Managing the transformation of foreign economic activity in an unstable macroeconomic environment

In modern conditions of chaoticization of the system of international economic relations and foreign economic activity of business entities, the tasks of improving the management of foreign economic activity of enterprises by the state and the formation of its embedded mechanisms to ensure the protection of state security in the world market are actualized. The purpose of the article is to analyze the topical issues of foreign economic activity transformation in the context of global instability. According to the author, in the system of state regulation of foreign economic activity of an enterprise, the implementation of an integrated foreign economic activity management system will be timely, which will significantly offset the problems existing in subjects of foreign economic activity related to external factors. However, it is impossible to quickly adjust to dynamically changing conditions and ensure management consistency, increase the efficiency of foreign economic activity of domestic enterprises and protect state economic security. The main goal of the transformation, according to the author, is to provide the necessary transparency and flexibility in the management system of foreign economic activity both at the state level and at the level of a specific subject of foreign economic activity, which is very important in the context of growing instability of the macroeconomic environment. Priorities in the context of growing global instability are to increase the efficiency of foreign economic activity, the competitiveness of the economy and the protection of economic security.

ObjetivoVietnam ha pasado de ser un país devastado por la guerra a convertirse en un popular destino turístico. Aunque la investigación sobre el turismo en Vietnam ha crecido en número, ha faltado en gran medida un macroanálisis de la gobernanza y las políticas turísticas nacionales. Nuestra investigación ha enriquecido la literatura tanto de la economía política como del turismo tendiendo un puente entre ambas disciplinas al presentar las pautas de la gobernanza del turismo en la economía de transición de Vietnam.Diseño/metodología/enfoqueEste documento de síntesis ofrece un análisis sistemático del turismo de Vietnam que abarca la intensificación de la intervención gubernamental y los drásticos cambios del mercado en las últimas décadas. Los autores ofrecen un análisis cronológico del desarrollo del turismo junto con los principales giros políticos y económicos del país. Además, el análisis del contenido de los documentos políticos y el análisis del mercado turístico ilustran mejor las repercusiones de los sistemas político-económicos en la gobernanza y las políticas turísticas.ResultadosLas políticas turísticas y el análisis del mercado revelan un compromiso entre la centralización y la descentralización del sistema de gobernanza y un compromiso entre los objetivos económicos y sociales del desarrollo. Al equilibrar estos opuestos, la fuerza interna del mercado nacional y la resistencia de las comunidades y las empresas se convierten en activos clave para el crecimiento en unas circunstancias en las que la economía de mercado socialista sigue informando el desarrollo actual y futuro de la industria. Formation of a system for managing the economic security of business in the global information environment

In today's global information environment, business economic security is becoming an increasingly urgent problem. An important aspect is forming an effective economic security management system, allowing it to resist potential threats and minimize risks. The study aims to identify modern threats to the economic security of business and determine the principles of the formation of its management system in the global information environment. The components of the economic security management system of business (security objects, security subjects, goals and objectives, functions, principles, and management methods) are substantiated. The need to ensure the economic security of business is determined, which shows the importance of developing digital entrepreneurship as a critical element of economic growth, job creation, and the activation of innovation and investment processes. The formation of a digital business environment is based on digital opportunities thanks to using the potential of digital networks. A study of enterprises' use of information and communication technologies was conducted. It has been established that constant monitoring of external and internal threats to business activity will provide an opportunity to identify the causes, nature, and intensity of their action and predict the negative consequences of the impact on the level of economic security of business. At the same time, special attention should be paid to the analysis of the technological external environment, when the use of information systems, new technologies for the design and production of products, and modern electronic models of conducting business activities will contribute to favorable competitive positions of the business. This study delves into the innovation and practice of corporate economic management within the digital economy. It summarizes the current state of corporate economic management in the digital age and identifies existing issues such as outdated concepts, incomplete systems, and a shortage of professional talent. The study underscores the significance of innovation in corporate economic management during the digital economy and proposes a series of innovative strategies, including updating management philosophies, refining economic management systems, and cultivating specialized talent in economic management. The practical outcomes demonstrate a significant improvement in corporate economic management performance following the application of these strategies, thereby validating the rationality of the proposed innovations.

