Conceptual Framework For Ensuring Economic Security Of Territorial Communities In Ukraine

The article systematises scientific approaches to the definition of «security». The author emphasises the lack of a unified approach to understanding the content of the concept of «economic security of the state» and outlines the main scientific views on its interpretation. The peculiarities of the legislative use of the category «economic security» are analysed. The main characteristics and functional significance of the economic security of the state are outlined, and its fundamental role as a material basis for determining the real possibilities of ensuring other types of security is emphasised. It is noted that economic security is a multi-level system, covering not only the national level but also integrating regional and local components. A number of approaches to determining the levels of the hierarchy of the main types of economic security are presented, and it is suggested that the economic security of a territorial community should be considered as a separate level. It is proved that the state's economic security begins with ensuring the economic security of the territorial communities. The study has established that the state's economic security system is a complex set of interrelated elements, where each territorial community acts as a basic structural unit on the basis of which conditions are created to ensure the stable functioning of the national economy. It is emphasised that ensuring the economic security of a territorial community differs significantly from similar processes at the level of the state, region, or individual enterprise. The purpose and functions of territorial communities are clarified. It emphasises that an important prerequisite for ensuring the vital activity of a given territorial community and the effective performance of its functions is to ensure an adequate level of economic security. Ensuring Food Security under Military Conditions

Food security is an objective necessity of the development of humanity under conditions of globalization and agro-food globalization. This notion becomes critical when ensuring food security under conditions of military law. The purpose of the article is to explain and improve theoretical and methodological grounds and to develop practical recommendations on the formation of the food security system of Ukraine, to disclose the essence of food security and to define its place in the system of economic security of the state and, on this basis, to deepen the interpretation of the term “food security system” in the war conditions. The authors argue that food security should be considered from the perspective of its economic importance, considering that it localizes the possibilities and strategic imperatives of public welfare. Under the food security system in the conditions of military law, we should understand the totality of organizational, economic, social, legal, information, scientific and innovative, environmentally oriented and other measures aimed at protecting the vital interests of people, community, region and state at the expense of physical, economic and social accessibility, safety and quality of food products, stability of food security of the population and food sovereignty. It was found that social partnership and civil solidarity in the conditions of war in the issues of managing the development of agriculture and food systems, environmental protection and old use of natural resources, as well as transparency of food security policy should be built into the system of principles of its ensuring.

Management of the economic security of the municipality in the system of strategic development of the region

Relevance. Municipalities are the basic link of the economic system of the state, since labor, production, and natural resources are concentrated at the municipal level. The security and sustainability of the municipality determine the economic security of the region. In modern conditions of pressure from external and internal threats to economic security, municipalities are the most vulnerable. This circumstance necessitates the development and implementation of a set of measures aimed at minimizing the negative impact.The purpose of the study is to assess threats to the economic security of the city of Zheleznogorsk on the basis of an indicative approach, to develop specific proposals aimed at neutralizing these threats.Objectives: assessment of indicators of the economic security of the city of Zheleznogorsk; based on the assessment carried out, identify dangerous and safe zones for the considered indicators; determine directions for strengthening the economic security of the city of Zheleznogorsk.Methodology. In the course of the research, methods of analysis, synthesis, generalization and logic, theoretical, statistical methods and methods of graphical representation of the results were used.Results. The article systematizes indicators of economic security and evaluates them. The weaknesses of the economic security of the municipal urban formation have been identified. Based on the conducted research, the author suggests ways to strengthen the economic security of the city of Zheleznogorsk.Conclusions. The key areas of strengthening the economic security of the city of Zheleznogorsk are: maintaining a favorable investment climate; improving the demographic situation; improving employment policy. Municipalities are a vulnerable link in the economic security system due to insufficient budgetary independence and independence, which makes it difficult to implement measures aimed at improving the security of socio-economic development. Therefore, the successful implementation of the identified areas of strengthening economic security Zheleznogorsk is possible with the implementation of state and regional support.

