New, disaggregated, British railway total factor productivity growth estimates, 1875 to 19121

Total factor productivity (TFP) growth in Britain's railways in the last part of the nineteenth century and the first decade of the twentieth has been widely studied, not least because it can throw light on the question of the causes of overall slowdown in industrial growth. This article is concerned with the detailed mechanics of measuring TFP growth and with the use of results to compare growth across different companies. The article disaggregates TFP growth between different activities performed by railway companies (provision of locomotive power, operation of carriages and wagons, provision of permanent way, and working of traffic), and it also develops detailed measures of capital stock and capital costs using disaggregate data on assets employed in each activity. These improvements to existing methodology reduce, rather than increase, existing estimates of TFP growth. Consequently the results confirm the previously observed conclusion that productivity growth was slow. They show that while there were significant increases in goods train operating efficiency in the first decade of the twentieth century, the additional resources that were employed meant that these increases were slow to translate into overall TFP growth.

Getting out what we put in: productivity of the English National Health Service

Many countries are incorporating direct measures of non-market outputs in the national accounts. For any particular output to be included there has to be data about it for two adjacent periods. This is problematic because the classification of non-market outputs is often subject to wholesale revision. We outline the challenges associated with classification changes and propose a solution. To illustrate we construct output and input indices and estimate productivity growth of the English National Health Service (NHS) for the period 2003-2004 to 2007-2008. Our index of output growth incorporates all care provided to NHS patients and captures improvements in survival rates, waiting times and disease management. We find that more patients are being treated and the quality of the care they receive has been improving. We implement our approach to dealing with changes as to how health services are defined and show what effect this has on estimates of output growth. Our index of input growth captures all labour, intermediate and capital inputs into health service production and we improve on how capital has been measured in the past. Inputs have increased over time but there has also been a slowdown since 2005-2006, primarily the result of a levelling off in staff recruitment and less reliance on the use of agency staff. Productivity is assessed by comparing output growth with growth in inputs, the net effect being constant productivity growth between 2003-2004 and 2007-2008.

Productivity and efficiency analysis of Shinkin banks: Evidence from bootstrap and Bayesian approaches

This paper analyzes the productivity and efficiency of Shinkin banks and the various prefectures in Japan, over the period from 2000 to 2006. We obtain estimates of efficiency growth and productivity growth, using the bootstrapped Malmquist index, and estimates of efficiency using the Bayesian distance frontier approach. We confirm that the efficiency growth and productivity growth of Shinkin banks did not improve significantly over the period of this study. In addition, we show that the efficiency of Shinkin banks is homogenous, with little variation across the banks analyzed. Methodologically, we also prove that a failure to impose theoretical regularity on the distance function could lead to false conclusions about the average efficiency or efficiency ranking of Shinkin banks. The study also includes an analysis of the correlates of productivity and efficiency growth, and provides efficiency and productivity estimates of the prefectures in which the banks are located.

Productivity growth in outpatient child and adolescent mental health services: The impact of case-mix adjustment

The performance of health service providers may be monitored by measuring productivity. However, the policy value of such measures may depend crucially on the accuracy of input and output measures. In particular, an important question is how to adjust adequately for case-mix in the production of health care. In this study, we assess productivity growth in Norwegian outpatient child and adolescent mental health service units (CAMHS) over a period characterized by governmental utilization of simple productivity indices, a substantial increase in capacity and a concurrent change in case-mix. We analyze the sensitivity of the productivity growth estimates using different specifications of output to adjust for case-mix differences. Case-mix adjustment is achieved by distributing patients into eight groups depending on reason for referral, age and gender, as well as correcting for the number of consultations. We utilize the nonparametric Data Envelopment Analysis (DEA) method to implicitly calculate weights that maximize each unit's efficiency. Malmquist indices of technical productivity growth are estimated and bootstrap procedures are performed to calculate confidence intervals and to test alternative specifications of outputs. The dataset consist of an unbalanced panel of 48-60 CAMHS in the period 1998-2006. The mean productivity growth estimate from a simple unadjusted patient model (one single output) is 35%; adjusting for case-mix (eight outputs) reduces the growth estimate to 15%. Adding consultations increases the estimate to 28%. The latter reflects an increase in number of consultations per patient. We find that the governmental productivity indices strongly tend to overestimate productivity growth. Case-mix adjustment is of major importance and governmental utilization of performance indicators necessitates careful considerations of output specifications.

