Dirty laundry: privacy issues for IT professionals

Individual online privacy, already a hot button in the political landscape, is no less important for IT professionals. In 1999, the authors distributed a survey to 500 data workers in the healthcare and financial fields. The results of the study suggest that privacy concerns are not confined to consumers, but the employees who access and collect the data are concerned as well. The survey posed 15 questions regarding the responders' attitudes about the organizational practices at their organization. The data collected from the survey reveals that healthcare workers are concerned about organizational practices causing errors in patient information, as well as unsanctioned use of patient information. Similarly, the survey research indicates that employees of financial institutions are concerned with organizational practices that allow improper access to customer information. Given the results in these two fields, IT workers and managers in all fields must be prepared to deal with this issue, for it is likely to confront them soon.

The National Practitioner Data Bank: Why Not Hospitals?

To the Editor.— I read with interest the article by Johnson 1 on the National Practitioner Data Bank. Hospitals will now have access to records containing certain unpleasant events in the professional lives of American physicians. A physician who has a record in the Practitioner Data Bank, especially if hospital based, will be at a distinct disadvantage when negotiating with a hospital concerning salary and privileges. There is something fundamentally unfair in allowing a hospital to be aware of a physician's dirty laundry without allowing the physician access to information about the hospital. Ideally, both the hospital and the physician would make a full and fair disclosure of their histories to the other party. The present National Practitioner Data Bank ensures only that the physician be honest. In the interest of having a level playing field, the medical community should call on Congress to establish a National Hospital Data Bank.

Japan — a datapower for the decade?

Producers of scientific and technical databases received a survey questionnaire early in March 1990. The packet contained a cover letter, an envelope with postage stamps affixed, and a nine‐page survey instrument. What made this survey interesting was the penetrating, almost blunt nature of the questions. Database surveys usually toss powder puffs at the respondent. This survey fires fastballs. An organization answering the ten questions gives the analyst a glimpse of the family jewels and the dirty laundry. One other point: the survey's sponsor was the Japanese government.

In Praise of Difficult People: A Portrait of the Committed Whistleblower

Critics of large organizations have long regarded principled individual dissent, including whistleblowing, as important for insuring accountability in otherwise unresponsive bureaucracies. It is widely reported that whistleblowing is a costly act for the whistleblower, which many regard as further evidence of the need for improved legal protections and greater external control over the organizations involved. The conflict engendered by internal dissent involves high stakes for the organization as well. In addition to challenging several societal taboos (don't be a stool pigeon, never air dirty laundry in public), blowing the whistle often pits loyalty to one's clients or colleagues against loyalty to the public and includes an accusation that one's superiors and/or fellow employees have neglected or abused the public trust (Bok, 1980). As a result, whistleblowing represents one of the most threatening forms of organizational dissent, likely to prompt considerable hostility and various forms of organizational retaliation.

On a Dynamic Programming Approach to the Caterer Problem—I

In this paper, it is shown that the “caterer” problem, a problem in mathematical economics and logistics which has been discussed by Jacobs, Gaddum, Hoffman and Sokolowsky, and Prager, can be reduced to the problem of determining the maximum of the linear form, subject to a series of “triangular” constraints in the form of inequalities, under an assumption concerning the non-accumulation of dirty laundry. This maximization problem is solved explicitly, using the functional equation technique of dynamic programming.
