Comparison of German and American Higher Education Accreditation Systems and Implications for Quality Management of Higher Education in China

An analysis of osteopathic medical students applying to surgical residencies following transition to a single graduate medical education accreditation system.

Upon requests from osteopathic medical schools, the National Resident Matching Program (NRMP) Charting Outcomes were redesigned to include osteopathic medical school seniors beginning in 2018 and one joint graduate medical education (GME) accreditation system, the Accreditation Council for Graduate Medical Education (ACGME), formed in 2020. The goal of this study is to analyze the match outcomes and characteristics of osteopathic applicants applying to surgical specialties following the ACGME transition. A retrospective analysis of osteopathic senior match outcomes in surgical specialties from the NRMP Main Residency Match data from 2020 to 2022 and the NRMP Charting Outcomes data from 2020 to 2022 was performed. For surgical specialties, results show matching increased as United States Medical Licensing Examination (USMLE) Step 2 CK (clinical knowledge) and Comprehensive Osteopathic Medical Licensing Examination (COMLEX) Level 2 CE (cognitive evaluation) scores increased along with the number of contiguous rankings (p<0.001). The greatest indication for matching looking at scores alone were those who scored greater than 230 on Step 2 CK compared to below (p<0.001) and above 650 on Level 2 CE (p<0.001). However, those who scored 240 (p=0.025) on Step 2 CK were just as likely to match as those who scored 250 (p=0.022) when compared to those who scored below those scores. Increasing research involvement had little to no significance with the likelihood of matching across most surgical subspecialties. Our study demonstrates that there are unique thresholds for Step 2 CK scores, Level 2 CE scores, and the number of contiguous ranks for each surgical specialty that, when reached, are significantly associated with match success. Although certain board score delineations are linked with higher match success rates, the rates level off after this point for most surgical specialties and do not significantly increase further with higher scores. In addition, thresholds within contiguous ranks for increasing match likelihood exist and vary across surgical specialties. Overall, this study highlights that the quantitative metrics utilized to assess applicants lack the correlation reported historically, and the data presently available need to be more substantiated.

Improving the Quality of Education Through Literacy and Numeracy Learning, Technology Adaptation Assistance and Administration

The article discusses the Teaching Campus program that is part of the Merdeka Learning Kampus Merdeka (MBKM) policy implemented by the Ministry of Education and Culture in Indonesia. The program aims to enrich student competence by providing opportunities for students to learn outside the classroom by providing assistance to teachers and education staff at the education level, especially through increasing literacy, numeracy, adapting technology and assisting with administration. The article also highlights the Independent Learning Policy - Independent Campus, which is an autonomous and flexible form of learning in tertiary institutions that creates a learning culture that is innovative, not restrictive, and in accordance with the needs of students. The main programs are facilitating the opening of new study programs, changes to the higher education accreditation system, facilitating public universities to become PTNs with legal entities, and the right to study three semesters outside the study program. The article details the objectives of the Teaching Campus program, including fostering an attitude of empathy and awareness in students in dealing with problems in the surrounding environment, exploring the creative mindset together in various fields, and promoting and supporting national development. The article also highlights the preparation, implementation, and analysis of the results of the Teaching Campus program, which includes debriefing activities, coordination with the district/city education office, coordination with the target elementary school, and the implementation of the program. The Teaching Campus program is expected to provide opportunities for students to enrich themselves through activities and ideas outside of learning activities and provide scholarship opportunities for smart students by using their creativity and encouraging special education in 3T places so that they are the same as schools that have quality education according to national standards.

Pengembangan Kurikulum Merdeka Belajar – Kampus Merdeka (MBKM) pada Perguruan Tinggi Keagamaan Islam (PTKI)

Today change is taking place so rapidly following the currents of globalization and technological advances. Therefore, education has an important role in preparing Human Resources (HR) who have a variety of skills in order to face a dynamic life. The Merdeka Belajar Policy – Kampus Merdeka is here to improve the competence of graduates from universities in the form of soft skills and hard skills in order to adjust to the needs of the times. In this study, the type of research used is library research. The data collection used is the documentation method. The MBKM policy includes four main policies, namely: ease of opening new study programs, changes in the higher education accreditation system, the ease of universities becoming legal entities, and the right to study three semesters outside the study program. Learning activities outside the study program and outside of higher education include internships, rural projects, teaching in schools or madrasah, student exchanges, research, entrepreneurship, independent projects, and humanitarian projects. Broadly speaking, curriculum development has three stages, namely the curriculum design stage, learning implementation, and learning evaluation.

