The Interplay of Knowledge Management, E-Governance, and Business Performance Efficiency: Insights from Saudi Public Sector Institutions

This study goes more deeply into the critical aspects of understanding knowledge management, e-governance, and performance efficiency in the Saudi public sector. Simultaneously, the main target is first to grasp how these aspects influence this kind of effectiveness, especially in light of this significant Vision 2030 of the State. By utilizing a technique, the research exploited determined it utilitarian of SMART PLS software to model Structural Equation Modeling (SEM) structure. The study involved 170 people, from the highest-level executives to entry-level employees and cross-section management, administration, and IT specialists. The given article will pursue the complexity of the characters’ interactions while revealing some of the book’s central lessons. T for this study tool, an elaborate questionnaire went through an extensive pretest phase where the content validity and reliability were verified through interviews with expert methods. In 2023, over a quarter of a year data collection period, the self-administered questionnaire was distributed to the representatives of different public institutions, which was done during the year 2023. We obtained some necessary information through the data found and processed using the SMART PLS and SEM. Outcomes highlighted the complex and multidimensional interrelationship of knowledge management, e-governance, and business performance efficiency, from which we make the knowledge of various factors facilitating the performance of the public sector offices in Saudi Arabia. Indeed, it is worth mentioning that the research endorses essential elements in line with Vision 2030, adding tangible directions to the policymakers, government leaders, and practitioners aiming to increase the productivity and effectiveness of public sector projects in the Kingdom.

DESIGN AND BUILD A STUDENT ATTENDANCE APPLICATION AT MADRASAH ALIYAH POMPANUA BONE DISTRICT BASED ON ANDROID

This research aims to determine the results of the design and effectiveness of the application as well as determine the responses of users of the Android-based student attendance application at Madrasah Aliyah Pompanua, Bone Regency. This research uses an R&D (Research and Development) type of research that uses the waterfall development model. The data collection techniques used were observation, interviews and questionnaires. This application testing uses the ISO/IEC 25010 quality standard which covers 4 aspects including functional suitability, performance efficiency, usability and protability. The application testing results used ISO/IEC 25010 quality, namely the functional suitability aspect testing was carried out by two system experts, and it was found that this application was in the very good category to use. Performance efficiency aspect testing was carried out using the Android Studio profiler by measuring real-time data for CPU, memory and network when the application was used, and the test results obtained good values. Usability aspect testing was carried out by teachers at Madrasah Aliyah Pompanua Bone Regency using a questionnaire and it was found that this application was in the very good category. Protability aspect testing is carried out by running the application using an Android device in various Android versions. Based on these data, it can be concluded that the Android-based student attendance application at Madrasah Aliyah Pompanua, Bone Regency is acceptable for use as a medium that makes it easier for teachers to take attendance and recap student absences at Madrasah Aliyah Pompanua, Bone Regency

A method and tool for Sustainability-driven Computer-Aided Process Planning with user-tuneable optimization

This paper introduces the methodology framework, and a cloud-based Sustainability-driven Computer-Aided Process Planning (s-CAPP) tool aimed at optimizing efficiency and sustainability aspects of manufacturing operations at shopfloor level, considering a user-tailored optimization goal function. Geometric data extracted from 3D models of the parts to be produced are coupled with process parameters and resource consumption data from the manufacturing equipment in order to analyze the metrics for productivity and sustainability accordingly. By leveraging comprehensive data resources in manufacturing, s-CAPP allows companies to balance their production plans between productivity and sustainability through a user-friendly interface. Its application in a furniture manufacturing case study demonstrates its potential for process planning by prioritizing between productivity or sustainability, showcasing promising results. The presented s-CAPP implementation assists the production managers in taking decisions regarding sustainability and productivity in the production of batches through the prompting of intuitive visual results, impacting on both economic and environmental sides. Related party transactions and financial distress: role of governance and audit attributes

