Sosialisasi dan Simulasi Mitigasi Bencana Alam Pada Siswa SMP Kemala Bhayangkari 9 Waru Dalam Menghadapi Bencana Alam

Geologically, Indonesia is located along the Ring of Fire, a volcanic line that surrounds the Pacific Ocean, making Indonesia a vulnerable country and has the potential to experience natural disasters. This is not proportional to the ability and readiness of the community in dealing with natural disasters. This community service socialization and disaster mitigation simulation was carried out to Kemala Bhayangkari 9 Waru Junior High School Students which aims to provide education to be alert when facing natural disasters, especially earthquakes. This socialization and simulation is very effective as seen from the students practicing the simulations that we demonstrate, so it can also be assessed that students really understand and are ready if there is a natural disaster

Defining public warning failure

AbstractPublic warning failure is an undertheorized concept. A shared definition of public warning failure is needed to help stakeholders assess responsibility in the aftermath of government nonuse, misuse, or misunderstanding of public warning systems, especially mobile device‐based systems that have become a critical element of the public warning ecosystem. Although some uncertainty in the disaster information environment is inevitable, a shared definition of public warning failure could help clarify the roles and responsibilities of government officials and agencies across the arc of disaster communication: public preparation, hazard detection, warning message creation, message dissemination, and public response monitoring. In the context of earthquake early warning system performance, warning failure has been defined as false alert, missed alert, inaccurate alert, no alert, and late alert. Building upon this typology, in this essay, we propose an all‐hazards definition of public warning failure, illustrate it using a conceptual model, and assess the conceptual model using examples drawn from media reporting.

Fostering Mitigation Awareness in Disaster Communication: A Study of KPH Brang Beh, Sumbawa Regency

This study aims to explore the role of the Forest Management Unit Brang Beh in managing natural resources within its jurisdiction, and to identify challenges in community awareness and readiness regarding disaster risk mitigation. Utilizing a qualitative research approach with a case study method, this study reveals a significant gap in public understanding of disaster risks and mitigation strategies, primarily influenced by insufficient communication and dissemination of adequate information. Research findings indicate that effective communication plays a crucial role in enhancing public awareness and participation in disaster risk mitigation. Communication challenges, such as limited access to official information platforms and inadequate disaster mitigation education, underscore the importance of adopting a more strategic and inclusive communication approach by KPH Brang Beh.

CRISIS MITIGATION MECHANISM AND TRAINING NEED OF SUGARCANE GROWERS- AN EMPIRICAL STUDY

A study was conducted to find out the Crisis Mitigation Mechanisms and Training needs of Sugarcane growers in Southern Karnataka during 2022-23. Mandya and Mysore district of Karnataka were selected purposively for the study. Mandya and Maddur blocks in Mandya district and Nanjanagud and Narasipura blocks in Mysore district were selected randomly. Eight villages, two from each block and 120 sugarcane growers, 15 from each village, with minimum five years of experience in sugarcane cultivation were selected as respondents randomly. Blocks, villages and respondents are selected through multistage simple random sampling. Data were collected with structured interview schedule through physical interview method. Statistical tools like frequency, percentage, SD, CV, RBQ, equidistant method was used for data analysis. Food grains, fuel storage followed by fodder storage and relocating to safer places are usually adopted as mitigation measures. They are less aware about various crisis mitigation mechanism to be taken at individual level like contingency crop planning, crop insurance etc. 50 per cent of the sugarcane growers belongs to medium crisis mitigation mechanism adoption category. It was found that they were in need of trainings on IPM, INM, organic farming, entrepreneurship and community disaster management. Training about individual approaches like contingency crop plannings, crop insurance and community approaches of disaster for crisis management to be provided. 43.33 per cent of the sugarcane growers were in high need of training for crisis management. Price crisis was the major crisis faced by farmers followed by labour and finance crisis. Provision of strict law from government to stop delayed payment by factories and maintaining uniform price for sugarcane farmers to be introduced.

Measuring community disaster resilience for sustainable climate change adaptation: Lessons from time-series findings in rural Cambodia.