Economic Supply Chain Management System of Farm Products Industry Based on the Belt and Road Under the Background of Big Data

Under the strategic background of "One Belt, One Road", the future farm products industry will also become part of the country's core competitiveness. Promoting the transformation of enterprises in the supply chain is conducive to cultivating the country's core competitiveness and creating good output conditions for my country's manufacturing industry. Under the national strategy of "One Belt, One Road", the agricultural product industry is facing new development opportunities. This paper analyzes the background, significance and existing basic problems of the "One Belt, One Road". Starting from the economic development of the national agricultural product industry, it uses the cluster analysis algorithm to analyze the current overall economic situation of the agricultural product industry, points out the current problems in the industry, and believes that the future farm The product industry is facing greater pressure for transformation and upgrading. Finally, combined with the strategic background of "One Belt One Road", from the perspectives of society, government and enterprises, analyze its supply chain process, extract relevant problems, and put forward relevant countermeasures and suggestions from the perspective of intra-chain, extra-chain and their interactive integration .

Analysis of the Promotion Effect of Agricultural Economic Management on Rural Economic Development Based on VAR Model

Under the background of my country’s new rural construction and the implementation of the rural revitalization strategy, the rural economy has ushered in an unprecedented opportunity for development. Agricultural economic management plays a catalytic role in providing direction guidance for rural economic development, promoting sustainable rural economic development, and providing a good environment for rural economic development. However, there are some drawbacks in agricultural economic management, which are mainly reflected in the imperfect agricultural economic management system and the lag in information infrastructure construction. In view of this, the author puts forward corresponding the advanced VAR model from the aspects of improving the agricultural economic management system, improving the application level of information technology, and improving the quality of the agricultural economic management team. Research shows that: through effective management of agricultural economy, the obstacles to agricultural economic development can be reduced from the source, thereby promoting the healthy and sustainable development of rural economy.

The article examines the problem of structural transformation of the Russian Federation Arctic zone’s economy as a unique subject of the national economy and a specific object in the national economic management system. The authors propose using the methodology of international and national management standards of the quality management system (QMS) as tools for structural transformation of this macroregion’s economy. In this regard, the process of structural transformation of the regional economy is considered from the perspective of reforming the management structure as the most conservative element of the management system and training competent managers at all levels as a subject implementing the goals of structural transformation.

Methodological aspects of the formation of mechanisms of economic activity of Russia's forest complex

Subject. This article discusses the issues of development of forestry and use of renewable natural resources. Objectives. The article aims to develop and assess the benefits of various forest management mechanisms. Methods. For the study, I used structural and comparative analyses. Results. The article presents the developed vertical and horizontal mechanisms of forest management, as well as the mechanism of structuring objective economic processes. The article also analyzes the advantages of the cluster model for the development of the Russian forest complex. Relevance. The results of the study are important for the development of the theory of strategic management of economic systems.

СКЛАДОВІ СИСТЕМИ УПРАВЛІННЯ ФІНАНСОВОЮ ЕКОНОМІЧНОЮ БЕЗПЕКОЮ

The article is devoted to the study of the management system of financial and economic security, which is an important aspect for the stability and prosperity of any organization or country. It covers the analysis of various components of this system, including the identification and assessment of financial risks, the establishment of effective monitoring and control mechanisms, the development of financial management strategies, ensuring compliance with legislation and the implementation of technological innovations. Not only the financial component of economic security is considered here, but also innovative-technological, energy, food, social and foreign economic. Analysis of the components of the financial and economic security management system helps to identify potential threats and weak points in financial processes, as well as to develop strategies for their effective management. For the security of the company, the issue of its stable position in the sales market to receive predictable revenue from the sale of products; stable relationships with financial intermediaries, both creditors and investors, to ensure the financial independence of the company; and access to innovation and information are relevant. Secondary factors are those that do not have a direct impact on the company's operations but also carry risks, such as socio-cultural factors, the state of the economy, the degree of development of international relations and regulatory and legal provisions for business activities. The analysis of the components of the financial and economic security management system is a key step in ensuring the stability and reliability of financial processes in an organization or country as a whole. This analysis includes an assessment of various aspects that affect financial and economic security and can be divided into the following components: financial risks, financial monitoring and control, strategic planning, legal information and compliance, and technological innovation. This analysis helps organizations and countries identify weaknesses in their financial systems and develop strategies to mitigate risks and ensure resilience and security.

