The production of the $\ensuremath{\rho}$ and $f$ mesons in the reaction ${\ensuremath{\pi}}^{\ensuremath{-}}p\ensuremath{\rightarrow}{\ensuremath{\pi}}^{\ensuremath{-}}{\ensuremath{\pi}}^{+}n$ is analyzed from the point of view of duality for Reggeon-particle scattering. Semilocal duality is found to be compatible with the data both for the Reggeon-particle total cross section and for the two-particle final state. The duality features impose a strong constraint on the form of the resonance-production amplitudes.
