HIGHER EDUCATION DEVELOPMENT TRENDS IN UKRAINE: VALUES OF EDUCATION IN GLOBAL AND NATIONAL DIMENSIONS

The authors conducted an analytical review of trends in the development of higher education in the perspective of integration into the European scientific and educational space. The trends in the development of modern higher education in Ukraine are determined by the desire of our state to integrate into the globalized European space. Understanding them in the national and global dimensions, we note two dominant positions, which can be presented both as a result and as a mechanism of this development: digitalization of education, the unconditional values of which are the development of the social capital of the students of education, their technical and technological competence, mastering the IT educational environment; internationalization of education. Its axiological component is extrapolated through the system of higher education of Ukraine that is understandable for the international community, which is achieved through integration with the European space of higher education and research space, ensuring competitiveness and strengthening the potential of higher education. In addition, it is obvious that modern social, political, and economic realities, transformational processes in the state education system, also significantly change established views regarding the professional level and personal qualities of a graduate of an educational institution. There is no doubt that thier level of preparation must meet international standards that formulate the requirements of competitiveness not only in the labor market of Ukraine, but also in other foreign countries. A modern university graduate must demonstrate not only the variability of knowledge, show interpersonal empathy and tolerance for any diversity, but also have developed prognostic and reflective skills, possess multicultural and inclusive competences, demonstrate professional mobility. The specialist must also be a part of the era of digitalization, which will enable competitiveness at the global level.

QUALITY MANAGEMENT MECHANISMS IN GEORGIAN HIGHER EDUCATION INSTITUTIONS

The transition of the Georgian education system to European standards has put on the agenda the need to introduce new principles of quality management in education, modern concepts of quality management, which, in turn, requires systematic study of the issue and deepening of scientific research. The paper aims to analyze the quality management process in higher education institutions, identify the factors affecting quality assurance and develop recommendations for quality improvement. The object of research is the system of management, quality assurance, and control of the educational process in universities. The paper discusses the mechanisms for improving the quality management of higher education, the main challenges for the adaptation of universities in the European educational space, and the optimization of quality management. Suggestions and opinions for the development and further improvement of the quality management system of universities got presented.

INNOVATIVE METHODS OF TEACHING AND LEARNING FOREIGN LANGUAGES IN THE CONTEXT OF MODERNIZATION AND DIGETALIZATION OF THE EDUCATIONAL PROCESS IN HIGHER EDUCATION ESTABLISHMENTS OF UKRAINE

Globalization and integration processes of Ukraine into the European educational space, digitalization of society in general and education in particular, other rapid changes taking place in our world and society, require significant changes in the higher education system. The main and driving idea of modernization of higher education is that the effectiveness of education in higher education institutions can be improved and modified only through the design and implementation of new, modern educational technologies and teaching methods.

COMPETENCE-BASED APPROACH IN THE PROFESSIONAL TRAINING AS A TREND OF MODERN EUROPEAN EDUCATION

The article substantiates the conditions and tasks for the implementation of the competence-based approach in the vocational training in the European educational space. Methods of scientific research applied: analysis of scientific literature and documentary sources − to determine the scientific and theoretical basis of the competency approach as a trend; theoretical generalization, systematization of research − to justify the conditions for the implementation of the competence approach in educational activities; grouping − to structure the reasons for the need to modernize education; prognostic − to identify pedagogical conditions for the development of key competencies. The main provisions of European level documents on the skills and key competencies of a competitive specialist for the modern labor market are identified. The key competencies characterized include: creativity, communication, critical thinking, curiosity, metacognition; digital literacy, IT skills, technology skills; basic reading, media, information, financial, scientific, mathematical literacy; intercultural communication skills, leadership skills, global awareness; initiative, independence, perseverance, responsibility, adaptability; subject knowledge, engineering and innovative thinking and understanding of natural sciences. It is revealed that the reform of European education is aimed at the systematic transformation of pedagogical practices and assessment of learning outcomes, the structuring of disciplinary knowledge and ensuring the sustainability of the core curriculum, providing opportunities for flexible operational adjustments against a changing world. The general directions of realization of tasks of the competence approach are defined: development of programs of preparation of applicants for work, education, life after graduation based on the formation of professional and "general" skills, abilities to apply knowledge; purposeful development of educational initiatives: expanding opportunities for internships, practical training in projects and gaining experience in local associations and communities; acquisition of skills of independent work with digital resources; providing entrepreneurial opportunities in formal and non-formal education; ensuring digital literacy; extensive use of blended learning technology, consideration of automated learning opportunities; directing the attention of the public and managers to the development and maintenance of communication and cooperation skills; in-depth analysis of data on the success of students in the social and cultural context to develop a policy of equal educational opportunities; aligning the teacher training and professional development program with the skills required by the 21st century society.