Component structure of economic security of an agricultural enterprise

The article examines the component struc­ture of economic security of an agricultural enterprise. The main components of economic security and their interrelation are analyzed. The peculiarities of ensuring economic security in the agricultural sector are revealed. A comprehensive approach to the formation of the economic security system of an agricultural enterprise is proposed, taking into account the specifics of the industry. The necessity of integ­ra­ting various security components to achieve sustainable development of agricultural enter­prises is substantiated. The research hypothesis is that an effective economic security system of an agricultural enterprise should be based on the integration of various security components, considering their interconnection and mutual influence. The methodological basis of the research is a systematic approach, methods of analysis and synthesis, comparison, and gene­ralization. Based on the analysis of scientific sources and considering industry specifics, a component structure of economic security for agricultural enterprises is proposed, which includes financial, production and techno­logi­cal, market, personnel, innovatve investment, environmental, and information security. The necessity of a comprehensive approach to for­ming the economic security system of an agricultural enterprise is substantiated, taking into account the interconnection and mutual influ­ence of its components. The proposed approach allows for a systematic assessment of the economic security level and the development of strategies for its provision in agricultural enterprises. It can be used in forming a monito­ring system for economic security and making management decisions to improve it. The research results create a theoretical foundation for developing a methodology for integrated assessment of the economic security level of an agricultural enterprise and forming an organi­zational and economic mechanism for its provi­sion in modern economic conditions, which defines prospects for further research in this direction

Priority threats to the economic security system of Ukraine in wartime conditions: conceptual views on their nature and typology

The presented scientific study is devoted to the issues of seeing priority threats to the system of economic security of Ukraine in wartime conditions. It is emphasized and proven that the existing spectrum of threats to the economic security component, in practice, has undergone significant changes in terms of complexity and realism, as well as quantity, as a result of radical transformations in the middle of the country and the action of a number of external factors. Attention was drawn and the essence of the original term «threat», which forms the basis of the definitions in official circulation, was revealed. The conditions that should be considered threatening from the point of view of a typical worldview of security are defined and meaningfully characterized. Attention is focused on the concept of «threats to the economic security system of Ukraine», which is a legislative guideline for other aspects in this area. Its indisputable importance and value for law-making and law-enforcement activities is emphasized. It was found that such threats represent a large cohort of phenomena, processes, trends and factors of various origins, to which the state and society must respond effectively. It has been proven that the lack of a proper reaction, including in the case of inefficient use of personnel potential and other resource provision, is accompanied by the appearance of significant risks for Ukraine’s defense capability. It has been established that the national economic interests of Ukraine play a significant role in the identification and typology of priority threats to the analyzed security component. Taking into account the views of famous scientists and current legislation, the category of the same name was analyzed in detail. On the basis of the above, a typology of urgent main current threats to the system of economic security of Ukraine is proposed. Attention was drawn to the fact that the successful solution of tasks in these aspects will form a favorable basis for effective prevention and countermeasures against other factors of economic destruction. It was noted that there is an absolute need for systematic work in all the represented directions, based on considerations of the specifics of the named factors, including their destructive impact on all components of Ukraine’s national security.

The article provides a theoretical analysis of the approaches identified by the authors to the definition of the concept of “regional personnel security”: as the state of human capital, as the state of the labor market, an element of the economic security system at various levels, as a process of preventing various negative impacts on economic security at the national, regional and corporate levels. The importance of human potential as an object of attention in ensuring personnel security at the regional level is noted. The role of investments in human potential from the point of view of various spheres of public life as a factor in the economic growth of territories is outlined. Based on an analysis of modern research in the area under study, two positions have been identified to determine the place of personnel security in economic and national security systems. The author’s concept of personnel security is proposed. The place of personnel security in the region’s economic security system has been determined.

