Place and application of the new Law "On Administrative Procedure" in the regulation of public e-services

The article is dedicated to the analysis of the place and application of the new Law "On Administrative Procedure" in regulating public electronic services in Ukraine. Enacted on December 15, 2023, the Law aims to establish a system of unified, understandable, and transparent interaction between public authorities and citizens and businesses. The article examines the main provisions of the Law, focusing on the principles of administrative procedure and norms regulating the resolution of administrative matters using electronic digital technologies. Based on the analysis of legislation texts, comparative analysis, and consideration of practical aspects of the new law's implementation, the conclusion is drawn regarding the importance of applying its norms to the sphere of public services, including those provided through digital technologies. It is found that the Law of Ukraine "On Administrative Procedure" sets general standards for administrative procedure ensuring the observance of rights of individuals and legal entities in relations with administrative authorities, regardless of whether such interaction occurs through physical or electronic channels. Special legislation may define the specifics of providing certain types of public services, but the general standards of the Law of Ukraine "On Administrative Procedure" must be adhered to. The article also highlights the main directions for further research and possible directions for further development of legislation in this area. The application of the provisions of the Law of Ukraine "On Administrative Procedure" allows not just to copy the logic of the paper world into digital services, but to develop innovative approaches. This means that the right to participate in the administrative process can be implemented through online offices, the possibility to submit documents in electronic format, support for communication through digital channels and the creation of additional functions that complement the main service

Temperature Detection and Control Circuit

In order to realize energy saving, emission reduction and green development, this design uses one of the basic analog electronic technology and digital electronic technology knowledge to detect the environmental temperature in real time in daily life. If the environmental temperature is lower or higher than the set temperature, it will alarm and regulate. Thermocouple and temperature compensation principle are adopted for temperature sensing in this design; The AD conversion part uses the integrated chip AD574A; The conversion from binary to 8421BCD code is realized by EEPROM 281024; The display decoding part is realized by 74ls48 and digital tube; The temperature control range is set by digital setting, which is realized by 74ls160 decimal plus counter and latch 74ls175; The cascade implementation of the temperature judgment comparison value comparator 74ls85; The multi-channel temperature cycle monitoring function is realized by using 74ls160 and adg508f. Monostable state is added to the audible and visual alarm.

The Digital Electronic Technology course is optimized to adapt to a variety of new majors

In view of the practical teaching problems encountered in the training process of a variety of new professionals in the course of the Digital Electronic Technology, this paper optimizes the content, teaching mode and assessment mechanism of the course, and proposes a tailorable and scalable curriculum system suitable for a variety of new majors. The optimization of the curriculum organically combines the discipline characteristics of different new majors, talent training programs, knowledge content systems, modern teaching resources, and new teaching models, completes the adaptation and optimization of course teaching, and designs the knowledge-ability-quality assessment mechanism. Practice has proved that curriculum optimization can better adapt to a variety of emerging majors. The course content setting and implementation are more reasonable, which fully mobilizes the enthusiasm of students to learn, improves the comprehensive quality of students from multiple dimensions, and achieves good teaching results.

Optimization and Practice of the practical teaching system of the Digital Electronic Technology

In view of the issues in the practical teaching of the Digital Electronic Technology, which include outdated practical teaching content, insufficient innovation and comprehensiveness, redundant teaching methods, and a single assessment model, this paper proposes an optimized design for practical teaching content, teaching methods, and assessment mechanisms. The proposed plan adopts a deep integration of theory and practice, flexible expansion based on needs, a combination of multiple teaching models, and a comprehensive assessment mechanism. It adds design experiments and innovative research experiments to enhance the comprehensiveness and innovation of the practical teaching content. Various educational concepts and methods are integrated to form an optimized teaching method that combines multiple models. A comprehensive assessment mechanism is also designed. Through the optimized design of practical teaching courses for the Big Data Engineering, significant teaching achievements have been achieved. The proposed optimized practical teaching plan can effectively address the issues in practical teaching and better cultivate students’ overall quality and innovative spirit.