Purpose This study aims to investigate the relationship between related party transactions (RPTs), specifically sales and purchases, and financial distress. It also explores the moderating role of various corporate governance mechanisms and audit-firm characteristics in this relationship. Design/methodology/approach This study spans the period before and during the COVID-19 pandemic and uses a logistic regression model focusing on an eight-year noncylindrical panel data set, covering a sample of Omani listed companies from 2014 to 2021. Findings The empirical findings reveal a contrasting relationship between RPT sales and financial distress: a significant negative relationship in the postpandemic period, and a positive relationship in the prepandemic period. Conversely, RPT purchases exhibit a consistently significant positive relationship across all periods. The presence of a Big Four audit-firm and audit delay are notable moderating variables associated with audit-firm attributes. Additionally, the board’s review of RPT transactions, size, meetings and independence are significant moderator variables pertaining to corporate governance. Research limitations/implications This study provides empirical evidence to inform regulators of the efficiency and opportunistic aspects of RPTs in relation to financial distress. The study’s findings offer valuable guidance to managers by suggesting ways to reinforce corporate governance practices and strengthen audit mechanisms to counteract the negative consequences of RPTs. Originality/value To the best of the author’s knowledge, this study is the first to explore the direct relationship between both RPT sales and purchases and financial distress while also examining the moderating effect of corporate governance and audit attributes. This comprehensive approach distinguishes itself from its unique contributions to the field.

Investigation of ash problems potential for a blend of high-sulfur coal and bamboo pellet biomass

Abstract Biomass bamboo can be utilized as co-firing fuel in power plants in order to provide more green energy. However, the characteristics of biomass bamboo with high potassium and chlorine that probably increase ash problem aspects need to be investigated before the implementation. This study aims to obtain an initial prediction of slagging, fouling, abrasion, and corrosion for bamboo pellets and high-sulfur coal blends using empirical indices. This study used seven slagging parameters, four fouling parameters, one abrasion parameter, and two corrosion parameters. The result shows that a composition of 10-30 wt.% bamboo pellets is more recommended than others. Despite the composition of 50 wt.% and above being predicted to reduce the slagging risk of high-sulfur coal, the composition of 40 wt.% and above is predicted to increase the fouling risk. At higher compositions, 80 wt.% and above are predicted to increase the corrosion risk. Further test using a drop tube furnace is necessary to obtain comprehensive results. Moreover, the calorific value aspect needs to be considered depending on the need of the power plant for the efficiency aspect.

As medical and technological advancements continue to evolve, the significance of the physical environment in which HSCT procedures are conducted becomes increasingly evident. This paper delves into how architectural design affects patient well-being, staff efficiency, and infection control, emphasizing the importance of creating environments that support psychological well-being. Comprehensive Review of Building Energy Management Models: Grid-Interactive Efficient Building Perspective

Energy management models for buildings have been designed primarily to reduce energy costs and improve efficiency. However, the focus has recently shifted to GEBs with a view toward balancing energy supply and demand while enhancing system flexibility and responsiveness. This paper provides a comprehensive comparative analysis of GEBs and other building energy management models, categorizing their features into internal and external dimensions. This review highlights the evolution of building models, including intelligent buildings, smart buildings, green buildings, and zero-energy buildings, and introduces eight distinct features of GEBs related to their efficient, connected, smart, and flexible aspects. The analysis is based on an extensive literature review and a detailed comparison of building models across the aforementioned features. GEBs prioritize interaction with the power grid, which distinguishes them from traditional models focusing on internal efficiency and occupant comfort. This paper also discusses the technological components and research trends associated with GEBs, providing insights into their development and potential evolution in the context of sustainable and efficient building design.