Accounting, Analytical and Information Support for Law Enforcement Activity in Conditions of Ensuring Economic Security in Public Administration

Objective: The objective of this study is to develop an effective model of accounting, analytical, and information support for law enforcement activities in ensuring economic security amidst strong turbulence in the external environment. Theoretical Framework: This research is anchored in the principles of economic security and law enforcement support systems. It utilizes the IDEF0 model as the primary theoretical framework to analyze and structure the accounting, analytical, and informational processes that underpin effective law enforcement in volatile conditions. Method: The research methodology employs the IDEF0 model to construct a comprehensive framework for the accounting, analytical, and information support systems specific to law enforcement activities. Results and Discussion: he study successfully resulted in a detailed decomposition of the IDEF0 model, highlighting innovative ways to bolster the accounting, analytical, and information support for law enforcement. These results are contextualized within the broader framework of maintaining economic security in turbulent environments, underscoring the adaptability and robustness of the proposed model. Research Implications: The practical and theoretical implications of this research are significant for policymakers and law enforcement agencies. The model provides a strategic foundation for enhancing economic security frameworks, which is crucial for adapting to and thriving in dynamic external conditions. Originality/Value: This study contributes original insights into the application of the IDEF0 model in a law enforcement context, particularly in scenarios characterized by significant economic turbulence.

The presented scientific article reveals the role of studying the comprehensive fea-tures of ensuring the economic security of business structures, taking into ac-count modern stressful situations. The examples of the impact of international processes on the economic security of companies are presented. Groups of risks have been identified for tobacco industry enterprises (legislative, social, econom-ic, technological and environmental), which can lead to stressful events that lead to an imbalance in their economic security system. The author's interpretation of the term "stressful event in business" is presented and the author's approach to the formation of a register of stressful situations in the system of economic securi-ty of tobacco industry enterprises is revealed. Special attention is paid to the main stages of the author's method of analyzing the multidimensional impact of stressful situations on the level of economic safety of a tobacco industry enter-prise, based on a point-based assessment of the desired parameters. The ad-vantage of the proposed toolkit is the ability to demonstrate the calculated values obtained in the matrix of stressful events, which will allow them to be divided in-to appropriate groups for subsequent analysis, application of mechanisms and methods of regulatory action

The results of the study provided an opportunity for the author to reveal the fea-tures of the development of the construction industry and its role in the system of national development priorities. The resulting parameters were systematized, al-lowing us to conclude about the contribution of housing construction to achiev-ing the growth rate of the national economy, and also summarized the goals and objectives of the transformation of the construction industry in Russia in accord-ance with the approved Strategy, which allowed us to identify the main problems and challenges that need to be given priority attention to form an integrated mechanism for ensuring the economic security of construction organizations spe-cializing in housing construction. The main requirements that are imposed on the system of economic security of organizations in the construction sector spe-cializing in housing construction and aimed at protecting assets, preventing risks, as well as ensuring business sustainability are highlighted. Legal regulation of economic security in Ukraine

It is indicated in a legal state, regulation of interaction between members of society, coordination of their interests and smoothing of conflicts arising between them and their associations is unthinkable without law. With the help of the influence of law on social relations, it is possible to order and regulate them in a civilized manner. In the sphere of achieving a state of security, the law allows you to set the limits of what is permitted, to determine the obligations and prohibitions in the behavior of the relevant subjects. Due to regulatory legal regulation, security receives a unique meaning that determines the final goal of its provision, connects it with national priorities and interests of each legal entity, preventing blurring of the understanding of the essential characteristics of the basic category «national security» and its derivatives. The conducted scientific analysis of the legal regulation of the economic security system of Ukraine made it possible to conclude that it has a complex and multifaceted nature, that is, it involves the creation of a complex of legal, economic and administrative-organizational mechanisms aimed at ensuring the rights of citizens and other subjects of economic activity to protect private property, economic freedom and unimpeded implementation of economic and other economic activities. It is pointed out that the state should implement the appropriate organizational and legal provision of economic security of Ukraine, aimed at increasing the investment attractiveness of the country, eliminating offenses in the economic sphere. The analysis of regulatory legal acts made it possible to single out the following shortcomings of the legal provision of economic security of Ukraine: complexity, vagueness and inconsistency of individual legislative norms, ambiguous interpretation in their application; inconsistency between developers and lack of system of legal acts regulating economic security. It was concluded that the presence of such shortcomings indicates the need to modify approaches to the formation of legal support for the economic security of the state, to make changes to the current legislation.