Media Literacy in Modern Education: Problems and Achievements of Scholars

The article on the basis of systematic retrospective analysis of domestic and foreign scientific literature and modern educational realities, substan-tiates the relevance of the formation of media literacy of the individual in the information society. Since the media ambiguously affect the spiritual world of a person, the education of the younger generation, its integration into society, it is necessary to teach children and young people to adequately perceive, analyze and evaluate broadcast information and use it wisely in their lives. The views of scientists from different countries on the essence of the concepts of media education and media literacy, which entered into the scientific circulation and educational space in the 30s of the twentieth century and are aimed at the perception of a diverse information, to prepare growing generation for life in modern information conditions, to teach people to communicate verbal and nonverbal forms of communication through tech-nical means. Emphasis is placed on the need to start the formation of media literacy in primary school, in particular during the study of the content line “Exploring the media” in the lessons of language and literature. It analyzes the ways of carrying out this process and the components of ineffective literacy, as well as various forms of organization of educational activities of primary school students, the use of which allows to develop critical thinking and media competence of students. Theoretical considerations are confirmed by me-thodical developments in the study of the topic “Fairy tales from around the world” in the lessons of “Literary reading” (“Ugly duckling”, “Mitten”, “Bunny fairy tale”, etc.) using media. It is argued that the development of media literacy and media culture is an extremely important factor in shaping the moral and ethical qualities and civic position of primary school students of the New Ukrainian School, which integrates today into the European and world educational space.

PRACTICAL ORIENTATION OF STUDENTS 'EDUCATION FROM THE POSITION OF INTEGRATION INTO THE SINGLE EDUCATIONAL EUROPEAN SPACE

Today, our country is actively integrating into the single European educational space, which consists in reforming and modernizing higher education through modern technologies of reorganization of the educational process, which results in improving the quality of education. Integration processes are ambiguous, have many different problems, the most important of which is the problem of unification of national cultures and national education systems, loss of national identity and loss of educational, cultural, national and ethnic diversity of the world. Training future doctors at the level of international standards is one of the most important strategic tasks of higher education in Ukraine.The teaching methodology involves a model of educational and professional activities designed by the teacher, which is implemented as a set of specific techniques, actions and operations. The method of teaching from the standpoint of teaching pediatric disciplines is a way of joint activities of a doctor-teacher and a student, aimed at achieving the goals and values that determine the formation of the future doctor's personality and mastering the basics of professional activity. Accordingly, there is a need to help improve the quality of practical knowledge and skills of future professionals. No matter how useful remote technologies are, the methods of the classical domestic medical school were and remain the main ones at the clinical department. Studying at the patient's bedside allows the student to better feel the atmosphere of the future profession. Analysis and evaluation of achievements is carried out with the help of pedagogical control and self-control, which allows to accurately identify the level and quality of knowledge, skills and abilities acquired by students, the degree of formation of educational activities and "internal" increments learning and under its influence understanding of oneself, one's changes. It is extremely important that students understand the functions of pedagogical control, so that they can cooperate with teachers and contribute to the improvement of the educational process. The quality of medical student training is the main indicator of the effectiveness of the department, faculty and the university in general. This directly affects the rating of a medical university, as well as the system of medical education in Ukraine.

Formation of Transversal Competencies in the Process of Future Primary School Teachers’ Training

. The article updates the problem of professional training of future primary school teachers in the context of forming the necessary knowledge, skills and abilities. Different views of scientists on the content of the concepts of competency, competence and professional competency of pedagogical workers are considered. Ways of forming transversal competencies in the process of training future primary school teachers, the modern form of development of professional knowledge and communication, which in fact determines the urgency of finding optimal ways and means of its implementation at the current stage, are considered. The lack of systematic scientific and methodological support determines the relevance of the study of transversal competences in the preparation of future primary school teachers in the modern system of international educational professional training. An attempt was made to analyze the main trends of reforming professional education in the European educational space (Romania, Bulgaria, Ireland, Finland, Portugal, etc.). It also actualizes the need to study and use the experience of foreign countries, taking into account the specifics of domestic realities, and to make a comparative analysis of the theory, methodology and organization of future primary school teachers training in the context of modernization of the education system in Ukraine.

