to conduct a more up‐to‐date evaluation of the potential risks in China's PPP projects.Design/methodology/approachAs part of a comprehensive research looking at implementing PPP, a two‐round Delphi survey was conducted with experienced practitioners to identify the key risks that could be encountered in China's PPP projects. The probability of occurrence and severity of the consequence for the selected risks were derived from the surveys and used to calculate their relative risk significance index score.FindingsThe results showed that the top ten risks identified according to their risk significance index score are: government's intervention; poor political decision making; financial risk; government's reliability; market demand change; corruption; subjective evaluation; interest rate change; immature juristic system; and inflation. Further analysis was conducted on these risks so that the possible consequence, the most impacted parties, and the preferred allocation are discussed. Recommendations on commercial principles or contract terms between the Chinese government and private consortium are also provided.Originality/valueThese up‐to‐date findings concerning the probability and consequence of key risks would provide a valuable reference for private investors who are planning to invest in infrastructure projects in China.
