LAW ENFORCEMENT ACTIVITIES AND ACTIVITIES REGARDING ENSURING NATIONAL SECURITY: CORRELATION OF CONCEPTS AND CONTENT

The article is devoted to improving the concepts of activities related to ensuring national security and the concept of law enforcement activities, in particular, by establishing the parameters of the relationship between them. The content of the concepts of national security, activities to ensure national security, and law enforcement activities have been analyzed and revealed. It is justified that in the conditions of Russia’s armed aggression against Ukraine, the external function of ensuring the territorial integrity and state sovereignty of Ukraine, as well as the internal function of ensuring law and order and countering crime, should be considered as a complex task and direction of the state and civil society. It has been proven that the concept of activity in the sphere of ensuring national security and the concept of law enforcement are related to each other as a whole and its part. It is proposed to consider the law enforcement activity implemented under modern conditions in Ukraine as a component and a separate direction of a broader concept of state activity to ensure national security. It is substantiated that law enforcement activities and activities related to ensuring national security have a common social nature. In particular: they are a necessary element of social development and a way of implementing the protective function of the state; is a social phenomenon implemented in society and with the help of society; serve to satisfy certain needs that are close in content and important for the life of society. It has been proven that law enforcement activities, as well as activities related to ensuring national security, are types of state activity, a form of implementation of its functions. They are carried out on behalf of the state; are implemented by a group of entities designated by the state, endowed with special powers; are conducted on the basis and within the limits of material and procedural norms and principles developed by the state. It has been established that law enforcement activities and activities related to ensuring national security have a number of similar essential features, such as: implementation on behalf of the state, by a defined circle of subjects, within the limits of a certain procedure; implementation in certain areas related to the tasks and functions of the subjects; implementation using special means and methods. It has also been proven that the specified types of activities are characterized by the sameness of the elements of the structure, such as object, subject, content, directions of implementation. It has been proven that the main tasks that are objectified in the content of law enforcement activities, as well as activities related to ensuring national security, are: a) protection and protection of the rights and legitimate interests of a person and a citizen; b) protection of the sovereignty and territorial integrity of Ukraine; с) protection and protection of law and order, public order, interests of society and the state from illegal encroachments; d) protection of the social order of the state established by the Constitution of Ukraine. It is substantiated that law enforcement activities and activities related to ensuring national security are close, but not identical in meaning, concepts that have a number of distinctive features. The most significant differences are related to the specifics of the goal, the scope and scope of implementation, the specifics of tasks within the areas of implementation, methods and methods of implementation.

The Influence of Social Networks on the Formation of Modern Culture and its Relationship with Philosophy

The purpose of the research is to highlight the role of social media in the dynamic processes of modern culture development. Socio-cultural progress requires effective tools that will ensure the involvement of individual and social potential. Therefore, the article aims to position social media in the paradigm of the information and digital society. The research methodology is focused on the analysis of scientific works that interpret the content and format of information and communication activity of social media resources. The synergistic approach involves the formation of relevant algorithms for broadcasting social relations based on the interaction between different institutions and correlated with philosophical and ideological guidelines. The results of the study identify a number of information and communication dimensions that define worldview and mental meanings and form practice-oriented models of engaging society in synergistic interaction through social media resources. Among the key dimensions of the functioning of social networks in the information society system are: information, technology, dynamism, flexibility, creativity, heuristics, innovation. A promising area of research into the role of social networks in the context of actualising the philosophical and synergistic discourse is the problem of public self-organisation - the integrity of the approach to understanding social activity. Thus, social networks play an important role in the implementation of the principles of functioning of the social order (local or large-scale), providing the information and communication component of social activity. At the same time, social networks are actually becoming platforms where not only certain principles or elements of social development are presented, but also where discussion activity, debate and identification of the specifics of their implementation are formed. The problem of risks associated with the use of the potential of social communication, namely, responsibility, information security, and compliance with the norms of information culture, remains a matter of debate. Philosophy has historically fulfilled the mission of reconciling innovative dimensions with the fundamental dimensions of social activity, so the mental perception of the status of social networks is no less important than their functional potential.