Mechanism, Implementation, and Challenges in Independent Campus Education Policy in Indonesia

The Independent Learning-Independent Campus Policy was issued by the Minister of Education and Culture of the Republic of Indonesia, Nadiem Anwar Makarim. The policy aims to improve the competence of graduates, both soft skills and hard skills, to be more prepared and relevant to the needs of the times, to prepare graduates as future leaders of the nation with excellent and personalities. "Freedom of Learning, Independent Campus" policy includes the opening of new study programs, a higher education accreditation system, the freedom to become a PTN-BH, and the right to study for three semesters outside the study program. This policy of the Minister of Education and Culture deserves to be called a reasonably extreme change. This then raises some doubts in the minds of academics. The method used by the author in this study is a literature study approach. In this method, data is collected through a literature study, analyzed, and presented in the discussion. The study results show that the visionary policy of the Minister of Education and Culture deserves to be appreciated. Still, several problems arise from implementing the "Independent Learning, Independent Campus" policy that must be immediately resolved.

Accreditation of private midwifery and nursing schools in Mali: a local sustainable solution to increasing the supply of qualified health workers

BackgroundThe World Health Organization’s Global Strategy on Human Resources for Health (HRH) emphasizes the importance of dynamic and effective health worker regulation for achieving the health-related Sustainable Development Goals, with the establishment of education standards and quality assurance of education programs being critical. Governments in West Africa have struggled to address the problems within their higher education systems for health professionals, and it is now generally acknowledged that private institutions can play a crucial role in revitalizing the region’s outdated universities. However, the rapid expansion of private schools raises concerns about the quality of education and adequacy of regulatory mechanisms. The USAID-funded Mali HRH Strengthening Activity, led by IntraHealth International, assisted Mali’s Ministry of Health and Social Development to deliver targeted HRH interventions to improve the quality of education in private universities, better manage available health workers, and initiate a decentralized strategy for health worker recruitment and motivation.Case presentationIn 2018, the HRH activity leveraged the West African Health Organization (WAHO)’s accreditation system to support 10 private nursing schools to introduce WAHO’s regionally accepted, competency-based curriculum in reproductive, maternal, newborn, and child health. The project undertook a 10-step process to work alongside private nursing and midwifery schools to assess their current status against WAHO regional standards, implement action plans to address identified gaps, and support the institutions toward accreditation. As a result, eight schools in Mali are now accredited compared to only three at project inception.ConclusionsThis case study underscores the importance of private school accreditation in Mali to improve the quality of health worker training through a standardized local curriculum. By supporting existing regulatory bodies that oversee accreditation, local capacity for initial accreditation of private nursing schools has been increased. Engaging universities in a partnership that shows the benefits of accreditation while maintaining a focus on the need to protect communities is critical to success. If the global community is to meet the WHO’s predicted health worker shortfall, then private education providers will need to be part of the solution. Robust and engaging health worker education accreditation systems are an essential part of that future.

Simulation in Nursing Education Programs: Findings From an International Exploratory Study

BackgroundNursing education often employs simulation-based education to prepare for clinical practice. However, despite its perceived importance, there is no common practice for its integration into different nursing curricula. This study aimed to describe and compare the levels of implementation of simulation-based education in nursing curricula across different countries. MethodsA quantitative and qualitative exploratory study was conducted in 2019 using a questionnaire developed using the Delphi technique. Eight European member institutions participated in this exploratory study. Qualitative data were hand-coded and analyzed using descriptive analysis. ResultsDifferences were found regarding (a) simulation in nursing programs, (b) the simulation environment, and (c) expert opinions. There exists a wide range of simulation-based education accreditation systems, and the absence of regulatory standards to replace clinical hours in the curriculum is a challenge for international exchange programs. ConclusionsUniversities should invest in and guarantee high-quality research to evaluate national and international initiatives and contribute to simulation-based education.