Computer applications for the calculating of building water supply and sewage system

Modern educational process requires widespread use of various innovative methods aimed at increasing students' interest in mastering academic disciplines, as well as at the integration of Ukrainian educational system into the European educational space. Digital technologies belong undoubtedly to the key innovative technologies allowing to improve significantly the educational process, and to move from monotonous "manual" calculations, that a student has to perform repeatedly one after another, to a conceptual understanding of the main succession of actions to be performed. With this object in view, seven separate computer programs were developed for the course of house water supply and sewerage system design that allow to estimate the maximum second flowrate depending on the number of facilities; to determine the water head loss, nominal diameter and flow velocity for the each section of the cold water pipe to estimate the size and head loss of impeller water meters; to calculate the pump power; to determine the water head loss, nominal diameter and flow velocity for the each section of the hot water pipe; to estimate the total hourly water consumption in the house; to determine the coefficient Ks and to estimate the calculated flow rate in the sewer outlet from the building and in different sections of the sewer in the adjacent to the building territory. The developed computer applications were tested in five groups of the Architecture Faculty of KNUCA in the autumn semester of 2021/2022 academic year when students studied the discipline "Engineer facilities of buildings" The total number of students studying this course was 96 persons. 90 persons of them (93.8%) completed the course project on time. The average score on the course project was 94.5. The results show that the use of computer programs in the educational process increases students' interest in learning the course and motivates them to progress in their studies.

Prevention and Correction of Pedagogical Neglect Based on Research Materials of German Universities

The issue of quality training of future teachers, in particular, in the context of prevention and correction of pedagogical neglect, is one of the leading areas for discussion in the modern European educational space. This is conditioned by a number of social and political factors that to some extent negatively affect the development of children, which, in turn, complicates the learning process and requires sufficient competence from the teacher. Therefore, the study of possible measures to overcome the pedagogical neglect of adolescents is extremely relevant and requires detailed consideration, in particular on the basis of German universities and the strategies they use in training teacher students. Thus, the purpose of the study is to analyse the current mechanisms and tools for preparing students for future work with pedagogically neglected adolescents in the German higher education system. The methodological tools for the study include functional and systematic approaches, analysis and synthesis, deduction, and the method of analysis of scientific literature. The study results consist in separating the theoretical and practical foundations of the question. That is, the concepts, signs, and features of the term of pedagogical neglect of adolescents are revealed. In addition, the factors influencing the emergence of such a negative social phenomenon are considered, including approaches of German universities to the prevention and correction of the dynamics of its emergence and existence. In the future study, it would be appropriate to consider the stages of development of the phenomenon of pedagogical neglect of adolescents in Asian countries. As for the practical value of the study, it is certainly extremely high, as its results can be used in the implementation of educational reforms in Ukraine, in particular, in the context of training students and developing their competence to work with pedagogically neglected adolescents

ВИКОРИСТАННЯ МЕТОДИКИ CLIL У ВИКЛАДАННІ АНГЛІЙСЬКОЇ МОВИ

The processes of intercultural integration and communication, as well as the internationalization of the English language in the world, require a new understanding of teaching a foreign language. Therefore, the use of new productive techniques is an important aspect of education. At the present stage in all the progressive educational systems of the world there are significant changes in the methods of teaching a foreign language and the professional subject. The teaching priority has been shifted from mastering grammar and mechanical learning of the vocabulary, reading and translation to a more functional aspect. The aim of the article is to analyze the main aspects of ClІl methodology in teaching English, which corresponds to the important trends of the educational innovations of the 21st century. The CLIL methodology is the most rational at the stage of the formation and implementation of the multilingual education model as a sign of language integration. It involves a significant number of techniques suitable for all the academic subjects, and not only allows the students to communicate effectively using a foreign language in different areas of life, but also improves all the speech skills. This technology considers learning a foreign language as a tool for mastering other subjects, which allows developing the communication skills in a foreign language. The leading idea is based on the assumption that the adoption of CLIL technology in the period of intercultural communication will let the teachers use the modern information technologies, and join the European educational space. The implementation of CLIL elements is based on the experience of the Western countries and it is the most rational for the formation of the new education model. After all, CLIL can be applied in different forms and situations, as it covers different forms of teaching. The methodology provides a significant number of techniques that are suitable for all the subjects. It not only allows the students to communicate effectively using a foreign language in various fields of life, but also improves all the language skills. This approach develops critical thinking, creative potential of the students. The introduction of CLIL allows to broaden students’ horizons of trained subjects to the level of rapid adaptation to their future profession. The CLIL methodology helps teach a foreign language using topics and materials from other disciplines.

