Choose life, not vapes: empowering teens to make healthier choices- a cross sectional study.

The tobacco epidemic is more than just a health concern. It is a socioeconomic one with far-reaching effects. Smoking being the most common mode of tobacco use worldwide, has an impact on human life and well-being. Hence, this study aimed to seek the knowledge and awareness of adolescents about e-cigarettes and spread awareness about the harmful effects of vapig so as to reduce the ongoing rise in cigarette consumption among these individuals. A questionnaire-based cross-sectional survey was conducted among 100 teenage children of urban schools in Delhi NCR of age group 14-17 years which collected information on teenage vaping practices, views about vaping,and their accessibility to vaping items. The data were analyzed using the Statistical Program for Social Sciences- SPSS version 25 through frequency and percent, graphs, Bar chart and Chi-squared test. A total 100 participants took part in the survey out of which of 59 were males and 41 were females. A significant proportion of the participants (94 %) possessed knowledge of e-cigarettes, and 14 % had actually used them at some point. Most of the participants were aware of the disposable variety of e-cigarettes and most of them thought that e-cigarettes were less addictive. A significant portion of educated young adults who have never vaped are susceptible to using e-cigarettes in the future. It is also discovered that e-cigarettes are still available and being promoted in spite of the restrictions. Inaddition to good health education for minors, more stringent enforcement of current rules and monitoring could help prevent larger uptake in the future.

Impact of Citizens Do-It-Yourself Activities on Digital Platform of Community Policing in Malawi

Digital platform has become catalyst for effective and efficient enforcement of rule of law in human society. This study examines impact of citizens do-it-yourself activities on digital platform of community policing in Malawi. Under exploratory sequential mixed methods design, Interviews followed purposive sampling targeting four focus group discussions of 10 participants each using interview guide instrument. House hold survey identified 432 respondents guided by Yamene (1969) formular, and were randomly distributed within 10 centers of Muloza, structured questionnaire was used to collect data. Transcribed interviews were coded, then grouped into sub themes, further merged into themes responding to research questions with help of NVivo application. House hold survey analysis implored descriptive statistics in SPSS version 20. Guided by pragmatics philosophical assumptions under lens of social-disorganization, democratic participation, and broken window theories, findings reveal citizens have participated in virtual interaction through ICTs in community policing, characterized by formal and non-formal wide participation improving police accountability and transparency in handling policing and, citizens are satisfied with level of engagement during virtual interaction. Multinominal regression shows gender has no impact on factors that influence Do-It-Yourself participation are (1) communication and sharing information between citizens and police p=.747, (2) to be aware of rights violations and safety needs, (3) people’s involvement in rights violations and suspicious activities p=.708, (4) citizen’s involvement in crime prevention and community policing efforts, (5) to maintain community dialogue and engagement p=.088, (6) looking for faster emergency response times, and (7) to provide evidence and share information with authorities p=.806. Effectiveness of digital participation of Do-It-Yourself is that it is at random and influenced by different causes surrounding personal interests. As such they could be engaged on daily, weekly, occasionally or monthly basis as long as citizens secure their environments. The discussion is that while other studies reveal that ICTs may reduce corruption, this current study reveals that flexibility and user friendly of ICTs allowing formal and non-formal wide participation that has improved police accountability and transparency in policing empowers citizens to participate claiming for their rights to secure their environments in community policing. Based on findings the study recommends community guardians including duty bearers like police officers to enlighten citizens to embrace ICTs for more security empowerment to take part in security issues of their times.

Kebijakan Pemerintah Daerah Bali dalam Mewujudkan Penyelenggaraan Pelayanan Kesehatan Tradisional Integrasi

Progress and changing ages have an impact on changes in various areas of life, one of which is health. A variety of cutting-edge discoveries related to medical methods and medicines led to advances in both conventional and traditional health care. This development has led to various policies made by countries including Indonesia. Indonesia sheds health-related policy as a constitutional right of the people as set forth in the rules of enforcement. The guarantee of good health care gives the public the right to use the kind of medical or traditional health care. There are three types of traditional health care within the rules of enforcement: empirical, complementary, and integrated. This paper highlights the integration of traditional health services which, based on the authority of the Indonesian Government Regulations, mandate local governments to make regional policies that are in line with national policies. This writing uses normative methods with a legislative and conceptual approach. The results showed that the policy of the regional government of Bali in the maintenance of traditional health services integration implemented by issuing the regulation of the governor of Bali No. 55 Year 2019 on the traditional health service of Bali which provides guarantees on the implementation of health services traditional integration of bali as a collaboration carried out between the traditional complementary health services with conventional health services in health services facilities such as Puskesmas and hospitals. Progress and changes of the era have an impact on related types of traditional health services the integration given in its organization is established on the basis of the Decision of the Governor of Bali of the results of the analysis of the study team which is further established by the respective heads of the health service facilities.