Orthodox churches of Ukraine in the process of Ukrainian state formation

The article analyzes the state and development of the main Orthodox Churches in the world and in Ukraine in the context of the interaction of the state and religious institutions. The systemic spiritual crisis of modern Ukrainian society is revealed. The content of the state policy in the field of strengthening spirituality and morality according to the life and sermon of the Ukrainian Christian Churches is determined. Certain directions of consolidation of Christian communities in Ukraine are outlined. The complex analysis of scientific literature on state dialogue and religious organizations is carried out.The scientific problem concerning the improvement of theoretical and methodological principles of the formation of the state policy in the field of religion based on the activities and preaching of the Orthodox Churches in Ukraine in the conditions of the globalized world is posed. The article identifies the main threats to the national security of the state in the religious sphere which faced Ukraine at the present stage, as well as the theoretically grounded ways of interaction between the state and the Ukrainian Christian Churches. The role of Orthodox Churches in Ukraine in the processes of state formation as a theoretical and methodological basis of state policy in the field of religion is revealed.The article is devoted to the research of the current state of interaction between the Ukrainian state and the Ukrainian Orthodox Churches and the main directions of their cooperation. The article deals with the peculiarities of the development of the Ukrainian Orthodox Church, ways of developing the relations between the Church and the state in the conditions of the political transformation of Ukrainian society. The state of development of civil society in Ukraine in the context of constructive interaction between the Church, society and the state is also considered.The article substantiates that the Ukrainian Christian Churches were, are and will be an integral part of Ukrainian culture, history and future of the global world. The dialogue between the Church and the state will always be the basic element of social development, the foundation of the Ukrainian state building and the platform of democratization processes in Ukraine.

The prediction of the economic effect of the energy-saving system implementation: corporate and regional aspects

The solution of the energy-saving problem is connected with two main aspects: technical progress allowing the use of modern equipment and technologies with great efficiency; the development of an economic system which allows achieving development objectives and minimization of resource costs. In our article we are going to talk about the possibilities of formation and results evaluation when implementing energy-saving measures and we are going to present the results of the research on the interdependence of managerial impact and economic results. In this article we study an assessment method of activities at the enterprise according to the results of energy-saving measures, and we are going to present the results of the study of economic factors of their development, we are going to suggest a method for assessing the prognosis based on entropy methods. The development of a group of enterprises that produce rational results as the results of energy-saving measures of some companies taking into account synergy will allow us comment on the overall economic efficiency of the introduction of the energy-saving system in Russia as an element of social development.

Planning for a Developed State: A Case Study of Melaka

This research intends to find out whether Melaka is truly a developed state. Even though the state claimed they had achieved developed state status based on benchmarking of 32 indicators and perception of citizen, yet there are major indicators in term of development such as services, dependency ratio that still need improvement. The state capability to ensure their path of development toward developed state remains steep shall be review and properly categorized to increase more guidance for development strategies. However, there is need for deeper understanding on evaluating indicators achievement where different pattern of development between developing and developed states/countries existed. Developed state features had been derived through literature review in order to analyze whether Melaka is a truly developed state. Generally, the findings signified a gap in the element of policy, economic, social, and environmental development. Those policies and strategies toward developed state had been categorized where the weakness, opportunities and threats to Melaka as developed state will be the basis for policy recommendations. There 24 features of developed state that had been set from the existing literature review. It consists of six elements of policy development, seven elements of economic development, seven elements of social development, and four elements of environment development. There are eight strengths, eight opportunities, five weaknesses and three threats of Melaka’s development elements had been identified through these developed state criteria. There were eight opportunities influenced by external environment where major actors need to work together to strengthen these areas. Melaka state government should be able to tackle the six weaknesses stressed in the findings above directly since the internal factors can be controlled and manipulated by state. The state should emphasize on three threats that will potentially cause trouble for their developed state status in the long run if no major changes in external elements.

The Elements of Social Development: The Social Experiences of Malaysian College Students at an Institution of Higher Learning

This article examines the process of social development experienced by college students that brings new knowledge and a model for social development in sociology of higher education. Findings from 15 in-depth field interviews reveal that there are four main elements in the social development experienced by this group of students. The process begins with the self-awareness by students of their social condition both in past and present situations. The second element is their adaptability, where students come to understand how to interact within their circumstances and are able to find new ways to adapt to their environment. This is followed by the third element, responsibility, where students become responsible to the degree that they possess leadership abilities; thoughtfulness, independence, supportiveness and determination. The last element is potentiality, which is important in helping students progress to a higher stage of life by actualizing their full potential.

The discussion of citizenship in Spanish education: schooling model and cultural codes

Education is considered to be a crucial element of social development, but, in the global society, the legitimising principle of educational equality is altered by the neoliberal view that competition will improve the quality of any service made available in a society, which in turn will have a positive effect on the general welfare. The consequences are twofold: first, an increase in the use of private education by the middle class; and second, an increase in the severity of rules for students and faculty in schools. This article analyses the imbalance between the concept of citizenship and the legitimising principle of educational equality in the Spanish context.

Throughout the last years we have witnessed a debate about new model of public library our society requires. The current public library is not considered as an institution of a purely cultural character, but one that must favour its revitalizing character as an element of social development and become a big centre of information for the local community; all these take us to new tasks and aims. The library can develop and foster the integration of the people in the community it serves and there are many ways of doing it. At this stage i think that if we do not stop to think about it, libraries are in danger of losing their main aims and turn into any thing, as their sphere of activity is more and more open, and although this is a positive thing, i think that everything is no good if it is not carried out with an aim or a real approach of service.