Mining and Teaching Design of Civic and Political Elements in Digital Electronics Technology Course Based on Markov Modeling

Abstract This paper proposes a course knowledge resource extraction method based on the improved Hidden Markov Model and combines the method with hierarchical classification ideas. The improved Hidden Markov Model is used in the study of the text classification process of course knowledge resources, the expected cross entropy selects the feature words, and the semantic space composition is obtained by using the implicit semantic indexing method. When setting the observation output probability matrix for the HMM classifier model, the improved TFIDF method is introduced to reflect the semantic relations between feature words. An evaluation criterion such as macro-micro mean is used to analyze the performance of the whole text set classification and gradually improve the HMM model. Finally, the HMM resource information extraction model has been improved to mine the elements of civics in digital electronics technology courses. It is found that in the compulsory textbook knowledge of digital electronics technology, the trigger knowledge has the greatest integration degree with the Civic-Political elements with a percentage of 0.3382, followed by the analog-digital and digital-analog converter knowledge with a percentage of 0.2818. In the textbook column on digital electronics technology, the extended knowledge has the greatest integration degree with the Civic-Political elements with a percentage of 0.5043, followed by the strengthened category column with a percentage of 0.1712. The analysis of the students’ different Civic-Political dimensions after the instruction has been done. In the political identity category, national sentiment, scientific spirit and ecological environment topics improved by 7.23, 2.01, 3.2 and 2.14 points, respectively. It shows that students can improve their cultural knowledge in digital electronics and establish a correct worldview, life view, and values.

VISUAL MEDIA IN SOCIAL MEDIA APPLICATIONS: APPLYING THE UNIFIED THEORY OF ACCEPTANCE AND USE OF TECHNOLOGY TO THE PREFERENCES OF EMIRATI UNIVERSITY STUDENTS: A THEORETICAL APPROACH

The development of the use of means of communication at the present time in the transmission of electronic digital technology of written, audio and visual information that contains speech, sound, numbers, words, charts, music, films and colors, and man has become able to store information and deal with it through smart phone, computer and other multi-use means that allow the transfer of different types of audio and video messages in a secure and identical manner, so that they can be broadcast and received immediately by the recipient, who in turn interacts with them in terms of storing, viewing and disposing of them. The Unified Theory of Acceptance and Use of Technology (UTAUT) is relied upon to understand the mechanism of students' preference and adoption of social networking sites and applications. This theory explains how users accept and use technology based on four factors: performance expectation, effort expectation, social impact, and facilitation conditions. The main objective of this research is to identify the theoretical approaches and previous literature that deals with and indicates the preference of users of social networking sites and the Internet for visual media to access information through Internet applications and smart devices. This study attempts to answer the following question: How does the previous literature explain students' adoption and acceptance of using visual media through social networking applications? In order to explore the effectiveness of the previous results of studying these applications in terms of expected performance, expected effort, expected social impact, and available facilities. Based on the assumptions of the (UTAUT). The research problem is that there is a clear adoption of some applications to the exclusion of others by students in varying proportions, which gives them a set of multiple options to access information according to the technical capabilities available in each application, and this is what gives visual media great importance in terms of the strength of its influence as it contains multimedia. and interactive such as sound, image, text, and animation. This study attempts to answer the following question: How do students explain their adoption and acceptance of using online videos? This is in order to explore the effectiveness of these applications in terms of expected performance, expected effort, expected social impact, and available facilities

Reconfigurable Spatiotemporal Optical Signal Processors

AbstractAnalogue optical computing offers a promising approach for developing super‐fast computation techniques, benefiting from its extraordinary parallel processing capability, low energy consumption, and high integrability compared to digital electronic technologies. In this work, a reconfigurable spatiotemporal optical signal processor using the phase‐change material vanadium dioxide (VO2) to further expand the processing bandwidth and enrich the operation functions is demonstrated. As a specific example, a meta‐device is designed that can switch between a first‐order differentiator and a good reflector in the spatiotemporal domain by controlling the operation temperature. It is shown that the spatiotemporal transfer functions can be precisely engineered to meet the requirements for ideal first‐order differentiation and bright‐field imaging. This approach enables high‐accuracy spatial and temporal signal processing, as demonstrated by inspecting Gaussian signals. The theoretical evaluation determines the resolution limits of spatial and temporal edge detection. It also highlights that the device can perform spatiotemporal signal processing for pulses with complex profiles. The presented reconfigurable spatiotemporal optical signal processor holds great potential in applications such as remote sensing and fast imaging processing, among others.