IMPLEMENTATION OF FREE LEARNING POLICY-INDEPENDENT CAMPUS PROGRAMS ON MASTERING COURSE THEORY OF FOUNDATION DESIGN

&lt;p&gt;Minister of Education and Culture Regulation No. 3 of 2020, entitles students to 3 semesters of study outside their study program. Through the Free Learning Policy - Independent Campus program, students have wide opportunity to be able to choose the learning method and place they want which is believed to be able to enrich and increase their insight and competence in the real world according to their passion and aspirations. The "Free Learning, Independent Campus" policy was initiated by the Minister of Education and Culture which includes 1) opening of new study programs, 2) higher education accreditation system, 3) freedom to become State universities with legal status, and 4) the right to study three semesters outside the study program. In planning a foundation structure, calculations must be included regarding the bearing capacity of the soil, soil stability, bearing capacity of the foundation and stability of the foundation, all of which are based on empirical and mathematical calculations. This research was conducted to analyze the level of student mastery of the Foundation Design course. With primary data collection in the form of questionnaires distributed to students of Civil Engineering, Banten Jaya University semester 7 (seven). One of the results of the research shows that students who take part in the apprenticeship program / practical work in projects with foundation work, but have not mastered the theory, most of them cannot plan and design the structure of the foundation (45 people = 84, 91%).&lt;/p&gt;

Student response of Medan State University to independent campus discussion

Some time ago, Minister of Education and Culture (Mendikbud) Nadiem Makarim launched a program called "Merdeka Learning" aimed at Universities / Colleges which is also known as the Independent Campus. The discourse conveyed by the Minister of Education and Culture regarding the Merdeka Campus has four policies in the scope of higher education, namely (1) Opening of new study programs, in which this program provides autonomy for State (PTN) and Private Universities (PTS) to open or establish new study programs, (2) Higher education accreditation system, (3) Freedom for PTN Public Service Agency (BLU) and Work Unit (Satker) to become PTN Legal Entity (PTN BH), (4) Right for students to take courses outside the study program and changing the definition of the Semester Credit System (SKS). The purpose of this study was to determine how the Medan State University Student Response to the Discourse of the Merdeka Campus. The data collection technique used in this study used several methods including literature study, observation, interviews, and documentation. This data analysis technique uses a qualitative descriptive method which is used to describe a situation that is currently running at the time the research is carried out and examines the causes of a particular symptom, then analyzed by conducting a conceptual examination of a statement so that the clarity of the meaning contained in the statement can be obtained. the. Where all the speakers know the discourse on an independent campus that has been conveyed by the Minister of Education and Culture some time ago, but from the results of the interviews conducted in more depth, five people only approved and three people did not approve of the independent campus.

Standards for Substantive Equivalency between Continuing Professional Development/Continuing Medical Education (CPD/CME) Accreditation Systems

ABSTRACT The International Academy for Continuing Professional Development Accreditation (IACPDA) is dedicated to advocating for and enhancing the development, implementation and evolution of continuing medical education (CME)/continuing professional development (CPD) accreditation systems throughout the world by providing an opportunity for individuals in leadership positions to (a) learn about the values, principles and metrics of varying CME/CPD accreditation systems; (b) explore the accreditation standards for CME/CPD provider organisations and activities under differing systems; and (c) foster evaluations to measure the impact of CME/CPD accreditation systems on physician learning, competence, performance, and healthcare outcomes. IACPDA has developed a shared set of international standards to guide the accreditation of CME/CPD for medical doctors and healthcare teams globally, which have been adopted in the Cologne Consensus Conference on 10 September 2020. These standards will also be used to determine substantive equivalency between accrediting bodies.

History of the medical education accreditation system in Korea: implementation and activities in the early stages.