Pengaturan dan Kewenangan Polisi Pamong Praja dalam Upaya Penanggulangan Gelandangan dan Penduduk Pendatang di Kabupaten Badung

The linkage between the Civil Service Police Unit officers with appropriate agencies whose activities have a close connection in creating a conducive environment between local government and the people can perform activities in a safe, peaceful, orderly and applicable in areas with motivating people to create the rule of law. This needs to be pursued so that the police authority of the civil service as a law enforcement officer in fostering peace and order will be based on the activities and supervision of extension, no longer be a matter of the sanctions, penalties or fines. Be aware that in creating an orderly and safe condition, not just the responsibility of the Municipal Police alone, but public participation is crucial the achievement of order and peace. Given the number of homeless and migrants who are not registered in the registry office or the competent authority, in addition to the lack of government attention to the homeless, so the implication raises public order and public tranquility be disturbed. Principal issues to be addressed in this study is the First, the setting and the authority of the Municipal Police and the Homeless curb migrants in Badung, and constraints faced in the Municipal Police enforcing rules on homeless and migrants. This study is the approach taken by the normative approach to law (statute approach), approaches the concept (conceptual research), case-based approach (case approach) the nonnative analysis shows that the police authority of the civil service is based on the principles of the law, the nonns applicable law, whereas the juridical conceptual analysis regarding the effectiveness of law enforcement. 음주운전방지장치 부착 조건부면허 도입에 따른 정책적 및 기술적 고려사항에 관한 연구

Last year, there were 214 deaths from drunk driving traffic accidents in Korea, this rate is very high for 7.8% of all traffic accident deaths. Looking at the average drunk driving recidivism rate over the past five years, 44.5% of drunk drivers were repeat offenders. Despite the strengthening of drunk driving enforcement and punishments, drunk driving problems are still serious in Korea. In order to eradicate habitual drunk driving, an amendment to the Road Traffic Act about the legislation of alcohol ignition interlock device was passed last year in Korea, and it will be introduced in October of this year. In order to operate this system following the legalization of alcohol ignition interlock device effectively, the Road Traffic Act enforcement decree and enforcement rules must be established, and an operation manual must be also developed in accordance with Korean circumstances. To this end, this study was performed to identify policy issues and technical problems resulting from the introduction of alcohol ignition interlock device and to minimize them before operating this system targeting drunk driving repeat offenders. Policy issues were included the double punishment, privacy invasion due to excessive log data collection, operating costs, prior education programs and alcohol dependence of drunk drivers. Technical issues were also reviewed by considering National Police Agency standards, installation and operation management organizations and/or institutes, ignition prevention by proxy, log data management, system security, override function, and blood alcohol concentration display method. Finally, the limitations of this study and the implications of future researches were discussed. This study might be helpful to reduce alcohol related to traffic accidents effectively using an alcohol interlock system in Korea if policy makers can review these considerations closely.

Cooperation, domination: Twin functions of third‐party punishment

AbstractRules serve many important functions in society. One such function is to codify, and make public and enforceable, a society's desired prescriptions and proscriptions. This codification means that rules come with predefined punishments administered by third parties. We argue that when we look at how third parties punish rule violations, we see that rules and their punishments often serve dual functions. They support and help to maintain cooperation as it is usually theorized, but they also facilitate the domination of marginalized others. We begin by reviewing literature on rules and third‐party punishment, arguing that a great deal of punishment research has neglected to consider the unique power of codified rules. We also argue that by focusing on codified rules, it becomes clear that the enforcement of such rules via third‐party punishment is often used to exert control, punish retributively, and oppress outgroup members. By challenging idealized theory of rules as facilitators of social harmony, we highlight their role in satisfying personal punishment motives, and facilitating discrimination in a way that is uniquely justifiable to those who enforce them.