This volume contains a unique collection of papers collected at 2nd International Conference on Electronic Information and Communication Engineering (EICE 2023), which took place in Guangzhou, China in January 13th to 15th, 2023 (virtual conference). Each paper recognizes the seminal contributions to Electronic Information and Communication Engineering made by every author, and acknowledges their impact on their own researches.The 60 scientific participants had many fruitful discussions and exchanges that contributed to the success of the Conference. Participants from more than 10 countries made the Conference truly international in scope.There were 3 plenary keynote speeches covering the different areas of the Conference: Prof. Yongjin Zhou (Shanghai University, China) talked on Plasmonic Metasensors based on New Physical Mechanisms, Assoc. Prof. Santhosh Krishna B V (New Horizon College of Engineering, India) on Industrial Automation Using Internet of Things (Iiot) – (Opportunities and Challenges), Dr. Md. Khaja Mohiddin (BIT Raipur, India) on An Overview of Mobility in Wireless Sensor Network. The speakers gave very illuminating lectures that drew many people’s full attention. These speeches, held on Saturday evening, were very accessible to a general audience. In addition, there were 3 oral reports on ongoing current research. These talks covered the full range of the Conference topics, which includes Wireless Networks and Information Systems, Digital Electronic Technology, GPS and Wireless Location, Communication Electronic Circuit, Electronic Science and Technology, Analog Electronics, etc..All in all, the 2nd International Conference on Electronic Information and Communication Engineering in Guangzhou was very successful. The plenary speeches and the progress and oral reports bridged the gap between the different fields of electronic science and technology, making it possible for non-experts in a given area to gain insight into new areas. Also, included among the speakers were several young scientists, who brought new perspectives to their fields.We would like to acknowledge the authors of the papers collected in the present volume, the members of the Technical Program Committee and Local Organizing Chair for their guidance and support, and the referees for their generous work. It is a fully developed technology, through the construction and use of specific digital circuits to achieve the logical operation of digital quantities and required logical functions. Therefore, the basic characteristic of digital circuit system is logical operation and logical processing function. The main applications of digital electronic technology are combinational logic circuit, sequential logic circuit, pulse waveform generation and shaping, digital and analog conversion circuit, etc. Here only describes the practical application products of combinatorial logic circuit and sequential logic circuit, namely decoder and counter.

The paper is devoted to the study and analysis of modern trends of our time, such as globalization, the transition to a network digital economy, mobility, digitalization that encouraging companies to search for new competitive models of business management. The formation and development of a new strategy integrated with business and HR strategies becomes a prerequisite for future competitiveness by transforming the business from a traditional to a technological company. In today’s reality, digital HR management is inextricably linked to the formation and use of an innovative system for the introduction and dissemination of new knowledge, technologies and products at enterprises of the same region. Digital innovation in the human resources management system is a complete result of creative activity, which should be introduced into the labor market depending on the purpose. The paper identified the main reasons that impede digitalization in the field of personnel management, as well as the possibilities for their further solution, considered and analyzed the features of organizing a personnel management system at enterprises in the context of innovative digital transformation. The paper concluded that in recent year there has been an increase in the competitiveness of enterprises not so much due to new technologies for organizing production in the context of the transition to innovative development, but in terms of the introduction of personnel management methods using electronic digital technologies.

Research on Network Equipment Fault Detection Based on Fault Tree Analysis

Intelligent fault diagnosis technology has strong robustness and fault tolerance, and has good adaptability to the dynamic changes of the system. Network device fault detection ensures proper running of network devices and ensures network security and reliability. Fault tree analysis method comes from the field of digital electronic technology. Based on fault tree analysis, this paper studies the fault detection of network equipment. Firstly, the fault tree modeling is studied, the mathematical model of the fault tree is constructed, and the fault tree analysis process is designed. Then, the qualitative analysis of the fault tree is studied to find out all the possible factors that cause the fault, and to predict the possible fault of the equipment. Finally, the quantitative analysis of fault tree is studied to obtain the importance of fault tree. According to the importance of different minimum cut sets, it provides a basis for fault detection when network equipment fails.