Following the opening of 12 new medical schools in Korea in the 1980s, standardization and accreditation of medical schools came to the forefront in the early 1990s. To address the medical community’s concerns about the quality of medical education, the Korean Council for University Education and Ministry of Education conducted a compulsory medical school evaluation in 1996 to see whether medical schools were meeting academic standards or not. This evaluation was, however, a norm-referenced assessment, rather than a criterion-referenced assessment. As a result, the Accreditation Board for Medical Education in Korea (ABMEK) was founded in 1998 as a voluntary organization by the medical community. With full support of the Korean medical community, ABMEK completed its 1st cycle of evaluations of all 41 medical schools from 2000 to 2004. In 2004, ABMEK changed its name to the Korean Institute of Medical Education and Evaluation (KIMEE) as a corporate body. After that, the Korean government paid closer attention to its voluntary accreditation activities. In 2014, the Ministry of Education officially recognized the KIMEE as the 1st professional institute for higher education evaluation and accreditation. The most important lesson learned from ABMEK/KIMEE is the importance of collaboration among all medical education-related organizations, including the Korean Medical Association.

A proposal for the future of medical education accreditation in Korea.

For the past 20 years, the medical education accreditation program of the Korean Institute of Medical Education and Evaluation (KIMEE) has contributed significantly to the standardization and improvement of the quality of basic medical education in Korea. It should now contribute to establishing and promoting the future of medical education. The Accreditation Standards of KIMEE 2019 (ASK2019) have been adopted since 2019, with the goal of achieving world-class medical education by applying a learner-centered curriculum using a continuum framework for the 3 phases of formal medical education: basic medical education, postgraduate medical education, and continuing professional development. ASK2019 will also be able to promote medical education that meets community needs and employs systematic assessments throughout the education process. These are important changes that can be used to gauge the future of the medical education accreditation system. Furthermore, globalization, inter-professional education, health systems science, and regular self-assessment systems are emerging as essential topics for the future of medical education. It is time for the medical education accreditation system in Korea to observe and adopt new trends in global medical education.

Status of Entrustable Professional Activities (EPA) Implementation at Colleges of Osteopathic Medicine in the United States and Future Considerations.

Competency-based medical education, developmental milestones for residency training, and the single graduate medical education (GME) accreditation system have emerged over the last decade, necessitating new ways to adequately prepare graduates to meet new standards in proficiency, including the 13 Core Entrustable Professional Activities (EPA) for Entering Residency. The American Association of Colleges of Osteopathic Medicine (AACOM) Entrustable Professional Activities (EPA) steering committee has implemented an information-gathering process to provide suggestions for supporting a variety of EPA-related implementation efforts at colleges of osteopathic medicine (COMs) across the country. To review the status of EPA implementation at COMs nationally. An explanatory mixed-methods design was used to guide information gathering and synthesis of a 41-question survey and interview feedback; the overarching premise of this design was to use qualitative data to build upon initial quantitative findings. This survey was delivered electronically through a link emailed to liaisons at each main, branch, and satellite campus of the 47 schools within the AACOM institutional database. After survey administration, follow-up structured interviews were conducted according to an 18-question script with a purposive sample of 16 institutions with EPA implementation levels ranging from "moderate implementation with reporting" to "full implementation with reporting." Post-interview, the interview notes were analyzed and results were aggregated for comparison with the original survey findings. Of the 47 schools surveyed, 42 responded (89.4%). To maintain uniformity in data coding and analysis, 36 of 47 (76.6%) of COMs with independently submitted survey responses were retained in the review. The majority of those respondents (23 of 36; 64%) indicated that their institution was above "somewhat knowledgeable" toward "expert" regarding knowledge of EPAs, but 23 (64%) also indicated "no confidence" or "somewhat confident" regarding EPA implementation. Postinterview results showed that the majority of schools were equally distributed across the "foundational implementation" (10; 28%), "slight implementation" (11; 31%), and "moderate implementation" (11, 31%) categories, with a few schools indicating "no implementation" (2; 5%) or "progressive implementation" (2; 5%). The results of this review indicate that most osteopathic medical schools are at the early stages of EPA implementation, with emphasis varying by program year in terms of the specific EPAs addressed. Many schools appear engaged in curricular change efforts that will support the advancement of EPA use within their institutions. Faculty development was identified as a continued critical need for a majority of institutions.