Donor-funded climate and disaster resilience programmes and projects aim to help build the capacities and resilience of communities. Measuring resilience is critical, therefore, in providing feedback, evidence, and accountability. This paper presents recent two-year time-series findings from an ongoing multi-partner academic and practical collaboration pertaining to a climate change adaption project with rural communities in Cambodia. To measure community resilience, the study used the Flood Resilience Measurement for Communities, which measures, using mixed methods, disaster resilience capacities across five key dimensions of resilience: human, social, physical, natural, and financial capitals. The study analysed and reported changes in these areas of resilience in the selected villages, generating insights into the strengths and weaknesses of flood resilience capacities in the region. This paper provides valuable guidance as to where investment can be most effective in different communities, confirming the usefulness of the tool in measuring resilience and assessing the effectiveness of the project concerned.

Innovation in Disaster Mitigation Communication Model, Coordination, and Digital Literacy after the Cianjur Earthquake Disaster

Indonesia is vulnerable to natural disasters, including earthquake. Earthquake has an impact on the community including environmental, property, and psychological damage as well as loss of life. Such an impact also happened to earthquake-stricken Cianjur in West Java, which required disaster mitigation and digital literacy to deal with it. The aim of this research is to determine innovations in disaster mitigation communication models, coordination and digital literacy after the Cianjur earthquake. This is a form of handling the impact of a natural disaster before and after it occurs. The theory used in this research is Haddow Disaster Communication focusing on customer focus, leadership commitment, situational awareness, and media partnership. The method used in this research is descriptive qualitative conducted by collecting data through field observations, in-depth interviews and focus group discussions. The results of this research are innovations in disaster mitigation communication models to become disaster mitigation models in Cianjur in the future, know the coordination paths between the parties and the community in case of a disaster, and provide digital literacy for the people of Cianjur through emergency response call centers and WA groups to disseminate information to the public. The efforts of the parties involved in disaster mitigation aim to help the community reduce the risk of disaster affecting physical development, increase the ability of the community in disaster risk mitigation and get an understanding of the community’s access to disaster information.

The role of social capital in building community disaster resilience –empirical evidences from rural China

The paper investigates the role of social capital in hazard management in a case area which was overwhelmingly swept by flood in mid-2021. The interplay among social capital, hazard preparedness, response and recovery are explored by using structure equation modeling. Data were gathered from over 413 villages from August 2021 to September 2021, which is one month after the flood occurred. Research findings show that villagers in region with abundant social capital are more likely to contribute to hazard preparedness. We have also confirmed the positive role of social capital in restraining the pursuit of self-interests. Villagers are more willing to help others, and take care of vulnerable population when the hazard strikes. However, it is surprising to note that social capital fails to motivates residents to make preparedness plans for future risks. This retreat effect exists when big loss occurred and failed to meet local people's expectations. Overall, this study implies that the impact of social capital on hazard risk management is extremely complex and such complexity should not be attribute solely to divergent forms of network relationship. The above conclusion enables policy makers to pay attention to the psychological foundation of social capital while cultivating it.

Faith-science transdisciplinary study: mitigating disasters in Muslim communities

ABSTRACT This study responds to the escalating global concerns surrounding disaster management. The primary objective is to investigate the pivotal role played by Muhammadiyah in developing disaster mitigation framework. Employing a transdisciplinary approach within the fiqh of disaster, this study highlights the significance of effective mitigation, bridging religious and scientific knowledge. The framework encompasses risk assessment, hazard possibilities, vulnerabilities, and capacities. Grounded in values such as monotheism, gratitude, and justice, this study serves as a model for tailoring disaster preparedness strategies in Muslim societies. The study underscores the need to integrate scientific and religious viewpoints in diverse and disaster-prone regions.

