THE INFLUENCE OF DEVIANT FORMS OF DEVELOPMENT OF ENTREPRENEURIAL ENVIRONMENT ON THE ECONOMIC SECURITY OF UKRAINIAN ENTERPRISES

The article reveals the role of permanent monitoring of the exogenous environment for deviant forms of business environment development in order to develop and adjust the mission, strategy, operational measures of anti-inflation and anti-crisis nature to ensure economic security of economic entities. For this purpose, the evolution and essence of corruption are considered, as this fact not only reflects the negative trends in society, but also hinders the full progressive economic and political development of the state. Also, the existence of corruption and the generation of huge corruption losses in the course of corrupt interaction of corrupt officials with entrepreneurs and citizens can lead not only to direct social losses, but also to distort the institutional foundations of society, which negatively affects the economic security of enterprises. The analysis of deviant forms of business environment development is carried out and it is established that corruption is the most significant problem for business development in Ukraine. The consequences of this problem have been identified, which include the shadowing of business, the prevalence of illegal schemes and means of influence, the despair of a large number of entrepreneurs, which threatens the public system with destruction and leveling of the domestic legal system.

Мотиваційний механізм управління економічною безпекою підприємств

Анотація. Сьогодення характеризуються кризовими ознаками, які спостерігаються тривалий час в національній економіці. В результаті дослідження визначено, що в сучасних умовах трансформаційних перетворень національної економіки, підприємства стикаються з рядом проблем, пов’язаних, в тому числі, й з управлінням їх економічної безпеки. Тому потрібен мотиваційний механізм управління економічною безпекою підприємств, як комплекс дій, спрямованих на формування умов для досягнення захищеного стану розвитку підприємства в процесі адаптації до трансформацій в просторі та часі. Центральним функціональним елементом в системі управління економічною безпекою підприємства виступає мотивація, яка спонукає планувати та організовувати види його діяльності на досягнення захищеного стану розвитку підприємства з отриманням позитивних економічних показників.
 Наряду з загальнонауковими принципами управління економічною безпекою підприємств, такими як: цілеполягання; керованість процесом управління; актуальність; системність; науковий підхід; – в ході дослідження визначено принципи, які притаманні мотиваційному механізму управління економічною безпекою підприємства, а саме: принцип безперервності управління, циклічності, адекватності, гнучкості системи управління економічною безпекою підприємства та ін.
 Доведено, що найбільш дієвими інструментами мотиваційного механізму управління економічною безпекою підприємств в сучасних умовах є загальнодержавні. Поєднанням інструментів підприємницької діяльності таких, як: креативність мислення; інноваційність системи управління; адекватна інформаційність системи управління; доступна цифровізація управління, – з державними інструментами мотиваційного механізму управління економічною безпекою підприємств, можна досягти певного розвитку їх інноваційної діяльності.

The Need for Transformations of Enterprises’ Mechanism of Economic Security Management in the Context of the Fourth Industrial Revolution Risks Spread

Introduction. The state of economic security of the enterprise determines its ability to develop its own potential and maintain the level of competitiveness, as well as ability to counteract the negative impact of external and internal environment and prevent the risks that are characteristic of it. The number of risk factors for the normal operation of domestic enterprises has increased in the context of the trends spread of the Fourth Industrial Revolution. An important step in establishing a modern integrated economic security system is the formation of a management mechanism that will ensure the effectiveness of the process of identifying and neutralizing both traditional and emerging risks to industrial enterprises, many of which belongs to the critical infrastructure of the country and are therefore strategically important for maintaining industrial potential and maintaining the state of national security. Purpose. The purpose of the article is to determine the vectors of transformation of the essence, functions, main stages of creating a mechanism for managing the economic security of an industrial enterprise, able to counteract the negative consequences of the risks of the Fourth Industrial Revolution. Results. The article reveals the essence of the mechanism of economic security management and defines its main elements. It is offered to divide the functions of the mechanism of economic security management of the enterprise into preventive and anti-crisis management in order to ensure timely counteraction to the risks of the environment of the industrial enterprise. The short characteristic of the stages of industrial enterprise economic security management mechanism formation is given, features of functioning of the economic security management mechanism in the conditions of tendencies distribution of the Fourth Industrial Revolution are considered. Conclusion. As a result of studying the basics of building a modern, risk-oriented industrial enterprise economic security management mechanism, it was found that due to its elements such as methods, resources, tools and levers of economic security, it becomes possible to effectively overcome the impact of traditional and innovative risks on corporate resources of enterprises and on the success of the process of meeting the economic interests of different groups of its stakeholders. Implementation at the applied level of the outlined stages of enterprise economic security management mechanism formation allows to apply its functionality in the future to ensure economic stability, strategic prospects and competitiveness of the business structure in the risk of the Fourth Industrial Revolution.