DERMS DO 5: A Proposed Curriculum for Dermatologic Training in 5 Osteopathic Competencies.

Dermatology programs seeking osteopathic recognition under the new single graduate medical education (GME) accreditation system are required to demonstrate osteopathic competencies within their teaching curriculum. Although the Accreditation Council for Graduate Medical Education has put forth guidelines to obtain osteopathic recognition, ambiguity lingers regarding specialty-specific content that would fulfill these requirements. To date, there are no set curriculum guidelines addressing osteopathic principles within the field of dermatology. In this article, we review the existing literature surrounding key competencies and propose a dermatology-focused educational model, "DERMS (Direct, Empathy, Restore, Mobilize, Senses) DO 5," to encourage the teaching of osteopathic competencies within GME training programs. Our proposed curriculum model addresses the 5 osteopathic care models and applications of osteopathic manipulative treatment within the realistic realm of dermatology.

Report on 7 Years' Experience Implementing an Undergraduate Medical Curriculum for Osteopathic Medical Students Using Entrustable Professional Activities.

Calls for changes in undergraduate medical education and the advent of the single graduate medical education accreditation system have challenged the osteopathic medical profession to maintain its identity and distinctiveness while adapting to innovations. For the osteopathic medical profession to thrive, its colleges must provide students with an educational framework that solidifies their osteopathic identity. The authors developed an integrated anatomy-clinical skills course at the University of New England College of Osteopathic Medicine, Osteopathic Clinical Skills, that used the performance benchmarks of the Entrustable Professional Activities and the Osteopathic Core Competencies for Medical Students from the American Association of Colleges of Osteopathic Medicine. A primary tenet of osteopathic medicine is the relationship of structure and function; Osteopathic Clinical Skills fuses anatomical sciences with clinical skills and underscores this tenet in clinical diagnosis and treatment. This article describes the development and implementation of an educational framework that integrates anatomy, physical examination, history taking, and other clinical skills with osteopathic medicine principles and practice and osteopathic manipulative treatment.

Characteristics of ACGME Residency Programs That Select Osteopathic Medical Graduates

The transition from American Osteopathic Association (AOA) and Accreditation Council for Graduate Medical Education (ACGME) residency matches to a single graduate medical education accreditation system culminated in a single match in 2020. Without AOA-accredited residency programs, which were open only to osteopathic medical (DO) graduates, it is not clear how desirable DO candidates will be in the unified match. To avoid increased costs and inefficiencies from overapplying to programs, DO applicants could benefit from knowing which specialties and ACGME-accredited programs have historically trained DO graduates. This study explores the characteristics of residency programs that report accepting DO students. Data from the American Medical Association's Fellowship and Residency Electronic Interactive Database Access were analyzed for percentage of DO residents in each program. Descriptive statistics and a logit link generalized linear model for a gamma distribution were performed. Characteristics associated with graduate medical education programs that reported a lower percentage of DO graduates as residents were surgical subspecialties, longer training, and higher US Medical Licensing Examination Step 1 scores of their residents compared with specialty average. Characteristics associated with a higher percentage of DO graduates included interviewing more candidates for first-year positions and reporting a higher percentage of female residents. Wide variation exists in the percentage of DO graduates accepted as residents among specialties and programs. This study provides valuable information about the single Match for DO graduates and their advisers and outlines education opportunities for the osteopathic profession among the specialties with low percentages of DO students as residents.

Medical Degree Disparity Among Authors of Original Research in Pediatric Journals: A Four-Year Follow-Up.