Application of 5G network technology in agricultural production and information management

Establishing a management information system that adapts to the continuous development of agricultural production management today, adopting advanced 5G technology and means, and comprehensively managing the entire agricultural production is an inevitable trend in the development of agricultural production management. In order to improve the effect of agricultural production informatization management, this paper combines 5G (fifth-generation) network technology to construct agricultural production and informatization management models. In view of the massive dynamic agricultural production management data, this paper studies the efficient multi-copy management strategy, which can consider the two aspects of load balancing and energy efficiency at the same time, so as to achieve efficient data access and energy efficiency. Moreover, this paper introduces a time series-based file access heat calculation model. In terms of determining the number of copies of files, this paper proposes a copy factor allocation algorithm centered on the ranking of file access popularity, and gives a characteristic function. Through cluster analysis, it can be seen that the agricultural production informatization management model based on 5G technology proposed in this paper can effectively improve the efficiency of agricultural information management.

Efficient and Stable Red Perovskite Light-Emitting Diodes via Thermodynamic Crystallization Control.

Efficient and stable red perovskite light-emitting diodes (PeLEDs) demonstrate promising potential in high-definition displays and biomedical applications. Although significant progress has been made in device performance, meeting commercial demands remains a challenge in the aspects of long-term stability and high external quantum efficiency (EQE). Here, an in situ crystallization regulation strategy is developed for optimizing red perovskite films through ingenious vapor design. Mixed vapor containing dimethyl sulfoxide and carbon disulfide (CS2) is incorporated to conventional annealing, which contributes to thermodynamics dominated perovskite crystallization for well-aligned cascade phase arrangement. Additionally, the perovskite surface defect density is minimized by the CS2 molecule adsorption. Consequently, the target perovskite films exhibit smooth exciton energy transfer, reduced defect density, and blocked ion migration pathways. Leveraging these advantages, spectrally stable red PeLEDs are obtained featuring emission at 668, 656, and 648nm, which yield record peak EQEs of 30.08%, 32.14%, and 29.04%, along with prolonged half-lifetimes of 47.7, 60.0, and 43.7h at the initial luminances of 140, 250, and 270cd m-2, respectively. This work provides a universal strategy for optimizing perovskite crystallization and represents a significant stride toward the commercialization of red PeLEDs.

Do research universities specialize in disciplines where they hold a competitive advantage?

Enhancing the effectiveness and efficiency of national research systems is a top priority on the policy agendas of many countries. This study focuses on one aspect of the macroeconomic efficiency of research systems: whether research institutions specialize in scientific domains where they have a competitive advantage. To evaluate this, we developed a novel methodology. This methodology measures the scientific specialization indices of each organization in various research fields and assesses their relative research productivity. It then examines the correlation between these scores and between the resulting rankings. We applied this methodology to Italian universities. We found that a significant rank correlation between universities’ field specialization and their performance appears only in a few areas, and overall, the rankings are completely unrelated. Providing such data to research managers and policymakers can help inform strategies to enhance both micro- and macro-level efficiency.

Virtual Assistant for Local Government Units Using BERT-Based Natural Language Processing

Local Government Units (LGUs) play a critical role in public service delivery, yet they often encounter challenges such as limited resources, bureaucratic inefficiencies, and high volumes of citizen inquiries. To address these issues, this paper proposes the development of a virtual assistant powered by Natural Language Processing (NLP), specifically utilizing the Bidirectional Encoder Representations from Transformers (BERT) model. This assistant is designed to automate the handling of common citizen inquiries, thereby enhancing the efficiency of service delivery. The virtual assistant was implemented as a web application using the Django framework, with an evaluation based on ISO 9126 standards, including aspects of functionality, reliability, usability, and efficiency. The findings demonstrate that the BERT-based NLP system significantly improves the responsiveness and accuracy of LGU services, leading to enhanced citizen satisfaction and more streamlined public service operations. The model achieved an Exact Match score of 48.0 and an F1 score of 68.01, indicating its effectiveness in accurately understanding and responding to citizen queries. Additionally, the system scored highly in usability, efficiency, maintainability, and portability, confirming its ease of use and operational effectiveness. These results give rather strong evidence that the use of the NLP-driven virtual assistant can be beneficial for increasing the citizen satisfaction and improving the effectiveness of the public service delivery.