PROVIDING FINANCIAL AND ECONOMIC SECURITY OF THE ENTERPRISE IN THE CONDITIONS OF DEVELOPMENT OF THE DIGITAL ECONOMY

The article clarifies the essence and features of the digital economy. It was found (according to the European Commission) that Denmark, Sweden and Finland have taken the lead in the digital economy over the last three years; the lowest level of digitization is in Bulgaria, Romania and Greece. The necessity of development and introduction of the system of financial and economic security of the enterprise in the conditions of development of digital economy is substantiated. The essence of the concept of financial and economic security of the enterprise in the conditions of digitalization as protection of activity of the enterprise from external and internal negative factors and introduction of innovative information technologies and software for the purpose of its stable and dynamic development is defined. The priority directions of ensuring the financial and economic security of enterprises in the new realities of digitalization of economic activity are given.

CYCLIC SYSTEM FOR TRAINING SPECIALISTS OF ECONOMIC SECURITY OF ENTERPRISES AND ORGANIZATIONS

It has been proved that the introduction of a cyclic system of professional training of specialists in economic security of enterprises and organizations contributes to increasing the efficiency of their functioning, competitiveness, financial and economic stability in the conditions of market uncertainty. It has been established that the introduction of cyclic methods of the systematic development of professional competencies of specialists of economic security must be implemented based on the results of the preliminary assessment of the internal and external environment of the enterprise, the main threats and risks posed by them. The main stages of organizing and conducting cyclical professional training have been developed, the factors contributing to the adaptation of the training system to the specifics of the enterprise have been identified, the content, essence, procedure for conducting educational and methodological activities have been described. The main restrictions and priorities in the organization and conduct of educational and methodological activities aimed at ensuring the required level of economic security of production facilities have been ascertained. The list of current and prospective tasks that need to be solved during the implementation of training activities has been defined.

FEATURES OF ENSURING ECONOMIC SECURITY OF ENTREPRENEURIAL ACTIVITY IN THE EPOCH OF DIGITAL TECHNOLOGIES

The article is devoted to the study of theoretical and applied aspects of the impact of digital technology on business and the process of ensuring the economic security of enterprises. It is shown that a significant aspect of maintaining an enterprise in a state of economic security is the ability to adapt to the changing external environment in which the enterprise operates. The paper considers the main functional components of the economic security of enterprises. The features of the influence of digital technologies on the effectiveness of individual functional components of economic security are investigated. The list of objects of digital transformation processes for enterprises is determined in order to ensure economic security. Digital transformation objects are grouped into three blocks: the infrastructure for ensuring economic security using digital technologies, information and communication systems, business processes and management systems. The features of economic security of entrepreneurial activity and the main factors of the introduction of digital technologies in enterprises are highlighted. The author formulated the main tasks of the economic security system of an enterprise in the context of digital transformations. The basic requirements for creating the appropriate conditions for ensuring transformational information and technological processes are determined.

Managing Adaptation Processes of the Enterprise Economic Security System to the Influence of the Customs Regulation Entities

A monitoring chart of the enterprise economic security system adaptation to the influence of the customs regulation entities has been developed in the study. The monitoring chart of the enterprise economic security system adaptation to the influence of the customs regulation entities contains a set of indicators grouped into four relatively independent categories: internal processes, processes of the interaction with the customs regulation entities, staff and financial indicators of the interaction with the customs regulation entities. The content of each of the chart's indicators is considered and the corresponding scale proposed. The gradations with description of the specific content comprising each of them are described and the sources of information are specified. The main management tool for the enterprise economic security system adaptation to the influence of the customs regulation entities is proposed. The tool is an appropriate adaptation program. The adaptation program comprises the following individual parts: general, analytical, content, organizational, monitoring, regulatory and informational.