TFP Growth in Old and New Europe

Using Solow-Törnqvist residuals as well as two alternative measurements, we present the estimates of total factor productivity (TFP) growth in a sample of 30 European economies for the period 1994–2004. In most of Western Europe, we find a deceleration of TFP growth since 2000. However, the economies of ‘New Europe’ exhibit a higher level of TFP growth overall and have slowed less than those of ‘Old Europe’. In the new market economies of Central and Eastern Europe, we find both high TFP growth as well as acceleration in the second half of the sample. Regression evidence from Western Europe suggests that product market regulation may adversely affect TFP growth and may thus impair convergence.

Distribution, aggregate demand and productivity growth: theory and empirical results for six OECD countries based on a post-Kaleckian model

Empirical research based on the Bhaduri/Marglin-variant of the Kaleckian model has recently shown that aggregate demand in many medium-sized and large open economies tends to be wage-led in the medium to long run, even in a period of increasing globalisation. In this paper we extend this type of analysis and integrate the effects on productivity growth, theoretically and empirically. Productivity growth is introduced into the theoretical model making use of the Verdoorn effect or of Kaldor's technical progress function and hence of a positive relationship between GDP or capital stock growth and productivity growth. Further on, a cost-push or Marx/Hicks-effect and hence a positive impact of real wage growth or the wage share on productivity growth is taken into account. In the empirical part we estimate productivity growth equations for six countries introducing these two effects. Finally, economic policy conclusions are drawn.

Agricultural productivity growth in traditional and transitional economies in Asia

This paper reports estimates of agricultural productivity growth in Asian countries, with special attention to the transition economies. A parametric output distance function approach is formulated to decompose total factor productivity (TFP) growth into its associated components and to examine how input and output intensities shift in response to the adoption of innovations. The results show that by including the transition economies, Asia achieved healthy TFP growth at an annual average rate of 1.9 per cent. However, TFP growth and its components differ widely across the transition countries and at different stages of the transition periods within these countries.

INDUSTRIAL AND AGGREGATE MEASURES OF PRODUCTIVITY GROWTH IN CHINA, 1982–2000

We estimate productivity growth for 33 industries covering the entire Chinese economy using a time series of input–output tables covering 1982–2000. Capital input is measured using detailed investment data by asset and labor input uses demographic information from household surveys. We find a wide range of productivity performance at the industry level. We then show how these industry growth accounts may be consistently aggregated to deliver a decomposition of aggregate GDP growth. For the 1982–2000 period aggregate TFP growth was 2.5 percent per year; decelerating from a rapid rate in the early 1980s to negative growth during 1994–2000. The main source of growth during the 1982–2000 period was capital accumulation, with a small negative contribution from the reallocation of factors across industries.

Productivity growth and funding of public service broadcasting

In this paper we demonstrate how standard techniques for measuring productivity growth can be applied to the broadcasting sector to provide a benchmark for reasonable efficiency savings which public finance officials might expect public service broadcasting (PSB) to achieve. Using establishment level data from the UK, we produce estimates of productivity growth amongst commercial broadcasters between 1999 and 2003, which provide some evidence that improvements to PSB can reasonably be expected to be funded by efficiency savings rather than solely by increases in public funding.

Accounting for Greenhouse Gases in the Standard Productivity Framework

The method that Canada and other developed countries use to measure productivity growth generally ignores the pollutants that are produced by the industrial process. For example, greenhouse gas emissions, though an inevitable consequence of production processes, are excluded from the productivity accounting framework. This study proposes an extended productivity measure that takes pollutants into account. It illustrates how it can be applied using carbon dioxide emissions. The proposed experimental measure is based on the standard multifactor productivity framework adjusted for the private cost of greenhouse gas emissions. Using this measure changes the estimate of productivity growth for the business sector. The paper first examines how industries have reduced their CO2 emissions relative to their saleable outputs over the last twenty years. This improvement is a form of efficiency gain. When this is taken into account using the new experimental methodology to estimate multifactor productivity, the estimate of productivity growth that is produced is about 17 percent higher than the conventional estimate over the period from 1981-1996.