Dynamics of Community Resilience in Flood-prone Areas of Southeast Asia: A Key Component of the Public Health Agenda

Communities across Southeast Asia face challenges posed by natural disasters, including floods, which disproportionately impact vulnerable populations. In light of the growing frequency and severity of extreme weather events attributed to climate change, there is a pressing need to explore and strengthen community flood resilience. Community resilience is pivotal in mitigating flood-related damages and fostering successful recovery efforts. This paper examines the socio-economic and environmental factors shaping community resilience in flood-prone areas of Southeast Asia. Socio-demographic determinants, exposure to floods, social cohesion, communication networks, socio-economic status, and cultural diversity significantly influence resilience capabilities, with disparities exacerbating socio-economic inequality. The interplay of these factors underscores the complexity of community disaster resilience, with some factors acting as moderators, mediators, or confounders in shaping outcomes. The paper highlights that understanding the dynamics of community resilience formation is imperative for informed policy interventions to enhance disaster preparedness and response in flood-prone areas of Southeast Asia. The contributors to flood resilience are interrelated with social determinants of health, underscoring the vital role of broader socio-economic and environmental factors in shaping community well-being. Future research should explore the relationships within these complex dynamics to guide effective resilience-building strategies tailored to local contexts.

Sosialisasi Penguatan Wawasan Kesiapsiagaan Bencana dalam Merespons Desa Tanggap Bencana di Desa Doyong Kabupaten Sragen

Desa Doyong is one of the villages located in Miri District, Sragen Regency, Central Java. The natural disaster of flooding in Doyong Village occurred in 2023, with a prolonged water recession process. Besides floods, droughts and strong winds also occurred due to extreme weather. The community's unpreparedness in facing disasters resulted in social and economic impacts. Therefore, the purpose of this community service is to enhance the knowledge, abilities, and independence of the community in facing and addressing disaster issues, as well as to build community preparedness for potential future disasters. The research employs a descriptive qualitative approach, collecting primary data through in-depth interviews, observations, and focus group discussions (FGDs). Secondary data were obtained from official BPBD documents, documentation, and relevant literature. Activities included rainfall mapping, community and school disaster preparedness education, the Village Clean Week (GUBERDES) program, reforestation, and collaboration with BPBD Sragen Regency. Results indicate that effective resource mobilization and involvement of various stakeholders, can improve community disaster preparedness.

The need for a whole-of-community, victim-centred approach to mass victimisation incident planning and response

There have been a large number of masscasualty incidents in recent years, including climate change-related disasters, mass shootings, terrorist attacks, transportation accidents and a global pandemic. Communities, families and friends have suffered grief and loss, while nations continue to bear the scars of trauma. Disasters caused by acts with criminality, although necessarily managed by the police for the investigative aspect, must be planned for, and responded to with victim-centred practices by the police, local government and other relevant community stakeholders for the duration of the response and recovery. Inconsistency and confusion over terminology and language in emergency management can lead to a lack of understanding about which stakeholders or agencies should be engaged in, and responsible for different aspects of the planning, preparedness, mitigation and response to a community disaster — regardless of what type of disaster it is, and irrespective of the disaster being caused by a person or persons with ill-intent. This paper discusses how a wholeof- community and victim-centred approach to criminal act disaster response should be applied to support those persons most adversely affected by the incident. It also promotes the application of victim-centred practices to ensure that the needs of victims are regarded ethically, and with compassion following any disaster caused by an act of criminality. The term ‘mass victimisation incident’ will be introduced and applied through a case study.

Crisis preparation for people with multiple sclerosis in Australia: A cross-sectional survey of needs

With increasing prevalence of disasters or crises such as fires, floods, and pandemics globally, people with disabilities are disproportionally at risk for short- and long-term consequences. We surveyed 1479 people with multiple sclerosis (MS) living in Australia to understand their needs for a crisis preparation plan. Only 17.4 % already had a plan that met their needs, 31.0 % and 6.5 % indicated they would find creating or updating a plan helpful (respectively) and 14.1 % were unsure. A third indicated they would need professional assistance with creating or updating their plan. This study shows that people with MS perceive the need to improve their individual preparedness for crises and the need for assistance in doing so. Community disaster preparedness and response plans should consider the particular needs of this patient population, and those living with MS-related disabilities and their carers should be included in the development of these plans.