Introduction and Objective: Scholarly activity is a major component of residency training and the accreditation process for graduate medical education. In 2014, Accreditation Council for Graduate Medical Education and the American Association of Colleges of Osteopathic Medicine announced a single accreditation system with the transition beginning July 1, 2015. Previous data before the transition had shown that osteopathic physicians rarely published original research in three high-impact pediatric journals. The objective of this study is to determine if there is a degree disparity between osteopathic and allopathic physicians among authors who publish original research manuscripts in three high-impact pediatric journals after the beginning of the transition to a single graduate medical education accreditation system. Methods: Degree designation for the first and senior authors of original research manuscripts was reviewed for the Journal of Pediatrics (J Pediatr), Pediatrics, and JAMA Pediatrics (JAMA Pediatr) for the years 2016, 2017, 2018, and 2019. Inter-rater reliability was calculated by the kappa coefficient, and data were analyzed with descriptive statistics and simple linear regression. Results: A total of 3,252 manuscripts and 4,068 authors were reviewed with 0.98% of all authors being osteopathic physicians. A total of 1.65% of first authors and 0.41% of senior authors were osteopathic physicians. For those with a dual degree, a total of 1.03% of first, and 0.41% of senior authors were osteopathic physicians. No statistical trend could be established for increased first, senior, dual-degree first, or dual-degree senior osteopathic physician authorship.Conclusion: Osteopathic physicians continue to be underrepresented as first and senior authors in original publications in the three high-impact pediatric journals as compared to their allopathic counterparts.

Change of accreditation standards of medical schools by the Korean Institute of Medical Education and Evaluation from 2000 to 2019.

This review presents information on changes in the accreditation standards of medical schools in Korea by the Korean Institute of Medical Education and Evaluation (KIMEE) from 2000 to 2019. Specifically, the following aspects are explained: the development process, setting principles and directions, evaluation items, characteristics of the standards, and validity testing over the course of 4 cycles. The first cycle of accreditation (2000–2005) focused on ensuring the minimum requirements for the educational environment. The evaluation criteria emphasized the core elements of medical education, including facilities and human resources. The second cycle of accreditation (2007–2010) emphasized universities’ commitment to social accountability and the pursuit of excellence in medical education. It raised the importance of qualitative standards for judging the content and quality of education. In the post-second accreditation cycle (2012–2018) which means third accreditation cycle, accreditation criteria were developed to standardize the educational environment and programs and to be used for curriculum development in order to continually improve the quality of basic medical education. Most recently, the ASK 2019 (Accreditation Standards of KIMEE 2019) accreditation cycle focused on qualitative evaluations in accordance with the World Federation of Medical Education’s accreditation criteria to reach the international level of basic medical education, which emphasizes the need for a student-centered curriculum, communication with society, and evaluation through a comprehensive basic medical education course. The KIMEE has developed a basic medical education evaluation and accreditation system in a step-by-step manner, as outlined above. Understanding previous processes will be helpful for the future development of accreditation criteria for medical schools in Korea.

SAPTO or Online Higher Education Accreditation System is a system organized by BAN-PT for the online higher education accreditation process. Developed to improve the efficiency and quality of higher education accreditation processes. At Sapto, the University acts as an entity that submits accreditation proposals for both the Higher Education Accreditation and the Study Program Accreditation. BAN-PT has approved a complaint service related to technical issues in SAPTO that can be addressed to the hotline-sapto email account. BAN-PT has a question and answer service through the e-mail hotline sapto which can be used by universities to facilitate related to the accreditation process with sapto. Submission and questions about the accreditation process with Sapto are still responded more quickly by staff who work as public relations BAN-PT. This relates to direct question and answer questions and also a lot of time spent reading or sending spam messages as well as unwanted irrelevant questions. Email technology is also used a lot not for positive purposes so as to benefit from spam email. On this occasion the research that will be conducted is the classification of spam emails from the hotline-sapto account and preprocessing and the calculation of its accuracy, AUC with various data mining classification methods, including the Naive Bayes algorithm, Support Vector Machine (SVM), this method is used to predict spam emails with that is the purpose of the algorithm chosen is the most accurate algorithm that can predict spam emails. From the test results obtained by the calculation of the SVM method with PSO get an accuracy value of 85.25% with AUC of 0.892

Furthermore, internationalization, interprofessional education, health systems science, and on-going, permanent self-assessment systems in every medical school are emerging as important topics for the future of medical education. It’s time for the medical education accreditation system in Korea to observe and adopt new trends in global medical education.