Total Factor Productivity Growth in Chinese Industry: 1952–2005

This paper presents new estimates of total factor productivity (TFP) growth in Chinese industry over the past half century that seek to improve on earlier estimates in several respects: better data series are developed for capital and labour; the production function is estimated with fewer restrictive assumptions and corrected for serial correlation; and the TFP estimates are adjusted for cyclical fluctuations. The paper also offers a broader than usual interpretation of TFP growth. Its main findings are: (i) that over the whole period 1952–2005 the main source of industrial output growth was capital accumulation; (ii) that during the period since 1980 TFP growth also contributed significantly to industrial output growth; and (iii) that TFP growth in Chinese industry accelerated from the late 1980s, probably as a result of changes in the pattern of ownership and increased integration into the world economy.

Bank Productivity in China 1997-2007: An Exercise in Measurement

This study examines the productivity growth of the nationwide banks of China and a sample of city commercial, banks for the eleven years to 2007. Estimates of total factor productivity growth are constructed with appropriate confidence intervals, using a bootstrap method for the Malmquist index. The study adjusts for the quality of the output by accounting for the non-performing loans on the balance sheets of the banks and tests for the robustness of the results by examining alternative sets of outputs. The productivity growth of the state-owned commercial banks (SOCBs) is compared with the joint-stock banks (JSCBs) and city commercial banks (CCBs). The weak average growth of TFP of the SOCBs disguises strong technical innovation. As a result, the inefficient banks have a greater efficiency gap to make up. This picture is similar but to a lesser extent for the JSCBs. In contrast the CCBs show strong TFP growth driven by efficiency gains and less so by technical innovation.

Estimating productivity growth of Spanish ports using a non-radial, non-oriented Malmquist index

Total factor productivity is commonly measured through the Malmquist productivity index (MPI). The original MPI is computed either with input or output orientation and using a radial efficiency measure. Several non-radial MPI and non-oriented variants have also been proposed. In this paper we use a non-radial, non-oriented MPI to estimate productivity growth of Spanish Ports. This has the advantage of taking into account efficiency improvements in all input and output dimensions. Technical efficiency change, technological change and scale efficiency changes are also derived following Ray and Desli (1997) decomposition. Computed productivity growth estimations are compared with the conventional radial, output oriented MPI as with the proportional distance-based Malmquist Luenberger productivity indicator.

INTELLIGENT MACHINE TECHNOLOGY AND PRODUCTIVITY GROWTH

This paper provides preliminary estimates of the productivity impact of intelligent machine technology (IMT) and the rate of return to IMT research and development (R&D) over the next two decades. The paper adapts economists’ traditional productivity growth model to enable the use of industrial experts’ forecasts of a few key parameters of the model to form the estimates of productivity growth and rate of return. Respondents – from a sample of firms operating in IMT development and applications in the automotive, aerospace, and capital construction industries – anticipate that IMT will generate substantial productivity growth over the next two decades, and the estimated social rates of return to IMT R&D are substantial.

The role of productivity in China's growth: new estimates

The impressive growth of the Chinese economy in the past three decades has attracted a lot of attention and hence the research interest of many scholars and policy makers. One of the focuses in the literature is the role of productivity in China's economic growth. This paper aims to revisit the debate about the role of productivity in China's growth, to provide an updated estimate of productivity growth and hence to make a contribution to the understanding of China's economic growth in recent years. Its objective is to propose and apply a growth accounting technique to assess economic performance in China, in particular the role of technological progress in China's recent growth. The findings about the latter may have important policy implications for the sustainability of China's economic growth in the future.

Performance of Alliance of Electric Machinery Industry in Terms of Productivity : Empirical Analysis of Specialized Producers Since the 1990's

The purpose of this study is to analyze the performance of alliance through estimation of productivity growth. This study analyzes using the Transaction-Cost theory. With research about alliance, most of them are case study. This has very important role in management research, but it is hard to derive universality from case study. On the other hand, with research about estimation of productivity growth, there are many empirical researches. These researches are analyzed using production function. These are developed in accuracy of estimation, but not in content or way of alliance analysis. So, this study analyzed by using the model based on the model for productivity growth. To begin with, this study organizes the contentions of resent empirical studies. And this study considers Transaction-Cost theory and set the hypothesis about relation between alliance and performance. Then, this study grasps alliances in Japanese electric machinery industry quantitatively by using Nikkei-Telecon21 system, which is article retrieval system in Nikkei Inc, to analyze empirically. The object of analysis is electric machinery firms in ”Handbook of Industrial Financial Data 2005” edited by Development Bank of Japan. Analyze period is from 1993 to 2006, because the firm used here belongs to same industries in the period. Finally, this paper estimates using the model based on Cobb-Douglas production function, which is used many precedence research. As the result of estimation, it was showed that (i) R&D alliance with the firm belong to same industry gives more positive influence to productivity grows, (ii) alliance in pair of firms and alliance with capital gives negative influence.JEL Classification: L22, L64, M10, M21