Early Days of Computing at Manchester: Max Newman's Royal Society Project, 1946–1951

Max Newman became Professor of Pure Mathematics at Manchester University in 1945, having led the outstandingly successful Colossus cryptanalytical project at Bletchley Park during the war. He obtained Royal Society funding to set up a Computing Machine Laboratory at Manchester to apply similar digital electronic technologies to the solution of as-yet unsolved problems in pure mathematics. But what kind of (special-purpose) digital computer was likely to be most suitable? Using new evidence, this article charts the progress of Newman's project in some detail, attempting for the first time to set Newman's Colossus-centric vision in the context of John von Neumann's IAS architecture. We contrast mathematical and engineering perspectives. Though Max Newman's original plans were not realized, innovative computer design at Manchester flourished in directions unforeseen by Newman. It was his 1946 initiative that led, somewhat indirectly, to significant computing milestones.

Emerging Logic Devices beyond CMOS.

Si-based complementary metal-oxide-semiconductor (CMOS) transistors for logic computing have represented the most essential foundation of digital electronic technologies for decades toward the modern information era. The continuous scaling down of the transistor feature size has promoted significant improvements in the computing performance while gradually tending to its limit. Ubiquitous intelligent technologies have quickly penetrated daily life, yielding a tremendous increase in highly data-centric computing applications. Hence, emerging logic devices extending and even transcending the existing CMOS technology are urgently needed to meet the rapidly growing demand for information processing capability, involving revolutionary innovations from material science and architecture design to device applications. This thus gives us the opportunity to realize logic devices for state-of-the-art computing that are fundamentally far beyond the current devices. In this Perspective, we discuss the recent innovative design strategies of emerging logic devices along with the opportunities and challenges, providing a promising avenue toward high-performance and diversiform logic computing in the post-Moore era.

The study attempts to analyze the current state of English online lexicography evolving in the context of electronic digital technology. The research is based on more than 30 online dictionaries of English and over 30 meta-lexicographic resources using the following methods: theoretical and linguistic analysis of literature, lexicographic analysis and com-parative analysis. The research allowed to define the main concepts and principles underlying modern online dictionar-ies of English, including integration of lexicographic forms and functions, universalization of online dictionary re-sources followed by the expansion of the user audience solving various linguistic problems, optimization of tools for the search and retrieval of information providing for high retrieval rate, relevance and reliability of the data, as well as dictionary ergonomics, intuitiveness of its methods and functions, etc. Online lexicographic resources also find themselves striving for “smartization” seen in the customization of the vocabulary look-up mode and creation of user profiles, compilation of context aware dictionaries embedded in other resources, application of the latest technologies to assess the users’ “lexicographic behavior”, such as eye-tracking and interpretation of user log files. Literature review and online dictionary analysis give grounds to assert that the lexicographic paradigm formed in the second half of the 20th century is being “fine-tuned” in the era of globalization and digitalization: once an automated reference guide with a solid information base, the dictionary is advancing to the level of a dynamically changing, personally configura-ble innovative synergetic resource, thus becoming a user’s full partner in the solution of a large number of tasks related to data reception and generation.

Research on Curriculum Construction and Teaching Reform of Digital Electronic Technology

Digital electronic technology is a basic course for the majors of electronic information engineering, electrical engineering and automation, communication engineering, computer science and technology in the school of information and engineering of our university. It is also an important part of the three electricity courses (circuit analysis, analog electronic technology, digital electronic technology). The project is mainly based on project-based teaching, which is divided into basic projects, verification projects and design innovation projects. Specific requirements are put forward for project principle design, software simulation, physical welding, physical measurement and commissioning, etc, integrating EDA technology into theory teaching, flipped classroom (student lecture, student evaluation, student lecturer evaluation), process assessment methods, so that students have the basic knowledge and operation skills of digital electronic technology.