Integrating Psychological First Aid Into Community Disaster Preparedness Plans: Opportunities And Challenges

Disasters, whether natural or human-made, can have profound and lasting impacts on individuals’ mental health and well-being. In recent years, there has been increasing recognition of the importance of addressing psychological impact of disasters and incorporating psychological first aid (PFA) in disaster preparedness policies and plans. This research paper explores the opportunities and challenges associated with integrating PFA into community disaster preparedness plans. Drawing on a review of existing literature, this paper examines the theoretical underpinnings of PFA, its core principles and components, and its effectiveness in promoting psychological resilience and recovery following disasters. Additionally, this paper explores the practical considerations and logistical challenges involved in implementing PFA within the context of community disaster preparedness, including issues related to training, resource allocation, coordination with existing emergency response systems, and cultural sensitivity. Through a comprehensive analysis of the opportunities and challenges associated with integrating PFA into community disaster preparedness plans, this paper aims to inform policymakers, emergency responders, and mental health professionals about the importance of prioritizing psychological support in disaster preparedness efforts and offers recommendations for enhancing the effectiveness and sustainability of PFA initiatives at the community level.

Development of a disaster preparedness training program for community leaders: Evidence from Taiwan

Community leaders are vital in enhancing community disaster preparedness through empowerment, consensus-building, and public engagement. Despite existing programs, Taiwan lacks essential elements like disaster risk perception and healthcare responses. There is an urgent need for a comprehensive training program that incorporates community leaders' perspectives to address these gaps. This study utilized a mixed-methods approach in a two-step process to develop a theory-based training program for community leaders. The first step involved developing a disaster preparedness training program, identifying core elements through literature reviews on the contents and the protection motivation theory, and conducting qualitative interviews with community leaders to assess their training needs. In the second step, the content of the developed training program was validated. Suggestions from five male community leaders were integrated into program development, resulting in four major themes: community resource linkage, protection and assistance for vulnerable groups, evacuation and sheltering, and health care. The developed disaster preparedness training program was named the R3_SAF3E training program. Content validity was assessed by five experts, with item-level content validity indexes (I-CVI) and scale-level content validity index/averaging (S-CVI/Ave) both were 1, and scale-level content validity index/universal agreement (S-CVI/UA) was 0.94. This is the first study in Taiwan to integrate the protection motivation theory based on community leaders’ disaster preparedness needs. The training program demonstrate strong content validity. The results of this study can be used to plan disaster preparedness training for other programs to assist residents in enhancing their disaster preparedness.

Using social media in disaster management: The perceptions of emergency responders versus the public

AbstractThis paper investigates the perceptions of professionals (emergency organizations: authorities and first responders) regarding the usage of social media versus the perceptions of the public regarding their expectations concerning the use of social media in communicating emergencies and disasters. It provides a novel perspective on the alignment between perceptions and expectations in disaster social media usage, delving into the structural constraints and opportunities of current practices. The research incorporates qualitative interviews with emergency professionals, a quantitative survey of the general population, and content analysis of social media interactions across seven countries (Israel, Italy, Spain, France, Sweden, Norway, and Romania), aiming to discern differing viewpoints on social media's role in crises. It underscores the variations and commonalities between authorities/first responders and the public's perspectives, revealing differences in acceptance and concerns regarding social media use among these stakeholders. The analysis identified three primary themes: cognitive needs, integrative needs, and communication flow, each with specific, interconnected subthemes. These insights emphasize the need for a better understanding of these diverse perspectives to enhance disaster communication. The paper suggests that effectively utilizing social media and crowdsourcing technologies can help bridge the gap between emergency services and the public, fostering more disaster‐resilient societies.

Disaster Communication and Civic Voluntarism during COVID-19 Pandemic: The Case of Bandung

This research examined communication strategies in increasing volunteer participation and communication methods in improving disaster communication skills. This research also identified challenges and obstacles in implementing civic voluntarism in the city of Bandung. This research used a qualitative method with a case study approach at the Bandung City Fire and Disaster Management Service. Data was collected through interviews, documents, observations and literature studies. The research results show that the people of Bandung City have a movement based on civic voluntarism in dealing with Covid 19. Technical guidance is used to encourage civic voluntarism. Technical guidance is used to train skilled volunteers in carrying out disaster communications. By having knowledge, reliability and communication skills, volunteers become one of the strengths of disaster communication in the city of Bandung. There are three main obstacles in its implementation, namely differences in education level, motivation and time availability among volunteers.