РЕФОРМА НУШ ЯК СКЛАДОВА ІНТЕГРАЦІЇ УКРАЇНСЬКОЇ ОСВІТИ В ЄВРОПЕЙСЬКИЙ ОСВІТНІЙ ПРОСТІР

The paper considers the basic principles of the European educational space. The article is aimed to determine the main ways of integrating the domestic educational system into the European educational space through the prism of the New Ukrainian School (NUS) reform. It was pointed out the European Community does not require that the specificities of member countries' education systems be levelled. On the contrary, its priorities include effective cooperation, exchange of experience while preserving the national characteristics of each educational space, promotion of continuous training of EU citizens, carrying out measures to increase the mobility of applicants for education, developing joint educational programmes and exchange of information, etc. In the current conditions of crisis and war in Ukraine, the European community is open to Ukrainian schoolchildren, teachers and scientists. Hubs and special programs for supporting the Ukrainian educational and scientific sphere are being created. The NUS reform in Ukraine is a key element for integration into the European educational space because many provisions of this reform have common features with the principles of the European Community educational system. In particular, it is the formation of competencies necessary for successful self-realization in society, pedagogy based on the partnership between student, teacher and parents, trained and motivated teacher, having the freedom of creativity and developing professional, orientation to the student needs in the educational process, child-centeredness, inclusiveness of educational environment, etc. However, for effective European integration, Ukraine’s educational system must take a number of steps that will ensure the transformation of the domestic educational space into European. In particular, to create a road map for the entry of the Ukrainian education system into the European educational space, to expand the autonomy of educational institutions, to ensure appropriate training of scientific and pedagogical personnel, to reform the system of financing education in Ukraine, to introduce modern educational technologies, to improve the quality of teacher training, ensure international cooperation between educational institutions, etc.

THE PROBLEM OF QUANTITY AND QUALITY IN HIGHER EDUCATION IN THE CONTEXT OF THE UNIVERSITY NETWORK IN UKRAINE

Improving the competitiveness of higher educational institutions in Ukraine is an urgent problem due to the strengthening of social responsibility of education, society's demand for quality, innovative, leadership-based higher education, integrated into the European educational space, as well as due to the devastating effects of the war and demographic problems. Within the framework of "University Studies" as a sub-direction of "Educology", the condition of the network of the state higher educational institutions, their compliance with modern and post-war needs of Ukraine's reconstruction, increasing the competitiveness of domestic universities, have been analyzed. It has been found out that the economy and the country’s state budget are not able to ensure the effective operation of the existing network of the state higher educational institutions due to its scatterization and fragmentation, duplication of training, resource and infrastructural weakness. At the same time, the existing network of state higher educational institutions is not able to fully meet the needs of citizens, society and economy. Therefore, optimization of the university network is needed. There is a need for consistent state policy and a system of appropriate measures to optimize the network of the state higher educational institutions in the regions. The article substantiates the Concept of ensuring the competitiveness of higher educational institutions of Ukraine, which provides for pooling of human, financial, material resources of higher educational institutions suffering from the demographic crisis, destruction of infrastructure during the war with RF, lack of finance to transform higher educational institutions into powerful competitive regional institutions.

