Solving certain integration tasks in forensic handwriting analysis

Economic system reforms and corresponding crime evolution in recent years have determined relevance of further theoretical development of diagnostic issues of handwriting research. Due to significant expansion of scientific knowledge boundaries about the laws of writing and methods of forensic examination of handwriting objects, current state of forensic handwriting examination allows to solve a wide range of issues of identification and diagnostic nature.
 The aim of the authors was to demonstrate complexity of handwriting diagnostic research of signaturehandwriting, constant importance of such examinations for the practice of judicial and investigative bodies of Ukraine. This publication is devoted to modern issues of research of the handwriting realizations performed through changed movements and the decision of identification and diagnostic tasks on such objects.
 The main provisions of forensic handwriting theory on research on handwriting objects made by altered movements, mainly due to confusing factors of natural character. Examples from forensic practice of National Scientific Center «Hon. Prof. M. S. Bokarius Forensic Science Institute» (Kharkov, Ukraine). The research proved possibility of solving integration tasks of forensic handwriting analysis of the above handwriting realizations.
 The following methods: dialectical, empirical research, system-structural analysis and synthesis, observation, comparison, qualitative-descriptive, graphic, experiment and modeling ones were used to consider asked questions.

Discussion on the Management Mode of State-Owned Enterprises

The Impact of Local Economic Growth Target Setting on the Quality of Public Occupational Health: Evidence From Provincial and City Government Work Reports in China.

This article uses data from the government work reports of 31 provinces (autonomous regions and municipalities) in China and 21 cities in Guangdong Province of China to perform a fixed effect regression. It was found that economic growth target constraints and economic growth target gaps between countries and provinces, or between provinces and cities have a significant impact on the quality of public occupational health. The non-linear relationship between economic growth target setting and the quality of public occupational health was then discussed in detail, and the reliability of basic conclusions drawn was ensured by robustness and endogeneity tests. The results show that the effect of economic growth target constraints and gaps on the quality of public occupational health shows a “U-shaped” trend at both the provincial and city levels, which initially promotes and, eventually, inhibits. This relationship is closely related to the current economic system reforms, administrative reforms, and social transformation in China. Therefore, in emphasising high-quality economic development, the government should fully consider the actual state of the development of jurisdictions in setting economic goals to improve the quality of public occupational health in an orderly manner.

The effects of land transfer marketization on the urban land use efficiency: An empirical study based on 285 cities in China

The market-oriented allocation reform of urban land resources has become an important component of economic system reform in China, while its objective impact on land use efficiency still remains uncertain and needs to be revealed somehow. Based on the panel data of 285 cities in China from 2003 to 2015, this study uses the DEA method to measure the urban land use efficiency firstly, and then the spatial Durbin model is adopted to examine the spatial effects of land transfer marketization on urban land use efficiency in China. The results show that land transfer marketization can significantly improve urban land use efficiency of the local region at 0.16% on the one hand, while on the other hand it has an inhibitory effect on urban land use efficiency of the spatial related regions at a relatively higher level of 0.17%. Besides, there exists club convergence of the urban land use efficiency of sample cities in China. As for other variables affecting the urban land use efficiency spatially, economic development level, industrial structure and population scale have a significantly promoting effect at the level of 0.1263, 0.1667 and 0.1735 respectively, while infrastructure level and opening degree may have an inhibitory effect because of their irreconcilable stages, though most of them failed the significance test. On the basis of these theoretical and empirical analyses, some policy recommendations such as adhering to the market-oriented land transfer policy, strengthening the communication and coordination mechanism between regions are provided to policymakers in order to make the most use of land resources.