The Contribution of Sectoral Productivity Differentials to Inflation in Greece

This paper estimates the magnitude of the Balassa-Samuelson effect for Greece. We calculate the effect directly, using sectoral national accounts data, which permits estimation of total factor productivity (TFP) growth in the tradeables and nontradeables sectors. Our results suggest that it is difficult to produce one estimate of the BS effect. Any particular estimate is contingent on the definition of the tradeables sector and the assumptions made about labour shares. Moreover, there is also evidence that the effect has been declining through time as Greek standards of living have caught up on those in the rest of the world and as the non-tradeables sector within Greece catches up with the tradeables.

SOURCES OF PRODUCTIVITY GROWTH IN AUSTRALIAN TEXTILE AND CLOTHING FIRMS*

This paper estimates the sources of productivity growth in Australian textile and clothing firms based on the Business Longitudinal Survey (BLS) from 1995 to 1998. Productivity growth estimates have been obtained for each sub‐category of textile and clothing firms. Sources of growth in multifactor productivity (MFP) are examined with growth in technical efficiency and scale effects based on estimates of stochastic frontier production functions. Separate estimates of output growth have been compared with the productivity growth estimates for each of the product categories. MFP improved in all clothing firms and declined in textile firms over 1997–1998 by four‐digit level of Australia New Zealand Standard Industrial classification Scheme (ANZSIC). MFP declined in most major categories of both textile and clothing firms in 1995–1997. Changes in technical efficiency mostly dominated scale effects in the overall direction of MFPG in both textile and clothing firms. The findings of the study provide evidence for policies for improving the firms’ operative performance in the ongoing liberalised regime.

ROBUSTNESS OF PRODUCTIVITY ESTIMATES*

Researchers interested in estimating productivity can choose from an array of methodologies, each with its strengths and weaknesses. We compare the robustness of five widely used techniques, two non‐parametric and three parametric: in order, (a) index numbers, (b) data envelopment analysis (DEA), (c) stochastic frontiers, (d) instrumental variables (GMM) and (e) semiparametric estimation. Using simulated samples of firms, we analyze the sensitivity of alternative methods to the way randomness is introduced in the data generating process. Three experiments are considered, introducing randomness via factor price heterogeneity, measurement error and differences in production technology respectively. When measurement error is small, index numbers are excellent for estimating productivity growth and are among the best for estimating productivity levels. DEA excels when technology is heterogeneous and returns to scale are not constant. When measurement or optimization errors are nonnegligible, parametric approaches are preferred. Ranked by the persistence of the productivity differentials between firms (in decreasing order), one should prefer the stochastic frontiers, GMM, or semiparametric estimation methods. The practical relevance of each experiment for applied researchers is discussed explicitly.

Determining the contribution of technical change, efficiency change and scale change to productivity growth in the privatized English and Welsh water and sewerage industry: 1985–2000

The water and sewerage industry of England and Wales was privatized in 1989 and subjected to a new regime of environmental, water quality and RPI+K price cap regulation. This paper estimates a quality-adjusted input distance function, with stochastic frontier techniques in order to estimate productivity growth rates for the period 1985–2000. Productivity is decomposed so as to account for the impact of technical change, efficiency change, and scale change. Compared with earlier studies by Saal and Parker [(2000) Managerial Decision Econ 21(6):253–268, (2001) J Regul Econ 20(1): 61–90], these estimates allow a more careful consideration of how and whether privatization and the new regulatory regime affected productivity growth in the industry. Strikingly, they suggest that while technical change improved after privatization, productivity growth did not improve, and this was attributable to efficiency losses as firms appear to have struggled to keep up with technical advances after privatization. Moreover, the results also suggest that the excessive scale of the WaSCs contributed negatively to productivity growth.
