Space and Protest Policing at International Summits

Since the 1970s a growing body of literature has taken a ‘geographic turn’ and sought to incorporate the study of spatial factors into the social sciences. Building on this theoretical literature, this study undertakes a spatial analysis of the contentious politics that have become so closely and regularly linked to international summit diplomacy. The paper examines and compares the protests surrounding two international summits held in Canada: the Vancouver Asia-Pacific Economic Cooperation summit (1997) and the Kananaskis G8 summit (2002). These two cases serve to demonstrate many of the important ways in which space is controlled and contested by both protesters and state actors such as the police.

The Myth of the Pacific Community

When President Clinton steps off Air Force One into the steamy tropical heat of Bogor, Indonesia, to attend November's Asia Economic Cooperation summit, there will be buoyant talk of free trade areas embellished with bold rhetoric heralding a new community. The notion of a burgeoning community encom passing both sides of an ascendant Rim has become a verita ble article of faith over the past quarter-century and has been a core assumption of U.S. policy toward the Asia-Pacific since 1989. High profile events like the July 1993 summit for the Group of Seven lead ing industrialized nations (G-7) in Tokyo and the November apec meeting in Seattle that same year let President Clinton put his impri matur on the concept of an American-led community based on free trade and political cooperation. He articulated a view of the region not only as key to a foreign policy centered on geoeconomics, but as a market opportunity to advance his domestic agenda of revi talizing the American economy. The Asian economic miracle and the attendant idea of a Pacific century, which gave rise to the community idea, have become almost clich?s. But the region's economies are breathtak ingly powerful. Consider the four newly industrialized tigers