Economic security of the enterprise: modern challenges and threats

In this article is defined and analyzed the concept of economic security of enterprises. The article examines various aspects of economic security of an enterprise, in particular, the classification of threats that may adversely affect its activities. Internal and external threats, their sources, nature, probability of realization and possible consequences are characterized. The methods of neutralizing these threats are considered, in particular, the possibility of creating a sustainable system of economic security at an enterprise and measures to minimize risks and threats are considered. The principles and stages of implementation of security measures that allow an enterprise to more effectively withstand potential challenges are presented.

Food security is a global problem of humanity and the main factors affecting it

Food, its production, distribution and consumption are the most important elements of the world economic system. The significance of the food problem is determined primarily by the fact that in the structure of human needs, the need for food is of primary importance. In addition, the degree of her satisfaction is insufficient. The problem of food security is one of the most important global problems today. Rising food prices amid the global financial crisis have made food unaffordable for many families, especially in developing countries. The article analyzes various scientific approaches that explain the essence of the global food problem, the place of food security in the system of economic security of the state as its separate component. According to the processed materials of the FAO (Food and Agriculture Organization of the United Nations), modern views on food security as one of the global problems of mankind were systematized, the world state of food security was analyzed and the main factors affecting it were determined. It was established that the largest number of undernourished people live in Asia (55%), Africa (37%), Latin America and the Caribbean (8%). It was found that poverty is the main driver of food insecurity. Losses of food products at all stages of their promotion in the supply chain (production, transportation, storage and consumption), as well as FAO recommendations on ways to transform food systems to solve the global food problem and «ensure access to affordable and healthy food for all segments of the population in the countries of the world» are given in the context of achieving the goals of sustainable and inclusive development». The problem of food supply for Ukraine is briefly described. According to a preliminary estimate by the FAO, direct losses of assets in the field of agriculture as a result of the war in Ukraine amount to more than 6.5 billion US dollars. At present, the losses of available cultivated areas amount to more than 25% including more than 70% of irrigated lands, about 25% of berry crops and — 20% of gardens.

The subject of the study is banking security. The purpose of the study is to identify the impact of economic crimes in the banking sector on ensuring economic security in the country in the context of growing digital risks. The objectives of the study are to consider the causes, dynamics, measures to prevent and combat crimes in the banking sector. The novelty of the study lies in the identification of factors and threats to banking security during the transition to a digital economy, digital data on economic crimes committed in the credit and banking system, the structure of economic security in the banking system and measures to ensure it are highlighted. The economic security system of a credit organization is based on the analysis of potential external and internal threats, their timely identification and forecasting, and the creation of a set of measures to prevent them. Crimes in the banking sector are a problem that has negative consequences for credit institutions, clients, and society as a whole. They are the causes of financial losses, decreasing of trust, and deterioration of the reputation of banks. Digital technologies (online banking, electronic payment systems, etc.), despite the existing advantages, create new problems and risks for the security and stability of the banking system. For the safety of banks and, accordingly, national security, it is necessary that law enforcement agencies, banks, economists and legislators respond quickly and effectively to unfavorable foreign policy and economic situations.