The modern paradigm for the development of the regional transport complex

The purpose of the article is to consider the diagnosis of the socio-economic characteristics of the region, to justify the specifics and perspectives for the development of its transport complex. Socio-economic diagnostics is a set of scientific techniques and methods aimed at identifying and examining the level and characteristics of the development of the region’s economy. At the same time, diagnostics becomes a methodology for determining the development opportunities of the transport complex. Transport serves trade and economic ties between enterprises and industries, ensures inter-territorial contiguity of the country’s regions, and transports the population between settlements. The development of transport is directly determined by the mobility of the population, as well as the level of economic development, the needs of manufacturers for the transportation of materials and goods. The modern paradigm of spatial development of the transport complex describes the region as an independent subject in the country’s economic management system, and transport communications provide socio-economic relationships between individual regions.

Path optimization of enterprise economic management system in digital transformation

Abstract In the digital economy era, digital transformation aligns with sustainable development and national policies. This research examines enterprise economic output through human and physical capital driven by digital transformation. Utilizing the TrAdaBoost algorithm in transfer learning, we predict economic risks for enterprises. We propose an optimization path for digital economic management systems. Furthermore, we empirically analyze the current financial management and challenges of digital transformation at Company X, laying the groundwork for identifying and analyzing digital transformation risks. Our findings indicate the significant influence of risk-free interest rate (0.1781), GDP (0.1732), and money supply (0.1668) on enterprise economic risk, guiding enterprises to mitigate these impacts during digital transformation.

Адаптивний підхід до масштабування діяльності підприємства

In the conditions of the modern market economy, which is constantly transforming and changing, it becomes obvious for any enterprise to maintain its position in the market, ensure the proper level of competitiveness, its own economic potential, and expand the scope of its activities. The production and economic activities of enterprises should be constantly adjusted in accordance with the requirements of the external environment. This need is mainly due to the fact that changes in environmental factors will lead to a certain disproportion and imbalance between the enterprise and its operating environment. In order to minimize the negative impact of environmental factors and ensure positive dynamics of growth vectors, the enterprise, regardless of its current state, must adapt to the requirements of the existing market conditions and timely implement necessary structural changes in its activities. The aim of the article is to disclose and substantiate the essence of the adaptive system for managing the development of enterprise activities. For a timely response to changes in the external and internal environment, the measures taken by the enterprise in order to preserve the system of production and economic management, ensure the appropriate level of competitiveness, its own economic potential and expand the scope of activity in the market are to be determined. The factors of minimizing the occurrence of changes unfavorable for the current activities of the enterprise be identified. The formation of the enterprise’s own scale of activity, taking into account the components of the adaptive management system, is a complex and multi-level process. The scale of activity is a synthetic characteristic of the enterprise’s activity, therefore, in order to understand the deep essence of the relevant economic category, it is expedient to consider the components of the formation of the scale of activity by enterprises, which are also elements of the system of adaptive management at the enterprise. Prospect for further research in this direction is the development of a conceptual approach to the formation of the scale of enterprise activity, taking into account the components of the adaptive management system, which is due to the development of the main vectors and priority areas of economic activity of enterprise, the introduction of original innovative product conceptions, non-standard operational managerial decisions.

This article presents a comprehensive study of the virtualization of business processes within trade enterprises, highlighting its critical role as a key element in the financial and economic security management system. The research focuses on the methods of virtualization of business processes and their impact on enhancing the operational efficiency and flexibility of managerial decisions. Through a thorough analysis of relevant scientific literature, the study systematically categorizes and generalizes various methods of business process virtualization. The findings of the study reveal that the implementation of virtualization in business processes significantly improves the speed and adaptability of management decisions, which is crucial for maintaining competitiveness in the fast-paced business environment. Furthermore, the research demonstrates that virtualization helps reduce costs associated with the processing and storage of information, thereby optimizing financial flows within the enterprise. By streamlining these processes, virtualization contributes to an overall increase in the efficiency of trade enterprise management, enabling these businesses to operate more effectively in a challenging economic landscape. In addition to these operational benefits, the article explores the broader implications of business process virtualization for the financial and economic security of trade enterprises. It discusses how virtualization can lead to more robust risk management practices by providing enhanced control and oversight over financial operations. The study also considers the potential challenges associated with virtualization, such as the integration of new technologies into existing systems and the need for continuous adaptation to technological advancements. Overall, the article emphasizes that virtualization is not just a technical innovation but a strategic tool that can drive significant improvements in the management of trade enterprises. The application of 5W2H management model in the construction of enterprise economic and strategic management system