РОЛЬ ІНТЕРНАЦІОНАЛІЗАЦІЇ СИСТЕМИ ВИЩОЇ ОСВІТИ УКРАЇНИ НА ШЛЯХУ ДО ЄВРОПЕЙСЬКОГО СОЮЗУ

The article is devoted to the training of specialists with higher education in the context of the integration of Ukraine into the European educational space. Nowadays it is necessary to implement European principles, approaches and practices into the Ukrainian education policy through fundamental reforms in the field of education. The analysis of scientific research has shown that the academic mobility of all participants in the educational process contributes to the internationalization and adaptation of the national education system of Ukraine to European criteria. Special attention was paid to the current legislation of Ukraine, which regulates legal, organizational and financial relations in the process of implementing academic mobility in the training of competitive specialists with higher education. The article defines the advantages of international academic mobility in the educational process, contains a list of countries with the largest contingent of Ukrainian students and a list of the most popular universities of Ukraine, chosen by foreign citizens for obtaining higher education. Based on the data of the Erasmus+ National Office, the results of Ukraine's participation in the exchange projects of the Erasmus+ program, and joint master's programs Erasmus Mundus and Jean Monnet were analyzed. The paper outlines exceptional measures taken within the framework of the approved European Union Directives to support Ukrainian educators and facilitate their integration into educational projects. Foreign organizations and programs that support the international academic mobility of participants in the educational process are given as an example of cooperation between well-known Ukrainian HEIs with scientific institutions and universities of other countries. Attention is paid to the modern approaches available to Ukrainian students to obtain quality higher education, namely their participation in virtual international academic mobility and double degree programs. This issue is now relevant and could be the subject of further research. In general, the participation of Ukrainian students and researchers in international academic mobility projects has been identified by the authors as an important factor in achieving the goals of the Bologna process and the training of highly qualified and competitive specialists at the European level.

Development of ecological consciousness of future primary school teachers in the process of professional training

The article emphasizes that among the current and promising problems of modern pedagogical science of particular importance is the need to develop ecological consciousness of future primary school teachers in the process of their training. Focusing on modern theories of primary education, philosophy of education, the authors substantiate the acute general need for fundamental changes in the ecological consciousness of future primary school teachers in postclassical education. This is due to the influence of the latest models, tools and services in the context of primary education reform. The essence and the basic contradictions proving necessity of development of ecological consciousness of the future teachers of elementary school in educational process of higher school are considered. The analysis of the concept of “ecological consciousness” is carried out, the structure of ecological consciousness of the future primary school teacher is defined. The presented results of research and experimental work with the involvement of first-third year students of the first (bachelor’s) level of higher education in specialty 013 “Primary Education” present factual data for the diagnosis of levels of development of environmental knowledge and environmental awareness. The pedagogical conditions that will promote more effective development of ecological consciousness of future primary school teachers in the process of professional training in accordance with globalization changes in the ecological sphere, integration of domestic higher education in the European educational space, social transformations on the way to scientific and technological progress are identified.

Generalization of foreign experience of forming the moral culture of personality of students in foreign countries

The essence of the concept of "moral culture" is multifaceted and multidimensional, multifaceted and internally different. It includes the moral principles, norms, categories, ideals learned and accepted by the individual and at the same time expresses her appropriate attitude to herself, to other people, to future pedagogical activities. The formation of moral culture among the youth of Ukraine is very important to focus on foreign countries, to actualize the issue is strengthened by the integration of Ukraine into the European educational space. The article describes different points of view of researchers and analysis of methods used in foreign countries to form the moral culture of a student's personality. In England, during the formation of moral culture among young people, emphasis is placed on the need for interpersonal relationships, the need for activity or creativity, the need for self-affirmation, and the need for an orientation system. Having researched sixteen universities in the USA, scientist S.V. Fedorenko singled out the following common features: educational courses in civics, courses in ethical and moral direction, educational courses in the study of cultural diversity. In France, during the entire educational process from primary school to university, learning is accompanied by the development of artistic and aesthetic education in accordance with age. In Germany, they believe that society, and first of all teachers, should consider it their duty to improve the inner world of a person, to fill it with a thirst for freedom, a craving for beauty, goodness, a desire for humanity and an awareness of one's place in it.

Формування професійної культури у майбутніх соціальних педагогів у процесі фахової підготовки

Within the framework of this scientific work the meaningful characteristics of the professional culture of social pedagogues in the process of professional training are revealed. It is determined that the «professional culture of a social educator» is a set of general culture of an individual in combination with his integrated fundamental knowledge and generalized skills, personal and professionally significant qualities. Based on the analysis of educational and qualification characteristics, content and directions of social work, the conditions of formation of professional culture of a social pedagogue, the main functional components of professional culture, the content of components of professional culture of a social pedagogue are outlined. The importance of the problem of forming a professional social culture in the conditions of socio-economic and spiritual-cultural crisis of the Ukrainian society, which arose in the transition period and is accompanied by a reassessment of values, is emphasized. It is emphasized that in the conditions of reforming the system of higher education and in the period of its integration into the European educational space, the requirements for professional training of future specialists in various fields, in particular specialists in social work, are constantly increasing.

