The drug problem begs a response from government, but solutions remain elusive. To forge a comprehensive effort, some jurisdictions have turned to “drug czars.” How effective is this office? Criteria to evaluate a czar include leadership effectiveness, service provision, funding acquisition, and political viability. Florida's drug czar, as well as alternative reform strategies, are analyzed using these factors. Based on this assessment, recommendations for change are made.
