Dual Enrollment Options: Columbus State Community College Model for Successful Implementation

AbstractOhio Senate Bill 140 was enacted in 1989 to allow dual enrollment. The legislative intent and components are reviewed in this chapter, followed by an overview of criteria and procedures at Columbus State Community College. Methods that foster student success and growth are also discussed.

Dual-Enrollment Programs: Legislation Helps High School Students Enroll in College Courses

Legislation in 22 states allows qualified high school students to enroll simultaneously in high school and college courses. Known as dual enrollment, the law varies in its details from state to state, but all versions contain similar core elements. This legislation supports a student's need to move beyond the 12th-grade curriculum while still enrolled in high school, and thus, by inference, provides a justification for sequential content acceleration throughout K–12. It also surfaces several important, though controversial, issues: shifting control for educational decisions, awarding course credit and grades, and reallocating tax dollars for tuition. Factors in developing a student's K–16 seamless transition are considered.

On the Forms of Inclusion

This paper describes multiple forms of inclusion for preschool children with and without disabilities. Researchers used a range of qualitative and quantitative methods to create case studies and summaries of 16 inclusive programs from 4 regional locations in the U.S. These programs varied on the 2 dimensions of organizational context and individualized service delivery models. Organizational contexts included community-based child care, Head Start, 3 public school contexts, and dual enrollment. The individualized service models that programs followed were itinerant-direct service, itinerant-collaborative consultative, team teaching, early childhood, early childhood special education, and integrative or inclusive activities.

Assimilating the Talent Search Model into the School Day

Programs for talent search students traditionally are offered to students outside of their school setting. This paper discusses a multi-district/higher education collaborative model that incorporates the three components of the talent search model within the school-year schedule. In this community effort, the focus of the talent search's summer programs—content acceleration and fast-paced instruction—have been assimilated into the students' regular school day. In 180 hours of instruction scheduled over two school years, middle school students complete four years of high school mathematics; with a similar program for writing/literature, many expository writing students earn favorable AP English composition scores. The community's experience with content acceleration created byproducts of parent advocacy networks and district policies on granting high school credit. Key elements for a successful model are discussed, as well as unplanned, but related outcomes that occurred. The relationship of content acceleration to the state's dual enrollment legislation is identified.

Dual Enrollment in Spanish: Building a Successful Program

Successful dual enrollment foreign language programs can be established with cooperation and ongoing communications among administrators and instructors at all levels. All must work together to over- come such barriers as differences in educational philosophy, compatibility of curricula, and realistic program goals. The result will be better prepared, better informed, and better qualified Spanish students.

APPRENTICESHIPS LINK COMMUNITY‐TECHNICAL COLLEGES AND BUSINESS AND INDUSTRY FOR WORKFORCE TRAINING

Cooperative apprenticeships are a form of structured workplace training in which (a) employers, government agencies, labor unions, or other community or groups join with community‐technical colleges to provide formal educational programs in which structured work‐based experiences are integral credit‐earning parts of instruction; (b) apprentices agree to work for employers for specified periods of time; and (c) employers agree to provide structured and formal training in specific fields or trades over these defined periods of time. These findings are the result of a 2‐year study. We used a case study method for this study, systematically identifying and reviewing factors influencing successful cooperative apprenticeship linkages. The article describes what has been found to work and why, and how these results can be replicated elsewhere by employers in partnership with community‐technical colleges.
