Only section presidents may be represented by proxy.At the recommendation of the Publications Committee, the Council approved an annual editor's citation to be given for excellence in scientific reviewing. Each editor of an AGU journal may award one such citation per year to a reviewer who is not an associate editor. Also approved was a policy covering the compensation of authors and editors of AGU books. For the first time AGU will be in a position to pay royalties to the authors of books that are not collections of papers. The policy of not paying royalties to the editors of collected works continues.