Cost Control of Real Estate Companies in the Era of Big Data

Research on the Social Mentality of Urban Poor Groups in Traditional Industrial Zones

The article selects urban poor groups in Northeast China as the research object, and conducts a questionnaire survey on urban poor groups. The questionnaire survey selects three cities in Northeast China: Harbin City, Heilongjiang Province; Shenyang City, Liaoning Province; and Siping City, Jilin Province for face-to-face interviews. There were a total of 957 valid questionnaires returned. By investigating variables such as life satisfaction, community satisfaction, social trust, social alienation, and social participation, we analyzed their social mentality. Through the data analysis of the questionnaire regarding social groups in Northeast China, it can be found that economic system reform has made a large number of workers unemployed. Most of these people live in poverty after being unemployed, their living conditions are relatively backward, their economic status is low, their education level is low, and their society lacks resources. The interests of urban poor groups have been seriously damaged, which has brought a certain negative impact on their social mentality. This has led to dissatisfaction with vested interests and distrust of government agencies at all levels. Such mistrust may cause the disadvantaged to choose relatively extreme ways to seek help. This has laid hidden dangers for the stability of the society, and it is also not conducive to the harmonious and healthy development of society. The investigation of social mentality is to try to verify some hypotheses in future research. Is there such a possibility that there is a certain correlation between people’s subjective mentality and their poverty level? Does the distribution of resources in the objective world lead to poverty, which then has an impact on people’s social mentality, and this influence further leads to the reproduction of poverty? Is there merit to the inference that a certain or a few social mentalities directly or indirectly produce poverty? These are questions worthy of research and proof.

Using Various Data in the Internet Age to Study How Private Investment Can Promote High-Quality Economic Growth in Shaanxi

Since the reform and opening up, with the gradual advancement of China’s economic system reform, China’s investment and financing system has been adjusted and reformed. With the advancement of investment commercialization, the growing investment sector that is increasingly visible to major players in the private capital market is expanding. Private capital is playing an increasingly important role in China’s economic development. Due to various reasons such as history and geography, the growth rate of private capital investment in Shaanxi Province, which is located on the bridge in the northwest, is significantly behind the eastern coastal provinces. Therefore, it compared the factors affecting private investment in Shaanxi Province and coastal provinces, sought out the gap in the development of private investment in the two provinces, and formulated measures to stimulate private investment enthusiasm in Shaanxi Province. It is not only the urgent need of Shaanxi’s economic development, but also the urgent need of our country. East and West need to develop in a balanced way. On this basis, this article selects Shaanxi and Zhejiang provinces for comparative analysis. Western private investment developed earlier and contained more theories, so this article first combed the theories related to Western private investment, and then briefly reviewed the development of private investment theory since the founding of the People’s Republic of China. Secondly, benchmark and analyze the private investment in the two provinces from three aspects: one is to benchmark and analyze the status quo of private investment in the two provinces. Compare the factors that affect investment. Finally, by consolidating the foundation of private investment development, encouraging private investment to participate in the urbanization of Shaanxi, establishing a diversified modern financial system, creating software and hardware suitable for private investment development, and relaxing investment fields to implement a fair market access system. Made policy recommendations. Through the research of this article, it is estimated that the economic growth rate of Shaanxi will reach 13%.

ВПЛИВ ДЕСТРУКТИВНИХ ЧИННИКІВ НА ІНВЕСТИЦІЙНУ ТА ІННОВАЦІЙНУ ПРИВАБЛИВІСТЬ УКРАЇНИ

Анотація. Розглянуто деструктивні фактори, такі як корупція, тіньова економка, які сповільняють процес формування інвестиційної та інноваційної привабливості України, а також сповільнюють розвиток вітчизняного бізнесу і завершенню реформуванню економічної системи, що особливо відчутно у передвиборні та поствиборні періоди. Окреслено роль глобальної депресії та тіньової економіки. Розкрито вплив політичних циклів на обсяг залучення інвестицій у вітчизняний бізнес, а також створюють ризики не лише для українського бізнесу, а й іноземним інвесторам. Водночас зазначені процеси можуть і приваблювати іноземних інвесторів можливістю застосування «рециклінгу» капіталу резидентів. Використовуючи економіко-математичні методи та моделі економічного аналізу, здійснено комплексну оцінку умов ведення бізнесу і встановлення взаємозалежностей об’єктивних і суб’єктивних показників — факторів досліджуваного явища та функціональних залежностей між ними. Зроблено висновки про характер змінної «тіньової економіки» і розвиток приватного бізнесу у країні, а також їхню залежність від політичних циклів і економічних потрясінь. Зроблено висновки щодо характеру впливу рівня тіньової економіки на розвиток приватного бізнесу в країні, а також їх залежність від політичних циклів та економічних потрясінь. China’s Miracle