Legal Basis for Ensuring Economic Security in the People’s Republic of China

This study is aimed at analyzing the economic security management system in the People’s Republic of China (PRC). The purpose of the publication is to determine the evolution of the legal framework for the formation of China’s economic security system, as well as scientific efforts in this area. The author reveals the key approaches of Chinese scholars to understanding economic security, and reflects the disclosure of various aspects of national and economic security in the Constitution of the People’s Republic of China and numerous legal acts. The methodology of the article is based on the use of the methods of analysis and synthesis, retrospective analysis, modeling, legal analysis, induction and deduction. The scientific novelty of the article is to substantiate the criteria for studying the paradigm shift in ensuring economic security as part of China’s national security and, on this basis, to identify four stages of development of the institutional framework for ensuring economic security in the Chinese State. The paper analyzes in detail the concepts and ideas of achieving economic security that have developed in the scientific community of China. The author examines the trends in changes in state policy on national security and the development of social relations in the context of the growing importance of economic security. The authors also study the overall system of economic security, analyze its components and mechanisms of interaction between them. The authors emphasize the transition from the traditional concept of national security, which is mainly based on the military sphere, to a new paradigm with an emphasis on ensuring the economic stability of the country. The author presents the system of Chinese legal acts regulating activities related to national economic security. Particular attention is paid to the possibility of comparing the results of this study with other similar studies in order to develop clearer guidelines for theoretical research and practical activities in the field of national economic security. From the methodological point of view, the article uses a dialectical approach that combines theoretical research methods from various sciences (history, legal analysis) to ensure the depth and breadth of the analysis. The study concludes that strengthening administrative and legal support for economic security will help strengthen China’s position both domestically and internationally. For Ukraine, the approach adopted by the Chinese government will help clarify some theoretical concepts and aspects of economic security practices, providing guidance for the public administration in addressing common problems related to national security.

ПЕРСПЕКТИВИ РЕАЛІЗАЦІЇ КОНЦЕПЦІЇ КОРПОРАТИВНОЇ СОЦІАЛЬНОЇ ВІДПОВІДАЛЬНОСТІ БІЗНЕСУ УКРАЇНИ В УМОВАХ ВОЄННОГО СТАНУ

The digital economy is proposed to be understood as: a type of economy characterized by the active implementation and practical use of digital technologies for the collection, storage, processing, transformation and transmission of information in all spheres of human activity; a complex system of socio-economic and organizational-technical relations based on the use of digital information and telecommunication technologies; a complex organizational and technical system in the form of a set of various elements (technical, infrastructural, organizational, programmatic, regulatory, legislative, etc.) with distributed interaction and mutual use by economic agents for the exchange of knowledge in conditions of permanent development. It was determined that modern processes of informatization and digitization call for the transformation of the traditional system of relationships in society at all levels of economic management, affecting all spheres - from production to finance. More and more relationships between counterparties take place in a virtual environment, the arrays of information that are needed to make appropriate management decisions are increasing, which involves the use of modern end-to-end digital technologies. The digital transformation of the economic system of domestic regions is associated with a number of problems, which we present in the form of destabilizing factors that can cause threats to economic security and lead to a violation of the stability of the region's economic security system. It has been established that the process of managing destabilizing factors in the conditions of systematization of digital development challenges is a series of interconnected stages that follow from each other: monitoring of factors affecting the process of digital transformation of regional economic systems based on methods of analyzing the external and internal environment; establishing a relationship between the challenges of digital transformation of the regional economy, regional development priorities and economic security of the region; assessment of the probability of the occurrence of risk events and their consequences from the standpoint of the dynamics of indicators characterizing the level of economic security of the region; determining the possibility of eliminating the influence of destabilizing factors and determining the necessary amount of financial resources in value terms; drawing up a map of preventive measures in the field of reducing the consequences of digital development threats and increasing the level of economic security of the region; adjustment of the map of preventive measures due to the occurrence of unforeseen destabilizing factors and macroeconomic shocks. Strategic Management of Financial and Economic Security: Modern Challenges and Threats in a Hyperdynamic External Environment

The main purpose of the article is to increase the efficiency of strategic management of the financial and economic security of a modern enterprise in the face of new challenges and threats. The object of the study is the system of financial and economic security of a modern company. The scientific task is to assess modern surpluses and threats in the system of ensuring the financial and economic security of an enterprise. The research methodology involves the use of modern methods of system analysis, pairwise comparison and hierarchical analysis to assess challenges and threats. As a result, a matrix of the most significant challenges and threats in the system of ensuring the financial and economic security of a modern enterprise was built. The innovativeness of the results obtained is revealed through the proposed methodological approach to assessing and streamlining challenges and threats in the system of ensuring the financial and economic security of a modern enterprise.