Macroprudential Regulation in Ensuring of the Development of Financial Markets

Introduction. This article is devoted to advanced tools and methods in audit of financial & economic security at Ukrainian water services enterprises. The water supply and sewage system is one of the most important branches of Ukrainian economy. Given the critical technical, economic and financial situation of the industry, it demands the search for and application of new effective methods that would ensure not only the efficiency of operation, but also the security of the enterprise. That is why the formation of the system of financial and economic security of enterprises in the industry is an objective necessity of modern management. Purpose. The purpose of the article is to study the methods and tools of auditing the financial and economic security of water supply and sewerage companies to ensure a rapid response to constant changes in the external and internal environment. Results. The essence of auditing the system of financial and economic security of water supply and sewage companies is manifested through the specifics of their activities. Therefore, along with the standard processes inherent in the audit, it is necessary to develop those directions which take into account the factors that are specific to these enterprises. Methods of estimating the environmental impact factors on the financial and economic security of water supply and sewage companies can be grouped as follows: forecasting methods, modeling methods, methods for evaluating the consequences, expert methods. Conclusion. Therefore, the result of auditing financial and economic security is the preparation of general conclusions and recommendations for ensuring its financial and economic security both at the current stage and in the future.

МЕТОДОЛОГІЯ ОЦІНЮВАННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ СТЕЙКХОЛДЕРІВ ПІДПРИЄМСТВА ЯК СКЛАДНИКА ЙОГО ЕКОНОМІЧНОЇ БЕЗПЕКИ

The study emphasizes that modern methods for assessing enterprise economic security do not take into account the degree of economic security of its stakeholders as well as the effects from the contractors’ security which reduce the effectiveness of actions aimed at ensuring the overall enterprise security. The purpose of the research is to improve the methodology for assessing the economic security of enterprise stakeholders as part of its overall economic security. To attain the research goals, the following scientific methods have been employed: generalization – to explore the views of economists in the subject matter of the study and summarizing the results of the content analysis of primary sources; analysis and synthesis – to interpret the major scientific categories of the research and specify the indicators related to stakeholders’ economic security. The article suggests a general framework of enterprise stakeholders’ economic security with a particular focus on the need to assess separately its degree and development stage. It is argued that stakeholders’ economic security is characterized by the degree of relevant indicators approaching their threshold (minimum necessary) values whereas the state of economic security of stakeholders (subject to their own resources, reserves and processes) is determined by the combination of specific conditions and settings of their environment and reflect the possibility to restore the adequate degree of economic security with regard to time and trends requirements. The study presents an improved classification of enterprise stakeholders’ economic security in terms of the dependence of their interests on the economic security of the enterprise. It has been proved that the assessment process should account for the internal (endogenous) security of stakeholders which depends on a particular enterprise and which can combine the security of personnel, owners and the territorial community. It is proposed to define indicators for assessing the degree and the state of internal economic security of this group of stakeholders taking into account the value of unexploited expenses, and the economic security index – with due regard to stakeholders’ security. For the first time, for this indicator it is proposed to take into account the effects of economic security of external stakeholders as shown using the case of financial and credit institutions and suppliers. An improved methodology for assessing the economic security of enterprise stakeholders will enable an isolated evaluation of this security type as well as take it into account when calculating enterprise economic security indicators. The above proposals offer a range of practical implications since they could be used by enterprise planning and economic departments for planning and designing a more effective approach to the selection of stabilization actions to enhance its business performance, in particular through developing a balanced policy of cooperation with contractors.

Strategic Marketing Management Of Innovative Activities In Ensuring Enterprise Economic Security

In article the role and a place of economic safety in management of strategic marketing activity by the enterprise is investigated. Use of marketing as a tool in development of innovative activity of the enterprise promotes increase of maintenance of economic safety that will allow to trace occurrence of threats for economy of the enterprise in the market. Conditions of development and influence of innovative activity on providing of economic safety, and also their interrelation and crossing of the purposes of strategic management, marketing and innovations on the basis of the SWOT-analysis and construction of the map of strategic marketing purposes of the enterprise that allows to define the further directions of its improvement are considered.