We construct a framework for the interaction between economic system reform and the technological-economic system in order to analyze the dynamic process of China’s economic transformation and development. China has passed through three major phases of economic system reform, which have involved reforming the commodity economy through planning, establishing the socialist market economic system, and improving the socialist market economic system. Correspondingly, China has gone through three technological-economic systems, which may be summed up as: “quantitative subsistence consumption and extensive production without technological progress,” “qualitative subsistence consumption and extensive production with technological progress,” and “standardized mass consumption and mass production.” Since 2012, China’s economy has entered the era of a “new normal,” characterized by lower growth rates. This indicates a fundamental shift in the patterns of social demand away from the current technological-economic system that is growing incapable of sustaining rapid capital accumulation and thus needs transforming. To better explain China’s miracle, we focus on the ways in which the contradictions within each technological-economic system have evolved and have been resolved through targeted reforms to the economic system. Eventually, these reforms will lead to a new system that facilitates further capital accumulation.

ТЕОРЕТИКО-МЕТОДОЛОГІЧНІ ЗАСАДИ ПАРАДИГМИ СТАЛОГО РОЗВИТКУ: ЕНЕРГЕТИЧНИЙ КОМПОНЕНТ

The article describes how world economic progress, which has never been a linear and uniform process at all stages of its evolutionary development, has always been characterized by sharp political, economic, socio-humanitarian and cultural contradictions and antagonisms. Most of them, according to world experience, run along the line "man - nature" and are associated with the growing economic conflict between the objective needs of scaling and structural modernization of global production based on ever-increasing consumption of resources, on the one hand, and limited resources the possibilities of the planet to satisfy them, on the other hand. This problem is most eloquent in the energy sector, which is characterized by particularly negative effects of asymmetric energy consumption, and thus - strongly motivates national governments of many countries to implement radical measures in the field of systematic modernization of production technologies in their business sector. Consequently, the world community is increasingly aware of the need for a radical overhaul of strategic directions and institutional mechanisms for the development of world society, able to ensure its rapid transition to qualitatively new principles of development. Conceptualization of sustainable development, which has become widespread in recent decades, in the field of economic research is characterized by global coverage of the object and subject, given the dominant global origins of environmental protection, reducing anthropogenic pressure on it, greening economic development and its transition to low basis. The urgency of the current situation is determined not so much by general considerations about the crucial importance of preserving the environment for the benefit of future generations, but by the urgent need to compensate for direct economic losses of the global business sector from climate anomalies. This fact is increasingly directing international organizations, national governments, the world expert community and the private business sector to fully realize the urgency of a radical change in the global coordinates of the world paradigm and a fundamental reform of the international economic system in line with environmental development.

Global dimension of labor inequality

The transition of the world economy from Keynesianism to neoliberalism at the end of the twentieth century entailed tectonic shifts in the sphere of labor and employment. The organization of the production process on neoliberal principles under the conditions of the post-Fordist regime of capital accumulation has led to instability and insecurity of employment, a high level of labor underutilization, widespread labor poverty, as well as the rapidly increasing inequality that threatens social development today and stability of society. Based on the economic-sociological approach the author examines the reasons for the expansion and the specifics of the manifestation of inequality in the world of work in the context of the post-Fordist neoliberal reform of the global economic system. The article characterizes the key trends in the functioning of the labor market, contributing to the increase in inequality over the past decades (a decrease of the labor share in the national income, a reduction in the relationship between productivity and wages growth, the erosion of the trade union movement and the destruction of the welfare state). The main attention is paid to the study of the phenomenon of labor income inequality, its dynamics and forms of manifestation in the modern world, as well as to identify the impact on this type of inequality, both individual characteristics of workers and the characteristics of the industry, size of the enterprise, as well as the level of socio-economic development of the country. Based on the study of these processes, the author concludes that the redistribution of income in favor of capital and their high differentiation are the quintessence of neoliberal capitalism. The economic and political depletion of nation states in the context of neoliberal reforms led to their low resources, insufficient either to carry out a broad social policy and help those in need, or to adequately combat the consequences of crises characteristic of capitalism or any force majeure situations, such as, for example, the current COVID-19 pandemic. To get the global economy out of the current crisis requires the implementation of fundamental changes not only in the field of economic policy, but also in the entire system of distribution of public goods.