Artificial Intelligence-Based Chronic Disease Detection Application Among Hypertension and Diabetes Mellitus Risk Group in Indonesian Primary Healthcare: A Usability and User Experience Evaluation

This study aims to considering the assessment of the usability and user experience of applications based on artificial intelligence (AI) for early detection of chronic diseases. Health data is recorded and chronic disease risk is classified using an AI-based early detection of chronic disease application. The study was conducted in Semarang city/regency health service facilities, using quantitative research methodology. The study's inclusion criteria were individuals with a history of diabetes mellitus and hypertension. Using the System Usability Scale (SUS) and User Experience Question (UEQ) surveys, 131 respondents were studied in May–July 2023. The study's findings showed that respondents who were older than 60, female, had not completed their education, worked for a living or were self-employed, did not use a mobile phone, and had never used health applications scored poorly for usability and user experience. The system satisfation aspect receives the lowest grade in terms of system usability, while the memorability aspect has the best score. The efficiency aspect of the system receives the greatest score in terms of user experience, while the novelty aspect receives the lowest. It is known that the AI-based early detection of chronic disease application has a reasonably acceptable usability and user experience based on the findings of the SUS and UEQ questionnaires for patients at risk of hypertension and diabetes mellitus. It is necessary to design an AI-based chronic disease detection application that is easier to learn and more innovative so that it can be used by the wider community.

Website-based Collection Inventory Information System Design at Wayang Sendang Mas Banyumas Museum

The Wayang Sendang Mas Banyumas Museum has 1011 collections that will continue to grow over time. With so many collections, there are obstacles in the inventory process, especially in the collection data reporting section. The current inventory process is still carried out semi-manually, using Microsoft Excel and Microsoft Word, resulting in less time efficiency in the process of making collection data reports. The purpose of this research is to prove that the existence of a Website-Based Collection Inventory Information System at the Wayang Sendang Mas Banyumas Museum can increase efficiency in the process of making museum collection data reports. This system was built with the help of the CodeIgniter Framework, the programming language used is PHP, and the system development method uses the prototype method, which is a technique for collecting specific information about the information needs needed by users quickly. The system that has been built is tested with several tests, including system testing using black-box testing and white-box testing methods; hypothesis testing using paired sample t-test; and testing the benefits using the ISO 25010 test model. The results of the benefits testing obtained a percentage of answers based on the criteria agree and strongly agree by 100% on the Performance Efficiency aspect. Based on the results of the benefits testing, it can be concluded that the system that has been built has succeeded in helping the museum in increasing efficiency in the process of making museum collection data reports.

In fact, several educational institutions still implement local cultural learning This research aims to develop interactive media based on an educational application called "Patriasite" as a means of introducing local culture to Bojonegoro Regency for children aged 5-6 years. This research methodology uses a design development approach. Data was collected through interviews, questionnaires, and documentation from validation and trials. The results of this research show that the Patriasite website can introduce the local culture of Bojonegoro from the aspects of attractiveness and efficiency. This is shown in the results of validation and large and small group trials. From the test results, a percentage of 100% was obtained, meaning that the Patriasite website is very valid in terms of attractiveness and effectiveness.

Fiscal Federalism in the Twenty-First Century

Fiscal federalism concerns the division of policy responsibilities among different levels of government. Many current economic and policy developments, such as globalization, environmental crises, and rising inequality, may not appear to be favorable to fiscal federalism, yet countries are further decentralizing their fiscal systems. We summarize the efficiency and equity aspects of fiscal decentralization, fiscal competition, fiscal externalities, and intergovernmental grants. The review introduces readers to theoretical reasons for/against a federalist structure. We discuss how federalism relates to classic problems in economics: externalities, inequality, spillovers, information, and aspects of political economy. Our review integrates both theory and empirics, while also focusing on the variety of federal systems in different countries, both developing and developed. We conclude by discussing how fiscal federalism is being shaped by economic, technological, and environmental changes, while discussing the effects of globalization, polarization, and global crises on the future of federal systems.