Abstract The 5W2H management model, rooted in World War II, stands out for its simplicity and effectiveness in enterprise management, offering considerable advantages in strategy planning and execution. This study focuses on the model’s role in enhancing strategic economic management within businesses, combining qualitative and quantitative analyses of various enterprises’ strategic management frameworks. Implementing the 5W2H model led to notable enhancements in strategic definition, implementation efficiency, and tangible achievements. Specifically, businesses observed a 20% improvement in achieving strategic objectives, a 15% faster strategy implementation, and a 25% increase in strategic engagement among employees. Additionally, the model proved instrumental in improving internal communication, fostering better teamwork, and optimizing the allocation of resources. Our findings affirm the significant value of the 5W2H model in refining corporate strategy formulation and execution, highlighting its essential place in modern enterprise management practices.

Роль обліку та звітності в системі управління економічною безпекою підприємства в кризових умовах

The role of accounting and reporting in the enterprise management system is extremely relevant in the context of martial law and special rules for accounting and disclosure in Ukraine. The accounting and reporting system has changed with the adoption of a number of regulations to regulate accounting, accounting recovery procedures, preparation and submission of financial statements for the period of martial law or state of war, as well as special requirements for accounting and reporting after the termination or abolition of martial law. The aim of the article is to study the existing problems and substantiate the prospects for the development of accounting and reporting as the main tool of the system for managing the economic security of enterprise in crisis conditions. Researching, systematizing and summarizing the scientific works of many scientists, practical approaches to the organization of accounting have been identified, including the methods of reporting under martial law in order to ensure the economic security of Ukrainian enterprises. As result of the study, scientific-theoretical and methodological approaches to the development of accounting and reporting in crisis conditions have been substantiated, namely, new directions for improving accounting methods and principles that determine the paradigm of the economic security management system under martial law, as well as taking into account current global trends in the prospects and development of accounting, based on the application of provisions of international standards that have an impact on the development of a unified accounting and information system. Proposals are made on the procedure for reflecting information in the accounting and reporting of financial indicators under the influence of emergency events related to the imposition of martial law in Ukraine, the methodology is substantiated and the procedure for disclosure of the main financial indicators in the reporting is proposed, taking into account the principles of continuity and consistency in accordance with the requirements of NAS and IFRS.

Research on transparent management of economic transactions using blockchain technology

Abstract The data asset trading market is gradually emerging with the development of the digital economy, making the development of a safe and effective data asset trading management system an important research direction. This paper uses blockchain technology to create a transparent management system for economic transactions. A PHRP algorithm is proposed to guarantee the security of the transaction, addressing the privacy protection issue involved in the transaction process. The PHRP algorithm calculates the actual transaction amount by encrypting both the input and output amounts, utilizing the additive homomorphic property. It also ensures the undeniability and integrity of the transaction by encrypting and committing random numbers. The relevant test results show that the transaction privacy protection scheme based on the PHRP algorithm can better meet the requirements of the economic transaction management system. Users’ satisfaction with the system constructed in this paper in terms of perceived usefulness and perceived ease of use scored high on average, 4.23 and 4.17, respectively, and expressed average for security, for which this paper proposes relevant improvement strategies.

