The Effect of Food Stamps on Children’s Health

The Food Stamp program is currently one of the largest safety net programs in the United States and is especially important for families with children. The existing evidence on the effects of Food Stamps on children’s and families’ outcomes is limited. I utilize a large, recent source of quasi-experimental variation—changes in documented immigrants’ eligibility across states and over time from 1996–2003—to estimate the effect of Food Stamps on children’s health. I find loss of parental eligibility has large effects on program receipt, and an additional year of parental eligibility before age five improves health outcomes at ages 6–16. [ABSTRACT FROM AUTHOR]

AbstractThere is an increasing perception among policy makers that food stamp benefits contribute positively to adult obesity rates. We show that these results are heavily dependent on one's assumptions regarding the accuracy of reported food stamp participation. When allowing for misreporting, we find no evidence that Supplemental Nutrition Assistance Program participation significantly increases the probability of being obese or overweight among adults. Our results also highlight the inherent bias and inconsistency of common point estimates when ignoring misreporting, with treatment effects from instrumental variable methods exceeding the nonparametric upper bounds by over 200% in some cases.

The Effect of Food Stamps on Food Expenditures: An Assessment of Findings From the Nationwide Food Consumption Survey

AbstractEstimates of the marginal propensity to consume food out of food stamp benefits based upon the low‐income supplement to the U.S. Department of Agriculture's “Nationwide Food Consumption Survey” are very sensitive to whether weighted or unweighted data are used in the analysis. Based on data from the 1977–78 survey, we estimated identical models of household food expenditures using unweighted and weighted data. Weighted estimates of the marginal propensity to consume food out of food stamps are approximately double the unweighted estimates, even when sample stratifiers are included in the model. A small number of cases with large sampling weights are responsible for almost all of the difference between the weighted and unweighted estimates.

The effect of food stamps on labor supply: A bivariate selection model

Although there is a large literature on the effects of U.S. transfer programs on labor supply, this is the first such study of the Food Stamp Program. We model the nonlinearity and nonconvexity of the budget constraint and use maximum-likelihood methods to estimate hours- of-work functions for female heads of household, the largest recipient group in the program. We also model the joint response to AFDC and Food Stamps and we account for the existence of a significant number of eligible households who do not participate in the programs. A three- equation, bivariate selection model is estimated on a sample of eligible households with maximum likelihood.

A nutritional analysis of the Food Stamp Program.

Conflicting claims made both for and against the Food Stamp program have never been based on empirical evidence of its effects on the adequacy and the quality of diets of poor people. In this study, individual diets are measured against dietary standards appropriate for individuals and models of nutritional adequacy are constructed which make possible a determination of the program's impact on many different components of human nutrition. Two types of multiple regression models of nutrient sufficiency--ratios of dietary intake to standard as well as nutrient densities--were developed with dietary recall data from 181 and 195 subjects, respectively. These subjects were selected in a random, probability sample of a low-income area of Tulsa. Oklahoma in 1978 and all had annual household incomes which placed them at or below the poverty level. Separate models were developed for each of six nutrients, calories, protein, calcium, iron, vitamin A and vitamin C, and a large number of covariates were included in these models to isolate the effects due to program participation. The results suggest that the effects of food stamps are not uniformly positive nor are they similar to the effects which could be expected under a less expensive system of direct cash payments.