APPLYING CLUSTERING AND RECOMMENDATION SYSTEM FOR EFFECTIVE SUPERVISION IN CENTRAL KALIMANTAN INSPECTORATE

This study aims to enhance the effectiveness of supervision at the Central Kalimantan Inspectorate through the application of clustering methods and recommendation systems. Clustering methods, specifically K-Means, are used to group supervision areas based on scores from various indicators, while the recommendation system provides specific improvement suggestions for each group. The results show that financial and performance supervision have high scores, with recommendations to maintain and improve existing standards, focusing on efficiency, transparency, and achieving performance targets. Compliance supervision shows variation in clustering, with recommendations for better enforcement of rules and regulations. Management supervision requires improving management and leadership effectiveness to enhance operational efficiency. Human resources supervision shows the best results, with a focus on improving employee competencies through training and development. The implementation of this technology is expected to optimize resource usage, enhance supervision effectiveness, and reduce operational costs. Clustering methods and recommendation systems provide deep insights into the condition of supervision and help the Inspectorate make more informed and strategic decisions. This study contributes to strengthening the supervision system and improving the overall performance of the Central Kalimantan Inspectorate, creating a more responsive, transparent, and accountable supervision system.

Analysis of Financial Regulatory Challenges for the Development of Islamic Banking in Indonesia

This article aims to present an analysis of the regulatory challenges in Islamic banking supervision on the sustainability of business and financial models, with a case study on Bank Syariah Indonesia (BSI). In the context of the growth of the Islamic banking industry in Indonesia, the main question raised is how regulation affects the sustainability of the business and financial models of Islamic banks, particularly BSI. This research uses a qualitative approach by analyzing relevant laws and regulations and a case study of BSI. The results show that complex and constantly changing regulations can be an obstacle to the sustainability of Islamic banks' business and financial models. Although BSI has adapted itself to the changes, challenges remain, especially in terms of meeting capital requirements, product diversification, and enforcement of sharia rules. In answering the research question, the author concludes that to achieve optimal sustainability, regulations need to be adjusted to better support the development of the Islamic banking industry, including providing incentives for innovation and consistent fulfillment of sharia principles.

Perbandingan Penegakan Aturan Lalu Lintas Antara Penerapan Tilang Manual Dan Electronic Traffic Law Enforcement (ETLE) Di Kota Padang

Enforcement of traffic rules is regulated in Law Number 22 of 2009 concerning Road Traffic and Transportation and Government Regulation No. 80 of 2012 concerning Procedures for Inspecting Motorized Vehicles on the Road and Enforcement of Traffic and Road Transportation Violations. The development of an electronic-based law enforcement system gave birth to Electronic Traffic Law Enforcement as an innovation to overcome obstacles in the application of manual fines. However, in its application, ETLE was also not free from various problems, so the urgency was born to conduct research to find out and compare the procedures for applying manual and ETLE tickets and how to apply future tickets in Indonesia, especially in the city of Padang as a research location. This study uses empirical juridical methods, the data used is primary data from interviews with Padang Police TMC operators and secondary data is in the form of document studies. The result of the research is that manual poles are directly imposed on violators by officers. Meanwhile, ETLE is a modern ticket system used by the police to monitor and prosecute traffic violations electronically with camera and sensor technology to identify vehicles that violate traffic rules, such as violating a red light or crossing the speed limit. Obstacles that occur in manual ticketing are low legal awareness from both law enforcers and the public. The obstacles that occur in ETLE are the limitations of static and mobile camera devices so that the application is not comprehensive. The application of fines in the future will still use a combination of manual and electronic ticketing due to the low level of public legal awareness and the uneven distribution of electronic ticketing devices in the city of Padang.

Poverty Governance in the Delegated Welfare State: Privatization, Commodification, and the U.S. Health Care Safety Net

Abstract Due to forces of retrenchment and fiscal austerity in the contemporary U.S. welfare state, the federal government has increasingly delegated the funding of public programs to private entities. How does privatization influence the way marginalized populations experience the social safety net? To develop insights on delegated poverty governance, this study examines a longstanding public-private program—Federally Qualified Health Centers (FQHCs)—which comprise a nationwide network of clinics serving over thirty million predominantly low-income patients in medically underserved areas. I conducted a case study drawing on in-depth interviews with patients and staff in a small-town FQHC in the Rust Belt. Unlike other social welfare programs, I found a pronounced absence of stigma associated with the FQHC, largely due to features of the delegated policy design, the blended institutional setting, and strategic organizational decisions. However, low-income patients were also unaware of their rights to treatment when encountering paternalistic enforcement of overdue billing rules, which resulted in delayed or foregone health care. Due to underlying tensions surrounding commodification, I argue that privatization of the safety net may quell the stigma of government programs among the poor while simultaneously disentitling individuals from their rights of social citizenship.