ЛЮДСЬКИЙ РОЗВИТОК ЯК ОСНОВА СТРАТЕГІЧНИХ ПЕРЕТВОРЕНЬ РЕГІОНАЛЬНОЇ ЕКОНОМІЧНОЇ СИСТЕМИ

The article reveals the importance of human development for successful strategic management of economic systems. The article implements the goal of studying the components of the development of the socioeconomic system and substantiating the feasibility of ensuring the adequacy of strategic and, accordingly, tactical tasks of human development with the strategic tasks of the development of the Transcarpathian region. The study showed that the strategic management of the regional economic system and its human component is based on four stages, for components, which include the definition of the development goal, the outline of strategic tasks, strategic planning and the implementation of the strategy and strategic plan. At the same time, each stage of strategic management of the entire system is adequate to the stages of strategic management of human potential. The proposed goal of human development of the regional economy, which determines the main strategic tasks: the formation of a culture of development and education of the needs of development and learning throughout life. The combination of these two tasks leads to the formation of an innovative and ecologically oriented economy. It is recommended that it is advisable to move from the level of strategic tasks to the level of strategic planning, to the level of developing plans within which the specified tasks will be implemented. The strategic plan is similar to the plan of current actions and may include a) a specific measure aimed at solving the task (including the task of human development); b) the mechanism of implementation of planned actions (including human development); c) terms; d) responsible structures; e) budget. The proposed comparative correspondence of the strategic tasks of qualitative transformations of the regional economy to the strategic tasks and tasks of the tactics of human potential development.

MANAGEMENT OF ECONOMIC SECURITY OF ENTERPRISES IN THE CONTEXT OF DIGITAL TRANSFORMATION

The subject of the study is the management of economic security of enterprises in the context of digital transformations. Methodology. The research uses general scientific methods, in particular: theoretical generalisation; methods of analysis and synthesis and statistical analysis, and the graphical method to visualise the results of the study. The article is aimed at highlighting the results of a study of economic security management of enterprises in the context of digital transformations. Conclusion. The article analyses the economic security of enterprises in the context of global challenges. The impact of the war on the country's economy as a whole is underestimated and has far-reaching studies at both the macro- and micro-levels. It has been determined that at the beginning of the full-scale Russia's invasion on the territory of Ukraine, there was a significant reduction in the main economic indicators of enterprises' performance compared to the previous year. The analysis showed that the volume of products (goods, services) sold in 2022 decreased by 3,8 million UAH compared to the previous year, but remained at the level of the years before the pandemic, as well as the nature of the increase in business activity due to completely closed ports and an inadequate logistics system. At the same time, the number of business entities decreased by 223 thousand units, but their number only increased during the pandemic. It was noted that the acute shortage of personnel begins in 2022 with a significant decrease in the number of employees by 1,4 thousand persons. It was emphasised that over the past ten years, the number of employed workers has fluctuated around 8 thousand people and has not decreased, and in 2022 this figure was 7,5 thousand people. The economic security management system was improved, which is based on security levels and has a complex operating system that takes into account the external environment (customers, competitors, suppliers, etc.). A system for managing economic security in the context of digital transformation is proposed, based on the characteristics of the sublevels of security - financial, economic, social, information, environmental and security. It is emphasized that the main element of improving the economic security management system is to take into account the strengthening tools, such as risk insurance, forecasting, modelling, etc.

Удосконалення процесу управління економічною безпекою аграрного підприємства

The priority of issues of an effective economic security management system of modern enterprises is determined by the strengthening of the level of competitiveness in the world economy, the emergence of strategic risks that contribute to the strengthening of the world economic crisis, as well as other threats that determine the processes of informatization and globalization of the economy of both a single country and the world economy. In the mode of sustainable operation, the enterprise, when solving the tasks of its economic security, draws attention to maintaining the normal rhythm of production and sales of products, preventing material and financial losses, preventing unauthorized access to official information, and countering unfair competition. To ensure economic security, the enterprise needs to carry out complex management of this process, the course of which involves confronting threats to the enterprise’s activity by coordinating interests, the carriers of which are subjects of both the external and internal environment and the use of resources necessary for the specified purposes. Having become an object of management, the economic security of the enterprise acquires characteristic features of manageability, which are practically unstudied in modern economic and management sciences. The assessment of the state and level of economic security of the enterprise should be based on a complex, multifactorial, and systemic approach, which involves the development of new ways of assessing the economic security of the enterprise, considering the influence of the industry and organizational structure on them, stages of the life cycle, the remuneration system, corporate culture, etc. Only at the expense of an organized system of economic security will enterprises be able to develop effectively, pay taxes, create new jobs, be competitive, and contribute to the development of the industry and the state. The peculiarities of ensuring agrarian enterprises’ economic security are analyzed, and the main directions for their development are determined. It is outlined that when developing individual management decisions, it is necessary to consider various options and strategies of possible actions, which indicate the need for differentiated approaches to solving the tasks of ensuring effective management of the economic security of the enterprise.