Mechanisms and systems for human safety of agricultural enterprises

Introduction. In accordance with modern trends, which are characterized by variability and unpredictability of the external and internal environment, it is important to use adapted and flexible management tools that will be aimed at ensur-ing and guaranteeing the economic security of the enterprise. Given the fact that personnel security remains the main ele-ment of the security system, because the staff is involved in all business processes at the enterprise, the issues of its formation and provision in changing business conditions become relevant. The purpose of the article is to develop and characterize the scheme of formation and implementation of the personnel security system, as well as to outline the tools of the mechanism of compliance with the personnel security of agricultural enterprises. Results. It is established that the formation of mechanisms and systems of personnel security management of enter-prises is a reaction of their management to the challenges of the external and internal environment, which are a consequence of the manifestation of the corresponding risks and threats. The basis of personnel security at the enterprise is a system of measures, levers and tools to prevent personnel risks and threats, integration of rules, algorithms and procedures for person-nel management in the overall management system of the enterprise, creating dynamic systems of motivation and incentives to compensate for negative manifestations of economic behavior in the process of performing production and management functions and responsibilities. It is substantiated that staff development in the context of personnel security includes such processes as: assessment of the knowledge level, skills and abilities of staff and identification of the need for staff training; budgeting for professional development of staff; formation the training program and personnel development; implementa-tion of the personnel development program; evaluation of training effectiveness. The shortcomings and measures to elimi-nate them in relation to the process of personnel security formation as a functional component of enterprise economic security are identified. Cybersecurity as factor of financial security of the enterprise

Introduction. As a component of the business environment the information environment is characterized by significant cyber threats and requires cyber protection. The processes of Ukrainian society digitalization and changes in providing the information security update the enterprise's financial security measures and their connection with cybersecurity. The purpose of the paper is to analyze the essence of cybersecurity as a factor of the enterprise's financial security and to identify its impact on the investment attractiveness of the business entity. To achieve the purpose the task is to explore the concepts of financial security, cybersecurity and cyber threats, to identify their relationship and impact on business' financial losses of the, the consequences for the enterprise's investment attractiveness. The study will provide information on business management and plan effective policies to combat cyber threats. Results. The essence of enterprise's financial security is investigated. There are three approaches in identifying the essence of this concept, including as part of the enterprise's economic security, as the state of the most effective use of information, financial indicators and as its financial condition level, which provides stable protection of priority balanced financial interests from real and potential external and internal threats. These definitions are used to substantiate the connection with the concepts of cyber threat and cyber security. The areas of possible losses based on the losses assessment due to cyber threats are identified by the authors, namely the intellectual property loss, the business information loss, the IT systems' continuity disruption, the reputation damage as a result of the attack, the automated personal data loss. Conclusion. It is concluded that the necessary measures of cybersecurity, protection of enterprises' information resources and prevention of unauthorized interference in the enterprises' activities, which has a positive effect on investment attractiveness and increases the enterprises' competitiveness.

Methods for assessing the enterprise economic security as a tool to diagnose threats to development

Subject. The article addresses issues of enterprise economic security, its assessment, and measures to prevent threats, taking into account the scale and nature of the latter. Objectives. The focus is on underpinning a unique approach to devising a new method intended to identify and diagnose external and internal threats that negatively affect the level of economic security and have a potential to jeopardize the development of economic entities. Methods. The study rests on methods of theoretical, systems, logical, and comparative analysis of academic literature, general scientific methods, like analysis, synthesis, induction, deduction, comparison, generalization, the analog approach, and graphics simulation. Results. The paper offers a concept for assessing the enterprise economic security, which is based on the diagnosis of threats and identification of opportunities for development. I explored the modern methodology for monitoring the economic security at the micro level, conducted a comparative analysis of existing methods and approaches, revealed their pros and cons, and presented a new approach to the evaluation of enterprise economic security. Conclusions. The level of enterprise economic security is assessed in conjunction with the current and projected state of enterprise’s potential and risk factors of business environment. If the cumulative effect of risks is significantly higher than the potential, the threats will arise, which may impede the enterprise operation and development.