The research result (1) The Factors influence resident throw rubbish the coastal environment beach Waiwerang city sub.district, East Adonara District, East flores Regerency that is fasilitas and infrastructure cleanliness, not enough awareness throw rubbish on place, the settlement too near to the beach. Institutional arrangements and sustainable maintenance management of community-based mini-grids in Tanzania

This article presents empirical research on the maintenance management model for containerised solar community-based mini-grids and corresponding institutional arrangements. It employs Agrawal's (2001) “institutional arrangements” subset of enabling conditions and examines its applicability in explaining the sustainability of maintenance management of community mini-grids. The paper analyses and synthesises distinctive sustainability experiences from two solar community mini-grids in Tanzania. Using data from 18 semi-structured interviews with village energy committee members, electricity users, technicians and local leaders, the paper explicates a maintenance management model practised in the two mini-grids. The paper further presents institutional arrangements assessment for the maintenance management of the two mini-grids and analyses how rules, sanctions and accountability for community mini-grids maintenance affect the corresponding maintenance sustainability outcomes. The study found reactive maintenance to be a dominant maintenance strategy and is complemented by insufficient balances in the mini-grids' maintenance funds. Proper enforcement of maintenance rules, implementation of arranged graduated sanctions, and presence of low-cost adjudication coupled with the accountability of mini-grid leaders can potentially enhance the maintenance sustainability of community mini-grids. The paper concludes that, institutional arrangements for communally owned mini-grids need a collective interactive approach among local users for sustainable mini-grids maintenance.

Judicial Censorship of the Law's Constitutionality as a Guarantee the Enforcement of the Constitutional Rule

Abstract The subject of the research is judicial oversight of the constitutionality of laws as a guarantee of the enforcement of the constitutional rule. We divided it into two sections. The first section dealt with the general framework of judicial oversight of the constitutionality of laws, the nature of judicial oversight, and the emergence of the idea of judicial oversight of the constitutionality of laws. In the second section, the methods and forms of organizing judicial oversight and its forms were discussed, and methods for initiating judicial oversight of the constitutionality of laws were explained, explaining the differences in state constitutions in introducing judicial oversight Some of them pursued oversight by means of the original law suit for annulment, and some of them took up the defense of unconstitutionality by means of Abstention oversight. The role of the Federal Supreme Court was noted as one of the applications of judicial oversight in Iraq. The study concluded that establishing the foundations of a legal state based on the rule of law and preserving the rights and freedoms of individuals in it requires establishing guarantees to protect the principle of legality, uphold the constitution, and not deviate from its provisions in form and substance. To achieve this foundation, most countries with democratic systems have followed judicial oversight of the constitutionality of laws to the extent its effectiveness in ensuring respect and supremacy of the Constitution over other legal rules

Traffic crash prediction in Kano, Nigeria: multivariate long short-term memory method

Accurate traffic crash prediction is crucial for implementing effective road safety measures. In this study, the performance of long short-term memory (LSTM) and multivariate LSTM (MLSTM) models in forecasting total crash count data in Kano state, Nigeria were compared. Human and vehicle factors, including speed violations, tyre bursts, brake failures, sign/light violations and phone use while driving, were incorporated as covariates in the MLSTM model. An autoregressive integrated moving average with exogenous variables (Arimax) model was used to investigate the effects of the covariates. The MLSTM model outperformed both the basic LSTM model and individual covariate models, emphasising the synergistic effect of considering a broad range of factors. The Arimax model results revealed that speed violation is significantly positively correlated with total crashes; the other covariates showed positive correlations but did not reach the statistical significance. The findings underscore the importance of a multivariate approach in enhancing traffic crash prediction. The MLSTM model's superior performance highlights the value of considering a comprehensive range of factors that influence crash occurrence to achieve more accurate predictions. Practical applications of these models could involve leveraging them for proactive traffic safety measures, including increased enforcement of traffic rules, improvements to road infrastructure and targeted driver education and campaigns.

The Biased Enforcement of Rarely Followed Rules.

We examined whether the enforcement of phantom rules-frequently broken and rarely enforced codified rules-varies by the race of the rule breaker. First, we analyzed whether race affects when 311 calls, a nonemergency service, end in arrest in New York City. Across 10 years, we found that calls from census blocks of neighborhoods consisting of mostly White individuals were 65% less likely to escalate to arrest than those where White people were the numerical minority. Next, we experimentally manipulated transgressor race and found that participants (N = 393) who were high in social dominance orientation were more likely to route 311 calls to 911 when the transgressor was Black (vs. White). We also explored the subjective experience of phantom rule enforcement; People of color report they are more likely to be punished for violating phantom rules compared to White people. Overall, we find evidence of racism in the enforcement of phantom rules.