ІМПЛЕМЕНТАЦІЯ ГЕНДЕРНОГО ПІДХОДУ В УПРАВЛІННЯ ОСВІТНІМ ПРОЦЕСОМ

The paper theoretically substantiates and outlines the key areas of implementation of the gender approach in the public management of the educational process. In connection with the democratization of Ukrainian society and integration into the European educational space, the need to implement a number of international and domestic normative acts on gender equality issues, the role of the gender approach in education is growing as an effective means of implementing the principles of gender equality, which will contribute to the realization of the rights of each individual, activation its participation in economic, political, social and cultural development. The gender approach in education involves liberating the professional vision of the manager, teacher from gender-role stereotypes as specific and serious barriers to the perception of the individual, helps to focus attention on the real gifts and abilities of students regardless of gender. The main directions of the implementation of the gender approach in the management of the educational process are defined as the management of educational activities, during which students acquire the necessary knowledge, skills, and abilities, on the basis of which they form their own values and attitudes; application by scientific and pedagogical workers in their professional activities of forms, methods and technologies of organizing the educational process, which would stimulate the development of creative, strategic thinking, leadership, and a sense of responsibility; taking into account the gender component in the management of educational institutions, which implies the observance of gender balance in the personnel policy of the institution and the system in general, the neutralization of gender stereotypes and prejudices. The need to conduct a gender audit of educational institutions in order to assess the state of ensuring equal rights and opportunities for women and men in educational institutions, identifying existing problems, as well as implementing gender competence to the standards of higher education has been proven.

ПІДСУМКИ ТА ПЕРСПЕКТИВИ МОДЕРНІЗАЦІЇ СИСТЕМИ ВИЩОЇ ОСВІТИ В УКРАЇНІ

This publication summarizes the results of applied scientific work carried out in the State Scientific Institution "Institute of Education Content Modernization" (IECM) during 2016-2022. The article studies the state of implementation of the provisions of the Law of Ukraine "On Higher Education", focused on the modernization of domestic higher education, and assesses the European integration orientation of the measures and tools introduced. The results of a comprehensive study of all components of the higher education system are highlighted. In particular, the dynamics of changes in the quantitative and qualitative characteristics of the network of educational institutions and contingents of participants in the educational process, the modernization of the structure of higher education and the methodology for forming the content of education were analyzed (introduction of modern levels and degrees, list of specialities, introduction of new standards and educational programs). The article evaluates the process of solving the key educational problem – creation of a transparent and effective system of higher education quality, including the National Agency for Higher Education Quality Assurance (NAQA). The paper analyses changes and additions made to the legislative base, its target orientation and the validity of some of them. It has been established that in the process of implementation of the provisions of the Law of Ukraine "On Higher Education", which were also changed during its operation, an integral system of higher education and a system of ensuring the quality of educational services were built in the higher education system of Ukraine. It has been concluded that all of this makes domestic higher education more competitive in the international market of educational services and the labor market, bringing it closer to European quality standards, and speeding up the process of integration into the European educational space of higher education.

ІНТЕРНАЦІОНАЛІЗАЦІЯ ДОКТОРСЬКОЇ ОСВІТИ ЯК ФАКТОР ПІДВИЩЕННЯ ЇЇ ЯКОСТІ

In the European Higher Education Area, ensuring a comparable quality of education is one of the conditions for the rapprochement of European countries in the formation of the Single European Educational and Scientific Space. The purpose of the study is scientometric assessment of the scientific orientation of the acts of domestic legislation on the assessment of the internationalization of doctoral education. Recent experience in reforming doctoral education systems in developed countries has shown that while maintaining national sovereignty and national diversity of their organizational systems, international integration opens up prospects for improving and enhancing the quality of training of highly qualified scientists, increasing access to scientific degrees, development of international scientific and technical cooperation. In the last twenty decades, internationalization in developed European countries has become a key priority for doctoral education and an important component of improving its quality. The level of internationalization of doctoral education varies in different countries and develops in different forms. This is the individual mobility of graduate students, doctors and faculty for educational purposes (organized - in various national and international programs, as well as spontaneous - as a result of activating market mechanisms in the market of educational and research services); mobility of educational programs and institutional mobility; formation of new international standards of educational programs; integration into international dimension curricula; institutional partnership - creation of strategic educational alliances.