МАРКЕТИНГОВІ АСПЕКТИ ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНОГО ЗАБЕЗПЕЧЕННЯ СТІЙКОГО ТА БЕЗПЕЧНОГО РОЗВИТКУ ПІДПРИЄМСТВА

The marketing support features for a safe enterprise development have been considered. The relationship patterns of enterprise stability, adaptability, and economic security have been defined. The approach to marketing signals systematization about the emergence of initial economic phenomena within the enterprise capacity-building mechanism (increasing threats) has been substantiated. The ways of forming information and analytical support of enterprise economic security have been defined. Framework for building a opportunities and threats monitoring system to the enterprise functioning and development sustainability has been generalized. Approaches to the development and implementation of scenarios for responding to the transformation of economic factors that can significantly influence enterprise development's sustainability and security have been considered.

Evaluation of the performance of implementation of strategic measures of ensuring economic security of enterprises

The object of research is the process of evaluating the strategic support of the economic security of the enterprise. It is revealed that one of the effective strategic measures to ensure the economic security of the enterprise is real and long-term financial investment, as well as mergers and acquisitions. It is taken into account that in the conditions of cheapening of assets, the latter become attractive for purchase by larger or economically stable companies. At the same time, such assets may have problems with solvency, profitability and others. In this regard, it is substantiated that an assessment of the feasibility of mergers and acquisitions should be accompanied by a determination of their impact on changes in the level of economic security. It is taken into account that the assessment of the level of economic security is based on determining the shortage of profit before tax. This shortage is characterized by the amount that the company loses due to the failure of certain threshold indicators of economic security. Given the hierarchical structure of such indicators, the shortage of profit is defined as the maximum possible value of the estimated disadvantages of profit for each indicator. It is proved that the effect of mergers and acquisitions, defined in the traditional way, can be achieved, but the effect that manifests itself in increasing the level of economic security is not. It is established that in modern conditions, the criterion for increasing the level of economic security should prevail over others. Methodological approaches to evaluating the feasibility of MaA (Mergers and Acquisitions) transactions have been improved, which, unlike existing ones, take into account the effects of reducing the shortfall in profit before tax and allow to compare the achieved level of economic security, respectively, before and after transactions. An indicator of the economic efficiency of MaA transactions from reducing the shortfall in EBT (Earnings before Tax) profits is proposed.The practical result of this research is the developed methodological approaches to assessing the appropriateness of MaA transactions. Application of the developed concept will allow more correctly assessing the consequences of mergers and acquisitions.

МЕТОДОЛОГІЯ ОЦІНЮВАННЯ РІВНЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ ПІДПРИЄМСТВА БЕЗ УРАХУВАННЯ БЕЗПЕКИ ЙОГО СТЕЙКХОЛДЕРІВ

The modern literature review has identified a certain research gap in developing an approach to assess the level of enterprise economic security that would not take into account the impact of its stakeholders security, on the one hand, but would provide it, if necessary, on the other – to combine both assessment methods. The purpose of this study is to improve the methodology for assessing the level of enterprise economic security beyond the context of considering its stakeholders security perspective. To attain the objectives set in the study, the following research methods have been employed: generalization – to explore different economic concepts and approaches to view the object of study and develop conclusions behind the content analysis of primary sources; analysis and synthesis – to interpret the key research categories and specify the economic security indicators. It argued that for assessing the level of economic security, from analytical perspective, the EBT deficit indicator (earnings before tax) seems more appropriate, since it offers all the advantages of net profit, but at the same time is characterized by the benefit of its comparability. It is suggested to calculate the EBT value deficiency as the amount of lost profit before tax, which is insufficient to ensure that the indicators of each component of the enterprise economic security are equal to their reference or established values. The study also specifies the economic security indicators subject to its decomposition, which is considered in terms of company current economic interests security and is presented by a hierarchical structure, as well as the overall enterprise security in the strategic period. Moreover, a special focus is placed that any stakeholders group has to be excluded from the above security hierarchy. The study offers an indicator to assess the level of enterprise economic security and an appropriate scale for transforming the obtained values into linguistic terms. To evaluate economic security in the strategic period, the use of the company cash value added indicator is suggested. The developed approach does not assume cost assessment needed to ensure stakeholders security which allows measuring the so called net economic security. The application of this approach in business practices of company structural units (including economic security services) will contribute to enhancing management decisions effectiveness, since the information available through the use of the proposed approach will provide an objective background to evaluate the effects from a number of activities against violation of the enterprise economic interests without taking into account the costs for ensuring the stakeholders security.