Participatory irrigation management, social capital, and efficiency in rice production. Understanding the linkage in the case of irrigated rice farms in Northern Thailand

Enforcement of rules to increase farmers' involvement in participatory irrigation management (PIM) has been ineffective given the non-exclusivity nature of surface irrigation. In this study, we investigated the interrelationship of the social capital's role in higher participation in PIM and the effects towards farmers' efficiency using the case of rice farmers in Northern Thailand. We found that higher intention to participate in PIM collective activities is largely driven by the water user's social capital endowments. Farmers' efficiency level is positively associated with PIM participation and the condition of the collective irrigation management. Our findings suggest the importance of complementing current government efforts with policy interventions focusing on strengthening water user groups' social capital, such as improving group cohesion and their capacity for networking in compensating for various impediments faced by farmers.

Community-led total sanitation (CLTS) implementation in West Mamprusi Municipal Assembly in Ghana. What do communities think eleven years on?

ObjectiveAccess to improved sanitation is a fundamental human right and an important aspect of Public Health. However, an estimated thousands of people in Ghana especially, the West Mamprusi Municipal Assembly (WMMA) still have no access to adequate toilet facilities. This has brought untold health repercussions to the inhabitants, the community, and the environment at large. To address this menace, the community-led total sanitation (CLTS) was implemented. This study aimed to assess communities’ perspectives on the implementation of CLTS and to understand the factors influencing its success and failures. MethodsA mixed-method approach involving sequential qualitative and quantitative methods was employed in this study. Participants for the quantitative study were randomly selected and surveyed using questionnaires. The qualitative study employed focus group discussion involving purposively sampled participants including assembly members, opinion leaders, and assembly staff. ResultsThe CLTS program in WMMA realized an apparent use of construction and proper use of household latrines leading to a reduction of open defecation free (ODF) and two communities achieving sanitized status in the history of the study area, enabling the training of latrine artisans and natural leaders to facilitate the CLTS expansion and sustainability, improved sanitation and hygiene, strengthened the enforcement of community rules and regulations and many others. ConclusionThe CLTS program has received more widespread acceptance in the study area than the previous government policy of constructing public toilets, which was greeted with massive failures due to poor implementation. To ensure that gains achieved through CLTS implementation are sustained longer, it is recommended that chiefs and opinion leaders should be involved in the CLTS programs to ensure checks and enforcement. The entrenchment of bylaws and more education to address enduring myths and misconceptions will sustain the program. Subsidies in the form of sanitation loans for latrine construction materials by the government and supporting non-governmental organizations (NGOs) will be paramount in sustaining ODF.

Criminal practices in the capital market are commonly known by the terminology insider trading, a long-standing crime that is not well-known to the public. Insider trading constitutes a legal violation as well as an ethical breach that can pose serious risks to market integrity and harm investors who do not have specific information access. This journal will explore the legal protection and enforcement framework that explains the Indonesian legal framework governing transactions in the capital market in an effort to protect the public from insider trading. Legal protection includes the enforcement of provisions found in laws, regulations, and supervisory mechanisms applied by financial authorities, which is essential to create a fair and efficient market. Therefore, understanding the effectiveness of existing laws and enforcement of rules is crucial to protecting the public from insider trading crimes. This journal is expected to provide knowledge to enhance and develop legal science, particularly related to the analysis of insider trading law enforcement in the capital market in Indonesia. This journal is hoped to provide input and recommendations for authorities and stakeholders involved in providing legal protection to the public for the enforcement of laws in accordance with the provisions of the Indonesian Capital Market Law.

Analisis Kinerja Keuangan Berdasarkan Rasio Likuiditas dan Solvabilitas Pada PT. Bank Muamalat Indonesia Tbk

Financial performance is an analysis that is carried out to see to what extent a company has implemented and applied the rules of financial enforcement properly and correctly. By measuring financial performance, it can be seen the prospects of growth and development of the company. A company is said to be successful when it has achieved a certain set performance. The purpose of this research is to find out the financial performance based on the ratio of liquidity and solvency in the PT. Bank Muamalat Indonesia Tbk period 2018-2022. This type of research is descriptive research with a quantitative approach. The sample in this study is the annual financial report of Bank Muamalat for the period 2018-2022. Data collection techniques are documentation and library with data analysis using miscrosof exel software. The research results show the financial performance of PT. Bank Muamalat Indonesia based on the liquidity ratio for the 2018-2022 period is in the unhealthy category.
