Explaining geographic concentrations of discrimination in Germany: small group interaction, youth and spatial context

Eastern Germans are often stereotyped as racist, and some empirical data as well as periodic incidences of violent hate crime seem to confirm the stereotype. This article offers a partial explanation of geographic concentrations of discrimination in Germany that centres on processes of boundary drawing in real contexts between small groups of youths. This is a meso-level approach that contrasts with macro- and micro-level sociological explanations of discrimination. We consider it more correct to say that conditions in much of eastern Germany – as well as in many parts of western Germany – are such that discrimination is more likely to occur within small groups in those places. Data are presented from 29 cities participating in an anti-racism programme that provide some insight into how boundaries are drawn and how some cities are currently attempting to reduce discriminatory behaviour within small groups. Knowledge about how group dynamics leads to discriminatory behaviour is particularly useful for those trying to prevent racism at the local level; intervention is more feasible at the small-group level due to their inherent visibility and accessibility for youth guidance counsellors.

Discrimination Against Ethnic Minorities in Germany: Going Back to the Field1

A series of 14 field experiments on the differential treatment of ethnic majority and minority groups were conducted. In all studies, German participants were confronted with a German or a foreign confederate (ostensibly a member of the migrant‐worker population or a refugee/asylum seeker). In 9 experiments, the foreign confederate received worse treatment than did his German counterpart. Meta‐analyses showed a significant overall correlation between ethnic group membership and indexes of discrimination (r= .24), which support the assumption of everyday ethnic discrimination in Germany. Categorizing studies according to the directness of interaction between confederate and participants revealed a significantly stronger discrimination in remote contact situations (r= .34 vs. r= .17), replicating results of a review on American studies by Crosby, Bromley, and Saxe (1980).

In September of 1941, a law was passed in Nazi Germany requiring all Jews to wear a large yellow star that, according to Daniel Goldhagen, officially marked the Jews as socially dead beings. Fifty five years later in 1996, as part of a campaign denying certain commer cial rights to Scientologists, the German Ministry of Employment is sued a directive, still in force, to its Labor offices to mark all files on companies owned by Scientologists with an S. While the Special Rapporteur to the United Nations investigating religious discrimination in Germany appropriately suggested that any comparisons of modern abuses to Nazi treatment of the Jews in the 1930s are meaningless and puerile, the comparison is somehow inescapable. Evidence is mounting that the German government is trampling on the liberties of its religious minorities in direct violation of several international human rights agreements into which it freely entered. Interestingly, the German government has conducted some investi gations of its own. A German Parliamentary Enquete (Inquiry) Com mission recently concluded a two-year investigation into the nation's sects and psycho-cults and reported that these groups pose no tangi ble threat to the state. Discrimination in Germany: A Call for Minority Rights

German society is confronted with, but has yet to come to terms with, two important social facts. In the first place, Germany is a polycultural society, even if it refuses to recognize itself as such. Second, people of different cultures within Germany are not treated equally; instead there is widespread, systematic discrimination of non-dominant groups, on both the legal and the social level. This paper will argue, first, that the current situation is untenable, and then evaluate the applicability of what I will call, on one hand, the Anglo-American model and, on the other, the Eastern European model for protecting the rights of minorities in Germany.
